Hoewel 2016 zich kenmerkte door diverse financiële tegenvallers en uitval van enkele key functionarissen van de afdeling financiën toont de jaarrekening 2016 een overschot. Ook heeft de controlerende accountant aangegeven dat een goedkeurende accountantsverklaring wordt verstrekt. Daarvoor zijn complimenten overgebracht aan het bestuurscollege. "Saba heeft wederom laten blijken de zaken goed op orde te hebben" aldus Cft voorzitter Age Bakker. Tijdens het bezoek van het Cft op 28 juni is met het bestuurscollege gesproken over de financiële situatie van het openbaar lichaam, de financiële tegenvallers gedurende 2016 en de begrotingsuitvoering 2017. Het jaar 2016 is met een positief resultaat van USD 69.063 afgesloten. Dit is gebleken uit de jaarrekening 2016, welke door de accountant voor het derde jaar op rij van een goedkeurende verklaring zal worden voorzien. De begrotingsuitvoering 2017 verloopt op basis van de rapportage over het 1 e kwartaal volgens plan. Het Cft heeft verder positief geadviseerd op de eerste begrotingswijziging die in 2017 is ingediend. Het bestuurscollege heeft zijn zorgen geuit over incidentele bekostiging van projecten die leiden tot structurele lasten voor het openbaar lichaam, zoals bijvoorbeeld bij de recyclingplant het geval is. Met het bestuurscollege is ook gesproken over de BES pensioenwetgeving voor (voormalige) politieke gezagdragers. Door diverse oorzaken heeft deze pensioenwetgeving geleid tot onverwacht hoge lasten in zowel 2015 als 2016. Afgesproken is dat het Cft in samenspraak met de openbare lichamen de financiële aspecten van de betreffende pensioenwetgeving nader zal analyseren. Dit collegebezoek aan Saba stond ook in het teken van het afscheid van de huidige voorzitter Age Bakker per 1 juli 2017. Met de leden van het bestuurscollege is teruggeblikt op een succesvolle samenwerking. De voorzitter van het Cft heeft zijn waardering uitgesproken over de enorme stappen die het openbaar lichaam heeft gezet gedurende de afgelopen zes jaar. Tijdens het bezoek is daarnaast alvast nader kennisgemaakt met de heer Herbert F. Domacassé, die ingaande 1 juli 2017 is benoemd als lid van het Cft namens de openbare lichamen Bonaire, Sint Eustatius en Saba. Press release June 30th, 2017 An unqualified accountant s opinion for the third time in a row Cft chairman Age Bakker: Saba stays on track The Bottom - The Board of financial supervision of Bonaire, Sint Eustatius and Saba (Cft) concluded on June 28 that Saba still has its public finances in order. Even though 2016 was characterized by a number of financial setbacks plus the absence of some key staff members of the finance department, the 2016 financial statements show a surplus. Also, the auditing accountant has indicated that an unqualified audit statement will be provided. The Executive Council received compliments for this achievement. Saba has once again proved to have its affairs well in order, Cft Chairman Age Bakker stated. During the Cft visit on June 28, the Executive Council discussed the financial situation of the public entity, the financial downturns during 2016 and the budget execution in 2017. The year 2016 ended with a positive result of USD 69,063. This is shown in the 2016 financial statements, which will receive for the third year in a row an unqualified opinion from the accountant. The 2017 budget execution is going according plan, as can be seen in the first quarter progress report. The Cft further submitted a positive advise on the first budget amendment, as submitted in 2017. The Executive Council expressed its concern about the incidental funding of projects, which leads to structural burdens for the public entity, as is the case with the recycling plant. Cft also discussed with the Executive Council the BES pension legislation for (former) political officials. Due to various causes, this pension legislation has led to unexpectedly high costs in both 2015 and 2016. It has been agreed that the Cft together with the public entities will analyze the financial aspects of the relevant pension legislation more closely. This visit of the Board to Saba was also to bid farewell to the current chairman Age Bakker, who is departing as of July 1, 2017. Cft, together with the members of the Executive Council, looked back on a successful collaboration. The Cft chairman expressed his appreciation for the enormous steps taken by the public entity over the past six years. During the visit Mr. Herbert F. Domacassé was also introduced.
