Which factors are important? Liquidity What is the maximum amount of illiquids that a pension fund can hold? Reserve this What is the minimum amount that needs to be liquid? Expected cash flows The amount of collateral needed, for example for interest rate swaps Capital Charge What are the capital charges for such investments under FTK or Solvency II? 14

Yes, but the capital charge differs for AAA paper of European government bonds Bij de berekening van het vereist eigen vermogen mag het kredietrisico gelijk aan nul worden verondersteld voor alle Europese staatsobligaties met een AAA of equivalente rating. Het gaat hier om staatsobligaties uitgegeven door landen in Europa met een AAA rating. Voor AAA obligaties geldt dat een risico-opslag van 60 basispunten moet worden toegepast voor de bepaling van het kredietrisico (zie artikel 24 lid 1 van de Regeling Pw en Wvb). Voor Europese AAA staatsobligaties wordt daarbij echter een uitzondering gemaakt. Zoals aangegeven in de parlementaire behandeling geldt voor dit type staatobligaties een nulweging. De nulweging geldt voor alle staatsobligaties van Europese landen met een AAA-rating, dus ook voor staatsobligaties van Europese landen met een AAA rating uitgegeven in een andere valuta dan de euro. Voor staatsobligaties uitgegeven door niet-europese landen geldt wel een risico-opslag voor de vaststelling van S5 (kredietrisico), ook als deze wel zijn uitgegeven in euro. Ook voor staatsobligaties uitgegeven door Europese landen met een lagere rating dan AAA geldt een risicoopslag. 16
