1) INPUT - OUTPUT De prijs van succes stijgt - Competitie stijgt - Meer landen investeren in topsport; er is een afnemend rendement - Stilstaan is achteruit gaan Meer geld betekent niet automatisch meer medailles de spelregels worden bepaald door de concurrentie, en niet (enkel) door wat een land nu doet ten opzichte van het verleden

Beleid kan bijdragen tot topsportsucces maar vormt geen garantie Diverse factoren bepalen succes Niet de beleidspartner, noch het systeem zijn belangrijk; wel, het klimaat dat heerst voor topsporters en trainers hier kan het beleid toe bijdragen De rol van de overheid is sturend, begeleidend, faciliteren; niet bepalend Beleid werkt goed als ze zichzelf overbodig maakt
VLAANDEREN 1. Meer middelen zijn noodzakelijk maar niet alles kost geld 2. Minder centraliseren, meer stimuleren, coördineren en samenwerken Met lokale overheden (talentontwikkeling & lokale partners en netwerken Netwerken versterken; bedrijfsleven als partner Federaties clubs in talentontwikkeling sterker maken Marketing van topsport 3.
