European Pact on Plastics: Requisites Pact on Plastics relies on the strict observance of WFD and PPWD by the MS. Relevant guidance for MS to avoid distortion across EU market (and between regions) Socio economics and industrial changes require time to upgrade processes or to update stakeholders relationships. Time to update or to upgrade requires legal stability. Waarom Circulaire Economie als Europese prioriteit? Ondernemingen willen inzetten op maximalisatie van de waarde van materialen en de omschakeling naar circulaire businessmodellen Tal van randvoorwaarden zoals een goed functionerende markt voor secundaire grondstoffen zijn hiervoor belangrijk Belgische bedrijven staan ook klaar om volop de meerwaarde inzake duurzaamheid en toegevoegde waarde van de circulaire economie te grijpen (vaak ook in Europa en daarbuiten)
Wat is nodig? 1. Betere implementatie bestaande (afval)regelgeving Voortrekkersrol EU is enkel geloofwaardig indien EU lidstaten circulaire economie-gerelateerde regelgeving correct en volledig implementeren Verder werken aan better regulation: impact van nieuwe/herziene EU regelgeving op competitiviteit en aantrekkelijkheid van EU industrie nagaan naast precautionary principle ook aandacht voor innovation principle 8

Nood aan Europese investeringsstrategie om transitie circulaire economie te versnellen Voorbeelden: - Openbare aanbestedingen die circulaire materialen/producten/businessmodellen ondersteunen - Slimme eco-modulatie indien die nog niet bestaat/in ontwikkeling is 3. Betere afstemming verschillende beleidskaders en circulaire economie Bv. ecodesign, klimaatverandering, Waste Shipment Regulation, interface chemische stoffen-producten-afval Barrières en overlapping in regelgeving voorkomen en oplossen Focus op technologie-neutrale regels 9
Wat is nodig? 4. Internationaal level playing field Belangrijk werk op de plank in Europa: harmonisatie van implementatie & (vooral) interpretatie, o.a. inzake afval/eow, (niet) gevaarlijk afval, impact op grensoverschrijdend transport, Veel waardeketens zijn mondiaal dus functionerende markt secundaire grondstoffen vereist ook global level playing field (G20), met o.a.: Nood aan vlotte handelsrelaties Gelijkaardige milieunormen en sociale standaarden in bi- en multilaterale akkoorden 5. Samenwerking met alle stakeholders om engagement te verhogen Gedeelde verantwoordelijkheid over de hele keten: producenten, reyclagesector, gebruikers (inclusief consumenten) overheden, 10
