3 RENEWABLE ENERGY REGULATIONS In 2005 the Kyoto Protocol on reducing emissions of greenhouse gasses was ratified by Belgium and 182 other countries, attesting to the world s awareness of the need to shift to non polluting and renewable sources of energy The EU is aiming to reduce the effects of climate change and establish a common energy policy. As part of this policy, European Heads of State agreed in March 2007 on binding targets to increase the share of renewable energy. By 2020 renewable energy should account for 20% of the EU s final energy consumption (9% in 2009). To meet this common target, each Member State needs to increase its production and use of renewable energy in electricity, heating, cooling and transport. Belgian target: 13% (2009 = 4%) 3

5 WETTELIJK KADER IN BELGIË VOOR OFFSHORE 1. KB van 20 december 2000 Voorwaarden en procedure voor het toekennen van domeinconcessies voor de bouw en de exploitatie van installaties voor de productie van elektriciteit uit water, stromen of winden, in de zeegebieden waarin België rechtsmacht kan uitoefenen overeenkomstig het internationaal zeerecht. Een welbepaald gebied werd door de Belgische overheid vastgelegd met een duidelijke procedure voor de indiening en de behandeling van de aanvragen, de toekenningscriteria, de verplichtingen van de houders van de vergunning e.d. 5

KB van juli 2002 Mechanismen ter bevordering van elektriciteit opgewekt uit hernieuwbare energiebronnen Bepalingen betreffende de toekenning van GroeneStroomCertificaten (GSC) - enerzijds aankoopverplichting vastgelegd door Elia - anderzijds de aankoopprijs van min.107 /MWh voor de eerste 216 MW geïnstalleerd en 90 /MWh boven de 216 MW voor offshore windenergie GSC = ondersteuning vanwege de Federale Overheid met als doel : a) promoten van investeringen in hernieuwbare energie b) aanvullend op de marktprijzen voor (grijze) stroom c) projecten in hernieuwbare energie economisch rendabel te maken voor projectontwikkelaars 7

14 FOCUS ON WAVES Advantages Not as intermittent as wind High load factor compared to wind: smaller size for same power range Less visual impact Huge natural resources Higher potential in winter in Europe thus following the demand of energy Challenges Irregularity in amplitude & frequency versus constant excitation Survivability: device has to be robust to endure high loads during storm High corrosive environment Slow motions with high forces while common electrical generators require high speed Technology is not fully developed yet Electrical infrastructure needs to be adapted to the transfer of the electrical power to the grid on land Cost vs. revenue = uncertainty about long term support mechanism Permits & regulations 14

16 FOCUS ON TIDAL Advantages High density of seawater (850 x density of air) thus lower speed & smaller turbines compared to wind More predictable & reliable Relatively insensitive to weather conditions Minimal or zero visual impact Challenges Rather difficult to install devices in sites with the largest potential for energy extraction Difficult to maintain and operate in harsh conditions High corrosive environment Technology is not fully developed yet Electrical infrastructure has to be adapted to the circumstances Cost vs. revenue = uncertainty about long term support mechanism Permits & regulations 16

17 SITUATION NEIGHBOURING COUNTRIES EU member states have a target of deploying ca 2000 MW of marine energy by 2020 This ambition is translated in : national supporting mechanisms like ROCs (Renewable Obligation Certificates) in the UK important budgets for research & development within EU s 7th Framework Programme for Research and Technological Development (FP7) A significant ambition to develop ocean energy exists in the countries on the Atlantic arc (UK, Ireland, France, Spain & Portugal) 17

28 Cable laying & trenching offshore Thornton OWF The TWO submarine cables (150kV) between the offshore transformer platform and the public 150kV grid on land are transporting the generated power. For the submarine part of the route (about 36 km) the cables are buried in the sea bed. 28

34 FLANSEA Project: FlanSea (Flanders Electricity from the Sea) is een onderzoeksproject voor de ontwikkeling van een golfenergieconvertor in een gematigd zeeklimaat Doelstelling: resulteren in een concept dat economisch leefbaar is en competitief is met andere golfenergieconvertoren en/of andere offshore hernieuwbare energieconvertoren Consortium: samenwerking opgezet door de Universiteit Gent met 6 Vlaamse bedrijven, elk gespecialiseerd in een bepaald vakgebied dat complementair is voor de uitwerking en de bouw van een golfenergieconvertor Budget: gesubsidieerd door het agentschap voor Innovatie door Wetenschap en Technologie (IWT) 34

37 CONCLUSIES/OPPORTUNITEITEN Marine Blauwe (Wave & Tidal) energie heeft het potentieel om zich, naast Groene (Wind), te ontwikkelen als de volgende generatie van offshore hernieuwbare energie. Marine energie zal op grootschalige wijze de klimaatveranderingsdoelen mee ondersteunen, en deze markt van de toekomst, zal samen met offshore wind sociale & economische voordelen brengen. Om de ambities te realiseren van grootschalige energieopwekking zal de uitgebalanceerde driehoek van politieke en maatschappelijke steun, industriële ambitie en toegankelijke zones op zee noodzakelijk zijn. 37

38 BELANGRIJKSTE AANDACHTSPUNTEN Beschikbaarheid van een tijdig en versterkt hoogspanningsnet uitgebouwd tot aan de zones van marine energiebronnen. Een efficiënt en gestroomlijnd vergunningenproces. Langdurige beschikbaarheid van gepaste financiële niveaus van kapitaal en ondersteunings-mechanismen. Testfaciliteiten voor nieuwe ontwikkelingen op gebied van hernieuwbare energie (productie & opslag). Industriële capaciteit om nieuwe hernieuwbare energieprojecten te ontwikkelen, te bouwen, te opereren en te onderhouden. 38
