Policy Context Flexibility,mobility and sustainable employability are key words in modern labour market policy Work to work arrangements are a crucial element Primary employers and employees are responsible ( in the framework of the Unemployment Law) PES play an important role in the field of managing successful transitions on and to the labourmarket. Work to work is one of these transitions CWI is assigned to prevent dependency on benefits (one of its KPI concerns the prevention ratio) Pagina 3
Practical context Work to work arrangements are mostly part of social plans which are concluded between employers and trade unions in case of mass redundancy. This arrangements have usually a long duration CWI and UWV may offer services ( including reintegration measures) to those employees whose unemployment spell will start over 4 months The role of CWI and UWV is facilitating the arrangements and are not competing with private providers ( e.g outplacement agencies) which are contracted.
