Calls n the Cmmissin t intrduce a better methd f financing innvatin, by creating synergies and merging Research & Develpment & Innvatin (R&D&I) supprt prgrammes where pssible, fr example the FPs, Jint Technlgy Initiatives, the CIP, Jint Prgrammes, the Eurpean Institute f Innvatin and Technlgy and the Eurpean Strategic Energy Technlgy Plan, and t direct structural funding and parts f the Cmmn Agricultural Plicy funds and Emissin Trading Scheme auctin revenues t innvatin; jins the Cuncil in calling fr a new balance between trust and cntrl, and between risk-taking and risk avidance; 16. Invites the Member States t make the best pssible use f the Structural Funds fr R&D&I in the current financing perid, targeting the grand scietal challenges; calls n the Cmmissin and the Member State t avid cstly duplicatin by prmting smart specialisatin strategies; 22. Jins the Cuncil in inviting the Cmmissin t make prpsals t accelerate, simplify and mdernise standardisatin prcedures, thus generating a quicker Eurpean respnse t innvative glbal market develpments; Single market and intellectual prperty 23. Stresses that the Eurpean single market must be cmpleted fr all gds and services as a matter f urgency, including innvative health prducts, thus prviding access t 500 millin cnsumers; 24. Stresses that a strng and balanced intellectual prperty rights (IPR) system is ne f the key framewrk cnditins fr innvatin; calls n the Cmmissin t develp a cmprehensive intellectual prperty strategy, which balances inventrs rights with prmting wide use f and access t knwledge and inventins; 25. Calls fr the intrductin f a single Cmmunity patent; welcmes, meanwhile, the brad supprt in the Cuncil fr the enhanced cperatin prcedure n a single EU patent t start in 2011; 26. Calls fr the cmpletin f the Eurpean Research Area a Treaty bligatin by 2014, s as t enable the EU t retain and attract tp talent; 27. Welcmes the Cmmissin prpsal t develp a Eurpean knwledge market fr trading and licensing by the end f 2011, including facilitating access t unused intellectual prperty; Public prcurement 28. Recalls that public prcurement, representing 17% f the EU s annual GDP, plays an imprtant rle in the Eurpean single market and in stimulating innvatin; 29. Emphasises that internatinal reciprcity is needed in respect f access t public prcurement markets, thus enabling EU businesses t cmpete n fair terms internatinally; Eurpean Innvatin Partnerships (EIPs) 31. Recalls its reslutin f 11 Nvember 2010 n EIPs: stating the verarching principle f resurce intelligence in all EIPs, thus prmting resurce efficiency, smart cnsumptin and efficient prductin and management thrughut the supply chain, welcming the pilt prject n active and healthy ageing; 32. Stresses that the EIPs must: be aligned with the grand scietal challenges, generate inspiratin thrugh ambitius but feasible (w)man n the mn targets, create synergies and fllw the SMART principles, be shared amng mre than tw plicy fields (DGs) within the Cmmissin, and encmpass all innvatin prgrammes, including the EIT s Knwledge and Innvatin Cmmunities; 33. Calls upn the Cmmissin t reprt annually t Parliament n all EIPs, and twice-yearly n the first pilt prject; The regin as an imprtant partner 34. Underlines that full engagement f the reginal and lcal levels is crucial t achieving the gals f the Innvatin Unin, as they have the necessary prximity t a wide range f actrs invlved in innvatin and serve as an intermediary between these varius actrs, the Member States and the EU; 35. Grte maatschappelijke uitdagingen EXPLANATORY STATEMT Samen den maakt sterker. Samen innveren m plssingen te vinden vr de gezamenlijke prblemen in Eurpa, betekent meer fcus, snellere ntwikkelingen, (ksten)efficiëntie en meer creatieve kracht. De Innvatie Unie met niet alleen antwrd geven p de gezamenlijke maatschappelijke prblemen, maar met tegelijkertijd Eurpa s cncurrentiekracht versterken en de weg uit de ecnmische crisis wijzen. Samen velen de lidstaten in het imprtafhankelijke Eurpa de ndzaak m p een intelligente en duurzame manier met hulpbrnnen en grndstffen m te gaan, ndig vr energiepwekking, vr de industrie f vr vedselprductie. Ok de vergrijzende bevlking is een uitdaging waarvr bijna elk land in de EU staat. Om meer geznde levensjaren te bieden, betere zrg en medicijnen, maar k tegelijkertijd ksten te beheersen, kan een gezamenlijke aanpak sneller resultaten pleveren. Inmiddels zijn de ecnmieën in Eurpa z verweven, dat niet alleen de stabiliteit van de eur m een gezamenlijke aanpak vraagt, maar k de versterking van de cncurrentiekracht van de lidstaten. Een gezamenlijke weg naar een rechtvaardige en stabiele ecnmie. Creativiteit van mensen: vrijheid m te innveren Mensen zijn creatief en meten de ruimte krijgen zelf mee te werken aan verbetering van hun mgeving, van de maatschappij. Deze sciale innvatie draagt, bleek uit recente studies, vr 75% bij aan het succes van technlgische vernieuwing. Ruimte vr ideeën