Inhoud Process and substance in transition State of the negotiations in 2012 Bonn (May): SBSTA, SBI, ADP, AWG LCA, AWG KP Bangkok (September): ADP, AWG LCA, AWG KP Expectations for Doha
Bonn : moeilijke doorstart SBSTA en SBI: goede vooruitgang Uitwerking en implementatie Cancun en Durban Ook rond voorheen extreem politieke thema s als ICA/IAR/MRV AWGs : procedureslagen Broos vertrouwen, vooral Annex I vs. non Annex I Constructieve ambiguïteit in DPEA over: Pre- en post-2020 workstreams overgang AWG-LCA naar ADP (o.m. MoI, firewall) ADP : agenda en keuze voorzitters pas op laatste dag AWG-LCA : procedureslagen over resterende werkzaamheden AWG-KP : uitkristallisering van politieke knelpunten 8
Bangkok - ADP Vertrouwen in de aanpak van de co-chairs Roundtables in beide onderhandelingssporen: Vision for the ADP Pre-2020 ambition level Vision (Core issue = Equity & CBDR) Ontwikkelde landen : Ontwikkelingslanden : spectrum of commitments (EU) remove firewall (RF) dynamic differentiation (Norway) in accordance with convention principles (BASIC) link to Means of Implemenation (India) differentiated participation (Grenada) context, constraints and contributions (Singapore) 9
Bangkok - ADP Ambition Focus on implementation, incl. complementary initiatives: bunkers, HFCs, Short lived climate forcers Oproep naar landen die nog geen pledge voorgesteld hebben stepping up ambition level : weinig beweging rules-based system : accounting link met means of implementation 10
Inhoud Process and substance in transition State of the negotiations in 2012 Expectations for Doha ADP AWG LCA AWG KP
Expectations for Doha - ADP Focus on mitigation: Enhance ambition pre 2020 Common accounting system is central Spectrum of commitments, no binary approach beyond 2020 High level work plan for : 2015 binding agreement: Protocol under the Convention Evolving capabilities and responsibilities in a spectrum of commitments Pre 2020 ambition: increase pledges, new pledges, progress international cooperative initiatives Build on work of other tracks: SBs, KP, WP LTF
Expectations for Doha AWG KP No new conditionalities for CP2 Agreeable and ratifiable amendments to the KP Agree main rules for cp2 Resolve outstanding political and technical issues: AAU surplus Cp2 duration + Review of ambition level Continuity between cp1 & cp2, incl. access to flex. Mech. KP cp2 is a transition to a single global Protocol with participation of all
Expectations for Doha AWG LCA Take forward implementation of decisions in appropriate bodies (e.g. NAPs, L&D, CB, ) No reopening of previous agreements (e.g. Technology Mechanism, GCF, SC, AC, ) Outstanding issues : solve or move No automatic transferal of issues to ADP (e.g. IPR) Provide reassurance how issues will be dealt with after Doha (e.g. EASD, mitigation, accounting, review, NMM/FVA, LT Finance)
