3 Voorwoord Foreword Zeer geëerde gasten, U was vandaag getuige van een historische gebeurtenis. Dear Esteemed Guests, Today you witnessed a historic event. Zijne Majesteit de Koning heeft reserve majoor-vlieger Roy de Ruiter gedecoreerd met de Militaire Willems-Orde. Dit is de oudste en hoogste dapperheidonderscheiding die Nederland kent. Majoor-vlieger De Ruiter is benoemd tot Ridder Militaire Willems-Orde 4e Klasse. Hij kreeg deze onderscheiding vanwege zijn te allen tijde beleidvol, gedreven en moedig optreden tijdens uitzendingen in Afghanistan tussen 2007 en Daarmee is hij de eerste luchtmachtmilitair die de allerhoogste dapperheidsonderscheiding ontvangt voor een optreden in Afghanistan. His Majesty the King awarded Reserve Major Roy de Ruiter with the Military Order of William. This is the Netherlands oldest and highest award for bravery. Major De Ruiter was made Knight 4th Class of the Military Order of William. He received this award for his skilful, driven and courageous actions during deployments in Afghanistan between 2007 and He is therefore the first air force member to receive the highest award for bravery for conduct in missions carried out in Afghanistan. 4 5 Vliegers stijgen het hoogst als zij tegen de wind in gaan. Majoor-vlieger De Ruiter heeft dat meermaals laten zien. Onder extreme en gevaarlijke omstandigheden zette hij uitzonderlijke prestaties neer. En toonde hij een onvoorwaardelijk grote loyaliteit naar zijn collega s op de grond. Pilots are at their best when things are at their worst. Time and again, Major De Ruiter showed that this is indeed the case. His performance in extreme and dangerous conditions was second to none. Moreover, he demonstrated unconditional loyalty to his colleagues on the ground. In addition to explaining the special ceremony at the Binnenhof, this commemorative book describes Major De Ruiter s outstanding actions in words and images. In dit herinneringsboek wordt niet alleen de bijzondere ceremonie op het Binnenhof toegelicht, maar geven wij u ook woord en beeld bij de uitzonderlijke verrichtingen van majoor-vlieger De Ruiter. 4 Binnenhof: historische en symbolische grond The Binnenhof: historic ground with symbolic value De uitreiking van de Militaire Willems-Orde vindt plaats op historische en symbolische grond. De geschiedenis van het Binnenhof gaat terug tot in de Middeleeuwen toen graaf Floris IV grond kocht om een kasteel te bouwen. De bouw van dit kasteel werd uiteindelijk voltooid door de kleinzoon van Floris IV, graaf Floris V. Het kasteel bestond toen uit een woongebouw (het Rolgebouw) en een grote zaal (de Ridderzaal). Vanaf dat moment gold het kasteel als de residentie van de graven van Holland. In de loop der eeuwen ontstond het Binnenhof zoals we dat vandaag de dag kennen. Centraal op het plein staat nog steeds de Ridderzaal waar Zijne Majesteit de Koning jaarlijks op de derde dinsdag van september het parlementaire jaar opent door het uitspreken van de Troonrede. In deze Troonrede maakt de regering haar plannen voor het komende jaar bekend. In de gebouwen aan het Binnenhof zijn de Eerste en de Tweede Kamer der Staten-Generaal ondergebracht. Daarnaast zijn de kantoren van de Minister-President gevestigd in het zogenaamde Torentje. In de Trêveszaal vergadert het kabinet iedere vrijdag. Het Binnenhof bevindt zich dan ook letterlijk midden tussen de symbolen en vertegenwoordigers van onze democratische waarden en normen. The presentation of the Military Order of William will take place on historic ground that holds deep symbolic meaning for the Netherlands. The history of the Binnenhof goes back to the Middle Ages, when Floris IV, Count of Holland, purchased land to build a castle. The construction of the castle was completed by his grandson, Count Floris V of Holland. At the time, the castle comprised a mansion (the so-called Rolgebouw), and a large hall (the Ridderzaal or Knight s Hall). From that time on, the castle served as the residence of the counts of Holland. 6 7 The Binnenhof as we now know it was developed over the centuries. The Ridderzaal, which still stands in the heart of the inner court, is where the parliamentary year is officially opened on the third Tuesday of September by His Majesty King Willem Alexander with the King s Speech. In the Speech, the government unfolds its plans for the coming year. The complexes adjoining the Binnenhof accommodate the Senate and the House of Representatives of the States-General. Next to these buildings is the office of the Prime Minister, which is located in what is referred to in Dutch as the Torentje (turret). The Trêveszaal is where the Council of Ministers hold their weekly Friday meeting. The Binnenhof is therefore situated literally at the heart of the symbols and representatives of our democratic standards and values.

