3 ADSE Consulting and Engineering onze ambitie ADSE is een Nederlands onafhankelijk ingenieurs- en adviesbureau gevestigd in Hoofddorp, actief in de Aerospace, Defensie en Mobiliteitsmarkt. ADSE ontwerpt transportsystemen en adviseert over de processen en organisaties die hiervoor benodigd zijn. ILS (en gerelateerde gebieden ARM / LCC) is een van de speerpunten van ADSE. Al meer dan 20 jaar ondersteunen wij bij de inrichting, planning, uitvoering en aansturing van ILS/ARM/LCC activiteiten in offerte en ontwerp trajecten van complexe technische transportsystemen voor zowel ontwerpers als gebruikers. In het bijzonder hebben wij ruime expertise en ervaring en capaciteit op dit vlak binnen de defensie markt, zowel op het gebied van land, lucht als zee systemen. 3

6 Ontwikkeling in de markt Opdrachtgevers en opdrachtnemers zien de omvang en complexiteit van de vraagstukken rond RAMS, ILS en LCC toenemen. Voor complexe technische systemen zoals wapensystemen, infrastructurele projecten, of transportmiddelen zijn karakteristieken als aanschafprijs en prestaties alleen niet meer voldoende. Aspecten als onderhoudbaarheid, beschikbaarheid, levensduurkosten en het bijbehorende product support pakket, zijn essentiële beslisvariabelen geworden passend bij de huidige tijdsgeest waarin oplossingen ook op de lange termijn duurzaam en betaalbaar moeten zijn. Dit maakt dat vanaf de start van het ontwerp en aanschaf proces de juiste aandacht moet worden besteed aan RAMS, ILS en LCC, waarbij deze aspecten als een integrale ontwerpvariabele moeten worden meegenomen. 6

11 Knelpunt is beschikbare capaciteit (met kennis en ervaring) Om dit te realiseren in de huidige groei markt is echter aanvullende capaciteit en expertise benodigd, aangezien de beschikbare capaciteit bij opdrachtgevers en opdrachtnemers vaak gericht en gealloceerd is op het beheer en ontwikkelen van de huidige projecten. Een kritische succesfactor is dan ook de beschikbaarheid van ervaren ILS capaciteit. In de huidige schaarse arbeidsmarkt blijkt werving als lange termijn oplossing onvoldoende resultaat op te leveren, en zeker niet op korte termijn. Een korte termijn oplossing wordt gezocht in het tijdelijk inlenen of inhuren van individuele uitvoerende en/of aansturende capaciteit. Gebrek aan domeinkennis, gebrek aan gezamenlijke achtergrond, gebrek aan gezamenlijke methodiek en toolkennis, in combi met de dynamiek van korte termijn contracten, maakt dat de inrichting en aansturing van een dergelijk team veel aandacht en expertise vraagt. Capaciteit die nu juist niet beschikbaar is. 11

12 Innovatief business model ILS as a service Om deze problemen het hoofd te bieden heeft ADSE het ILS-as-a-service business model in de markt gezet. Key element hierbij is het ontzorgen van de klant. ADSE neemt in dit concept namelijk verantwoordelijkheid voor het resultaat, als integraal onderdeel van de klant organisatie. Met een team van specialisten, ervaren ILS project managers, en de juiste tools, puttend uit onze jarenlange ervaring in dit domein binnen diverse industrieën. Dit behelst niet alleen het taak gestuurd uitvoeren van ILS activiteiten, maar ook de planning en inrichting hiervan gebaseerd op een gedegen analyse van de klant vraag. Daarnaast omvat het concept de verantwoordelijkheid voor de aansturen en monitoren van alle ILS activiteiten passend binnen het overall project plan. Op basis van verbetercyclus wordt onze aanpak continu geëvalueerd, wordt het team verder ontwikkeld. Tot slot wordt op basis hiervan op input geleverd aan de tactisch en strategisch discussies bij de klant om ILS (en support) van een cost-driver naar een lange termijn profit-center te brengen voor zowel opdrachtgever als opdrachtnemer. 12

15 Samenvattend: Het belang van RAMS/ILS staat buiten kijf, en de vraag naar kennis en ervaring neemt toe ILS capaciteit is en blijft schaars, waardoor traditionele werving en selectie methodieken niet meer voldoende zijn. Outsourcing van ILS werkzaamheden middels het ILS as a service business model is hiervoor een oplossing Dit business model is gebaseerd op lange termijn partnerships en samenwerking. Hierdoor wordt het mogelijk continuïteit van kennis en kunde te borgen, de gewenste meerwaarde te leveren, de klant te ontzorgen en daadwerkelijk bij te dragen aan de sustainable en affordable systemen van de toekomst. Op dit moment wordt dit innovatieve business model in de praktijk toegepast en ontwikkeld. 15
