Some time ago I read about one promotional set from Poland like that... are someone now using those caps for bottling? Thanks

The first made it's way to collectors in late 2006 and the second in 2007. (pretty sure about the timing). All the sets from the first grouping are more difficult to find than the sets from the second group. But to answer your question, yes these are all promotional sets. I have heard that Brewery Konstancin used the crowns (not sure from which grouping or from what sets) for some period of time, but confirmation is needed on this. Firstly they were used only for earining money, then they decided to sell them at a normal price (like no printed caps) to brewery Konstancin and Kormoran, because in this way they think that more people would be interested in them (I think it's true). So those set caps (like many other Polish) borned promotional caps and them became also beer caps. It's up to you to decide. I consider them beer caps.
