3 EUROPA De Europese commissie (EC) heeft een EU-strategie 2020 geformuleerd met 3 prioriteiten (smart growth, sustainable growth, inclusive growth) met 5 ambitieuze doelen (werkgelegenheid, innovatie, onderwijs, sociale cohesie, energie/klimaat) en 7 flagship initiatives, waaronder de Innovation Union. Met Innovation Union beoogt de EU om van Europa een wereldspeler te maken op gebied van wetenschap, de wijze van samenwerking tussen publieke en private partijen revolutionair te veranderen, en knelpunten weg te nemen zodat ideeën sneller hun weg vinden naar de markt. H2020 is het financiële instrument van de Innovation Union, een instrument voor groei en banen. Dus niet alleen meer gericht op onderzoek, maar ook koppeling aan innovatie met een focus op de maatschappelijke uitdagingen waar de EU voor staat. H2020 is hét Europese programma voor onderzoek & innovatie. Programmering vindt centraal plaats door Brussel. Binnen Europa wordt in toenemende mate (op vrijwillige basis) nationale onderzoeksprogramma s op elkaar afgestemd in gezamenlijke Joint Programming Initiatives (JPI) en via European Research Activities netwerken (ERA netten). Daarnaast zijn er de zogenaamde Structuur- en investeringsfondsen waarbij programmering decentraal plaatsvindt door de lidstaten. Voor T&U zijn relevant: Europees Fonds voor Regionale Ontwikkeling (EFRO) en Interregionale samenwerking tussen lidstaten (INTERREG). H2020 H2020 is hét Europese programma voor onderzoek & innovatie. H2020 heeft drie pijlers: - Excellent Science met grensverleggend onderzoek en diverse opleidingsmogelijkheden voor wetenschappers (beurzen, uitwisseling, opleiden PhDs); - Competitive Industries met multidisciplinair, toegepast onderzoek in internationale consortia en specifieke regelingen voor MBK (SME); - Societal Challenges met multidisciplinair, toegepast onderzoek in internationale consortia gericht op maatschappelijke agenda. Eurostars 2 programma is van start gegaan voor MKB Eurostars is een Europees innovatieprogramma voor het onderzoek uitvoerende MKB. Het programma, een samenwerking van het EUREKA netwerk en de Europese Unie, is in de afgelopen jaren zeer succesvol gebleken. Vanaf 1 januari 2014 is Eurostars 2 van start gegaan met een bijna driemaal zo hoog budget (ongeveer 1 miljard Euro) voor een periode van 7 jaar. Er zijn jaarlijks twee deadlines binnen Eurostars voor het indienen van aanvragen, telkens in maart en september. De eerste deadline voor de tweede fase van het programma is op donderdag 13 maart 2014 (20.00 uur), de tweede deadline is in september Het Nederlandse budget voor de twee tenders in 2014 bedraagt in totaal 16 miljoen Euro. Na goedkeuring in Brussel moet je als NL partij project nationaal indienen bij RVO. 3

4 Wanneer kom je in aanmerking voor Eurostars? Je besteedt minstens 10% van je omzet aan onderzoek en ontwikkeling. Of u zet minimaal 10% van je personeel in voor onderzoek en ontwikkeling. Doet je dat niet? Dan kunt u onder voorwaarden toch deelnemen. Penvoerder is een High-Tech SME uit een Eurostars land, deze dient voorstel on-line in Brussel in EU beoordeelt voorstellen; bij goedkeuring in Brussel wordt het voorstel vervolgens ingediend bij de nationale Eurostars programma s. Je neemt voor eigen risico deel aan een Eurostars-project. Je werkt samen met partijen uit minimaal 1 ander Eurostars-land. Binnen 2 jaar na afronding van het project is een verkoopbaar product of proces beschikbaar. Als je subsidie krijgt toegewezen is voor kennisinstellingen de subsidie 50% voor onderzoek, 25% voor ontwikkeling en voor de bedrijven 35% voor onderzoek en 25% voor ontwikkeling. Max subsidiebedrag is Hoe kunt u aanvragen? Je project moet eerst goedgekeurd worden door Eurostars. U kunt subsidie aanvragen via de Rijksdienst voor Ondernemend Nederland (RVO.nl). Er wordt geadviseerd voor het indienen van een aanvraag contact op te nemen met de nationale EUREKA-projectcoördinator. In Nederland is dit dus de Rijksdienst voor Ondernemend Nederland. The SME Instrument: New Funding Opportunities for SMEs Under Horizon the European Union's funding programme for research and innovation for , there is a new tool the SME Instrument ml through which the EU will provide direct funding to SMEs. Indeed, it will be the only instrument which is exclusively accessible to SMEs. The SME Instrument is designed to support the growth and internationalisation of SMEs through innovation, and several features