2 1. Inleiding De Onderzoekschool Politieke Geschiedenis (OPG) heeft een goed jaar achter de rug. Met de ontwikkeling van de cursus What is Political History? en een Summer School is het fundament voor het onderwijs aan de research masters gelegd. De grensoverschrijdende ambities van de OPG zijn waar gemaakt dankzij de organisatie van een internationale conferentie voor promovendi in Leiden. De samenwerking met buitenlandse partners resulteerde in de oprichting van de Association for Political History (APH) én afspraken voor een serie jaarlijks terugkerende internationale conferenties voor promovendi. Hierdoor heeft de internationalisering van de opleiding van promovendi een stevige basis gekregen. Het voorliggende verslag belicht kort de activiteiten van de OPG. De bijlagen bevatten overzichten van de onderwijsprogramma s, de promovendi en research masters evenals de promoties. Deelnemers OPG seminar Maastricht, mei 2014 Doelstelling en missie Onderzoekschool Politieke Geschiedenis De Onderzoekschool Politieke Geschiedenis (OPG) is een werkgemeenschap van politiek historici die gedragen wordt door de deelnemende instellingen, onderzoekers, studenten en promovendi. Participerende universiteiten en onderzoeksinstituten organiseren de activiteiten, in nauwe samenwerking met bestuursleden en het bureau van de OPG. De op 27 juni 2011 opgerichte OPG stelt zich tot doel de kwaliteit van het onderzoek en de samenwerking op het vakgebied in Nederland en Vlaanderen bevorderen. Daartoe onderhoudt de OPG een nationaal en internationaal netwerk voor onderzoek en onderzoek gerelateerd onderwijs op het gebied van politieke geschiedenis. In aanvulling op de programma s van lokale graduate schools verzorgt de OPG onderwijs en begeleiding aan in Nederland en Vlaanderen werkzame promovendi en research master studenten. Door de landelijke en internationale samenwerking op het terrein van politieke geschiedenis te versterken wil de OPG het vakgebied profileren en de mogelijkheden vergroten om nationale en internationale onderzoeksprogramma s te realiseren. Uit de missie die de OPG zichzelf gesteld heeft, vloeien twee kerntaken voort: het ontwikkelen en verzorgen van onderwijs aan promovendi en research masters op het terrein van politieke geschiedenis enerzijds en het versterken van (internationale) samenwerking op het vakgebied anderzijds. Het werkterrein van de OPG omvat in ieder geval de volgende onderzoeks- en leerstoelgebieden: politieke geschiedenis van de vroegmoderne, moderne en eigen tijd, algemene geschiedenis, vaderlandse of Nederlandse geschiedenis, Europese studies, geschiedenis van internationale betrekkingen en organisaties, koloniale geschiedenis evenals militaire geschiedenis. 2

3 Onderwijs voor promovendi In 2014 waren bij de OPG 86 promovendi geregistreerd. Deze groep omvat voornamelijk (oud) aio s, maar ook een aantal externe promovendi. Bijlage vijf bevat het overzicht van de promovendi en hun onderzoek. Promoties In 2014 vonden veertien promoties plaats op het vakgebied van de politieke geschiedenis. Zie hiervoor bijlage vier Opleiding Het ontwikkelen van en verzorgen van onderwijs voor promovendi en research masters op het gebied van politieke geschiedenis hoort tot de kerntaken van de OPG. In het verslagjaar is het onderwijsprogramma voor de promovendi uitgebreid, in het bijzonder vanwege de ambitie het onderwijs verder te internationaliseren. Het programma bestaat nu uit vijf onderdelen. (a) De basisvorming voor nieuwe promovendi bestaat met ingang van het academisch jaar uit drie tutorials voor alle nieuwe promovendi. Hierdoor wordt de cohortvorming gestimuleerd en het klasjesgevoel versterkt. (b) Tweede en derde jaars promovendi presenteren hun onderzoek in een research seminar waar zij feed back krijgen van experts en waar discussie plaats vindt over hun onderzoek. Deze seminars worden op maat gemaakt en sluiten nauw aan bij het onderzoek van de promovendi. Deze seminars staan open voor alle promovendi. Daarnaast vindt ieder jaar een tweedaagse bijeenkomst plaats waar een seminar gecombineerd wordt met een door de promovendiraad georganiseerd sociaal programma. (c) Gevorderde promovendi krijgen de kans deel te nemen aan