Heropening Pasangrahan Het monumentale gebouw Pasangrahan, gelegen aan het Wilhelminaplein in Playa, zal na het succesvolle afronden van de grondige restauratie op 5 mei haar heropening vieren. De Pasangrahan is een van de mooiste en meest indrukwekkende historische gebouwen op Bonaire. De restauratie heeft haar afsluitende fase bereikt en de heropening van dit Bonairiaanse monument zal samen met de bevolking op maandag 5 mei om 17.00 uur op feestelijke wijze plaatsvinden. Bonairiaanse geschiedenis, cultuur en identiteit De Pasangrahan is in bezit van het openbaar lichaam Bonaire (OLB). Het OLB heeft met deze grondige restauratie van het monument weer een grote stap gezet in het monumentenbeleid en daarmee het beschermen van de Bonairiaanse geschiedenis, cultuur en identiteit. In 2008 was een aanzienlijke daklekkage de aanzet voor het opzetten van een algeheel restauratietraject. Vanaf 2009 werd aan een restauratie en budgetteringsplan gewerkt. Met financiering vanuit Nederland kon uiteindelijk in 2012 met de daadwerkelijke restauratie worden begonnen. Na anderhalf jaar is deze restauratie afgerond en kan de Pasangrahan op 5 mei weer in gebruik worden genomen. Het team van het OLB, het bestuur, de directie, de aannemer, directievoerders, toezichthouders en het betrokken architectenbureau hebben in goede harmonie samengewerkt. Onder leiding van Miguel Martis (hoofd afdeling Beleid en projecten) en onder meer Alca Sint Jago (beleidsadviseur bouw- en monumentenzorg en verantwoordelijk voor overheidsgebouwen, scholen en monumenten), Gino Obersi (technisch adviseur monumenten), en van het architecten bureau Streefkerk architects + consultants) Harm Streefkerk en Frank Paiman. De betrokkenen partijen kijken met trots uit om het gerestaureerde gebouw nu eindelijk aan de bevolking te kunnen presenteren. Toegankelijk voor iedereen Pasangrahan werd tot dusver gebruikt als vergaderruimte van de eilandsraad, trouwerijen en andere officiële aangelegenheden. In de nieuwe setting geeft het ook geschikte ruimte voor fractiekamers, de griffier met ondersteuning en een museum/tentoonstellingsruimte toegankelijk voor alle bewoners en bezoekers van het eiland. Het museum zal bij de opening gebruikt worden om de lokale kunstenaren en hun werken te presenteren. In een later stadium zal de historie van het gebouw zelf tentoongesteld worden. Bij de restauratie is rekening gehouden met de historische manier van bouwen en lokaal materiaal gebruik. Daarmee is het gebouw hersteld naar richtlijnen van het monumentenbeleid en voldoet daarmee tevens aan de modernste behoeften. Zo is het voorzien van de nieuwste apparatuur en technologie om het toegankelijk te maken voor ALLE bezoekers. Een mindervalide ingang, een traplift, geluidsinstallatie voor minderhorenden, een voelbaar pad voor minderzienden en sanitaire inrichtingen met alarm en een vochtregulerende installatie naar de nieuwste normen. De Pasangrahan
blijft hiermee behouden als een belangrijk onderdeel van de geschiedenis van Bonaire voor Bonaire. Monumenten op Bonaire werden jarenlang, door gebrek aan financiële middelen, verwaarloosd en kregen niet de aandacht die zij verdienden. Een aantal historische gebouwen lopen daardoor het gevaar om niet meer in hun originele staat hersteld te kunnen worden. Door het monumentenbeleid zijn er nieuwe mogelijkheden gecreëerd om historisch belangrijke gebouwen te beschermen en te behouden. Momenteel wordt er aan de lijst met mogelijke monumenten gewerkt en wordt er gekeken welke genomineerde gebouwen uiteindelijk officieel erkend worden als monument en in aanmerking komen voor financiering (laagrentende lening) vanuit het nationale restauratiefonds Nederland. Begrip voor het verleden en hoop voor een succesvolle toekomst Cultuur en historie zijn van groot belang om de Bonairiaanse identiteit te behouden. Historische monumenten dienen als visuele herinneringen aan het verleden en ondersteunen de verdere ontwikkeling van de Bonairiaanse gemeenschap. Het behoud van dergelijke gebouwen geeft ons meer begrip voor het verleden en hoop voor de toekomst. Met de restauratie van de Pasangrahan is de volgende stap gezet in het behoud van Bonairiaanse geschiedenis, cultuur en identiteit. Met dit voorbeeld wordt de basis gelegd,impuls en inspiratie gegeven voor de toekomstige aanpak van monumenten op het eiland. Zelfs prinses Juliana heeft hier gerust De Pasangrahan, gebouwd in opdracht van Cornelis Raven 'Bubuchi' Debrot in 1890, werd oorspronkelijk als woonhuis gebruikt. De kleur werd gebruikt ter ere van het huis van Oranje. Passanggrahan is een Indonesisch woord en betekent 'gastenverblijf'. Na het overlijden van Debrot in 1921 kwam het in bezit van de lokale overheid en deed het jarenlang dienst als Pasangrahan, het officiële gastenverblijf van de overheid. Op 2 maart 1944 heeft Prinses Juliana tijdens een eendaags bezoek