5 Aangetreden eenheden Mauritshuis Bij de ceremonie op het Binnenhof staan diverse militaire eenheden aangetreden. Voor de Ridderzaal staat een collectieve vaandelwacht van alle eenheden aan wie in het verleden een Militaire Willems-Orde is toegekend. Delegaties van deze eenheden staan tegenover de tribune. Op de tribune bevinden zich de aanwezige Ridders Militaire Willems-Orde. Tegenover de Ridderzaal staan de Commandant der Strijdkrachten, luitenant-admiraal Rob Bauer en zijn operationele commandanten. Naast hen staan delegaties van de vier krijgsmachtdelen aangetreden. Paradecommandant voor de ceremonie is kolonel-vlieger Pier Schipmölder, Chef Staf van het Defensie Helikopter Commando. De aangetreden eenheden onderscheiden met een Militaire Willems- Orde zijn: - Het Regiment Van Heutsz van de Koninklijke Landmacht dat de traditie voortzet van het Koninklijk Nederlands-Indisch Leger. In respectievelijk 1849, 1877 en 1930 werd aan drie eenheden van dit Koninklijk Nederlands-Indisch Leger de Militaire Willems-Orde toegekend; - De Koninklijke Luchtmacht die de traditie voortzet van zowel het Wapen der Militaire Luchtvaart als het Wapen der Militaire Luchtvaart van het Koninklijk Nederlands-Indisch Leger. Beide Wapens werd in 1940 en 1942 de Militaire Willems-Orde toegekend voor de inzet tijdens de Tweede Wereldoorlog; - De Marine Luchtvaartdienst van de Koninklijke Marine werd in 1942 onderscheiden met de Militaire Willems-Orde voor de inzet in de Tweede Wereldoorlog; 8 - Het Garderegiment Fuseliers Prinses Irene van de Koninklijke Garderegiment Landmacht dat de traditie voortzet van de Koninklijke Nederlandse Fuseliers 9 Brigade Prinses Irene. De Koninklijke Nederlandse Brigade Prinses Irene werd in juli 1945 onderscheiden met de Militaire Willems-Orde voor de inzet tijdens de Tweede Wereldoorlog; Prinses Irene 82nd (US) Airborne Div. Ridders Militaire Willems-Orde Ridderzaal Muziekkorps Vaandelgroep Regiment van Heutsz Koninklijke Luchtmacht Marine Luchtvaartdienst - De Amerikaanse 82nd Airborne Division kreeg in oktober 1945 de Militaire Willems-Orde voor haar rol in operatie Market Garden in 1944; - Het Korps Mariniers van de Koninklijke Marine kreeg de Militaire Willems-Orde in 1946 voor de inzet in de Tweede Wereldoorlog; Tribune Fontein Korps Mariniers Onderzeedienst 6e Poolse Air Assault Brig. - De Onderzeedienst van de Koninklijke Marine werd in 1947 onderscheiden met de Militaire Willems-Orde voor de inzet in de Tweede Wereldoorlog; Korps Commandotroepen - De Poolse 6e Air Assault Brigade die de traditie voortzet van de 1e Zelfstandige Poolse Parachutistenbrigade. De 1e Zelfstandige Poolse Parachutistenbrigade werd in 2006 onderscheiden met de Militaire Willems-Orde voor haar rol in operatie Market Garden in 1944; Commandant der Strijdkrachten Buitenhof Koninklijke Marechaussee Koninklijke Luchtmacht Koninklijke Landmacht Koninklijke Marine - Het Korps Commandotroepen van de Koninklijke Landmacht kreeg in 2016 de Militaire Willems-Orde voor het optreden in Afghanistan in de periode maart 2005 tot en met september 2010.

6 Military units on parade Mauritshuis Various military units are formed up at the Binnenhof during the ceremony. In front of the Ridderzaal is a Colour Guard formed by all units which have been awarded the Military Order of William in the past. Delegations of these units are positioned opposite the stand. The Knights of the Military Order of William are seated in the stand. Positioned opposite the Ridderzaal are the Chief of Defence, Admiral Rob Bauer and his Operational Commanders. Next to them are delegations from the four Services. The Parade Commander is Colonel Pier Schipmölder, Chief of Staff of the Defence Helicopter Command. The units on parade which have previously been awarded the Military Order of William are: - The Van Heutsz Regiment of the Royal Netherlands Army, which continues the traditions of the Royal Netherlands East Indies Army. Majoor-vlieger De Ruiter, vanaf nu Ridder Militaire Willems-Orde, zal hierna zijn opwachting maken bij de aanwezige ridders en van hen de accolade ontvangen. Daarna nemen de Ridders Militaire Willems-Orde voor het aansluitende defilé hun positie in naast Zijne Majesteit de Koning, waarbij ook het cortège van de Commandant der Strijdkrachten aansluit uur Defilé van de aangetreden troepen ter ere van de nieuwe Ridder Militaire Willems-Orde uur Zijne Majesteit de Koning, Hare Majesteit de Koningin en majoor-vlieger De Ruiter verlaten het Binnenhof en begeven zich via de hoofdingang naar de Ridderzaal. De overige Ridders Militaire Willems-Orde, de cortèges en aansluitend de genodigden voor de receptie verlaten het Binnenhof en begeven zich via de zij-ingang naar de Ridderzaal. Mrs Bijleveld-Schouten, Netherlands Minister of Defence, will welcome His Majesty the King, Her Majesty the Queen and all those present and introduce the ceremony. Major De Ruiter will then be asked to fall out and report to His Majesty the King. The oath will be taken after the address by King Willem-Alexander. Once the oath has been taken, His Majesty the King will affix the cross of the Order to Major De Ruiter s chest and Major De Ruiter will be knighted. The national anthem of the Kingdom of the Netherlands will be played afterwards. Major De Ruiter, now a Knight of the Military Order of William, will then join his peers and receive an accolade from them, after which the Knights of the Military Order of William will take their place next to His Majesty the King for the march-past, which will also be joined by the Chief of Defence and his entourage. 15:52 hrs March-past of the troops present in honour of the new Knight of the Military Order of William 15:59 hrs His Majesty the King, Her Majesty the Queen and Major De Ruiter will leave the Binnenhof and enter the Hall of Knights through the main entrance. 