De CTGG zet zich al 60 jaar in voor het verhogen van de veiligheid van dit vervoer.

13 LITHIUM BATTERIJEN ALS GEVAARLIJKE STOFFEN Definitie gevaarlijke stoffen Stoffen die door hun specifieke eigenschappen reeds in kleine hoeveelheden gevaar of ernstige hinder kunnen opleveren voor mensen, dieren, materialen en het milieu. Reden: kans op oververhitting en ontbranding onder bepaalde condities Ministerie van Infrastructuur en 13 Milieu 31 mei 2016

15 CLASSIFICATIE Klasse 9 - Diverse gevaarlijke stoffen Onder klasse 9 vallen diverse stoffen die een gevaar tijdens het vervoer kunnen opleveren, maar die niet onder de criteria van een andere gevarenklasse vallen. Voorbeelden van klasse 9 stoffen zijn: Lithium batterijen; Magnetische materialen; Droogijs Voertuigen met een verbrandingsmotor; en Milieugevaarlijke stoffen mei 2016

18 INTERNATIONALE REGELGEVING LUCHTTRANSPORT De ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO TI). In de praktijk wordt de IATA Dangerous Goods Regulations (DGR) gebruikt; mei 2016

19 ICAO/IATA De ICAO Technical Instructions zijn van toepassing op het luchtvervoer van gevaarlijke stoffen van, naar of door lidstaten van ICAO. Nederland is een ICAO lidstaat en heeft de ICAO Technical Instructions geïmplementeerd in de nationale regelgeving. TI worden 2 jaarlijks aangepast De IATA Dangerous Goods Regulations moet worden gezien als een praktijkhandboek mei 2016

20 ICAO DANGEROUS GOODS PANEL NL vertegenwoordiger als panel member (onafhankelijke expert). 3 meetings per 2 jaar (2 WG on the Whole en 1 panelmeeting). Technical Instructions worden 1 keer per 2 jaar aangepast NL stemt de voorstellen voor de meetings af de luchtvaartsector en alle betrokken partijen in reference group. NL brengt zelfstandig of op verzoek van sector voorstellen in dmv working papers mei 2016

22 NATIONALE WETGEVING Werkzaamheden met betrekking tot het luchtvervoer van gevaarlijke stoffen mogen alleen worden verricht indien het bedrijf of natuurlijke persoon in het bezit is van een erkenning van het Ministerie van Infrastructuur en Milieu. 25 lithium batterijen Soorten lithium batterijen Er bestaan twee soorten lithiumbatterijen, namelijk: Niet oplaadbare (primaire) batterijen, die lithium metal batterijen worden genoemd, zoals Lithium Thionyl Chloride batterijen of Lithium Mangaan Dioxide batterijen. Oplaadbare batterijen, zoals Lithium ion batterijen, Lithium Polymeer batterijen en Lithium IJzerfosfaat batterijen. Deze worden aangeduid als Lithium ion batterijen mei 2016

26 Classificatie Lithium batterijen zijn ingedeeld in klasse 9 als UN 3090, Lithium metal batteries; en UN 3480, Lithium ion batteries Als de batterijen zich in een apparatuur of uitrusting bevinden of afzonderlijk verpakt zijn met apparatuur of is de volgende classificatie van toepassing: UN 3091 Lithium metal batteries contained in equipment UN 3091 Lithium metal batteries packed with equipment UN 3481 Lithium ion batteries contained in equipment UN 3481 Lithium ion batteries packed with equipment Alle lithium batterijen moeten voldoen aan strenge testcriteria die zijn opgesteld door de Verenigde Naties mei 2016

27 TESTEISEN VOOR LITHIUM BATTERIJEN Voor alle soorten lithium cellen en batterijen geldt dat zij getest moeten zijn overeenkomstig de bepalingen in Sectie 38.3 van het UN Manual of Tests & Criteria. Een opsomming van de verschillende soorten testen: T1 - Luchtdruk simulatie test T2 Verhittingsproef T3 - Tril test T4 Schoktest T5 - Externe kortsluiting test T6 - Stoot en samenpersen test T7 - Overbelading test T8 - Geforceerde lading test De fabrikant van de cellen of batterijen moet een testrapport kunnen overleggen mei 2016

