Woongedrag, cultuur en keuze van woning heeft veel invloed op energiegebruik Autobezit, keuze van auto, en rijstijl hebben veel invloed op brandstofverbruik. Stadsontwikkeling en openbaar vervoer voorzieningen belangrijk voor keuze vervoer.
Realisatie lage stabilisatieniveaus mogelijk met: Technieken die nu commercieel verkrijgbaar zijn, en Technieken die naar verwachting de komende decennia op de markt komen Mits: Juiste prikkels ( financiele bijdragen, normen, marktontwikkeling) aanwezig voor verdere ontwikkeling, toepassing en verspreiding Barrieres worden opgeruimd via gericht beleid En mits: Overheidsuitgaven voor onderzoek en ontwikkeling op peil (nu ca 50% van uitgaven in 1980) Bron: IPCC, AR4