have been developed to achieve this goal. The first feature concerns the type of SMEs which it will support. It is aimed at innovative companies with growth potential and ambition to internationalise that is, companies targeting a European and/or global market. These companies do not need to be part of a consortium, as the tool can provide single-company support. Although the companies supported need to be innovative, they do not need to be high-tech nor research-intensive, since the SME Instrument also aims to support non-technological forms of innovation where appropriate. The SME Instrument will support a particular range of activities. These activities correspond to a high technology readiness level (TRL 6 or higher), which means that the technologies being developed (devices, materials, software, work processes, etc.) are relatively mature. 4

5 The activities supported are undertaken in a production environment and might include scaling-up, miniaturisation, piloting activities, and test and demonstrator activities. Dr Bernd Reichert, Head of Unit of the Executive Agency for Small and Medium-Sized Enterprises (EASME) summarises it this way: The SME Instrument is a new company-centred activity aiming to support and fund the growth potential and internationalisation ambitions of small companies that base their growth and market strategy on completely new approaches and breakthrough innovation. Available Support The support available through the SME Instrument is structured, and depends on the stage of development of the product or service. There are three phases: Phase 1 is the feasibility phase or proof of concept phase, and involves such activities as market studies, intellectual property rights (IPR) studies, costumer surveys, risk assessments, and feasibility and viability assessments. For this phase the support provided is a lump sum of EUR 50,000. Phase 2 is the innovation project phase or demonstration of commercial potential via such activities as prototyping, testing, piloting, miniaturisation, scaling-up and application development. For this phase the SME Instrument will provide funding in the indicative range of EUR 0.5 million to EUR 2.5 million typically 70% of funding required by the SME. Phase 3 is the commercialisation or go-to-market phase. For this phase the SME Instrument will not provide direct funding but will support the SMEs through investor readiness activities, IPR support, networking activities, and awareness raising with respect to the financial instruments (both equity and loans). This structure has been adopted to best serve the needs of the SMEs, Dr Reichert explains. On the one hand side we know that there are many companies entering public support programmes without a clear strategy about what to achieve during the project and especially afterwards during exploitation and commercialisation. On the other hand small companies have often complained that they are not able to embark on a bigger, longer project without knowing the risks and boundary conditions linked to it. That's why Phase 1 has been created. In all, the funding available through the SME Instrument during its first two years ( ) will be about EUR 500 million, and through the course of Horizon 2020 ( ) it will total about EUR 3 billion. There is also a coaching and mentoring scheme provided through the Enterprise Europe Network (EEN) for all successful applicants in Phases 1 and 2, in order to help them maximise the use they can make of the funding. The coaching will be provided through a central service in EASME. The EEN will function as the first contact between company and coach, to assess company needs, support in the selection of the right coach, support the company and coach in case of problems, and so on. 5

6 Dr Reichert explains: We think that companies growing strongly and wanting to enter new global markets also need new skills in management, marketing, and so on. The coaching will cater for this. Applications After its starting date on 1 March 2014, SME Instrument projects can be submitted to a continuously open call with about four cut-off dates per year when funding allocations will be decided. A company can submit a proposal at any time, which will immediately be evaluated by external experts. If the evaluation scores are all above the required thresholds, the application will be held until the next cut-off date, when all proposals will be ranked according to