9 De Militaire Willems-Orde The Military Order of William De Militaire Willems-Orde is de oudste en tegelijk hoogste onderscheiding van het Koninkrijk der Nederlanden. Zij werd ingesteld bij de wet van 30 april 1815, no.5. Deze wet, die uit twaalf artikelen bestond, was van kracht tot 30 april 1940, toen zij met behoud van haar deugdelijk gebleken grondslagen werd herzien. Het eerste artikel luidt nu: 1. Er is een Orde, strekkende tot belooning van militairen, in dienst van het Koninkrijk der Nederlanden, die zich in den strijd door het bedrijven van uitstekende daden van moed, beleid en trouw hebben onderscheiden. 2. In bijzondere gevallen kunnen ook niet-militaire Nederlandse onderdanen alsmede vreemdelingen, die zich door zoodanige daden hebben onderscheiden in de Orde worden opgenomen. Een Ridder Militaire Willems-Orde die opnieuw in de strijd een uitstekende daad van moed, beleid en trouw heeft verricht, kan voor bevordering in de Orde in aanmerking komen. De eerste die de eer ten deel viel in het register van de Orde te worden ingeschreven, was de Prins van Oranje de latere koning Willem II die in 1815 bij Quatre Bras en Waterloo de Nederlandse troepen had aangevoerd. In totaal vonden er naar aanleiding van deze twee veldslagen meer dan duizend benoemingen plaats. In de negentiende eeuw zouden nog talrijke benoemingen volgen. Zo leverde de Belgische Opstand in 1830 en de Tiendaagse Veldtocht, die een jaar later plaatsvond, een groot aantal nieuwe ridders op. Nederlands-Indië was bij uitstek het gebied waar men het ridderschap Militaire Willems-Orde kon verdienen. Atjeh, waar vanaf 1873 een guerrillaoorlog werd gevoerd, spande in dit opzicht de kroon. De talloze militaire acties daar brachten in het tijdvak een oogst op van in totaal twee grootkruizen, zes commandeurskruizen, 42 ridderkruizen derde klasse en meer dan 800 ridderkruizen vierde klasse 1. In totaal werden in de periode tot personen en eenheden met de Militaire Willems-Orde gedecoreerd. The Military Order of William is the oldest and the highest honour in the Kingdom of the Netherlands. It was established by Act of Parliament no. 5 on 30 April This Act, consisting of 12 sections, remained in force until 30 April 1940, when it was reviewed while retaining its proven sound foundations. The first section now reads: 1. There is an Order, which serves to reward military personnel in the service of the Kingdom of the Netherlands who have distinguished themselves in battle by acts of exceptional bravery, skill and loyalty. 2. In exceptional cases, Dutch nationals who are not in military service and non-dutch nationals, who have distinguished themselves by such acts, may be admitted into the Order. The Military Order of William comprises four classes: - Knights of the 1st Class, or Knights Grand Cross, De Militaire Willems-Orde bestaat uit vier klassen: - Knights of the 2nd Class, or Commanders, 16 - Ridders der 1e klasse of Ridders-Grootkruis, - Knights of the 3rd Class, - Ridders der 2e klasse of Commandeurs, - Knights of the 4th Class Ridders der 3e klasse, - Ridders der 4e klasse. A Knight of the Order who again distinguishes himself by an outstanding act of bravery, skill and loyalty may be considered for promotion within the Order. The first person to have the honour of being entered into the register of the Order was the Prince of Orange later to become King William II who had led the Dutch troops at Quatre Bras and Waterloo in A total of more than one thousand appointments were made as a result of these two battles. Many appointments were to follow during the course of the nineteenth century. For instance, the Belgian Revolution in 1830 and the Ten Days Campaign a year later produced a large number of new Knights. In the period that followed, the Netherlands East Indies was the area where soldiers were most likely to be awarded the Military Order of William. The region of Aceh, where a guerrilla war had been raging since 1873, topped the list. The countless military operations carried out there in the period from 1873 to 1927 yielded two Knights Grand Cross, six Commanders, 42 Knights of the 3rd Class and more than 800 Knights of the 4th Class 1. 10 De Militaire Willems-Orde The Military Order of William Sinds 1940 zijn ruim 200 personen en eenheden aan de registers van de Militaire Willems-Orde toegevoegd. Onder hen bevonden zich twee leden van het Koninklijk Huis, vanwege hun inspirerend leiderschap tijdens de Tweede Wereldoorlog. Prins Bernard werd op 15 juni 1946 tot Commandeur benoemd en prinses Wilhelmina op 4 september 1948 tot Ridder-Grootkruis. De prinses was de eerste vrouw die in de registers van de Orde werd ingeschreven. De wet biedt de mogelijkheid aan onderdelen van de krijgsmacht die zich in de strijd bijzonder hebben onderscheiden het ridderkruis 4e klasse toe te kennen. In uitzonderlijke gevallen kan het ridderkruis 4e klasse ook worden toegekend aan buitenlandse eenheden. Op grond hiervan is aan acht onderdelen van de Nederlandse krijgsmacht en aan twee buitenlandse eenheden deze onderscheiding toegekend. Als gevolg van opheffingen en traditievoortzetting wordt momenteel aan zeven Nederlandse vaandels het ridderkruis 4e klasse gevoerd. Het Regiment van Heutsz zet de tradities voort van het Koninklijk Nederlands-Indisch Leger (KNIL) en voert aan haar vaandel het ridderkruis 4e klasse op een rozet naar traditie van het KNIL. De Koninklijke Luchtmacht doet dit voor het Wapen der Militaire Luchtvaart (1940) en het Wapen der Militaire Luchtvaart van het KNIL (1942). Ook in het geval van de Poolse 1e Onafhankelijke Parachutistenbrigade wordt de traditie van de oorspronkelijke eenheid voortgezet door een onderdeel van de huidige Poolse krijgsmacht. Op 12 juli 1955 werd voor het laatst, in verband met de Tweede Wereldoorlog en Nederlands-Indië, aan twee personen de Militaire Willems-Orde uitgereikt. De kapitein J.H.C. Ulrici werd zowel benoemd vanwege zijn rol in het verzet ( ) als voor zijn optreden in Nederlands-Indië. Kapitein T.E. Spier werd alleen vanwege zijn optreden in Nederlands-Indië tot