Persbericht 30 januari 2018 Cft voorzitter Raymond Gradus over Bonaire: Concrete stappen ter verbetering van het financieel beheer en bestuurlijke stabiliteit zijn noodzakelijk Kralendijk Het College financieel toezicht Bonaire, Sint Eustatius en Saba (Cft) heeft tijdens zijn bezoek aan Bonaire op 30 januari aan het bestuurscollege en de eilandsraad verzocht om de noodzakelijke stappen te nemen om het financieel beheer op orde te krijgen. Het Cft heeft al geruime tijd aandacht gevraagd voor deze problematiek en wil nu meer vooruitgang zien, aldus Cft voorzitter Raymond Gradus. Tijdens het bezoek van het college is gesproken met de gezaghebber, het bestuurscollege (BC), de waarnemend rijksvertegenwoordiger en de eilandsraad. Ook is een werkbezoek gebracht aan de Tourism Corporation Bonaire (TCB). Het college kreeg van TCB een uitgebreide uitleg over het masterplan voor de toekomst van het toerisme op Bonaire en het belang daarvan voor de economie. Met de gedeputeerde van financiën is uitvoerig gesproken over de te nemen stappen ter verbetering van het financieel beheer en de uitdagingen voor wat betreft de begrotingsuitvoering 2018. Daarbij zijn ook de kanttekeningen aan de orde geweest zoals opgenomen in de goedkeuringsbrief op de begroting 2018 van de staatssecretaris van Binnenlandse Zaken en Koninkrijksrelaties Raymond Knops. De kanttekeningen zijn: het op orde brengen van het financieel beheer, cruciale functies binnen het apparaat door kwalitatief geschikt personeel opvullen, nodige stappen nemen voor tijdig indienen van de jaarrekeningen van overheidsentiteiten en de controle taak ten aanzien van de overheidsentiteiten te intensiveren. Er is uitvoerig gesproken over de invulling van de resterende openstaande cruciale vacatures. Het BC heeft toegezegd om over de stand van zaken een brief te sturen naar het Cft. Tevens is gesproken over de verantwoording en begrotingsuitvoering 2017. Het Cft verwacht op korte termijn te kunnen beschikken over de vierde kwartaalrapportage en benadrukt dat deze rapportages ten eerste van belang zijn voor het bestuurscollege en de eilandsraad om op een goede manier invulling te geven aan hun uitvoerende en controlerende taak. De ontwikkelingen bij een aantal overheids-nv s zijn zorgwekkend. Het college heeft speciale aandacht gevraagd hiervoor aangezien deze ontwikkelingen op termijn van invloed (kunnen) zijn op de overheidsbegroting. Het BC heeft toegezegd operational audits uit te laten voeren op de overheids-nv s. Ook is het tijdig indienen van de jaarrekeningen van de overheidsentiteiten en het toepassen van de code of good governance van essentieel belang om inzicht te houden ten aanzien van de stand van zaken en om een adequate risico-inschatting te kunnen maken. Gezien de vele bestuurlijke wisselingen sinds 2010, heeft het college nogmaals onder de aandacht van het BC en de eilandsraad gebracht dat bestuurlijke stabiliteit van groot belang is voor de economie en samenleving van Bonaire. Press release January 30th, 2018 Cft chairman Raymond Gradus on Bonaire: Tangible steps are necessary to improve financial management and governmental stability Kralendijk During its visit to Bonaire on January 30 th, the Board of financial supervision Bonaire, Sint Eustatius en Saba (Cft) requested the Executive Council and the Island Council to take the necessary steps in order to get the financial management in order. The Board has been requesting attention for this issue for quite some time now, and it wants to see more progress now, Cft chairman Raymond Gradus stated. During its visit the Board spoke with the Lieutenant Governor, the Executive Council, the interim Kingdom Representative and the Island Council. In addition a work visit was paid to the Tourism Corporation Bonaire (TCB). TCB gave the Board extensive explanation on the master plan for the future of tourism on Bonaire, and the importance thereof for the economy. The Board spoke in depth with the Finance Commissioner on the steps to be taken in order to improve the financial management and the challenges for the 2018 budget execution. The observations that form part of the approval letter on the 2018 budget of State Secretary of Interior Affairs and Kingdom Relations Raymond Knops were also discussed. Those observations were: to bring the financial management up to par, to fill up the crucial functions in government with qualified personnel, to take the necessary steps to ensure timely submittal of the annual accounts of the government entities and to intensify the control on the government entities. Profound deliberations were held on how to fill up the remaining crucial job openings. The Executive Council promised to send a letter on the state of affairs to the Cft. The Board also discussed the accounting and execution of the 2017 budget. The Cft expects to dispose of the report on the fourth quarter shortly. The Board emphasizes that these reports are chiefly of importance for the Executive Council and the Island Council since it allows them to execute their executive and controlling tasks in a proper way. The developments at a number of government companies are troublesome. The Board has requested special attention for this matter, as these developments already are, or in time may be of influence on the government budget. The Executive Council agreed to perform operational audits on the government companies. The timely submission of the annual accounts of the government companies and the execution of the code of good governance are of great importance, in order to maintain insight in the state of affairs and to be able to make adequate risk assessments. Seeing the many changes in government since 2010, the Board has again put to the attention of the Executive Council and the Island Council that governmental stability is very important for the economy and for the community of Bonaire.