quality and the best proposals will be funded based on the available budget. The first cut-off for Phase 1 will be in June and for Phase 2 in October. After this, the cut-off dates will be in March, June, September and December. Application ml for support through the SME Instrument is intended to be simple. The application for Phase 1 is just 10 pages, and times to contact are short (envisaged as three months for Phase 1 and six months for Phase 2). The rating of applications will be based predominantly on the envisaged market opportunities, the company s growth potential and the company team. Competition is expected to be very high, although it is expected that most of the companies showing a very promising result with respect to feasibility and viability after Phase 1 will be provided funding under Phase 2. Only the very best applications will get support, Dr Reichert warns. So it is important that before applying SMEs reflect very carefully whether European funding, especially the SME Instrument with its high quality claim and presumably very high application numbers, is really the best option. We intend to find the gold nuggets of small European companies among a lot of sand and hoping that it is gold we will find and fund we will support it with various services in order for the company to have improved chances to grow and prosper. Enterprise Europe Network published new catalogue of profiles for H Agrofood sector I would like to draw your attention to a catalogue which has been developed in the framework of the Agrofood Sector Group, at the Enterprise Europe Network. It includes partnership profiles from agrofood European entities interested in taking part in Horizon 2020 consortiums / projects. The profiles are sorted by topic of interest so it is a very helpful document for those who are leading a project proposal for a topic in Horizon 2020 and looking for partners. Furthermore, at the end of the document, you can find also some partners search profiles from coordinators looking for collaboration. 7 Europa steeds innovatiever Bron: Neth-ER Nieuwsbrief week 10 De afgelopen jaren is de kloof tussen de Europese Unie en de Verenigde Staten op het gebied van innovatie verkleind. Ook is in Europa het verschil in innovativiteit tussen de lidstaten minder groot geworden. Dit zijn enkele van de belangrijkste conclusies van de Innovation Union Scoreboard 2014 (IUS2014). Nieuwe indicator toegevoegd De IUS meet de prestaties van landen op basis van 25 verschillende indicatoren. De index geeft aan in welke mate landen, met name van de EU, hebben geïnnoveerd het afgelopen jaar. Op basis van de index worden er vier innovatiecategorieën onderscheiden: innovation leaders, innovation followers, moderate innovators en modest innovators. Dat de index geen statisch onderzoek is, maar rekening houdt met recente ontwikkelingen wordt duidelijk aan het feit dat dit jaar een nieuwe (25ste) indicator is toegevoegd op basis van de recent gepubliceerde Innovation output indicator. De nieuwste indicator is Employment in fast growing firms of innovative sectors. Nederland is ten opzichte van vorig jaar een plek gezakt in de ranglijst en is daarmee ingehaald door Luxemburg, dat nu op de vijfde plaats staat. Net als vorig jaar bevinden Zweden, Denemarken, Duitsland en Finland zich aan de top van de innovatie index. Zij zijn hiermee de Innovation leaders van de Europese Unie. Meer innovatie investeringen In de persverklaring over het de het scoreboard onderstreepte Máire Geoghegan-Quinn, Europees commissaris voor Onderzoek en Innovatie, het belang van innovatie voor de groei van Europa. Zij pleitte wederom voor extra investeringen in innovatie, om de doelen van de Europa 2020 strategie te behalen. We need to increase innovation investment across the EU now, to reach our target of 3% of GDP by 2020", aldus Geoghegan-Quinn. 