2 Ghana kent een gestage economische groei. De politieke situatie is stabiel en de overheid functioneert steeds beter. Corruptie in zowel de publieke als private sector blijft een factor om rekening mee te houden. Investeringen in de Ghanese economie zullen de komende jaren toenemen, met name door de oliewinning. Investeringen in infrastructuur zijn nodig, waaronder ziekenhuizen en andere medische voorzieningen. De Ghanese overheid heeft samen met internationale organisaties duidelijke doelen voor ontwikkeling van de gezondheidsector. Hiervoor zal ook de nodige financiering worden gezocht en aangewend. In de gezondheidsector liggen kansen voor Nederlandse bedrijven voor het leveren van technische assistentie en medische apparatuur, private investeringen en investeringen in publiek-private samenwerking. Nationale prioriteiten gezondheidsector Ghana Ghana heeft een aantal prioriteiten benoemd op het gebied van gezondheidszorg. Om het beleid te verbeteren zijn de volgende punten benoemd: - overbruggen van gaten tussen toegang tot gezondheid en voeding - verhogen efficiëntie in gezondheidszorg inclusief de eerste hulp - verbeteren toegang en kwaliteit van moeder en kind zorg - intensiveren preventie en controle van malaria, HIV/AIDS, TB en SOAs - promoten van een gezonde levensstijl - versterken institutionele zorg, inclusief geestelijke gezondheidszorg Met betrekking tot gezondheidsinfrastructuur: het plan van de overheid is om meer ziekenhuizen en klinieken te bouwen, bestaande ziekenhuizen en centra te verbeteren/renoveren en te investeren in Medical Waste management. Er wordt niet vermeld welke van de internationale organisaties hierbij zullen worden betrokken. HIV/AIDS wordt apart genoemd. Activiteiten hebben betrekking op het verbeteren van het kennisniveau over de ziekte, terugdringen van discriminatie van mensen die besmet zijn en het uitbreiden van de therapie voor mensen met HIV in vergevorderd stadium. Momenteel financiert Nederland vanuit een Trust fund een technische assistentie aan het ministerie van Gezondheid ten behoeve van de voorbereiding van meerdere PPP projecten gericht op het equiperen van het Korle Bu ziekenhuis. 4 Ghana has implemented major health reforms in the last decade. Notably: (a) separation of policy/regulation (Ministry of Health: MoH) and service provision (Ghana Health Services: GHS); and (b) setting up the National Health Insurance Scheme (NHIS) which now contracts with public, private and not-for-profit providers throughout the country. In the scoping mission to Ghana undertaken by Public Private Partnership health team in April 2011, we identified possible PPPs which would address evident health needs, such as: (1) Rebuilding a new maternity wing (80 beds) to replace the outdated, congested and inadequate maternity ward at Tema District Hospital, serving Tema (located in Greater Accra). The hospital currently handles births per annum and serves a large catchment area (500,000) with a predominantly poor population; (2) a new district or regional hospital - several are planned; (3) lab and diagnostic imaging services for one or more major public hospitals in Accra, particularly Korle Bu (the country's most important referral hospital) and Tema Hospital (see above). Existing in-house lab services are poor and could be readily outsourced to major private labs, with a major improvement in efficiency and test quality; (4) a significant upgrading of the radiation therapy centre at the major referral hospital (Korle Bu) - to introduce the first linear accelerator in Ghana; (5) outsourcing the claims processing of the National Health Insurrance Agency (NHIA) - which could provide a major improvement in the efficiency/vertification of claims processing and also improve the financial viability of the NHIA; and (6) primary care for a district or region. No specific project/districts were identified by any of the stakeholders as being good PPP candidates. Based on this scoping and our facility visits, we proposed a mandate for two projects: 1) a new maternity wing at Tema Hospital. This project has several positive features: (a) there is an obvious need- the current facility is inadequate and demand is high; (b) material health is a high priority for the Government, IFC and our donors; (c) since Tema already has a budget and NHIA reimbursements a replacement wing would be more fiscally affordable than a new district or regional hospital; and (d) while other regions are in greater need than Greater Accra, we are more likely to attract bidders for a Tema transaction. 2) a PPP for lab and diagnostic imaging services at Korle Bu hospital. As the most important tertiary referral hospital in the country, modern lab/imaging services are essential. On june 19, 2012, MoH confirmed their approval to proceed with the KB imaging/lab PPP project only. This project therefore only concerns the KB imaging/lab PPP project. 5 Europese Unie In de periode biedt de EU onder het EDF geen steun aan Ghana op het gebied van gezondheid(-sinfrastructuur). Meer over activiteiten van de EU in Ghana kunt u hier vinden in het Country Strategy Paper Ghana De EU is op dit moment bezig de gelden voor de periode over het gehele EU buitenlandinstrumentarium te verdelen en vervolgens zullen de Country Strategy Papers ingevuld gaan worden. U blijft op de hoogte via: en African Development Bank De AfDB is sinds 2002 betrokken bij de Health Services Rehabilitation Project (HSRP). Op dit moment wordt de derde fase van dit grote project uitgevoerd. Het project bestaat uit de volgende componenten: - versterken van districtssystemen, hierbij hoort ook het bouwen van ziekenhuizen. - ondersteuning aan nationale bloedbanken - institutionele versterking en projectmanagement Projecten Health projects in Ghana reference Status Health Services Rehabilitation Project III (HSRP III) P-GH-IBD-001 Ongoing Kansen Op dit moment staan er geen aanbestedingen op gezondheidsprojecten in Ghana. VN en gezondheidsinfrastructuur De VN heeft de nieuwe vijfjarenplan gepubliceerd waarbij ze de prioriteiten in vijf thema's hebben benoemd. De tabel hieronder ligt de gezondheiddoelen binnen elk van deze thema's uit de UNDAF Naast veel aandacht voor de medische aspecten van Moeder & Kind investeert men via de VN ook in de preventie en behandeling van HIV/AIDS. Aspecten waar relatief veel minder geld naar toe gaat maar wellicht interessant voor Nederlandse bedrijven zijn de medische aspecten bij rampen en noodsituaties Pagina 5 van 10

Het ontwikkelen van deze kansen bij Internationale Organisaties tot het verkrijgen van exportorders door Nederlandse bedrijven is het doel van de bedrijvenmissie die van 22 tot en met 26 april plaats zal vinden. De missie wordt georganiseerd door TFHC en is ondersteund en gefinancierd door AgentschapNL en het ministerie van Buitenlandse Zaken, ambassade Accra. Pagina 7 van 10
