6 Market Responsiveness Assessment for SDR Text Proposal Paragraph 4 on certification : 2. Beschikbaarheidscriterium tijdens de uren met hoge marktprijs: Als de relatieve consumptievermindering van de SDR-Eenheid in vergelijking met een referentieconsumptie, berekend volgens dezelfde principes als de Baseline-methode beschreven in 6.3.1, tijdens alle uren j waarin de DAM-prijs van een NEMO in België 150 /MWh, of de prijs voor een positieve onbalans 150 /MWh, gemiddeld meer dan 20% bedraagt, wordt het maximale SDR-Referentievermogen dat resulteert uit de eerste stap hierboven proportioneel aangepast. Tijdens alle uren met een DAM-prijs van een NEMO in België 150 /MWh wordt het een beschikbaarheidspercentage van Rref van 85% verwacht, alsook tijdens alle uren met een prijs voor een positieve onbalans 150 /MWh. Dit beschikbaarheidspercentage wordt berekend zoals de beschikbaarheidscriteria voor de tijdsperiodes volgens de waarschijnlijkheid van een activatie verbonden met deze tijdsperiodes. 8 Harmonisation Baselining TSO and DSO level Baselining Elia access points: based on D-1 QH Nominations (BRP) Baselining other points: X out of Y method with asymmetric additive correction PROPOSAL : harmonization of all delivery points towards X out of Y method with an asymmetric correction Trigger: Market request during Public Consultation of last PdC in context of the certification process BUT: Baselining will not be used anymore to determine price responsiveness towards high Day Ahead and Imbalance Prices (cfr. Task Force 26/9) However, harmonization of the baselining is still be relevant for: activation settlement and imbalance perimeter corrections Robustness: X out of Y is found to be more robust (based on measurements) in the current context where the accuracy of nominations (based on estimations) depends on the capability of the supplier to predict its off-take. Harmonization: level playing field between Delivery Points on DSO and TSO access points Functioning Rules Section Baseline en Afschakelbaar Vermogen Voor elk Leveringspunt dat een Toegangspunt van het ELIA-net is, is de Baseline gelijk aan de nominatie van vermogen per kwartier die door de ARP van dit Toegangspunt is ingediend op D-1. Voor elk ander type Leveringspunt wordt de Baseline berekend op basis van de historische verbruiksgegevens van dit Leveringspunt volgens de hieronder beschreven methode X van Y. 9 Impact assessment Analysis : of all TSO SR delivery/access points of Winter 2017/18 and Winter 2015/16 A comparison is conducted of the performance of nomination method and X out of Y method on the two winter periods The normalized baseline error represents the difference between both values divided by the max(difference) min(difference) The results show that in general, the X out of Y method Method MAE MAX MIN P05 P95 with asymmetric additive correction has a higher accuracy and can be seen as more robust. 11 Parameters Adequacy Study Elia foresees to update parameters in Functioning Rules, following similar principles as last year : activation conditions SGR, availability criteria and SDR equivalence factor based on worst case (ensuring availability) parameters for techno-economic selection based on most likely conditions Elia foresees to present these figures on the Task Force of November 30, 2017 Elia proposes to update the activation criteria of SDR to ensure a level playing field with SGR : Align SDR activation criteria with SGR (if lower as 20 /40 for SDR4 and SDR12, and 100 hours cumulative duration) een maximaal aantal volledige Activaties op vraag van ELIA [1] per Winterperiode, vastgelegd op 40 voor de variant SDR_4 en op 20 voor de variant SDR_12; Deze waardes zullen daarenboven nooit hoger zijn dan het maximaal activaties voor SGR voor dezelfde contractduur zoals bepaald in 5,2,3. een maximale duur per Effectieve Levering [2] vastgelegd op 4 uren voor de variant SDR_4 en op 12 uren voor de variant SDR_12; een minimale duur tussen twee opeenvolgende periodes van Effectieve levering 24, vastgelegd op 4 uren voor de variant SDR_4 en op 12 uren voor de variant SDR_12; een gecumuleerde maximale duur van Effectieve Levering 24 gedurende de Winterperiode, vastgelegd op 100 uren voor beide varianten; Deze waarde zal daarenboven nooit hoger zijn dan een gecumuleerde maximale duur voor SGR voor dezelfde contractduur zoals bepaald in 5,2,3. een gecumuleerde maximale duur van de Effectieve Levering 24 van 40 uren gedurende een glijdend venster van 30 dagen en dit voor beide varianten. 