hier nog even gerust. Het is daarna nog vaak veranderd van functie en was tot jongstleden in gebruik als vergaderruimte van de eilandsraad. Een functie die nu tot in lengte van dagen weer mogelijk is gemaakt. The Pasangrahan Reopening The Pasangrahan, the monumental building situated along Wilhelmina Square in Playa, will celebrate its reopening on May 5 after successful completion of its thorough restoration. The Pasangrahan is one of the most impressive, beautiful and historic buildings on Bonaire. The restoration has reached its final phase and the reopening of this Bonaire landmark will be festively celebrated with the public on Monday, May 5th at 17:00. Bonaire's History, Culture and Identity The Pasangrahan is owned by the Public Body Bonaire (OLB). The OLB, with the thorough restoration of this historic building, has taken another big step in monument policies thereby protecting Bonaire's history, culture and identity. In 2008, significant deterioration from roof leakage became the impetus to create a comprehensive restoration project. In 2009 the OLB worked on a restoration plan and budget. With those complete, funding from the Netherlands was obtained. In 2012 the actual restoration began. After one and a half years, the restoration is finalized and the Pasangrahan will open May 5th. All involved, the OLB team, governance, management, the contractor management directors, supervisors and architects have worked together in harmony. The project was led by Miguel Martis (main department policies and projects), and included Alca Sint Jago (Policy Advisor for construction and preservation and responsible for public buildings, schools and monuments), Gino Obersi (technical monuments advisor) and from the architectural firm, Streefkerk Architects, consultants, Harm Streefkerk and Frank Paiman. The parties involved now proudly look forward to finally present the restored building to the populus. Accessible to Everyone The Pasangrahan was previously used for island council meetings, for weddings and other formal occasions. The new setting also provides suitable space for parties, the clerk with their support staff and a museum/exhibition space open to all residents and island visitors. For the opening, the museum will be presenting local artists and their work. At a later date, the history of the building will be exhibited. The restoration took into account historical building methods and used local materials. This historic building has been restored according to monument policy guidelines and also meets the latest requirements. Thus it is equipped with the newest equipment and technology to make it accessible to ALL visitors. There is entrance for the disabled, a stair lift, sound enhancement for the hearing impaired, a touch pad for the blind as well as safety equipment including alarm and a humidity control installation, all according to the latest standards. The Pasangrahan thus remains preserved as an important part of the history of Bonaire for Bonaire. For years Bonaire s monuments were neglected and did not get the attention they deserved due to a lack of resources. A number of historical buildings thus run the risk of being beyond repair, unable to be restored to their original state. With the current building policies, new opportunities are created to protect and preserve historically
significant buildings. The OLB is currently working on the list of possible monuments to see which nominated buildings can be officially recognized and become eligible for financing (low interest loans) from the Netherlands National Restoration Fund. Understanding the Past and Hope for the Future Culture and history are important to preserve. Bonaire s historical monuments serve as visual reminders of the past and support the further development of the Bonairean community. The preservation of such buildings gives us greater understanding of the past and hope for the future. With the restoration of the Pasangrahan, a big step has been taken to preserve Bonaire's history, culture and identity. By its example, it lays the foundation, the desire and the inspiration for the future restoration of monuments on the island. Even Princess Juliana Rested Here The Pasangrahan, built by Cornelis Ravens Bubuchi Debrot in 1890, was originally used as a residence. The color used was in honor of the House of Orange. Passanggrahan is an Indonesian word meaning guesthouse. After the death of Debrot in 1921, it became the possession of the local government and for years did function as a "passanggrahan", the official guesthouse of the government. On March 2, 1944, during a one-day visit, Princess Juliana was made comfortable there. Since then, it often changed its function until most recently when it was used as a meeting room for the Island Council. A feature that is again possible for the foreseeable future.
