To support innovation in manufacturing, in particular in the construction industry and the automobile sector which have recently seen demand plummet as a result of the crisis and which also face significant challenges in the transition to the green economy, the Commission proposes to launch 3 major partnerships between the public and private sectors: In the construction sector, a 'European energy-efficient buildings' initiative, to promote green technologies and the development of energy-efficient systems and materials in new and renovated buildings with a view to reducing radically their energy consumption and CO2 emissions (5). The initiative should have an important regulatory and standardisation component and would involve a procurement network of regional and local authorities. The estimated envelope for this partnership is 1bn. 4 Our ambitions are clear: the target The EU climate and energy package In March 2007 the EU s leaders endorsed an integrated approach to climate and energy policy that aims to combat climate change and increase the EU s energy security while strengthening its competitiveness. They committed Europe to transforming itself into a highly energy-efficient, low carbon economy. To kick-start this process, the EU Heads of State and Government set a series of demanding climate and energy targets to be met by These are: * A reduction in EU greenhouse gas emissions of at least 20% below 1990 levels * 20% of EU energy consumption to come from renewable resources * A 20% reduction in primary energy use compared with projected levels, to be achieved by improving energy efficiency.. The Roadmap for Energy and Low Carbon Economy Objectives % % The EPBD recast Directive 2010/31/EU : New buildings built from 2021 onwards will have to be nearly zero-energy buildings. 4

8 Het antwoord op de maatschappelijke uitdagingen door de bouwsector vraagt Creativiteit en Innovatie Alles moet steeds sneller, sterker, beter, gezonder, ergonomisch en met meer comfort en veiligheid. Best ook aanpasbaar en onderhoudsvriendelijk en zeker duurzaam, met aandacht voor het milieu, van goede kwaliteit en bovenal economisch om te kunnen overleven in een steeds meer competitieve markt waar efficiëntie een absolute must is. Binnen de beperkingen van de begroting - de middelen voor het wetenschappelijk onderzoek worden verhoogd om te evolueren naar de aanbevolen Europese normen. 2. Steun verder toegespitsen op de sectoren met een potentieel aan werkgelegenheid, namelijk ICT, levenswetenschappen en milieu 3. Synergieën tussen de universiteiten die zijn gevestigd in Brussel en de ondernemingen die onderzoek verrichten,. overleg tussen de actoren die fundamenteel en de actoren die toegepast onderzoek verrichten 4. Performante middelen - Versterking van Innoviris in zijn organisatie - Incubator Greenbizz voor het onthaal en de begeleiding van nieuwe groene ondernemingen 10