12 Update Return-to-Market section 1) Integration in main text (and no longer as separate annex): New section between current section 4 and 5: 4 Modaliteiten voor productie-eenheden die terugkeren naar de elektriciteitsmarkt 2) Specification conditions foreseen in the Ministerial Decree: Deze modaliteiten zijn enkel van toepassing in zoverre het Ministerieel Besluit houdende instructie aan de netbeheerder om een aanvullende strategische reserve aan te leggen, expliciet de mogelijkheid voorziet voor productie-eenheden om terug te keren naar de markt gedurende de contractuele periode. Bij gebrek hieraan, kan een terugkeer naar de elektriciteitsmarkt ten vroegste effect hebben na afloop van het SGR-contract, in zoverre dit werd aangekondigd voor 1 juli van het laatste jaar van het SGR-contract. De verplichting tot terugbetaling bij terugkeer naar de markt is onafhankelijk van het feit of deze terugkeer plaatsvindt tijdens de looptijd van een SGR-Contract (in zoverre deze mogelijk expliciet voorzien is in het Ministerieel Besluit (cf. supra)). 3) Update calendar and conditions of a transitory mechanism : Voor eenheden die deelgenomen hebben aan de aanbesteding in 2017 is deze bepaling in werking getreden op 30 september Voor eenheden die deelnemen aan de aanbesteding in 2018, maar niet hebben deelgenomen aan de aanbesteding in 2017, treedt deze bepaling in werking vanaf 30 september Productie-eenheden die een offerte hebben aangeboden in het kader van de aanbesteding die plaatsvindt in 2018, en niet hebben deelgenomen in ) Update conditions on reimbursement of investments: Bovendien dient het bewijs van de noodzaak van deze investering te worden aangetoond en het aantal jaren en draaiuren te worden opgegeven 5) Aankondiging van terugkeer naar de elektriciteitsmarkt van Productie-eenheden Productie-eenheden die in navolging van de aanbesteding in 2018 weerhouden zijn in de strategische reserve voor meer dan één winterperiode, kunnen een terugkeer naar de elektriciteitsmarkt aankondigen. Indien deze aankondiging wordt gedaan voor 1 juni 2019 (respectievelijk voor 1 juni 2020), dan heeft deze aankondiging effect vanaf 1 november 2019 (respectievelijk vanaf 1 november 2020); Indien deze aankondiging wordt gedaan vanaf 1 juni 2019 (respectievelijk vanaf 1 juni 2020), dan heeft deze aankondiging effect vanaf 1 november 2020 (respectievelijk vanaf 1 november 2021). 14 Facilitation of in the market assets on an SGR-site A site with SGR (out of market) under an Access Point could also host with a separate asset (e.g. wind turbine) for in the market services. A constellation with a single headmeter does not accomodate this. 15 Simulation tests versus delivery tests Functioning Rules describes modalities of delivery tests (during a contract of Strategic Reserve) No clear definitions are given in the functioning rules on delivery tests or simulation (pre-contractual) tests Definitions 2.1 Activation Simulatietest Testactivatie voor de start (i.e. inwerkingtreding) van het SDR- of SGR-Contract waarbij de SGR- of SDR-Leverancier op een afgesproken datum en tijdstip moeten aantonen dat ze de technische vereisten zoals bepaald in het SDR-of SGR-Contract kunnen vervullen Leveringstest Testactivatie tijdens de duurtijd van het SDR- of SGR-Contract die het goed functioneren van de SDR-of SGR-Dienst test onder voorwaarden vastgelegd in het SDR- of SGR Contract.. 16 Simulation tests versus delivery tests (continued) Tests (SGR) ELIA plant de uitvoering van een reeks activaties Simulatietest om de goede werking van de SGR-centrales te testen. Deze Simulatietest wordt niet vergoed door ELIA. Simulatietesten van eenheden die op dat moment binnen de markt geplaatst zijn leiden niet tot een perimetercorrectie. Simulatietesten van eenheden die op dat moment buiten de markt zijn volgen de principes van perimetercorrectie voor Leveringstesten, zoals beschreven in 6.2.3; Het aantal Leveringstesten uitgevoerd op initiatief van ELIA kan variëren tussen 0 en 3 per Winterperiode, waarbij er ten minste één activatie van de SGR-centrale op vraag van ELIA (via een Leveringstest of een reële activatie) zal plaatsvinden per Winterperiode. Deze activaties zullen vergoed worden zoals bepaald in Tests (SDR) ELIA plant de uitvoering van een Simulatietest om de goede werking van de SDR-eenheden te testen. Deze Simulatietest wordt niet vergoed door ELIA. Simulatietesten van SDR-eenheden leiden niet tot een perimetercorrectie. ELIA behoudt zich het recht voor om een activatie uit te voeren om de goede werking van de gecontracteerde SDR-eenheden te testen, teneinde te verzekeren dat er tenminste één activatie van de SDR-eenheid op vraag van ELIA (via een Leveringstest of een reële activatie) plaatsvindt gedurende één de Winterperiode. Deze activaties zullen vergoed worden zoals bepaald in Task Force 26/10/2017, Brussels 16

