Jouke van Dijk Directeur Waddenacademie Presentatie Kennissessie Gebiedsagenda Wadden maart 2019, Huis voor de Wadden, Leeuwarden Germany Netherlands World Delta Summit 2011 Wadden is UNESCO Werelderfgoed sinds Wadden UNESCO Werelderfgoed: In 2014 is het uitgebreid met het Deense deel en stukken boven de Duitse eilanden Uniek natuurgebied in een regio waar ook veel mensen wonen die werk en inkomen nodig hebben Yantai 12 September 2011 Maar: de Nederlandse eilanden en de estuaria die toegang geven tot de grote havens horen er niet bij! Waddenacademie Leeuwarden De Wadden Sea Region is een gebied dat zowel Aanleiding voor en instelling van de Waddenacademie de de kuststreek, de Waddenzee, de eilanden omvat, maar ook de relevante delen van de Exclusive Economic Zones (EEZ) van Denemarken, Duitsland en Nederland. Wordt gebruikt door WSF/CWSS Eindrapport Ruimte voor de Wadden van de Adviesgroep Waddenzeebeleid (Cie. Meijer, 2004): Constatering dat d.d beleid en beheer van de Waddenzee in een impasse zijn geraakt; Lacunes in kennis en in monitoring; Kennis over waddengebied versnipperd, slecht ontsloten en daardoor niet beschikbaar voor beleid en bestuur; Te weinig coördinatie en integratie van onderzoek; Kabinetsbesluiten: instelling van Waddenfonds voor versterking van natuur en economische draagkracht; instelling van Waddenacademie voor versterking van de kennishuishouding 5 6 1

2 Eerste stappen in 2008: Maken Kennisagenda The integrated research agenda Waddenacademie Leeuwarden Background Trilateral Research Agenda The necessity for a Trilateral Research Agenda (TRA) for the Wadden Sea Region originates from the declarations from the Trilateral Government meetings 2010 and 2014, stating that: Sylt-declaration 2010, pkt. 41: Support the establishment of a trilateral research platform directly connected with existing national networks. The platform will elaborate a trilateral agenda for policy-relevant research in consultation with the Board Tønder-declaration 2014 pkt. 63: Encourage discussions by the scientific community and policy makers on the major policy issues and related knowledge as a basis for further developing a trilateral research agenda and a trilateral research platform. Priorities of the Dutch presidency of the Trilateral Wadden Sea Cooperation June 2015: 7. Scientific agenda for the Wadden Sea World Heritage Site: The Wadden Sea has long been a site of much and diverse scientific research. For good management of the World Heritage Site there are plenty of questions that will require common and better coordinated research. The outline serves as a starting point for a broad discussion among scholars in the same field at a workshop. The subgroups finish their report concluding with suggestions for 5-10 important research questions within its field. The report contains an outline of Major achievements and persisting gaps of knowledge (5-10 most important research questions) Main questions relevant for policy Suggestions for transdisciplinary themes The final report per subgroup is intented to be 3-4 pages Activities: Cuxhafen, October 2015: workshop for Cultural History and Economics Delmenhorst, April 2016: workshop for Geology Texel, June 2016: workshops for Ecology and Water and Climate + Informal discussions Results five draft reports used as input for the overarching Trilateral Research Agenda 1st Draft Trilateral Research Agenda May 2017 The reports of the subgroups were integrated to the first draft of the Trilateral Research Agenda by the supertrio with the help of Josef Stuefer of NWO. This draft is extensively discussed at the preparatory 14th International Scientific Wadden Sea Symposium, ECCO Conference Center, Tønder (Denmark), May 9, 2017 which always precedes the Trilateral Government Conference Based on the discussion in Tønder the 1 st draft was substantially revised and submitted to the Wadden Sea Board and adopted in November 2017 as input for the preparation Declaration of Leeuwarden of the Trilateral Government Conference in May

4 Trilaterale Kennisagenda De TRA is in mei 2018 integraal opgenomen in de Verklaring van Leeuwarden van de Trilaterale Regeringsconferentie TRA benoemd de belangrijke kennisvragen, maar prioriteert niet! Volgende stap: instelling Trilateral Program Committee voor de uitvoering, prioritering en programmering 19 Waddenacademie Leeuwarden Per themalijn een lijst met belangrijke onderzoeksvragen, zonder prioritering Waddenacademie Leeuwarden Waddenacademie Leeuwarden 22 Volgende stappen: Pulskor ipv Boomkor in visserij De Trilaterale Research Agenda benoemd de belangrijke kennisvragen, maar prioriteert niet! Instelling Trilateral Program Committee voor de uitvoering, prioritering en programmering van drie typen onderzoek: Grensverleggend fundamenteel onderzoek Toegepast onderzoek, kartering, monitoring Regionale studies, informatieverspreiding en lokale implementatie Maar ook nationaal en regionaal: daar gaan we het nu over hebben in het kader van GAW2050! En ook voor het Investerings Kader Wadden (IKW) 23 4