8 JPI - FACCE Het Joint Programming Initiative on Agriculture, Food Security and Climate Change (JPI FACCE) brengt 21 EU-landen samen die gezamenlijk werken aan een geïntegreerde Onderzoekagenda op het gebied van duurzame land- en tuinbouw, voedselzekerheid en klimaatverandering. De strategische onderzoekagenda van FACCE-JPI omvat vijf 5 kernthema s: 1. Sustainable food security under climate change, based on an integrated food systems perspective: modeling, benchmarking and policy research perspective 2. Environmentally sustainable growth and intensification of agricultural systems under current and future climate and resource availability 3. Assessing and reducing trade-offs between food production, biodiversity and ecosystem services 4. Adaptation to climate change throughout the whole food chain, including market repercussions 5. Greenhouse gas mitigation: nitrous oxide and methane mitigation in the agriculture and forestry sector, carbon sequestration, fossil fuel substitution and mitigating GHG emissions induced by indirect land use change Een inspirerende middag over bio- economie in het kader van Europees onderzoeksprogramma Op maandag 10 februari 2014 organiseerde het ministerie van Economische Zaken en het Nederlandse Organisatie voor Wetenschappelijk Onderzoek een inspirerende middag over bio- economie, voorafgaand aan de bestuursvergadering van de FACCE-JPI op 11 februari. Op 11 februari kwam het bestuur van het Europese Joint Research Programming Initiative on Agriculture, Food Security andclimate Change (FACCE-JPI) in Nederland bij elkaar. FACCE- JPI kent een ambitieus werkprogramma met een groot aantal activiteiten. Een van de activiteiten uit het FACCE-JPI actieplan voor is het organiseren van een call voor onderzoeksprojecten over: Sustainable and resilient agriculture on food and non-food systems (een zogeheten ERA-NET Cofund binnen het Europese onderzoeksprogramma Horizon 2020). Om Nederlandse stakeholders te informeren over relevante activiteiten van FACCE-JPI en de mogelijkheid te bieden tot input werd er een informatieve bijeenkomst georganiseerd op 10 februari. Er waren ongeveer deelnemers aanwezig, uit zowel bedrijfsleven, publieke sector en overheid. Daarnaast was er al een grote delegatie van het bestuur van FACCE JPI aanwezig uit verschillende Europese landen. Landbouwresearch De bijeenkomst werd geopend door de organiserende partijen: Ir. Roald Laperre van het Ministerie van Economische Zaken en Drs. Hans de Groene van NWO. Zij gaven inzicht in het Nederlands beleid ten aanzien van Europese onderzoekssamenwerking en het belang van landbouwresearch voor de aanpak van vraagstukken op gebied van landbouw, voedselzekerheid en klimaatverandering. Tevens benadrukten ze verheugd te zijn over de gezamenlijke inhoudelijke en financiële samenwerking tussen NWO, EZ en de topsectoren ten 8

9 aanzien van de verschillende FACCE calls. Waarvoor NWO 3,5 mln in de komende jaren beschikbaar stelt. Daarna volgden drie presentaties: een introductie op FACCE-JPI van Isabelle Albouy, de coördinator van FACCE Zij gaf een indrukwekkend overzicht van alle activiteiten en samenwerkingen die FACCE al in gang heeft gezet en alle voorgenomen acties uit het implementatieprogramma. Vervolgens gaf de voorzitter van FACCE Niels Gotke een introductie. Dhr. Gotke ging in op het belang van de bio-economy voor FACCE en meer in het algemeen de Europese land- en tuinbouw. Daarbij schetste hij de kansen die hier voor het bedrijfsleven liggen. Hij gaf een toelichting op de 2 calls die in voorbereiding zijn van FACCE. De call over Climate Smart Agriculture, met veel aandacht voor o.a. robuust uitgangsmateriaal en plant- en diergezondheid. De call die deze middag centraal stond betrof sustainable and resilient agriculture on food and non-food systems. TKI Biobased Economy Afsluitend presenteerde Kees de Gooijer, directeur van TKI Agrifood and TKI Biobased Economy. Hij schetste de interesse van het Nederlandse bedrijfsleven voor de bio-economy kansen en het belang van Europese onderzoekssamenwerking op deze terreinen. Na de plenaire presentaties, werd de discussie voortgezet in 4 themagroepen. De thema s waren: New sources of biomass and mixed crop systems Efficient use of Biomass, resource efficiency New technology chains integrating biomass production and use Green Growth: sustainability and climatechange Belangrijke punten die naar voren kwamen, zijn: Neem bij de ontwikkeling van nieuwe producten en processen direct de economische kans rijkheid mee. Cascade aanpak belangrijk voor gebruik van biomassa. Kijk verder ook naar de mogelijkheden om een groter deel van een product te gebruiken. Hier is nog veel winst te behalen. Veel kansen voor de ontwikkeling van nieuwe technologieën en mogelijkheden voor vergroten productie. Zowel land als aquatische systemen Een geïntegreerde benadering is noodzakelijk, een bio-economy systeem benadering, waarbij ook aandacht is voor zaken als afvalstromen, duurzaamheid en mogelijke negatieve invloed op voedselzekerheid. Heb aandacht voor waar de toegevoegde waarde in de keten terechtkomt. Niet alleen bij biomassa richten op plantaardige systemen, er zijn ook kansen bij dierlijke systemen. Voldoende aandacht voor regionale verschillen en maak onderscheid in schaal. Er is geen onze size fits all 9