28 Gevaren van Lithium batterijen Lithium batterijen Lithium batterijen kunnen bij inwendige kortsluiting een brand doen ontstaan die zeer moeilijk te blussen is mei 2016

29 Lithium batterijen Als lithiumbatterijen verkeerd gebruikt worden, beschadigd raken, onjuist worden verpakt, overladen worden, defect of van een inferieur ontwerp zijn, kunnen ze oververhit raken en ontbranden. Ze kunnen ook ontbranden als ze worden blootgesteld aan hitte of betrokken zijn bij een van buitenaf inwerkende brand. Lithium metaalbatterijen kunnen zowel een elektrisch als een chemisch gevaar opleveren en hebben bij een brand andere eigenschappen dan lithium ion batterijen mei 2016

30 In de verpakkingsinstructies worden de lithium batterijen nog onderverdeel in secties. Lithium ion batteries UN Verpakkingsinstructie 965 Sectie IA Sectie IB Sectie II Lithium ion cellen met een energie-inhoud hoger dan 20 Wh en lithium ion batterijen met een energie-inhoud hoger dan 100 Wh of in grotere hoeveelheden dan toegestaan in Sectie IB. Lithium ion cellen met een energie-inhoud niet hoger dan 20 Wh en lithium ion batterijen met een energie-inhoud niet hoger dan 100 Wh, verpakt in hoeveelheden boven de toegelaten aantallen voor Sectie II, Tabel 965-II. Lithium ion cellen met een energie-inhoud niet hoger dan 20 Wh en lithium ion batterijen met een energie-inhoud niet hoger dan 100 Wh, in hoeveelheden die de toegelaten aantallen voor Sectie II, Tabel 965-II niet te boven gaan mei 2016

31 Met behulp van Tabel 965-II kan worden bepaald of een verpakking onder sectie IB of Sectie II valt. 32 In de verpakkingsinstructies worden de lithium batterijen nog onderverdeel in secties. Lithium metal batteries UN Verpakkingsinstructie 968 Sectie IA Lithium metaal cellen met een lithium gehalte van meer dan 1 gram en lithium metaal batterijen met een lithium gehalte van meer dan 2 gram of in grotere hoeveelheden dan toegestaan in Sectie IB. Sectie IB Lithium metaal cellen met een lithium gehalte van niet meer dan 1 gram en lithium metaal batterijen met een lithium gehalte van niet meer dan 2 gram, verpakt in hoeveelheden boven de toegelaten aantallen voor Sectie II, Tabel 968-II. Sectie II Lithium metaal cellen met een lithium gehalte van niet meer dan 1 gram en lithium metaal batterijen met een lithium gehalte van niet meer dan 2 gram, verpakt in hoeveelheden die de toegelaten aantallen voor Sectie II, Tabel 968-II niet te boven gaan mei 2016

33 Met behulp van Tabel 968-II kan worden bepaald of een verpakking met lithium metaal batterijen onder sectie IB of Sectie II valt. 34 Secties en van toepassing zijnde voorschriften Voor de onder Sectie IA of Sectie I genoemde lithium ion en lithium metaal batterijen zijn alle voorschriften van de Dangerous Goods Regulations van toepassing. Voor de onder Sectie IB genoemde batterijen zijn alle voorschriften van de Dangerous Goods Regulations van toepassing, uitgezonderd de verplichting om een UN geteste verpakking te gebruiken. Voor de onder Sectie II genoemde batterijen gelden een aantal vrijstellingen, zoals geen Shipper s declaration, geen klasse 9 gevaarsetiket op de verpakking en geen training mei 2016

37 RECENTE WIJZIGINGEN IN DE REGELGEVING Aanleiding herziening: Bulkshipments in combinatie met non compliant shipments. Ongevallen (Dubai crash, Asiana). FAA testen hebben aangetoond dat lithium metaalbranden niet adequaat kunnen worden geblust met Halon. FAA testen hebben aangetoond dat lihium ion batterijen bij ontbranding explosies kunnen veroorzakenn door gas ophoping mei 2016

40 Per 1 januari 2015 mogen zending met UN 3090 (alle secties) uitsluitend op vrachtvliegtuigen worden vervoerd (tijdelijk verbod). Per 1 april 2016 zendingen met UN 3480 (alle secties) uitsluitend op vrachtvliegtuigen worden vervoerd (tijdelijk verbod). Met ingang van 1 april 2016 mag de laadtoestand (SoC - State of Charge) van zendingen met UN 3480 niet meer bedragen dan 30% van de nominale ontwerpcapaciteit. Met ingang van 1 april 2016 mag een zending echter niet meer dan één verpakking met UN 3480 Sectie II batterijen bevatten mei 2016

