15 15 Mogelijkheden materiaalefficiëntie in Ecodesign Introductie non-energy related issues bij: Nieuwe IM ErP (Windows, taps and showers 2019?) Nieuwe IM EuP (Commercial Refrigeration 2018?) Herziening IM (Electronic displays 2017?) horizontal measure (zoals bvb standby 2020?) Gefaseerde 2-traps invoer: starten met informatie-eis, vervolgens minimumeis toevoegen. Voluntary Agreements (VA) meer ruimte voor non-energy related issues omdat eisen en markttoezicht anders georganiseerd worden

16 16 Recyclage en Ecodesign: Hoe en waarom? Informatie over disassemblage (coherent met WEEE), hergebruik en recyclage (bvb plasticsmarkering) en de product samenstelling (coherent met REACH) is relevant voor recycleurs om efficiënter en veiliger te kunnen recycleren. Design = nu EoL = nu + 10 jaar? Recyclage manueel of machinaal of beide?

17 17 Mogelijkheden efficiënt recycleren in Ecodesign Standaarden plasticmarkering en controle via labotesten mogelijk Standaarden ontbreken Moeilijk of niet mogelijk om wettelijke eisen vast te stellen die controleerbaar zijn. De Europese standaardisatieorganisaties ontwikkelen de komende jaren standaarden om het disassemblage, hergebruik en recyclage potentieel, de repareerbaarheid en duurzaamheidsaspecten van producten te evalueren. 18 18 Polymer compostion requirements (1/2) From [DATE] manufacturers shall ensure that plastic parts with a mass greater than 100 grams consist of one single polymer or polymer blend. all plastic parts with a mass greater than 100 grams consist of no more than four separable polymers or polymer blends, as indicated in table x in Annex XX. The following shall be excluded : - packaging, tape, plastic protective and stretch wraps, labels; - Printed Circuit Boards (PCB), wiring and cables, electronic components, optical components, electrostatic discharge (ESD) components, electromagnetic interference (EMI) components;

19 19 Polymer compostion requirements (2/2) From [DATE] the recyclability rate index of plastic parts in [PRODUCT] shall be higher than 80%. The recyclability rate index of plastic parts in [PRODUCTS] shall be determined in accordance with the following equation: Where: R plastic = recyclability rate index of plastic parts [%] m i = mass of the i th plastic part heavier than 100g m tot = total mass of plastic parts heavier than 100g RCR i = recycling rate of the material used in the i th plastic part heavier than 100g [%] as specified in the table :

20 20 Extraction of key components (1/2) From [DATE], manufacturers shall declare the total extraction time of the following components or materials from a product unit: (a) printed circuit boards (larger than 10 cm2); (h) any other materials or components referred to in Article 8(2) of Directive 2012/19/EU of the European Parliament and of the Council of 4 July 2012 on waste electrical and electronic equipment and listed in Annex VII

21 21 Extraction of key components (2/2) Upon request, manufacturers and importers shall provide within 10 days to Member State authorities and recyclers detailed instructions for the manual extraction from the [PRODUCT] of any materials and components covered by the point a) to h) of this paragraph, including: i. a numbered list of the key components present ii. iii. one or more graphical representations of the model showing the location of any materials and components covered by the point a) to h) a list of the required tools iv. the sequence of extraction steps and how to perform these each step v. a graphical representation of each tear down step

22 22 Marking of plastic parts (1/2) From [DATE] manufacturers shall, if sufficient space is available after inclusion of the safety-related information, mark plastic parts with a mass larger than 100g by specifying the typology of plastic polymer or blend set between the punctuation marks > and <. Plastic parts with a mass larger than 100g may include in the specified typology information related to: (i) the presence of fillers. (ii) the presence of fire retardant in plastic parts

23 23 Marking of plastic parts (2/2) Marking requirement does not apply to - plastic parts with surface area less than 50 cm²; - plastic parts where due to shape marking is not possible; - plastic parts where the marking would impact on performance or functionality of the plastic part; - plastic parts where marking is technically not possible due to the molding method; - packaging, tape, plastic protective and stretch wraps, labels; - Printed Circuit Boards (PCB), wiring and cables, electronic components, optical components, electrostatic discharge (ESD) components, electromagnetic interference (EMI) components;

24 24 Information requirements on recycled content of plastics (1/3) From [DATE] the manufacturer or importer shall make information available on the minimum percentage of postconsumer recycled plastic content in the [PRODUCT], calculated as a percentage of total plastic weight of the plastic components with a mass > 100g. To allow appropriate updating the following information shall be declared on the free access website. The same information may be declared in the product information if the date of manufacture is given. The manufacturer or importer shall declare Not applicable the product was intended to be placed on the market for less than 18 months, all plastic parts have a mass 100g.

25 25 Information requirements on recycled content of plastics (2/3) Recycled content shall be assessed on the production period of 1 year within the last 18 months (immediately following any previous such dates) based on traceability of post-consumer recycled plastic supply and an overall allocation and mass balance of plastic provided by the manufacturer. Recycled content is a property of average production output rather than of individual products and it can t be tested on a product. 1 st Tier suppliers shall be included other suppliers may be included via signed declarations.

26 26 Information requirements on recycled content of plastics (3/3) The following shall be excluded from the calculation of the percentage: - plastic parts weighing less than 100g; - biobased plastic material - packaging, tape, plastic protective and stretch wraps, labels; - Printed Circuit Boards (PCB), wiring and cables, connectors, electronic components, optical components, electrostatic discharge (ESD) components, electromagnetic interference (EMI) components;