internationale conferenties. (d) Voor externe promovendi wordt een seminar per jaar georganiseerd. (e) Daarnaast vinden er extra activiteiten plaats. Dit kunnen bijvoorbeeld een master class zijn waarvoor promovendi van de OPG uitgenodigd worden. Mede om de mobiliteit te stimuleren organiseert de OPG activiteiten in verschillende steden. Programma s worden zo opgezet dat er voldoende ruimte is voor informeel contact, ook om netwerkvorming te stimuleren. De Onderzoekschool Politieke Geschiedenis organiseerde in 2014 drie research seminars, een tutorial en een master class voor promovendi met vooraanstaande sprekers uit binnen- en buitenland. Bij de uitvoering werkten de hoogleraren van de betrokken instellingen samen met het bureau van de OPG aan de realisatie van de activiteiten. Tijdens de seminars kwamen diverse thema s uit de politieke geschiedenis aan bod. Defensiebeleid en militaire geschiedenis stonden centraal op 17 april. Dr. Maartje Abbenhuis (Universiteit van Auckland) verzorgde de key note lezing. Op 22 mei vond in Maastricht een internationaal research seminar plaats onder de titel 20th Century Political History in Comparative and International Perspective. Prof. dr. Sandrine Kott (Université de Genève) en prof. dr. Klaus Kiran Patel (Maastricht University/London School of Economics) verzorgden de key notes. Concepten van democratie stonden centraal tijdens de masterclass op 2 juli. Hier spraken onder meer prof. dr. Martin Conway (University of Oxford), dr. Joanna Innes (University of Oxford), dr. Jeppe Nevers (University of South Denmark, Odense) en prof. dr. Mark Philip (University of Warwick). De master class vormde een onderdeel van het KNAW Colloquium Democracy in Europe: A Conceptual History. De OPG organiseerde een aparte bijeenkomst voor externe promovendi op 17 april die werd afgesloten met een gezamenlijke maaltijd. De eerste internationale PhD conference for Political History vond plaats in Lucca (Italië) van 5-8 maart. Hier namen drie promovendi van de OPG aan deel: Pepijn Corduwener M.A., Elisabeth Dieterman M.A. en Lennaert van Heumen M.A. De tweede internationale PhD conferentie for Political History, en de eerste conferentie met een open Call for Papers, vond plaats in Leiden van 4-6 september. Hieraan namen 75 mensen deel. De OPG wilde deze conferentie organiseren om de internationalisering van onderwijs en onderzoek te versterken. Het programma omvatte een Round Table over de Future of the History of Politics, een door prof. dr. Kiran Patel verzorgde key note over Transnational History evenals zestien workshops, verdeeld over zeven thema s. In deze workshops 3

4 presenteerden 45 promovendi hun werk. Het programma van beide conferenties is in de bijlagen opgenomen. De organisatie lag in handen van prof. dr. Henk te Velde, dr. Margit van der Steen en Eveline van Rijswijk M.A. Dertien thema-coördinatoren en negen referenten uit diverse Europese landen droegen mede zorg voor de inhoudelijke voorbereiding en de referaten. Amsterdam, 2 juli Master Class Democracy in Europe: 35 A Conceptual History Leiden, 4-6 september Second International PhD conference 75 Political History Utrecht, 17 november Tutorial What is Political History? 12 Utrecht, 17 november Opening of the Academic Year 20 Promovendiraad De promovendi zijn georganiseerd in de promovendiraad, die uit drie leden bestaat: Elisabeth Dieterman M.A. (voorzitter, tot 1 september), Leonard van t Hull M.A. (vanaf 1 september) Hans van der Jagt M.A., en Tom Schuringa M.A. Leden van de promovendiraad hebben meegedacht over het onderwijsprogramma, voerden een evaluatie van het onderwijs uit en namen deel aan de bestuursvergadering als adviserend lid. Op verzoek van de promovendiraad heeft de OPG een opening van het academisch jaar georganiseerd. Dit zal een jaarlijks terugkerende traditie worden. Linkedin Group Geïnspireerd door de internationale conferenties in Lucca en Leiden hebben drie promovendi van de OPG (Elisabeth Dieterman M.A., Anne Heyer M.A. en Anne Petterson M.A.) het initiatief genomen om een Linkedin Political History PhD Network te starten. Hieraan nemen 121 promovendi deel (cijfer april 2015). 4

