BE positions until now: climate Urgence à fournir de la clarté aux décideurs et opérateurs économiques. Il faut continuer à se placer sur la trajectoire coût efficace tendant vers nos objectifs climatiques de long terme. Continuation du rôle de leadership de l UE en matière de climat. L ETS, renforcé de manière structurelle, devrait rester un instrument central de la politique climatique européenne. Prise en compte adéquate des risques de carbon leakage. Il faut veiller aussi à une répartition cout efficace des efforts entre les secteurs ETS et les secteurs non ETS. Accent sur les bénéfices de la transition, dont les opportunités au niveau industriel (papier BE, juin 2013)
