16 DIRECTIVE 2011/24/EU OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 9 March 2011 on the application of patients rights in cross-border healthcare Article 1 Subject matter and scope 1. Prioriteiten in de gezondheidszorg? 2. Prioriteiten/transparantie in budgettering? 3. Recht op behandeling en recht op dekking van de kosten (terugbetaling)? 4. Solidariteit of partiële solidariteit binnen de verzekeringen? 5. Grenzen van de therapeutische hardnekkigheid? (Keuze van het levenseinde? Euthanasie, palliatieve zorg, sedatie, natuurlijke dood..?) de kost mag niet het belangrijkste criterium zijn. Maar hoe oplossen????? 18