17 Wording issues: update with the balancing rules Delete entire bulletpoint 3 if Section voorwaarden met betrekking tot offertes and replace by : Een Leveringspunt dat sinds 1 november 2015 deel uitmaakte van een offerte die werd ingediend in het kader van een offerte-aanvraag door de transmissienetbeheerder voor de levering van primaire, secundaire of tertiaire reservevermogen, zoals gedefinieerd in de marktwerkingsregels voor de compensatie van de kwartuuronevenwichten (beschikbaar op de website van ELIA), kan niet deelnemen aan de levering van SDR, en dit vanaf 1 november Leveringspunten die vanaf 1 november 2018 niet voldoen aan de hierboven beschreven voorwaarden worden uitgesloten van het gecertifieerd vermogen en dienen vervangen te worden door één of meerdere Leveringspunten onder de voorwaarden beschreven in de Procedure van Aanleg. 19 Update Section on Monitoring Monitoring 8 Indicatoren over het gebruik van de strategische reserve worden opgenomen in het specifieke monitoringrapport over de strategische reserve dat ELIA maandelijks naar de CREG stuurt. In het bijzonder de volgende elementen worden opgenomen in de opvolging: het strategische reservevermogen dat beschikbaar is per type (SGR/SDR); de monitoring van de geactiveerde volumes waarbij een onderscheid wordt gemaakt tussen de volumes die worden geleverd op de NEMO s SRMs en de volumes die worden geïnjecteerd in de Belgische regelzone, alsook tussen de types van reserve (SGR/SDR) binnen de geactiveerde volumes. het resultaat van leveringstesten (op vraag van Elia of de leverancier) Task Force 26/10/2017, Brussels 19

Administrative imbalance price : context By 18 months after the entry into force of CACM, all NEMOs were required to develop a proposal on harmonized maximum and minimum clearing prices (related to VOLL) to be applied in all bidding zones which participate in single day-ahead coupling. All NEMOs did submit a proposal to all NRAs on February 14, 2017, which was not approved : All NRAs require better description and explanation of the criteria and the process amending the price limit automatically. Furthermore the price limits and the timescale for implementation need better justification. All NRAs requested ACER on August 2, 2017 to adopt the decision. ACER put forward an amended proposal, subject to a public consultation (deadline September 15): A dynamic automatic adjustment of P maxda after price cap is approached (60%) An automatic adjustment of P maxid to remain equal or higher as P maxda A starting point of 3000, 5000 or 9999 /MWh Implementation timeline depend on implementation MCO (Market Coupling Operator), but at the latest on January 1, Dec 2017 Submit FR 2018/19 26 Jun 2018 Implementation MCO 1 Jan 2019 Implementation Price Caps Winter 2017/18 Winter 2018/19 Task Force 26/09/2017, Brussels 25

Administrative imbalance price : proposal An administrative imbalance price (4.500 /MWh) is implemented as a fixed value, set above today s Day-Ahead Market price cap of /MWh, to have an incentive effect : Avoid hiding of scarcity until real-time and allow Elia to know the problem sufficiently in advance Avoid undesired arbitrage Evolving towards a dynamic Day Ahead Price Cap, requires a dynamic Administrative Imbalance Price (AIP) to maintain the incentive effect. This to ensure timely modifications (within 5 weeks). no impact as long that price cap remains at 3000 /MWh Formula AIP = PmaxDA * 1.5 Incentive is exactly maintained with increasing price caps Formula AIP = PmaxDA Incentive is gradually reduced with increasing price caps The variable formula is to be implemented before the implementation of ACER s proposal (1/1/2019 at the latest), but not sooner than ACER s decision.