10 ERA netwerken Het doel van een ERA-net is het bevorderen van samenwerking en afstemming van onderzoekactiviteiten in verschillende EU-lidstaten binnen bestaande nationale programmering van onderzoek. Financiering vindt plaats door de afzonderlijke lidstaten (in Nederland door NWO en EZ) en soms ook door de EU (ERA-net +). Informatie over het ERA-NET COFUND instrument Bron: Neth-ER Onder Horizon 2020 zullen ERA-NET en ERA-NET Plus ophouden te bestaan. In plaats daarvan komt ERA-NET Cofund. ERA-NET Cofund moet vooral simpeler en efficiënter functioneren dan de voorgangers. Definitie ERA-NET Cofund in Horizon 2020 Publiek-publieke partnerschappen kunnen worden ondersteund door een ERA-NET-instrument met behulp van subsidies als de actie toegevoegde waarde heeft op EU niveau: ERA - NET Cofund grants fund the implementation of a single joint call for proposals for transnational research and/or innovation projects and additional joint activities related to the coordination of national/regional research and innovation programmes. Belangrijke voorwaarde deelname Een belangrijk verschil met FP7 is het compulsory element of the co-funded call; het moet tot een financiering van transnationale projecten voor onderzoek en / of innovatie leiden. Verder is het is niet meer mogelijk om een ERA-NET te ondersteunen met een Coordination and Support Action (CSA). Administratieve veranderingen Aan de regels van deelname verandert er niets wezenlijks in vergelijking met FP7. Er zijn enkele aanpassingen, maar die zijn niet baanbrekend (zie hiervoor de PowerPointpresentaties). De tijdsduur van ERA-NET Cofund acties is vijf jaar. In dit tijdsbestek wordt de voorbereiding, de implementatie, de selectie en de onderhandelingen van de projecten en tenslotte de afronding ervan gerekend. De evaluatie en selectie van een voorstel gaan volgens Horizon 2020 voorwaarden en de EC wil na een project een database ontvangen van de resultaten van het onderzoek. Meer flexibiliteit voor consortium Het ERA-NET Cofund brengt meer flexibiliteit in het proces. Het consortium kan zelf bepalen hoe ze de financiering van het call budget toepast en de implementatie en het beheer ervan. Ook is er voor een consortium een grote mate van flexibiliteit om te beslissen over de bijkomende activiteiten. Tijdens de presentaties wordt vaak gerefereerd naar de expertise in ERA-LEARN. De informatie uit de verzamelbron is onder andere bruikbaar om een project te perfectioneren. Tijdens een consultatie in 2012 hebben stakeholders aangegeven de voorkeur te hebben voor de kosten per eenheid voor de coördinatie kosten van extra activiteiten en dit is doorgevoerd in het ERA-NET Cofund. Verder zijn er nog de volgende verschillen: Possibility to use ERA-NET for institutional programmes / in-kind contributions 10

Proposal preparation, submission and evaluation Informatie over de voorbereiding, de inzending en de evaluatie van een voorstel is te vinden op de Participant Portal. Verder is een strakke regel wat betreft het formaat van het inzendingdocument; het mag niet langer zijn dan 50 pagina s. Bij deelname is de EC geïnteresseerd in bewijsstukken met betrekking tot de expertise van het programma, en niet in de hoeveelheid van publicaties van een persoon. Informatieve PPTs Hieronder zijn de PPts weergegeven die zijn gepresenteerd tijdens de informatiedag. Het is zeker de moeite waard om ze even door te nemen als u nog onduidelijkheden heeft over het ERA-NET Cofund. Interessant is ook de presentatie Synergies with Structural Funds waarin wordt uitgelegd hoe de European Structural and Investment Funds (ESIF) in combinatie met het ERA-NET Cofund kan worden toegepast. Een andere interessante PPT wijdt uit over de werking van NETWATCH; een platform voor transnationale samenwerking in R&D programma s. This call was opened the 10 th of February The public funding for the call will be provided by the 4 participating national funding organisations from Germany, Poland, the Netherlands and the United Kingdom. Call Scope Biorefining is defined as the sustainable processing of biomass into a spectrum of marketable products (food, feed, materials, chemicals) and energy (fuels, power, heat).). 11

