6 Multiple NEMOs A SRM per Power Exchange : although increased but manageable complexity of allocation by the TSO, it is the easiest solution towards implementation assuring non-discriminatory access to Strategic Reserve resources (as presented in previous TF) But, implementation will be conducted if two conditions are fulfilled: A. If there is a volume for strategic reserve to be contracted for winter 2017/2018 B. If there is at least a second NEMO with an SRM operational end Main concepts in Functioning Rules: 1. Generalize Belpex by means of NEMO - CHAPTER 2 - DEFINITIONS : Nominated Electricity Market Operator, NEMO: toegewezen marktoperator binnen een lidstaat die kan participeren in de eengemaakte day-ahead of intra-day koppeling. De NEMOs met een SRM zullen vermeld staan op de website van Elia. DAM: "Day Ahead Marktsegment", zoals bepaald in het marktreglement van de betreffende NEMO. SRM: "Strategisch Reserve Marktsegment", zoals bepaald in het marktreglement van de betreffende NEMO 2. Define pro rata allocation: ELIA zal vóór de aanvang van de DAMs de volumes per uur aan strategische reserve meedelen die ELIA ter beschikking heeft voor de uren van de volgende dag. Indien er meerdere NEMOs een SRM inrichten zal ELIA na communicatie van de resultaten van de DAM door de NEMOs met een SRM, de pro rata allocatie van de strategische reserve berekenen voor iedere NEMO, en meedelen. 6

Availability Criteria SDR C. Equivalence Factor SDR D. Parameters for Techno-Economic Selection A-B-C have to follow a scenario where there is a need for strategic reserves, with a substantial amount of activations and duration in order to cope with the inherent uncertainty in future real time situations Not to be too constrained ex ante in number of SGR activations Certification of SDR (availability rate and equivalence factor) has to guarantee SDR availability when most needed Scenario Sensitivity with the absence of 2 nuclear units in Belgium D is linked to the expected average number of activations in order to have a realistic estimation of the expected activation costs of different providers and ensure a fair selection process. Een maximaal aantal volledige activaties op vraag van ELIA verspreid over de (alle) Winterperiode(s) gedekt door de contractduur. Dit cijfer is vastgelegd als volgt voor de contracten afgesloten na de gunningsprocedure die plaatsvindt in 2017: 17 voor de contracten voor 1 jaar, 35 voor de contracten voor 2 jaar, 51 voor de contracten voor 3 jaar; B. Een gecumuleerde maximale duur van de periodes van Effectieve Levering van activatie verspreid over de (alle) Winterperiode(s) gedekt door de contractduur. 46 uur voor de contracten voor 1 jaar, 109 uur voor de contracten voor 2 jaar, 134 uur voor de contracten voor 3 jaar; C. Een gecumuleerde maximale duur van de periodes van Effectieve Levering van activatie van 63 uur per Winterperiode. 8

10 Update parameters from the Adequacy Study: Equivalence Factor The Equivalance Factor allows to take into account the technical limitations of the SDR products compared to SGR products, and calculates the contribution of SDR volumes to adequacy in terms of SGR. Voor de aanbestedingsprocedure van 2017 is dit aantal vastgelegd op 1 per Winterperiode, #Act hot : het aantal activaties in de Winterperiode waarvan het begin binnen 24 uur na het einde van een andere activatie plaatsvindt. Voor de aanbestedingsprocedure van 2017 is dit aantal vastgelegd op 0 per Winterperiode, Act duration : gecumuleerde duur van de activaties in de Winterperiode. Voor de aanbestedingsprocedure van 2017 is dit aantal vastgelegd op 3 voor Winterperiode 2017/18 en 2018/19 en 2 voor Winterperiode 2019/20. 11
