33 The Problem As copyright regimes have matured over the 20 th century, authorial rights have become removed from public interest policy considerations in copyright Berne Convention focuses on national protection of authors rights; exceptions and limitations (E&L) are left to national discretion In the digital environment, mandatory protections of rights have increased in international frameworks such as the WIPO Copyright Treaty (Internet Treaty)or the Trade-Related Aspects of Intellectual Property Rights (TRIPS)

35 The impact on libraries Operating under patchwork of library provisions around the world Existing international frameworks placing primacy on authors rights makes effective national reform difficult Libraries are increasingly being treated as users not facilitators of the copyright system (Ruth Okediji, 2011) In the digital environment, libraries need more than exceptions to the reproduction right (preservation and document supply)

36 E-lending principles Revised 16 August 2013: The IFLA Principles on ebooks in Libraries is based on the assumption that it is necessary for libraries and publishers/authors to agree to reasonable terms and conditions for the library acquisition of ebooks, thus allowing libraries to fulfil their mission of guaranteeing access to knowledge and information for their communities. While we need solutions that support the publisher s and author s financial viability, it is not acceptable for a publisher or author to restrict a library's ability to license and/or purchase otherwise commercially available ebooks for library collections.

48 The Lyon Declaration on Access to Information and Development Principles Development seeks to ensure the long-term socio-economic prosperity and well-being of people everywhere. The ability of governments, parliamentarians, local authorities, civil society, the private sector and individuals to make informed decisions is essential to achieving economic and social development. In this context, a right to information would be transformational. Access to information supports development by empowering people, especially marginalised people and those living in poverty, to: Exercise their political and socio-economic rights. Be economically active and productive. Learn and apply new skills. Enrich cultural identity and expression. Participate in decision-making and address personal development challenges. Measure progress on accountability, transparency, good governance, participation and empowerment.

Aanmelding via motivatie aanmeldformulier. April bericht vanuit zweden dat ik was uitgekozen om in juni deel te nemen aan de workshop in Botkyrka. Voorbereiding vanaf 2 april. Vertrek naar zweden 8 juni 2014.