5 Onderwijs voor research masters In het verslagjaar waren 88 research masters geregistreerd bij de OPG. Voor een overzicht, zie bijlage zeven. De OPG besloot vanaf 2014 per academisch jaar 10 ECTS aan onderwijs aan te bieden aan research masters in de vorm van een cursus What is Political History? (5 ECTS) en een Summer School (5 ECTS). In het voorjaar van 2014 werd de cursus What is Political History? (5 ECTS) voor de tweede keer verzorgd door Ido de Haan. In de cursus analyseren studenten theorieën en concepten die relevant zijn voor politieke geschiedenis zoals politiek en het politieke, macht, instituties, politieke actie, politieke cultuur, politieke organisaties, staten en regimes. Bijlage drie bevat meer informatie over de inhoud en doelstelling. De cursus werd door acht studenten gevolgd. Zes rondden de cursus met succes af. In juni vond de eerste door de OPG georganiseerde Summer School voor research masters plaats met als titel The Limits of Democracy. Studenten volgden een vijfdaags programma bij het Huygens ING, het Centrum voor Parlementaire Geschiedenis in Nijmegen en de Universiteit Utrecht. Na een introductie op het thema kwamen de parlementaire democratie, de democratie beyond the nation state, de omstreden democratie evenals de conceptuele geschiedenis van democratie aan bod. Naast lezingen werden skills lab aangeboden, over onder meer de biografie, digitale bronnen en het werken met beeldmateriaal. De Summer School stond onder supervisie van Prof. dr. Ido de Haan (Universiteit Utrecht). Aan de Summer School De Summer leverden in totaal zeventien docenten van diverse universiteiten een bijdrage. Aan de Summer School namen zeven studenten deel; vijf rondden de activiteit met een certificaat af. Bijlage drie bevat het programma van de Summer School. Deelnemers Summer School, voorjaar

Versterking (internationale) samenwerking en oprichting Association for Political History Het versterken van de (inter)nationale samenwerking op het terrein van onderzoek en onderwijs vat de OPG breed op. De OPG wil voorwaarden creëren waardoor onderzoekers beter kunnen samenwerken. Daartoe ontwikkelt en onderhoudt de OPG een website met informatie over conferenties en andere voor politiek historici relevante bijeenkomsten, organiseert (internationale) wetenschappelijke bijeenkomsten, verzorgt onderwijs en ondersteunt de promovendiraad. Graag wordt samengewerkt met relevante partners en gebruik gemaakt van bestaande faciliteiten. Uitgangspunt daarbij is steeds dat de OPG datgene doet wat op lokaal niveau niet of niet goed mogelijk is. Dit geldt zeker voor de internationalisering: door het uitbouwen van internationale contacten en het opzetten van een serie van internationale conferenties voor promovendi wil de OPG promovendi ook in een internationale context ervaring op laten doen. Dit legt de basis voor toekomstige netwerken die internationale onderzoeksprojecten op zullen zetten. Informatievoorziening Door het verspreiden van aankondigingen en andere nieuwsberichten maakt de OPG het veld politieke geschiedenis beter zichtbaar en worden politiek historici geïnformeerd over relevante conferenties en overige activiteiten. De website speelt een belangrijke rol in de informatievoorziening: of Ook in het verslagjaar is aandacht besteed aan het up to date houden van de website. Tijdens de (voorbereidingen van) het internationale congres in Leiden is met Twitter geëxperimenteerd. Dit leverde niet veel respons op. Uitbouw en institutionalisering contacten Keuze voor accreditatie Het bestuur van de OPG heeft in het verslagjaar besloten de samenwerking tussen de in de school participerende instellingen en onderzoekers verder te versterken door de OPG te laten accrediteren. Aangezien de bestaande ECOS accrediatie procedure in 2014 werd beëindigd, zal de OPG moeten wachten tot 2018 voordat geaccrediteerd kan worden. Middenkader De OPG richt zich met haar onderwijsactiviteiten op promovendi en research masters. Postdocs en andere (nog niet zo lang geleden gepromoveerde) stafleden hebben in het verslagjaar aangegeven meer betrokken te willen worden bij het werk van de OPG. Het bestuur van de OPG staat hier positief tegenover en beraadt zich op de manier waarop deze betrokkenheid vorm kan worden