ridder benoemd. De plechtigheid vond plaats op de Frederik Hendrikkazerne in Vught. De twee officieren ontvingen de onderscheiding uit handen van prins Bernhard die aan hen de gebruikelijke accolade (ridderslag) gaf. Since 1940, more than 200 names and unit names have been added to the register of the Military Order of William. Among them are two members of the Royal House. In exceptional circumstances, the Knight s Cross of the 4th Class can also be awarded to foreign units. As a result, eight units of the Netherlands armed forces and two foreign units have been awarded these honours for their actions. As a consequence of the disbandment of units and other units then continuing the traditions of these former units, the Knight s Cross of the 4th Class is currently borne by seven Dutch standards. The Van Heutsz Regiment of the Royal Netherlands Army continues the traditions of the Royal Netherlands East Indies Army, with its standard carrying the Knight s Cross of the 4th Class on a rosette. The Royal Netherlands Air Force does the same for the former Military Aviation Arm (1940) and the former Military Air Arm of the Royal Netherlands East Indies Army (1942). Similarly, the traditions of the disbanded 1st Independent Polish Parachute Brigade, awarded the Military Order of William in 2006, are being continued by a current unit of the Polish armed forces On 12 July 1955, the Military Order of William was awarded for the last time for actions carried out during the Second World War and the struggle in the Netherlands East Indies; the medal was awarded to two individuals. Captain J.H.C. Ulrici was decorated for his role in the resistance ( ) during the Second World War and his actions as a soldier in the Netherlands East Indies. Captain T.E. Spier was knighted for his actions as a soldier in the Netherlands East Indies. The award ceremony took place at the Frederik Hendrik Barracks in Vught. The two officers received their awards from Prince Bernhard, who also officially knighted them. Het laatste conflict vóór de Nederlandse missie in Uruzgan dat aanleiding gaf tot het uitreiken van een ridderkruis der Militaire Willems-Orde, was de Koreaoorlog. Van de circa militairen die bij het Nederlands Detachement Verenigde Naties in Korea dienden, werden er drie van wie twee postuum in 1951 in de registers bijgeschreven. Majoor Marco Kroon was de eerste individuele militair die in de Orde werd benoemd wegens inzet in hedendaagse vredesoperaties. Daarvoor ontving hij op 29 mei 2009 met groot ceremonieel eerbetoon het ridderkruis 4e klasse uit handen van koningin Beatrix. Na hem werd luitenant-kolonel Gijs Tuinman op 4 december 2014 Ridder Militaire Willems-Orde 4e klasse. Hij ontving de hoogste dapperheidsonderscheiding uit handen van koning Willem-Alexander. The last conflict to see a Knight s Cross being awarded prior to the recent Dutch mission in Afghanistan was the Korean War. Of the 4,748 soldiers who served with the Netherlands Detachment of the United Nations in Korea, three individuals two of whom received the award posthumously were added to the register in Major Marco Kroon was the first individual soldier to be appointed to the Order on account of actions carried out during modern peace operations. 11 Grootmeesterschap Voor iedere Nederlandse ridderorde is bij de instelling bepaald dat het grootmeesterschap onlosmakelijk aan de Kroon der Nederlanden is verbonden. Zijne Majesteit de Koning is dus de Grootmeester van de Militaire Willems-Orde. De Grootmeester draagt de versierselen van Ridder-Grootkruis. Dit is het ordelint en écharpe dat (als sjerp) van de rechterschouder naar de linkerheup wordt gedragen, eindigend in een strik waaraan het ordeteken is bevestigd. Links, beneden de borst en boven het middel, een achtpuntige ordester (plaque) met daarop het versiersel zonder kroon. Na uitzendingen naar onder meer Irak en Cambodja kiest hij in 1994 voor de Landmacht om vier jaar later over te gaan naar het Korps Commandotroepen. In 2006 komt Kroon in beeld vanwege zijn heldhaftigheid. In Uruzgan leidt de groene baret als pelotonscommandant vijf maanden lang talloze meerdaagse, zware en levensgevaarlijke patrouilles. Zijn peloton wordt al vechtend uit een goed voorbereide hinderlaag geleid en hij steunt een coalitiegenoot bij het afvoeren van een gewonde. Hiervoor rijdt hij met zijn complete eenheid op de vijand in, die daardoor wordt overbluft. Ondanks zijn vastberadenheid de tegenstander te verslaan, blijft Kroon barmhartig. Nadrukkelijk beveelt hij tijdens een operatie om gewonde Taliban te verzorgen en de doden toe te dekken. Zijn manier van optreden als leidinggevende zijn voor zijn collega s en meerderen reden Kroon voor te dragen voor de Militaire Willems-Orde. Na twee en een half jaar onderzoek wordt deze aan hem toegekend. The way in which he provided leadership was for his colleagues and superiors the reason why Kroon was nominated for the Military Order of William. Following two and a half years of investigation, the award was granted. Fairly soon after being appointed commander of the team, he was assigned to a temporary position at the tactical centre of expertise of the Defence Helicopter Command, where he served as a trainer on the prestigious weapons instructor training programme for new instructors. Individuals who have completed this programme are qualified to transfer their knowledge about the use of weapon systems, tactics and procedures. De Ruiter s last deployment to Afghanistan was in In the summer of 2010 he departed for the United States, where, as head of training programmes, he shaped the expansion of the Netherlands Training Detachment in Fort Hood to include Chinook helicopters and the Airmobile Brigade. In this position, he was responsible for developing training scenarios and evaluating all operational Apache helicopter pilots. He also trained new pilots to full mission-capable status. He took part as a co-pilot in the first Apache deployment