1 Informatie voor studenten uit Aruba, Curaçao, St. Maarten en Caribisch Nederland voor inschrijving in de Basisregistratie persoonsgegevens (BRP) Voordat je als student in Nederland kunt gaan studeren, moeten een aantal dingen worden geregeld. Eén van die dingen is de inschrijving in de Basisregistratie Persoonsgegevens (BRP). Als je als student in Nederland wilt gaan studeren, moet je je inschrijven in de gemeente in Nederland waar je gaat wonen. In dit informatieblad geven we een aantal handreikingen om deze inschrijving in Nederland te vergemakkelijken. Uitschrijving PIVA: bewijs van uitschrijving nodig Voordat je naar Nederland vertrekt, moet je jezelf bij de bevolkingsadministratie ( PIVA administratie) van het eiland waar je woont uit laten schrijven. Uitschrijving uit de PIVA administratie is een voorwaarde om ingeschreven te kunnen worden in de BRP. Eén van de documenten die je bij inschrijving in de BRP moet overhandigen, is het verhuisbericht (bewijs van uitschrijving) dat bij de uitschrijving wordt overhandigd. Belangrijk is dat je bij vertrek aangeeft in welke gemeente je in Nederland gaat wonen en dat je bij vestiging in Nederland je ook bij die gemeente laat inschrijven. Als je besluit om je in een andere gemeente in te laten schrijven dan je bij jouw vertrek hebt aangegeven, dan leidt dit tot enkele weken vertraging bij de inschrijving in de BRP waardoor het burgerservicenummer (BSN) later wordt toegekend en verstrekt. Voor het verkrijgen van studiefinanciering in Nederland en het afsluiten van een zorgverzekering is vereist dat je over een BSN beschikt. Inschrijving BRP: hoe en welke documenten Het is aan te raden om van te voren te informeren, bijvoorbeeld via de website van de gemeente, hoe de inschrijving in de BRP is geregeld bij de gemeente waar je gaat wonen. Moet er bijvoorbeeld een afspraak worden gemaakt en welke documenten moeten bij inschrijving overhandigd worden? Zo zijn er gemeenten die vaste dagen of aparte afspraken bij Burgerzaken/Publiekszaken hanteren voor inschrijving in de BRP van studenten die uit het Caribisch gebied komen. Daarnaast hebben sommige onderwijsinstellingen afspraken met gemeenten gemaakt over speciale inschrijfdagen. Zie verderop. Bij de inschrijving in de BRP bij de gemeente moet je de volgende documenten overleggen: Paspoort (voor het vaststellen van je identiteit); Bewijs van uitschrijving (ontvangen van de afdeling bevolkingsadministratie op het eiland waar je bent uitgeschreven); Bewijs van adres in Nederland (bijvoorbeeld een kopie van het huurcontract of een brief met ondertekening en kopie identiteitsbewijs van een familielid dat je daar voorlopig mag inwonen); Optioneel: vraag dit ruim van te voren na bij de gemeente waar je gaat wonen: Afschrift geboorteakte (sommige gemeenten vragen om een afschrift van jouw geboorteakte). Raadpleeg van te voren bij de gemeente of een geboorteakte wordt gevraagd bij inschrijving. Let op; als je niet op het eiland bent geboren waar je van vertrekt, dan doe je er goed aan tijdig de (buitenlandse) geboorteakte aan te vragen en zo nodig te laten vertalen en, wanneer noodzakelijk, te legaliseren of van een apostille (legalisatie) stempel te voorzien. Speciale inschrijfdagen van gemeenten Zowel gemeenten als diverse onderwijsinstellingen organiseren speciale inschrijfdagen waar studenten zich kunnen laten inschrijven in de BRP. Per gemeente, maar ook per onderwijsinstelling zijn deze voorzieningen verschillend. Dus of je zelf naar de gemeente moet gaan om je te laten inschrijven, hangt af van de gemeente waar je gaat wonen en van de onderwijsinstelling waar je gaat studeren. Als je naar een speciale inschrijfdag gaat waar je je kunt laten inschrijven in de BRP, dan is het niet meer nodig om nog een afspraak te maken bij de gemeente. Studentendagen van onderwijsinstellingen De inschrijving bij de onderwijsinstelling zul je thuis al hebben geregeld. Informeer van te voren, bijvoorbeeld via de website van de onderwijsinstelling, of zij begeleiding aanbieden bij de inschrijving in Nederland in de BRP. Zo worden er speciale studentendagen georganiseerd waar diverse instanties aanwezig zijn, zoals Burgerzaken/Publiekszaken voor inschrijving in de BRP. Uiteraard kun je ook voor informatie terecht bij de organisaties en personen die hieronder worden genoemd.