gegeven. Samenwerking onderzoekscholen Geesteswetenschappen Als samenwerkingsverband van politiek historici onderhoudt de OPG contacten met andere onderzoekscholen in de Geesteswetenschappen, in het bijzonder die in de geschiedwetenschap. In het verslagjaar nam de OPG deel aan het overleg van de directeuren van de Onderzoekscholen in de Geesteswetenschappen (LOGOS). Verder nam de OPG het initiatief om in overleg met andere Onderzoekscholen Geschiedenis te komen tot een gezamenlijk overzicht van het onderwijsaanbod van de scholen. Dit overzicht kan research masters en promovendi helpen een betere keuze voor een onderzoekschool te maken. Dit overzicht is door de OPG opgesteld en verspreid. 6

7 Internationale samenwerking De OPG hecht aan internationale samenwerking, ook om het onderwijs aan promovendi te kunnen versterken. Daarom besloot het bestuur in 2012 een internationale conferentie te organiseren in Nederland. Dit congres zou idealiter het begin van een serie moeten vormen. In het verslagjaar is deze ambitie gerealiseerd. De behoefte aan internationale samenwerking in Europa bleek zelfs zo groot dat in september een internationale vereniging is opgericht, de Association for Political History. In maart vond de eerste internationale conferentie voor promovendi plaats in Lucca in Italië. Hier was de OPG vertegenwoordigd met een ruime delegatie vanuit het bestuur, de promovendi en het bureau. In Italië spraken vertegenwoordigers van diverse instellingen in Europa zich uit om de handen ineen te slaan. Concrete afspraken werden gemaakt om nieuwe conferenties te organiseren en een internationale organisatie op te richten. In september vond de tweede, door de OPG georganiseerde, International PhD Conference for Political History plaats in Leiden (zie hiervoor ook het onderdeel promovendi). In tegenstelling tot het eerste congres, waar deelname alleen op uitnodiging mogelijk was, kende het OPG congres een open call. Tijdens dit congres werd de internationale Association for Political History opgericht. Het doel van de APH is to strengthen international cooperation in the field of education and research, thus promoting the quality of research. Furthermore, APH will provide high-quality training opportunities for PhD candidates and advanced students pursuing Masters degrees in Political History. Belangrijke activiteiten van de APH zijn de organisatie van jaarlijkse conferenties, om te beginnen in Bielefeld (2015). Daarna volgen Aarhus (2016), Jyväskylä (2017), SciencesPo. France (2018), en King s College London (2019). De internationale samenwerking leidde ook tot het opstellen van een gezamenlijke aanvraag voor een Marie Curie Sklodowska European Joint Doctorate programma. De penvoerdende instelling is LUISS Libera Università Internazionale degli Studi Sociali Guido Carli (Rome), penvoerder is APH bestuurslid Prof. Dr. Giovanni Orsina. APH bestuursleden (en OPG) participeren in het consortium dat ten behoeve van deze aanvraag is opgesteld. Bij honorering levert deze aanvraag 15 ESR s op. Het onderwerp van de aanvraag is Antipolitics. Het doel van de aanvraag is generating in-depth instights into the present-day European crisis of democratic practices, systems, and institutions door middel van een historisch perspectief. In het bijzonder richt Antipolitics zich op providing public decision- and opinion-makers with a better understanding both theoretical and empericial, of the following problems of contemporary European politics: a) the growth of populist and anti-european movements; b) the increasing disaffection towards representative institutions; c) the conviction, widespread among European citizens, that politics and public institutions, both national and European, are unable to address the needs of the "common people ; d) the diffuse sense of powerlessness vis-à-vis economic and financial phenomena, that are perceived as eluding political controle. In 2015 vindt de besluitvorming over het voorstel plaats. Geïnspireerd door het congres, zijn drie OPG promovendi de linkedin groep Political History PhD Network gestart. 