to Afghanistan in He has the dubious honour of having been on board when the Dutch Apache helicopters first came under fire during a night reconnaissance mission. He was again deployed to Afghanistan in the same role at the end of In 2013 he was granted honourable discharge to continue a career in civil aviation. He currently works as an instructor pilot for the Royal Oman Police. In this capacity, his duties are likewise performed in the service of society. In Oman, he carries out search and rescue, ambulance, firefighting, police and civil support flights. De gevechtshelikopters zijn in die periode onder meer ingezet voor verkenning en beveiliging van grond- en luchttransport, maar maakten daadwerkelijk het verschil voor grondtroepen in de gevechtsondersteuning. Sinds 2004 zijn de gevechtshelikopters bijna onafgebroken ingezet in het gebied. Eerdere pogingen om deze strijders op te pakken of uit te schakelen, zijn niet gelukt. Drie transporthelikopters met grondtroepen zijn op het moment van het verzoek al onderweg naar Tarin Kowt en twee unmanned aerial vehicles (UAV s) hangen boven het doelwit. Verder zal ook een AC-130 luchtsteun leveren. De Ruiter gaat meteen aan de slag. He thus takes a well-considered risk and puts the interests of the ground forces before his own and those of his airborne team. This requires decisive action, tactical insight and leadership. After some time, he sees tracer course over the western company, which seems to originate at the direction of the eastern company and immediately reports the possibility of friendly fire over the radio. He is one of the first to recognise the situation for what it is

Met zijn tactische achtergrond luistert De Ruiter niet alleen, maar levert hij ook een waardevolle inhoudelijke bijdrage aan het plan van de eenheid. Tot grote onvrede van zowel De Ruiter als Tuinman mochten de Apaches niet specifiek toegewezen worden aan deze operatie. Nonetheless, De Ruiter uses his knowledge of the groundtactical plan to increase the alert state of the Apaches at expected crucial moments in the operation, allowing them to be deployed more quickly for TF55 and be with their troops more quickly in the event of an emergency. Situational awareness De Apaches proberen contact te maken met meerdere Joint Terminal Attack Controllers (JTAC ers), omdat de eenheid van TF55 is opgedeeld. Dit blijkt moeilijk, omdat het radiocontact wordt verstoord. Het is voor De Ruiter dankzij zijn voorkennis vrij snel duidelijk waar de vijand zich moet bevinden. This proves difficult, as radio contact is disrupted. Thanks to De Ruiter s prior knowledge, it is fairly clear to him where the enemy will be. In this situation, it is up to the Apaches to make the difference for the men of TF55. Captain Tuinman makes a plan to search for the missing commando. In the meantime, the Apaches coordinate with the other JTACs to establish the exact locations of the troops in the most forward front lines. They are only a couple of dozen metres away from the enemy, which means they are at great risk of being hit by Apache fire. De Ruiter kiest er daarom voor laag en langzaam te vliegen om het vest met het blote oog te zoeken en maakt zichzelf en zijn collega daarmee kwetsbaar, omdat hij binnen vuurbereik van de vijand vliegt. 29 Overtuigende leider buiten de gebaande paden Convincing leader off the beaten track 23 september September 2009 Een gecombineerde operatie van Task Force 55 (TF55) samen met buitenlandse special forces in het zuiden van Afghanistan. Er is een dorp ontdekt waar zich honderden aan Taliban gelieerde opstandelingen ophouden en tevens een opslagplaats herbergt voor IED-componenten. Het plan start met het invliegen van de grondtroepen met Nederlandse Chinook transporthelikopters, beveiligd door Nederlandse Apaches. Vanwege de zeer accurate en extreem grote dreiging is deze operatie vooraf zorgvuldig voorbereid. Wederom is kapitein-vlieger De Ruiter, als Air Mission Commander (AMC), nauw betrokken bij de planning onder leiding van de commandant meervoudig ploeg optreden TF55, kapitein Tuinman (nu luitenant-kolonel RMWO). Moedig plan Normaal gesproken zou deze operatie bij duisternis worden uitgevoerd. De Nederlandse Chinook-bemanningen hadden echter geen toestemming om bij nacht te opereren. Deze beperking maakt de operatie nog risicovoller dan hij al is. De Ruiter en Tuinman bedenken een zeer gewaagd plan. Enkele seconden voor de landing zullen de Apaches vooraf geïdentificeerde doelen met precisie uitschakelen en waarschuwingsschoten lossen op verschillende locaties. Door de gecreëerde chaos Southern Afghanistan; a combined operation by Task Force 55 (TFF55) together with foreign special forces. A village housing hundreds of rebels affiliated with the Taliban and a storage facility for IED components has been identified. The first step of the plan is to insert ground troops using Dutch Chinook transport helicopters, under the protection of Dutch Apaches. Because of the highly precise and extremely high threat, this operation has been carefully planned in advance. Once again, pilot Captain De Ruiter as air mission commander was closely involved in planning the operation under the direction of Tasks Force 55 Combined Team Operations Commander Captain Tuinman (now Knight of the Military Order of William in the rank of lieutenant colonel). Courageous plan An operation of this kind would normally be carried out in darkness. The Dutch Chinook crews were not authorised to operate at night. This limiting factor makes the operation even more risky than it already is. De Ruiter and Tuinman draw up an incredibly bold plan. Mere seconds before the landing, the Apaches will use precision targeting to eliminate a number of targets identified beforehand, as well as fire a number of warning shots at various locations. The ensuing chaos will create a brief window of opportunity for the Chinooks to land safely in the middle of the village. Het is hierdoor