De opstarttoelage is bedoeld om de overtocht, uitrusting (al het nodige voor de reis en het verblijf in Nederland), inrichting, overbrugging en begeleiding in Nederland mee te betalen. De opstarttoelage is voor een deel prestatiebeurs en voor een deel lening. Website: adres: Arubahuis De afdeling Onderwijs van het Arubahuis heeft de verantwoording over de Arubaanse studenten met een studielening van het land Aruba. Deze afdeling verzorgt de opvang van de Arubaanse studenten die in Nederland komen studeren, de betaling van hun maandelijkse lening, hun collegegeld en verzekering. Elke regio in Nederland heeft een mentor die toezicht heeft over een bepaald aantal studenten. 7 Information for students from Aruba, Curacao, St. Maarten and the Caribbean Netherlands for registration in the Basisregistratie persoonsgegevens (BRP) Before a student can study in the Netherlands, a number of things have to be arranged. One of those things is the registration in the Basic Municipal Registry (In Dutch: Basisregistratie Persoonsgegevens - BRP). If you want to study in the Netherlands, you have to register in the municipality in the Netherlands where you will live. In this bulletin we give some suggestions to make this registration in the Netherlands easier. Deregistration PIVA Before you leave for the Netherlands, you should deregister yourself from the Personal Information Department (In Dutch: persoonsinformatievoorziening - PIVA administration) at civil registry of the island where you live. Deregistration from the PIVA (in Dutch: PIVA) is a condition to be registered in the BRP. One of the documents you need to submit when you register in the BRP, is a moving notice (proof of deregistration) that will be handed over to you when you deregister. It is important that you indicate when you depart, in which municipality you will live in the Netherlands, and that you register in that municipality when you establish yourself in the Netherlands. If you decide to register in another municipality than the one specified at departure, this will lead to a few weeks of delay in registration in the BRP, whereby the conceding and the granting of the citizen service number (burgerservicenummer - BSN) will take place later. To obtain a student grant and health care insurance it is necessary that you have a BSN. Registration BRP It is advisable to inquire in advance, for example through the website of the municipality, about how the registration in the BRP in the municipality is organized. For example, should an appointment be made and which documents should be submitted at the registration? Some municipalities have fixed days or separate appointments with civil affairs/public affairs for registration of students from the Caribbean Netherlands in the BRP. Besides, some educational institutes have agreements with the municipalities about special registering dates. Read more about this further in this bulletin. When registering in the BRP at the municipality you have to submit the following documents: Passport (for the determination of the identity); Moving notice (received from the Department of Civil Registry on the island where you are deregistered); Proof of address in the Netherlands (e.g. a copy of the lease or a letter with signature and a copy of the ID card of a family member which proves that you can live there for some time); Optional: find out about this well in advance after the municipality where you will live: Birth certificate (some municipalities request you to submit a copy of the birth certificate). Please note that if you were not born on the island from which you will depart, you would do well to apply for a (foreign) birth certificate timely and, if necessary, have it translated and, if necessary, legalize it or have it stamped with an apostille (legalization). Special registration days of municipalities Both municipalities and educational institutes organize special registration days where students can register in the BRP. These services may vary among municipalities, but also among educational institutes. So whether you have to go to municipality to register depends on the municipality where you will live and the educational institute where you will be studying. If you go to a special registration day where you can register in the BRP, it is not necessary anymore to make an appointment with the municipality. Student Days of educational institutes You may already have arranged the registration at the educational institute. Inquire timely, for example through the website of the educational institute, if they offer guidance with the registration in the BRP in the Netherlands. Special student days are organized where several departments (government agencies) are present, such as civil affairs/public affairs for registration in the BRP. This department is responsible for the care of the Aruban students coming to study in the Netherlands, the payment of their monthly loans, tuition and insurance.
