24 CONCLUDEREND Regels zijn ook niet alles, teveel regels leiden af van doel Modern toezicht gaat meer en meer over sociaalwetenschappelijke aspecten What you see is not what you get; toezicht zou moeten focussen op consistentie tussen doel-systeem-praktijk-resultaat (GoSPO model) Kan dit model een basis zijn voor afstemming BfT en commissie Toetsing KBvG?