12 An integrated biorefinery concept maximises the overall added value of one plant system by way of fractionation of the raw materials, integration of mass and energy flows and of processes, by (ideally) using all components of a raw material for a range of different products / intermediates, and by working with closed loops. Application procedure Please refer to the call documents and forms listed below. Proposals must be submitted via e- mail to the central Call Secretariat (contact: Mr. Matté Brijder, Netherlands Enterprise Agency, matte.brijder@rvo.nl ). It is the responsibility of each consortium coordinator to ensure that their application is received on time. Submission deadline for pre-proposals: 28th April 2014, 1 PM CET Only pre-proposals recommended for the second stage are invited to submit a full-proposal. National funding regulations are applied within this joint call. A joint transnational team of experts from the participating countries will evaluate all full-proposals. It is strongly recommended that the national funding regulations be checked with the contact person at the respective funding agency (see call text) before submitting a fullproposal. SUSFOOD staat voor 'Sustainable Food production and consumption'. De focus ligt bij de voedselketen na de boerderijfase. Het doel van deze ERA- 12

13 net is het bevorderen van de samenwerking en afstemming tussen de onderzoeksgroepen uit de deelnemende landen. Een project dat wordt ingediend een aantal criteria voldoen. Alleen voorstellen voor onderzoek onder topic 3 uit de call aankondiging: 'Innovative food products, use of raw material' komen in aanmerking voor financiering. Het kan daarbij gaan om onderzoeksvoorstellen in de sectie 'Research' of de sectie 'Research and Innovation'. Verder dient er te worden samengewerkt met partners uit minimaal 3 deelnemende landen. Het projectidee dient uiterlijk op 1 april te zijn ingediend. Het maximumbudget dat beschikbaar is voor financiering van de Nederlandse inbreng in alle onderzoeksvoorstellen gezamenlijk bedraagt euro. Zie voor meer informatie de website van ERA-net SUSFOOD. 13

14 European Innovation Partnetships (EIP) De vorming van European Innovation Partnerships (EIP) is een nieuwe benadering binnen de Europa 2020 Strategie. Doel van EIP is de kloof te dichten tussen wetenschap en praktijk door: Kennisdoorstroming te bevorderen via meer praktijkgericht onderzoek (pilots, demo s) Input vanuit de praktijk te genereren voor de onderzoekagenda van H2020 Middelen voor EIP-agri komen uit twee bronnen: H2020 (via projecten en netwerken) Rural Development (via Operational Groups) New call for Focus Groups EIP-AGI Service Point is looking for experts for four new EIP-AGRI Focus Groups. They invite farmers, advisors, researchers and other experts to apply for participation in these Focus Groups, dealing with the following topics: 1. High Nature Value Farming profitability 2. Mainstreaming Precision Farming 3. Profitability of permanent grassland 4. Fertiliser efficiency in open-field horticulture EIP-AGRI Focus Groups are temporary groups of 20 selected experts focusing on a specific subject. The experts share knowledge and experience. Each group explores practical innovative solutions to problems or opportunities in its field, and draws on experiences derived from related useful projects. Most Focus Groups meet twice, and work on gathering relevant information and reporting in between, as well as after the last meeting. The final report is shared via the EIP-AGRI network. Deadline for the call is 8 April Please find more information publication_en.pdf Establishing Operational Groups: the European workshops On 27 February 2014, the European Commission s Directorate General for Agriculture and Rural Development organised the workshop "Establishing Operational Groups under Rural Development Programmes". It was hosted by the Portuguese National Rural Network and GPP, the Portuguese National Authority for EAFRD in Lisbon. The event was open to organisations from Portugal, Spain, Greece, Cyprus and Malta. The aim of the workshop was to provide the necessary knowledge and information on EIP-AGRI to enable organisations to act as "multipliers" and help to set up Operational Groups in their own Member State or region. In the coming months EIP-AGI Service Point will organise another four workshops for participants from the remaining EU member states. 14