van werknemers m werkprcessen te verbeteren is dan k van nschatbare waarde. Burgers zijn zelf innvatrs, als bijvrbeeld ntwikkelaars van applicaties vr de niet-eurpese iphne, maar k hun gedrag en cnsumptie sturen innvatie. Het is daarm belangrijk dat mensen de mgelijkheden krijgen en nemen m zelf invled uit te efenen en nderdeel te zijn van de vergang naar een duurzame samenleving, bijvrbeeld dr de verbetering van hernieuwbare energietepassingen p heel kleine schaal. Gedragsverandering, waarnder cnsumptieverandering, kunnen krachtige impulsen geven aan innvatie. Wat hebben burgers te winnen bij innvatie? De bedeling van de fcus p innvatie is m het welvaartsniveau in Eurpa hg te huden, dr duurzame alternatieven te vinden vr vrheen gebruikte prducten, prcessen en diensten. Snellere plssingen vr betere zrg vr geriatrische ziektes, welvaartgerelateerde ziektes, mbiliteit bij uderdm, dit is een greep uit de vrdelen die samenwerking in Eurpa de burger met bieden. Delstelling van het pref innvatiepartnerschap actief en geznd uder wrden is twee extra geznde levensjaren vr iedere Eurpeaan in 2020. Fcus Scherpe keuzes en uitdagende delen zijn essentieel vr stimuleren van innvatie. Dr fcus en samenhang in het beleid. Als innvatie plssingen met bieden vr z veel prblemen, met er krachtdadig beleid wrden ntwikkeld m creativiteit te stimuleren die in krte tijd kan wrden mgezet in prducten, diensten, prcessen f bewegingen. Wat is innvatie en wat kan beter? Tt vr krt werd innvatie in één adem genemd met nderzek en werd alleen het hightech prduct gezien als innvatie. Innvatie is veel breder en uit zich in succesvlle mzetting van een idee tt een prduct, prces, service f beweging. Onderzek is een heel belangrijke brn m tt innvatie te kmen, maar innvatie heeft meer brnnen dan nderzek. Z is er bijvrbeeld het pltselinge briljante idee dat direct mgezet kan wrden in een prduct, prces, service f beweging (denk aan Facebk). Om ideeën makkelijk m te zetten naar de markt f de praktijk is ndig: 1. betere tegang tt krediet en financiële ndersteuning, 2. meer investeringen in R&D&I p EU en natinaal niveau dr publieke en private partners, 3. duidelijke regels met een lange termijn perspectief, 4. simpele telatingsprcedures tt Eurpese f natinale stimuleringsprgramma s, verminderen bureaucratie. een ne-stp-shp : één tegangslket tt de Eurpese stimuleringsprgramma s, die de cmplexiteit van de aanvraag wegneemt vr ndernemers (vral het MKB), nderzeksinstellingen, universiteiten en zelfs reginale en lkale verheden. Bij dit lket wrdt niet alleen gekeken naar de financieringsvraag, maar k naar passende partners f netwerken vr samenwerking. samenvegen van stimuleringsprgramma s waar mgelijk. Veel prgramma s hebben verlap. Versplintering van fndsen, betekent drgaans k de versplintering van fcus. minder cntrlezucht bij de financieringsaanvragen, meer expertise bij het tewijzen van financiering en meer vertruwen achteraf. 5. gede samenwerking tussen de EU, natinale, reginale en lkale verheden, nderzeksinstellingen, universiteiten, ndernemingen en last but nt least de burger. 6. stimulering van kwantitatieve vaardigheden in het nderwijs (exacte vakken), meer aandacht vr ndernemerschap in studies en meer uitwisseling tussen vakgebieden en verbeterde samenwerking tussen nderwijs, nderzek en bedrijfsleven. 7. een gedkp en simpel Eurpees patent, werkbare regels m intellectueel eigendm te beschermen en een Eurpees systeem vr uitwisselen van niet-gebruikte patenten. 8. een echte Eurpese interne markt, waarbij innvaties beter kunnen slagen dr tegang tt een markt met 500 miljen burgers. Op dit mment kmen smmige innvaties de grens niet ver, vanwege cmplexe telatingsprcedures en verschillen met regelgeving in de andere lidstaat. Onder de interne markt met k verstaan wrden, markten die tt vr krt eerder natinaal werden bediend, zals vr innvatieve gezndheidsprducten die juist kunnen bijdragen aan geznd en actief uder wrden. 9. flexibel publiek aankpbeleid vr (duurzaam) innvatie. Eurpees beleid Het beleid van Eurpa met meer tegespitst zijn p het cncreet stellen en halen van delstellingen p het gebied van de grte maatschappelijke uitdagingen. Op dit mment is het beleid vr meer innvatie ng te gefragmenteerd en vral gericht p nderzek. Die aandacht vr nderzek met blijven en de delstelling van 3% BNP vr nderzek met wrden gehaald. Maar daarnaast meten k andere prcessen die tt (sciale) innvatie leiden wrden ndersteund in andere beleidsterreinen. Een hlistische en cmpacte benadering ten aanzien van innvatie is ndig in beleid. Eurpese innvatiepartnerschappen De Eurpese Cmmissie stelt innvatiepartnerschappen vr m sneller tt plssingen te kmen vr de grte maatschappelijke uitdagingen. Bedeling is dat deze partnerschappen vral de synergie zeken tussen al bestaande innvatie-ntwikkelingen en knelpunten plssen die snellere innvatie verhinderen. Deze partnerschappen meten vlden aan het SMART-principe, specifiek/meetbaar/bereikbaar/realistisch/tijdelijk.