zeer aannemelijk dat de opstandelingen een hinderlaag hebben voorbereid. Er wordt toch besloten de operatie door te zetten. De landing verloopt geheel volgens plan. De strijders zijn volledig verrast en zetten te voet of per motor hun vlucht in. Daar is een centrale rol weggelegd voor De Ruiter. Samen met zijn wingman dwingt De Ruiter vluchtende opstandelingen tot stoppen. Chinooks. Once the Chinooks have landed, the Apaches will be given the command to stop the rebels from escaping. Preventing escape Shortly before take off, however, De Ruiter and Tuinman receive information that other coalition helicopters have observed the village at length the previous evening. Live images from an unmanned aerial vehicle (UAV) now show a changed pattern of life in the village. It is highly likely that the presence of the helicopters has alerted the villagers to a possible operation being planned against the present rebels, meaning it is also highly likely that the rebels have prepared an ambush. The decision is made to go ahead with the operation nonetheless. The landing goes entirely according to plan. The fighters are caught completely off guard and attempt to escape on foot and on motorbikes. This is where De Ruiter comes in. Uiteindelijk vlucht hij de woestijn in, waarbij hij zich niet laat tegenhouden door waarschuwingsschoten uit de Apache. De grondtroepen in het dorp hebben op dat moment geen mensen of middelen beschikbaar om de achtervolging in te zetten. De Ruiter bedenkt een creatief plan vanuit de gedachte dat deze persoon wel eens over zeer waardevolle informatie zou kunnen beschikken. De Chinook transporthelikopters zijn net geland om de laatste troepen af te zetten en staan op het punt terug te keren naar Tarin Kowt. Door in korte tijd een zeer helder en gedegen plan te presenteren, weet De Ruiter een Chinook-bemanning te overtuigen om de verdachte persoon zelfstandig op te pakken. De Ruiter neemt hier risico s mee, mede omdat de bemanning van de Chinook niet opgeleid en getraind is voor dergelijke opdrachten. De Apache vliegt voor de Chinook uit om de exacte locatie van de persoon te markeren en vuurt nogmaals met het boordkanon vlak naast hem. De opstandeling wordt succesvol gevangengenomen en afgevoerd. De bemanning van de Chinook heeft in december 2016 een dapperheidsonderscheiding ontvangen voor deze bijzondere actie, bedacht en geleid door De Ruiter. Thinking outside the box Later on in the operation, a fighter exiting a previously identified weapon storage facility attempts to escape trouble by sneaking out of the village unseen. Eventually he flees into the desert, unfazed by the warning shots fired by the Apache. Ground troops in the village at the time lack the men or means to pursue him. De Ruiter comes up with a creative plan, based on the idea that this person potentially possesses incredibly valuable information. The Chinook transport helicopters have just touched down to drop the last troops and are moments away from returning to Tarin Kowt. In that brief window of time, De Ruiter presents an extremely clear and well-thought-out plan to one Chinook crew, convincing them to apprehend the suspicious individual independently. In doing so, De Ruiter takes a risk in part because the Chinook crew is not prepared or trained for this type of assignment. The Apache flies ahead of the Chinook to mark the exact location of the target and fires close alongside him with the onboard gun once more. The rebel was successfully captured. The crew of the Chinook received an award for bravery in December 2016 for this remarkable action, an action planned and led by pilot Captain De Ruiter

32 Wat anderen zeggen... Roy is een vlieger die de wisselwerking tussen grond- en luchteenheden feilloos begrijpt. Hoewel hij boven ons vloog, voelde het alsof hij met zijn Apache-gevechtshelikopter tussen ons in optrad. Roy was één van ons. Als JTAC en tactisch grondcommandant heb ik Roy nooit een vraag hoeven stellen: hij had aan een half woord genoeg. Hij maneuvreerde zijn helikopter zodanig in het gevecht dat wij het initiatief in levensbedreigende situaties konden overnemen. Het meest staat me bij dat Roy ons altijd voorop stelde. Hij ging take-off wanneer we dat het meest nodig hadden, paste aanvalsprocedures aan in het gevecht ten koste van zijn eigen veiligheid en genoot het volledige vertrouwen van de grondeenheden van TF55 en haar internationale special forces partners. Hij is voor mij een toonbeeld van gedrevenheid, inzet, initiatief en van bijzonder moedige en beleidvolle daden in de strijd tegen de vijand. Roy de Ruiter was een van de Apache-vliegers die mij op uitzending in het bijzonder is opgevallen, omdat hij naast het vliegen altijd bezig was met het verbeteren van de tactische vliegprocedures in samenwerking met de grondeenheden. Wat kan wel; wat kan niet of anders? Hij was altijd goed op de hoogte van op handen zijnde operaties en liet geen gelegenheid onbenut om te vragen of er vlieguren aan een operatie konden worden toegewezen. In de briefings voor een inzet was hij altijd heel alert op ogenschijnlijk kleine details die hij had meegenomen in zijn beslissingen, omdat dit vitaal kon zijn in de uiteindelijke uitvoering van de missie. Eenmaal in de lucht bleek hij een echte doorzetter die, als het niet direct volgens het initiële plan bleek te kunnen, slim en snel een alternatief bedacht om de eenheden op de grond toch naar volle tevredenheid te ondersteunen. Uit de debriefings na de missie en het bekijken van de videobeelden bleek hoe snel Roy in de gaten had wat de tactiek van de vijand was en hoe snel en doortastend hij daarop reageerde, zowel in de cockpit naar zijn collega-vliegers als over de radio naar de grondeenheden en andere helikopters. Roy was anders, soms lastig, maar altijd met het hart op de juiste plaats voor de mannen en vrouwen op de grond. Zodat ze weer veilig terug naar de basis konden komen. Hij is voor mij een toonbeeld van