Persbericht 17 oktober 2018 Cft: Hoog tijd dat Curaçao werk maakt van duurzame overheidsfinanciën Nieuw gemaakte afspraken tussen regering en Cft moeten het tij keren Willemstad Voor 2018 is een forse inspanning geleverd om de begroting sluitend te krijgen, doch de meerjarige budgettaire problematiek van Curaçao is onverminderd zorgelijk. Het land heeft het financieel beheer nog niet op orde. Met de regering zijn door het Cft daarom afspraken gemaakt over hoe te komen tot duurzame overheidsfinanciën. Op basis van door Curaçao aangeleverde stukken (begrotingswijziging en uitvoeringsrapportage) stelde het Cft eerder vast dat de begroting 2018 niet meer voldeed aan de normen van de Rijkswet financieel toezicht. In het kader van een traject van hoor- en wederhoor kwam de minister van Financiën met aanvullende maatregelen en nieuwe informatie. Het Cft concludeerde echter dat nog steeds onzekerheden bestaan over de vordering op staatsbedrijf UTS en de risico s rond Sehos en HNO en dat - meer algemeen - met ad hoc-maatregelen de structurele financiële problematiek van het land niet kan worden opgelost. Een belangrijke voorwaarde daarvoor is het op orde brengen en houden van het financieel beheer. Zonder gedegen financieel beheer is een ordentelijk begrotingsproces niet mogelijk. De (ultieme) toetssteen is het tijdig vaststellen van een jaarrekening met goedkeurende accountantsverklaring. Afgesproken is dat de regering van Curaçao zeker stelt dat dit het geval zal zijn met de jaarrekening 2021. Voor de komende twee jaren zal een roadmap worden uitgewerkt en vastgesteld. De uitvoering daarvan wordt mogelijk gemaakt door de financiële kolom van het overheidsapparaat snel en drastisch te versterken. Verder zijn afspraken gemaakt over betere heffing en inning van belastingen en over belastinghervorming. Raymond Gradus, voorzitter van het Cft: Versterking van de economie van Curaçao vereist vooral private investeringen. Private investeerders willen hun risico s beperken en kunnen vertrouwen op de stabiliteit en kwaliteit van het ambtelijk en bestuurlijk overheidsapparaat. Een noodzakelijke voorwaarde daarvoor is een gedegen beheer van de overheidsfinanciën. Over de gemaakte afspraken zegt hij: Het is nu aan de regering om deze doortastend en voortvarend uit te voeren. Als Cft zullen we dit zeer kritisch volgen. Het Cft zal de Rijksministerraad informeren over de door de regering genomen maatregelen en de met het Cft gemaakte afspraken. Het Cft heeft tijdens zijn bezoek aan Curaçao gesproken met de Gouverneur, de Raad van ministers, de minister van Financiën, de financiële commissie van de Staten, de ministeriële regisseur en toezichthouder voor het nieuwe ziekenhuis, de directie van de centrale bank en de directie van de raffinaderij. Het was het eerste bezoek van de nieuwe Cft-leden Henk Kamp namens Nederland en Russell Voges namens Sint Maarten. Press release October 17th, 2018 Cft: About time that Curaçao addresses sustainable public finance Newly made agreements government and Cft have to turn situation around Willemstad - Considerable effort has been made to balance the 2018 budget, however the multi-year budgetary problem of Curaçao still is reason for concern. The country does not yet have its financial management in order. Cft has therefore agreed with the government on how to achieve sustainable public finances. Based on documents provided by Curaçao (budget amendment and execution report), the Cft stated earlier that the 2018 budget no longer met the standards laid down in the Kingdom Act on financial supervision. In the process during which both sides are heard (hoor en wederhoor), the Minister of Finance presented additional measures and submitted new information. The Cft concluded nevertheless that there are still uncertainties about the claim on state-owned UTS, the risks surrounding Sehos and HNO and the fact that - more generally - ad hoc measures cannot solve the structural financial problems of the country. An important prerequisite is that the financial management is brought up to standard and kept that way. Without proper financial management, an orderly budget process is not attainable. The (ultimate) proof is the timely adoption of the financial statements with an unqualified auditors' report. It has been agreed that the government of Curaçao will ensure that this will be the case with the 2021 financial statements. A roadmap will be developed and adopted for the next two years. The implementation of said roadmap will be made possible by rapidly and drastically strengthening the financial column of the government apparatus. Furthermore, agreements have been made about better levying and collecting taxes, and about tax reform. Raymond Gradus, chairman of the Cft: Strengthening the economy of Curaçao mainly requires private investments. Private investors want to reduce their risks and be able to rely on the stability and quality of the civil service and government administration. A necessary condition for this is solid management of public finances. About the agreements made he states: It is now up to the government to implement these decisively and energetically. As Cft we will follow this meticulously. The Cft will inform the Council of Ministers of the Kingdom about the measures taken by the government and the agreements made with the Cft. During its visit to Curaçao, Cft met with the Governor, the Council of Ministers, the Minister of Finance, the financial committee of the States, the ministerial director and supervisor (Ministeriële Regisseur en Toezichthouder) for the new hospital, the management of the central bank and the management of the refinery. It was the first visit of the new Cft members Henk Kamp (on behalf of the Netherlands) and Russell Voges (on behalf of Sint Maarten).
