13 Asterix: advances in Small Trials design for Regulatory Innovation and excellence The approach consists of four major building blocks. The development and implementation of new methodologies for CTSP is performed by methodology development in close interaction with patients, to ensure optimal integration of end-user perspectives. Development and experimental validation of new methodologies occurs via a framework of rare diseases and validation. This ensures that the new methodologies have been thoroughly evaluated from a statistical, end-user, and clinical/ empirical perspective. Thereby these methodologies can be readily implemented through recommendations for drug development and regulation. 14 CloSed: CLONIDINE FOR SEDATION OF PAEDIATRIC PATIENTS IN THE INTENSIVE CARE UNIT In order to assure that patients are appropriately considered in CloSed and to bridge the clinical/scientific work with the patient perspective a Patient Advisory Board (PAB) consisting of 6-8 expert patient representatives from relevant European patient organisations, familiar with the paediatric care in ICUs will be established. The PAB will advise on, and represent patients perspective regarding, ethical, practical and communication issues during the project. To facilitate discussions between the scientists/clinicians in the project and the PABs two workshops will be conducted. Workshop 1: a) To identify issues that may arise from a patient/child s perspective on Closed b) To develop a plan to address them accordingly Workshop 2: a) To summarise experiences from a patient perspective in the project b) To phrase recommendations in order to learn from the experience It is the goal to develop, in interaction with the PAB, a position paper, to be communicated amongst European patient organisations, on sedation issues in paediatric clinical research and healthcare.

23 WHO: Priority Medicines for Europe and the World - A Public Health Approach to Innovation Update on 2004 Background Paper. Background Paper 8.5 Patient and Citizen Involvement, 10 June 2013 The EU has played an active role by funding the PatientPartner Project, investigating, enforcing and advising on the role of patient organizations in clinical trials. This project demonstrated the need for and willingness of patients to contribute to medical research. Subsequently, EU participated in the IMI project European Patients' Academy on Therapeutic Innovation (EUPATI). Through these and other projects, knowledge on processes and mechanisms that may inhibit meaningful contribution of patients and citizens also has increased. Additional research and support is needed to identify barriers to meaningful involvement and to design measures to overcome them. It may also be important for patients to gather in patients' organizations as this critical mass may better represent the needs and priorities of patients.

27 EUCERD Criteria for designation of CEs for RD in MS 1/2 1. Capacity to produce and adhere to good practice guidelines for diagnosis and care. 2. Quality management in place to assure quality of care, including National and European legal provisions, and participation in internal and external quality schemes when applicable. 3. Capacity to propose quality of care indicators in their area and implement outcome measures including patient satisfaction. 4. High level of expertise and experience documented, for instance, by the annual volume of referrals and second opinions, and through peer-reviewed publications, grants, positions, teaching and training activities. 5. Appropriate capacity to manage RD patients and provide expert advice. 6. Contribution to state-of-the-art research. 7. Capacity to participate in data collection for clinical research and public health purposes. 8. Capacity to participate in clinical trials, if applicable.

Demonstration of a multi-disciplinary approach, when appropriate, integrating medical, paramedical, psychological and social needs (e.g. RD board). 10. Organisation of collaborations to assure the continuity of care between childhood, adolescence and adulthood, if relevant. 11. Organisation of collaborations to assure the continuity of care between all stages of the disease. 12. Links and collaboration with other CE at national, European and international level. 13. Links and collaboration with patient organisations where they exist. 14. Appropriate arrangements for referrals within individual Member States and from/to other EU countries if applicable. 15. Appropriate arrangements to improve the delivery of care and especially to shorten the time taken to reach a diagnosis. 16. Consideration of E-Health solutions (e.g. shared case management systems, expert systems for tele-expertise and shared repository of cases).

32 Cross border health care directive Article 12: European Reference Networks The Commission shall support Member States in the development of European reference networks between healthcare providers and centres of expertise in the Member States, in particular in the area of rare diseases.

33 Cross border health care directive Article 13 Rare diseases The Commission shall support MS in cooperating in the development of diagnosis and treatment capacity in particular by aiming to: a) make health professionals aware of the tools available to them at Union level to assist them in the correct diagnosis of rare diseases, in particular the Orphanet database, and the European Reference Networks; b) make patients, health professionals and those bodies responsible for the funding of healthcare aware of the possibilities for referral of patients with rare diseases to other MS even for diagnosis and treatments which are not available in the MS of affiliation.

40 NPZZ Reactie minister november 2013.ik als minister van VWS borg dat het plan daadwerkelijk wordt uitgevoerd. NFU verzocht en bereid gevonden om de regie en coördinatie van de opzet, uitvoering en onderhoud van het landelijk netwerk op zich te nemen...zal ik tweemaal jaarlijks een bijeenkomst organiseren met relevante partijen zal RIVM vragen codering voor zeldzame ziekten herkenbaar te specificeren (ICD) in de registratiesystemen voor huisartsen (HIS) en ziekenhuizen (ZIS).. zal ik uw Kamer periodiek informeren. Het overzicht van de NFU, afgestemd met Orphanet en VSOP, biedt voor mij voldoende basis en vetrouwen dat de hierin vermelde expertisecentra in overeenstemming zijn met wat in de EU-aanbeveling is beoogd (antwoord op kamervragen, maart 2014)