gedrevenheid, inzet, initiatief en van bijzonder moedige en beleidvolle daden in de strijd tegen de vijand. Ik heb daarom veel bewondering voor hem. 62 Luitenant-kolonel Carlo van Tartwijk 63 Detachementscommandant Apaches Tarin Kowt, één van de meest capabele officieren waarmee ik het genoegen heb gehad te mogen dienen. Kapitein (destijds) Roy de Ruiter van het 301 Squadron is één van de meest capabele officieren waarmee ik het genoegen heb gehad te mogen dienen. Hij had een cruciale rol in de planning en uitvoering van een zeer succesvolle geïntegreerde en multinationale speciale operatie ten noorden van Tarin Kowt in juli Hierbij werden Nederlandse Apaches ingezet naast Australische Chinooks en commando s, een AC-130 en een Predator uit Amerika, en Canadese en Afghaanse speciale eenheden. De actie slaagde erin het handelen van de vijand in die regio gedurende enkele maanden aanzienlijk te verstoren, en baande daarmee de weg voor een aantal succesvolle vervolgoperaties. Altijd bereid de confrontatie met de vijand aan te gaan, met ongeëvenaarde technische en tactische kennis en kunde. Zonder moeite begreep hij het oogmerk van de commandant en ging aan de slag met plannen om dit doel te bereiken. Tijdens acties combineerde hij een uitzonderlijk talent voor handen- en voetenwerk met de gave om het maximale te halen uit de sensor- en wapensystemen van het toestel; zo verleende hij steun aan de eenheden op de grond precies waar en wanneer zij dit het hardst nodig hadden. En hoorde je daar nou een vleugje spanning in zijn stem? Keer net op tijd terug naar de basis om niet zonder kerosine uit de lucht te vallen, maar niet voordat je geregeld hebt dat een andere Apache je af komt lossen. Doe dit in veertig graden hete zonneschijn terwijl er via je radio vele stemmen klinken die iets van je nodig hebben. En oh ja, zorg dat je zelf ook niet uit de lucht wordt geschoten. Ach, wat kan ik zeggen over Roy? Geen onmisbaar deel van het geheel. Nee, hij oversteeg het geheel. Als hij onze levens niet heeft gered, heeft hij op zijn minst voorkomen dat er meer collega s zijn gevallen. Een broeder dus. A brother in arms. Sergeant der Eerste Klasse b.d. 33 Wat anderen zeggen... Ik heb, in de hoedanigheid als forward air controller, met Roy in vredesomstandigheden en gedurende daadwerkelijke inzet in Afghanistan gewerkt. Zijn interesse als vlieger in het gestelde doel van de te ondersteunen eenheden is altijd uitermate groot geweest. Of dit nu op oefening in de Verenigde Staten was of gedurende een operatie in Afghanistan, dat maakte voor hem niet uit. Zelden heb ik zo n train as you fight mentaliteit meegemaakt. Geen concessies omdat het een oefening is, maar een dedicated focus op het einddoel. Hierbij kon hij ook behoorlijk kritisch zijn naar zowel zijn eigen eenheid als naar de eenheid die moest worden ondersteund. Hierbij stond hij ook altijd open voor kritiek vanuit dezelfde hoek, als het gestelde einddoel maar werd gehaald. Roy heeft mij in Afghanistan, onder verschillende omstandigheden, meerdere malen ondersteund. Hierbij was hij door zijn inzet en wijze van denken niet alleen mij, maar ook de infanteriepelotons die door de Apaches werden ondersteund, van zeer grote waarde. Tevens was hij zeer creatief in het bedenken van manieren om bestaande procedures te versnellen om ondersteuning van de eenheden in het veld te garanderen als de situatie daarom vroeg. Mede door deze wijze van ondersteuning en zijn persoonlijkheid, denk ik nog regelmatig terug aan een zeer intensieve periode in mijn leven. Roy heeft hierbij een onuitwisbare indruk achtergelaten. Het operationele product is voor hem het belangrijkste en daar wil hij zo goed als mogelijk een bijdrage aan leveren. Hij heeft een hoge standaard voor zichzelf; hij streeft naar perfectie en verwacht dit ook van de mensen om hem heen. Roy zoekt altijd naar oplossingen binnen en buiten de box om de klus te klaren. Ik zag dat ook terug in zijn opleiding tot wapeninstructeur. Tot op het bot gemotiveerd en met een enorme drive en energie om de beste te worden. Ondanks dat het operationele product voor hem voorop stond, zette hij zich in voor het hele team om plezier te hebben. Zo kan ik mij herinneren dat op Roy s initiatief een paar stand-up comedians naar Kabul is gehaald voor een optreden. Waarom zou een uitzending niet ook leuk mogen zijn? Met andere woorden: Roy is een kerel die je er graag bij wil hebben. Eerst als backseater, gevolgd door frontseater en section lead. Vanaf dag één viel mij op dat hij zeer enthousiast en gedreven met zijn werk bezig was en hij het maximale eruit wilde halen. Hij pakte klussen graag op en had maar een half woord nodig om een missie met goed resultaat uit te voeren. Kenmerkend was dat Roy altijd zeer begaan was met de mannen op de grond die ondersteuning nodig hadden. Daar deed hij het voor en daarin ging hij tot het uiterste. Roy heeft door zijn inzet, professionaliteit en gedrevenheid in verschillende operaties een beslissende rol gespeeld. De samenwerking met Roy heb ik als zeer prettig ervaren. Toen het bericht in het nieuws kwam dat er een Militaire Willems-Orde aan een Apache-vlieger zou worden uitgereikt, was Roy de eerste die bij mij opkwam. Kapitein-vlieger b.d. Toen hij mij vertelde dat hij de Militaire Willems Orde zou ontvangen verbaasde mij dit geenszins. Hij is een fantastische vlieger, mens, echtgenoot en vader, en voor mij persoonlijk een fantastische wapenbroeder. Although he was flying above us, it felt as though he and his Apache combat helicopter were operating among us. Roy was one of us. In the role of JTAC and tactical ground commander, I never had to ask Roy a question. He was always one step ahead of the game. In combat, he manoeuvred his helicopter in such a way that we could take the initiative in life-threatening situations. What I remember the most is that Roy always put us first. He would take off when we most needed it, adapted his attack procedures in combat at to the expense of