Effecten van de hervormingen Beleid van program reviews heeft geleid tot begrotingsoverschot en dalende overheidsschuld Perverse effecten program reviews: uitholling van ondersteunende functies en besparingen op opleiding en onderzoek Politieke besluitvorming begrotingsproces en expenditure management onvoldoende systematisch Weinig impact op parlementaire controle. Instrumenten tot parlementaire controle onderbenut. Accrual accounts complex voor parlementsleden. Asymmetrie begroting-boekhouding leidt tot onvoldoende gebruik van accrual informatie in intern management 34