8 Het secretariaat van de APH wordt voor de periode ondergebracht bij het Huygens ING. Dr. Margit van der Steen is ambtelijk secretaris van het bestuur. Voorzitter, Nederlandse bestuurslid evenals de ambtelijk secretaris vormen gedrieën het Dagelijks Bestuur van de APH. Zie ook: 5. Organisatie De OPG kent een dagelijks bestuur, een algemeen bestuur, een promovendiraad en een bureau. Het algemeen bestuur heeft in het verslagjaar een maal vergaderd, op 12 mei De penvoerende instelling is het KNAW Huygens Instituut Nederlandse Geschiedenis te Den Haag. Het bureau is hier gehuisvest. Vanuit het Huygens ING maakt Ida Nijenhuis als voorzitter deel uit van het algemeen bestuur van de OPG. De samenstelling van het algemeen en dagelijks bestuur is In 2013 ongewijzigd gebleven. De promovendiraad veranderde wel van samenstelling. 12 Bijlage 1 Bijlage een Training activities OPG for PhD Candidates Workshop monarchical political culture Groningen, March The bicentennial of the Kingdom of the Netherlands in 2013 has generated many publications on the Dutch monarchy in the nineteenth century (the best known are the three biographies of the three Dutch Kings Willem I, Willem II, and Willem III). In this workshop we will explore the nature of the nineteenth century monarchy in political and cultural history. After the French revolution, the monarchy as a form of government was no longer self evident. Nineteenth century monarchies struggled in their attempts to find a new legitimation. On one hand monarchies of the Restoration era tried to undo the rupture of the revolution and relied on (invented) tradition and memory politics in their quest for stability. On the other hand, innovative political and cultural strategies were used in attempts to reconstruct the monarchy and redefine the relations between the monarchs and their subjects. In the nineteenth century, monarchies were contested but also flourished: in many ways the nineteenth century was a monarchical century. In this workshop we will discuss the contested nature of the nineteenth century monarchy as well as the methods and approaches which can be used in studying the monarchical political culture in the Netherlands and beyond. 23 International PhD Conference Political History Leiden, 4-6 September 2014 Political history has always been one of the central elements of the discipline of history. Traditionally, this field was very nationally oriented, and even today much attention continues to be paid to the role of the nation state (and with good reason). In recent decades a new interest in concepts, representation, political culture and institutions, gender history and transnational history has defined a new political history that also questions its national orientation. To strengthen the old discipline and this new historiographical moment it is an ideal time to bring together (young) researchers specializing in political history with ideas about the future of the discipline. Therefore the Dutch / Flemish Research School Political History has invited scholars throughout Europe to come together to present and discuss their work. By organizing the second in a series of conferences, and the first one with an open call, we aim to strengthen cooperation between researchers and to contribute to the further internationalization and development of the field. We have encouraged PhD candidates to submit a proposal that presents their research. We consider preparing for and participating in such meetings an important part of an academic education. The three-day conference will cover a broad range of topics, reflecting the current transformations the field has experienced. Each theme has been prepared by a working group coordinated by experts in the field. Kiran Klaus Patel (Maastricht University) will deliver a keynote address on transnational perspectives. The conference will start with a discussion on the future of the history of politics. During the conference, an international association for political history will be established, which will organize future annual conferences. The initial meeting was held at IMT in Lucca (March 2014), and the 2015 conference will be in Bielefeld. Future conferences are planned for France, Aarhus University, the University of Jyväskylä and King s College University of London.