his own safety, and had the full confidence of the ground units of TF55 and its international special forces partners. What is possible? What is not? What can be done differently? He was always well informed about upcoming operations and took advantage of every opportunity to ask whether flight hours could be assigned to the operation. In the briefings for deployment, he was always extremely attentive to seemingly minor details that he had included in his decisions, because this could be vital during the mission itself. Once in the air, he was a real stayer. If something was not possible according to the original plan, he quickly thought of a clever alternative so he could nonetheless offer support to the full satisfaction of the units on the ground. The debriefings after the mission and the video footage showed how quickly Roy had understood the tactics of the enemy and how quickly and vigorously he responded to that, both to his fellow pilots in the cockpit and over the radio to the ground units and the other helicopters. Roy was different, sometimes difficult, but always with his heart in the right place for the men and women on the ground, so they could safely return to base. In my view, he is a role model of drive, commitment, initiative and remarkably courageous and skilful actions in the battle against the enemy. I greatly admire him for that. Return to the base just in time so you don t fall out of the air because you ve run out of kerosene, but not before you have arranged for another Apache to relieve you. Do all of this in 40 degree heat in the burning sun while your radio buzzes with many voices that all need something from you. Oh, and make sure that you don t get shot down yourself. What can I say about Roy? He is not an indispensable part of the whole, he is more than the whole. If he didn t save our lives, then at the very least, he prevented more colleagues from losing theirs. A true brother. A brother in arms. 35 In the words of others... In the capacity of forward air controller, I worked with Roy in times of peace and in operations in Afghanistan. As a pilot, he was always extremely interested in the set objective of the units to be supported. Whether it was an exercise in the United States or an operation in Afghanistan, it did not matter to him. I have never met anyone with a train-as-you-fight mentality like his. No concessions because it is an exercise, but a dedicated focus on the objective. He could be particularly critical towards his own unit and towards the supported unit. But he was also always open to criticism from these parties, as long as the objective was reached. In Afghanistan, Roy supported me on several occasions under different conditions. His commitment and way of thinking meant that he was hugely valuable not only to me but also to the infantry platoons that were supported by the Apaches. He was also highly creative in thinking of ways to accelerate existing procedures to guarantee support for the units should the situation so require. I often think back to this very intensive period of my life, partly thanks to his way of providing support and his personality. Roy made an indelible impression in this respect. I have never met anyone with a train-as-you-fight mentality like his. solutions inside and outside of the box Roy is a highly driven operator. The operational product is his number one priority and he wants to contribute to that in the best way he can. He sets high standards for himself. He strives for perfection and he expects the same from those around him. Roy always looks for solutions inside and outside of the box to get the job done. I also saw that when he was on the weapon instructor training programme. He was unbelievably motivated. He was determined to become the best, and had boundless energy to achieve his goal. Despite the fact that the operational product was his priority, he was fully committed to the team, and the team spirit. I remember, for example, that it was Roy s idea to invite stand-up comedians to Kabul to perform for the troops. Why can t you have fun on a mission? In other words: Roy is a guy you want to have around. First as backseater, then as frontseater, and then as section lead. From day one, I noticed that he had a really enthusiastic and driven approach to his work and wanted to get as much out of it as possible. He was keen to take on work and needed the minimum of instructions to complete a mission successfully. Typical for Roy was that he was always very focused on the men on the ground who needed support. That was his motivation and he gave it his all. His commitment, professionalism and drive meant that Roy played a decisive role in a wide range of operations. Working with Roy was always a real pleasure. When I read in the news that an Apache pilot would be made a Knight of the Military Order of William, Roy was the first person I thought of. Captain (ret d) Michel Versteeg Commander, Initial Training Programme Flight, Fort Hood, 2001 Flight Commander, Kandahar, 2006 I met my friend Roy in Afghanistan in My special operations unit was stationed across southern Afghanistan at the time and we needed all the assistance that we could get. Roy and I first talked after a mission just doing a normal debrief, however we opened a great communication channel between us. Never once did Roy say no as we always looked at opportunities to help one another. In war there are bonds created beyond flags. We struck our friendship not just out of respect but also out of just knowing the human being who is on the other side of the mike. Through the years we have kept up on each other. Whether it s an or text it s so good to hear from him. When he reached out to tell me that he is the recipient of the Order of William I was not surprised. He is a great pilot, person, husband, father and to me a brother in arms. Though we are separated by an ocean and geography that smile is the first thing I remember.
