8 Wat is UDI : De 3 Pijlers UDI (Unique Device Identification) - CODE Code bestaande uit een serie van (alfa-)numerieke gegevens Elk specifiek Medisch Hulpmiddel heeft zijn eigen unieke code Opgelet Uniek betekent niet serialisatie De code bevat 2 delen : Device Identifier (DI) & Production Identifier (PI) DI: conform ISO standard bvb. GTIN (GS1), HIBC-code (HIBCC) or ISBT128 (ICCBBA) PI: lot/batch no., serial no., expiry [use by] date, date of manufacture [in any combination] UDID (Unique Device Identification Database) Bevat essentiële productinformatie conform CE en labeling De Device Identifier (DI) van de UDI-code is de primary key secondary keys zijn mogelijk (vb multi-packaging ) AIDC (Automatic Identification and Data Capture) machine-readable data carrier op het medical device zelf of op de verpakking Conform ISO standaarden voor carriers information contained = UDI (DI + PI) waarbij de DI geldt als key tot UDIDatabase technologie neutraal (e.g. linear bar code, 2-dimensional code, RFID, ) 8

15 Waar staan we? Unique Device Identification (UDI) The Food and Drug Administration (FDA) has released a proposed rule that most medical devices distributed in the United States carry a unique device identifier, or UDI. Congress passed legislation in 2007 directing the FDA to develop regulations establishing a unique device identification system for medical devices. The FDA is also creating a database that will include a standard set of basic identifying elements for each UDI, and will make most of it available to the public so that users of a medical device can easily look up information about the device. The UDI does not indicate and FDA s database will not contain any information about who uses a device, including personal privacy information. In developing the proposed rule, the FDA worked closely with industry, the clinical community and patient and consumer groups, and conducted four pilot studies. Read the Unique Device Identifier Proposed Rule here. 3 Read the Amendment to the Unique Device Identification System Proposed Rule here. 4 Proposed Effective Dates for UDI Requirements The table below outlines the effective dates in the July 10, 2012 UDI proposed rule, as amended on November 19, Effective Date Immediately upon publication of a final rule. One year after publication of a final rule Two years after publication of a final rule Requirement Requests for an exception or alternative to UDI labeling requirements may be submitted pursuant to (subpart C of part 830, concerning accreditation of issuing Agencies) and (incorporation by reference of certain standards) go into effect. This will allow applications for accreditation as an issuing Agency to be submitted to FDA immediately. Dates on medical device labels must be formatted as required by The label and package of class III medical devices and devices licensed under the PHS Act must bear a UDI (b)(1). Data for class III devices and devices licensed under the PHS Act that are required to be labeled with a UDI must be submitted to the GUDID data base The label and package of implantable, life-supporting, and life-sustaining devices that are not class III devices or licensed under the PHS Act must bear a UDI (b)(2).

Sept 2012 New Regulation Proposals Traceability and identification of MD Article 21: Identification within the supply chain "economic operators shall be able to identify the following: (a) any economic operator to whom they have supplied a device; (b) any economic operator who has supplied them with a device; (c) any health institution or healthcare professional to whom they have supplied a device. Upon request, they shall inform the competent authorities thereof." Article 22: UDI System - A system for Unique Device Identification shall be put in place in the Union; - A UDI system for identification and traceability of devices consisting of: (a) production of a UDI (DI+PI), (b) placement of the UDI on the label of the device, (c) storage of UDI by economic operators and the health institutions through electronic means, (d) establishment of an electronic system on UDI. - Entities designated for the assignment of UDIs according to international standards.

23 Oplossingen Labels : vb. De UDI wordt een bijkomende labeling requirement in de richtlijn verordening De UDI carrier (barcode) komt op het label van het medical device, zijn verpakking of op het medical device zelf, EN op alle hogere verpakkingsniveaus Er wordt niet één AIDC technologie als data carrier verplicht maar op basis van ISO normen worden verschillende mogelijkheden toegelaten (GS1 / HIBCC/ ) UDI moet zowel human-readable als in AIDC format aanwezig zijn. Indien beperkte ruimte voorkeur voor AIDC. Direct Part Marking is niet altijd mogelijk of aangeraden voor bepaalde devices dus uitzonderingen worden omschreven De UDI carrier voor sommige low risk devices moet niet altijd op de primary pack maar eerder op het hoger verpakkingsniveau.( IMDRF werkt regels uit ) 23

24 Wat met hergebruik / accessoires UDI verplicht op het device zelf (vb laser etched, dot peen, labeled, inkjet, ) AIDC moet gedurende de ganse levenscysclus bruikbaar blijven. AIDC moet duidelijk zichtbaar en gemakkelijk te vinden zijn. Accessoires die apart beschikbaar zijn hebben een eigen UDI Out of scope / open issues: Spare parts / replacement components Software 24

25 Wat met Kits (In alle betekenissen) Worden meestal aanzien als één product uit de risico- klasse van onderdeel uit de hoogste klasse Eén UDI kan meestal volstaan met -Eén UDI Database entry -Eén UDI carrier 25

Reprocessors van single use devices (SUD) vragen een nieuwe UDI De reprocessor wordt verantwoordelijk en moet het onderscheid met het origineel product mogelijk maken Ook Remanufacturers + Private Labelers vragen een nieuwe UDI En houden gegevens ivm originele producten bij Any person who changes the intended use of, or modifies, a medical device without acting on behalf of the original manufacturer and who makes it available for use under his own name, should be considered the manufacturer of the modified medical device.