41 Oververpakkingen Met ingang van 1 april 2016 mag een oververpakking niet meer dan één verpakking met (losse) lithium batterijen van sectie II (UN 3090 of UN 3480) bevatten. Echter, een oververpakking mag wel verpakkingen met andere gevaarlijke goederen of ongevaarlijke goederen bevatten, mits deze niet gevaarlijk met elkaar of met de lithiumbatterijen kunnen reageren mei 2016

42 GEVAARLIJKE STOFFEN TOEGESTAAN VOOR PASSAGIERS EN BEMANNING In het algemeen mogen geen gevaarlijke stoffen als hand- of ruimbagage of op de persoon worden meegenomen. Een beperkte hoeveelheid gevaarlijke goederen die wel zijn toegestaan voor passagiers en bemanning worden vermeld in part 8 van de TI mei 2016

52 Recommendation B Cargo Hidden or unknown Lithium batteries on board Until safer methods of packaging and transport are established and implemented, as an intermediate mitigating strategy, it was proposed to: X-ray all mail on hidden or unknown lithium batteries; Determine per origin (or region) an analysis on the chance of unknown Lithium batteries being loaded (an analysis of the effectiveness of the preventive barriers); Based on the analysis, determine either to: discontinue the transport of Lithium batteries from a particular origin (or region); or to X-ray all cargo from a origin (or region), on hidden or unknown lithium batteries; or to profile all cargo shipments based on documentation such as airway bill, invoice packing list, shipper consignee data After the risk analysis, the origin (or region) will need to be continuously monitored in order to re-affirm the validity of the risk analysis. 58 Air Cargo Accidents On the 28th July 2011 Asiana Airlines lost a Boeing F after an in-flight fire on a scheduled cargo flight from Incheon to Shanghai A fire developed on or near pallets containing dangerous goods, but no physical evidence of the cause of the fire was found. 67 What Challenges does this pose? 1 package per consignment / overpack Section II PI965 & PI968 as of 1 April it is acceptable to have multiple packages of Section II of PI 965 / PI 968 on one air waybill provided that each of these packages is part of a separate consignment, e.g. from the same shipper to multiple consignees, or from multiple shippers. Inconsistencies with the term consignment and whether this should be considered at HAWB or MAWB level. 69 Creative accounting Many manufacturers and shippers are claiming that a powerbank is a lithium battery contained in equipment as it may have an LED light or WiFi hotspot functionality. Articles which have the primary purpose as a power source, e.g. power banks are considered as spare batteries. 71 Adequate instruction for Section II Section II of the lithium battery packing instruction, PI 965 PI 970, include a requirement that: Any person preparing or offering cells or batteries for transport must receive adequate instruction on these requirements commensurate with their responsibilities. 72 Adequate instruction for Section II As a minimum, an employer should consider the following as being adequate instruction: Classification of lithium batteries being shipped. Documentation of procedures applied to lithium batteries being shipped Written work instructions or other documentation, including automated controls. Review and understanding of documented procedures as applicable to job function. Instruction records including date(s) for all employees. Refresher instructions provided at a minimum every two years or as the documented instructions are revised or regulations are changed. 74 Special Provision A331 A331 Lithium ion cells or batteries may be offered for transport, on cargo aircraft only, at a state of charge greater than 30% of their rated capacity with the approval of the State of Origin and the State of the Operator under the written conditions established by those authorities. When considering an approval, at a minimum, the following criteria should be considered to mitigate risks posed by a lithium cell or battery heat, smoke or fire event inside a package at the cell, battery or package level: no hazardous amount of flame is allowed outside the package; the external surface temperature of the package cannot exceed the amount that would ignite adjacent packing material or cause batteries or cells in adjacent packages to go into thermal runaway; no hazardous fragments can exit the package, and the package must maintain structural integrity; and the quantity of flammable vapour emitted must be less than the amount of gas that when mixed with air and ignited could cause a pressure pulse that could dislodge the overpressure panels of the aircraft cargo compartment or damage the aircraft cargo compartment liners.
