1 DAILY SHIPPING NEWSLETTER : Saturday EVENTS, INCIDENTS & OPERATIONS Redding in aantocht voor vastgelopen Duits schip Vanuit Zuid-Afrika vertrekt zondag een reddingsmissie voor 108 wetenschappers die vastzitten op Antarctica. Zij bevinden zich aan boord van een Duits schip dat in het ijs is vastgelopen. Het schip is gehuurd door een Russisch onderzoeksbedrijf. Voor de reddingsactie worden een Zuid-Afrikaans schip en twee helikopters ingezet. Een ijsbreker uit Argentinie zal assistentie verlenen. De actie wordt extra bemoeilijkt doordat het in dit seizoen 24 uur per dag donker is op Antarctica en de temperatuur zo'n vijftig graden onder nul bedraagt. French arrest drug-smuggling ship THE Cambodian-flagged bulker Winner has been arrested at sea by French authorities on suspicion of smuggling cocaine, and is being escorted into Brest by the French navy. The 5,900-DWT Winner will be subjected to an intense search when it docks in the next few days. The vessel had sailed from Colombia and was spotted in the Atlantic off the coast of Africa. It was summoned to stop by French authorities, who encountered very aggressive and suspicious behaviour. The vessel reportedly tried to ram a French Navy frigate. We were forced to retaliate, as we have to in such cases, by shooting once in the air, a second time a hundred metres ahead of the ship, and a third time at the target itself, a navy spokesman said. A crew member is reported to have been injured in the shooting and the Winner itself has suffered damage. Part of the cocaine is said to have been thrown overboard. The operation was co-ordinated by the Brest Maritime Prefecture and French prime minister Jean-Pierre Raffarin, with co-operation from Spanish, Greek and American authorities. 3 Classic Voyages. The news has been confirmed by Lloyd Werft MD Werner Lüken. The Bremerhaven yard is the house yard of Star Cruises subsidiary Norwegian Cruise Line, which is reportedly involved in the revival project and took on the similar-sized Norwegian Sky after its completion by Lloyd Werft in The hull of the Sky originated from an order cancelled by Costa Crociere at Bremer Vulkan, which had to halt the construction because of its financial collapse. Lloyd Werft will be short of work in the second half of this year after it completes the conversion of a bulker into a juice carrier and a frigate overhaul. Last year Lloyd Werft also completed the 78,309-GT Norwegian Sun for NCL, the hull for which was sub-ordered at Aker MTW yard as Lloyd Werft does not have hull-building facilities. Abu Dhabi yard expands ABU Dhabi Ship Building (ADSB) has completed a $46.3M expansion of facilities, vastly improving its ability to cater to commercial and naval customers in the Middle East Gulf. The new facilities include a 2,000-ton ship-lift capable of lifting 85 m-long vessels, two 38 m-high assembly halls capable of building four to six ships at a time, a 70 m quay for operational testing of new craft, additional dry berths for the repair of five to nine vessels and an extra 5,600 m² of production shop space. ADSB is also proceeding with plans for a composite vessel production unit, to include moulding and outfitting shops, to be operational within 12 months. Since opening six years ago, ADSB has built seven new vessels for military and commercial customers in the region. ROUTE, PORTS & SERVICES Bijzondere golfbreker voor haven Monaco Alle havenplaatsen aan de Middellandse zee hebben wel plannen om hun havens uit te breiden. Dat geeft meer bedrijvigheid en welvaart. De één wil meer handel trekken en mikt op verbeteren van faciliteiten voor goederenvervoer, een ander gooit het over een heel andere boeg, en gaat zoals het prinsdom Monaco zijn bestaande haven uitbreiden tot de grootste jachthaven ter wereld. De uitbreiding van de Port Hercule kent zes hoofdonderdelen. Er komt een plateau van een hectare in zee dat aansluit op bestaand land met daarop een stadsuitbreiding (1). Om de haven beter tegen golfslag te beschermen komt aan het plateau een drijvende dijk van 352 meter lengte (2). Bovendien wordt nog een grote dam gebouwd om de haveningang nog wat te verkleinen (3). Verder worden bestaande kaden en het gebruik van het wateroppervlakte herzien (4 en 5). Tenslotte komt er een nieuwe kade in het verlengde van de bestaande quai des Etats-Unis. 4 Met het hele project is een bedrag gemoeid van ruim 230 miljoen euro. De drijvende dam en het plateau kosten elk zo n 75 miljoen euro. Het meest aansprekende onderdeel van het project is zonder twijfel de drijvende dam. Het gaat om een betonnen caissonconstructie met een dwarsdoorsnede van 19 meter hoog en 28 meter breed. De diepgang zal zo n 16 meter zijn. De caisson is 352 meter lang komt aan de ene kant met een gigantisch kogelscharnier tegen het plateau met de stadsuitbreiding te liggen. De andere kant wordt met behulp van ankerdraden op de goede plaats gehouden. Kleine bewegingen onder invloed van golven zijn dan goed op te vangen. In het caisson is ruimte voor 360 parkeerplaatsen en voor droge stalling van jachten. Het dek van de caisson zal worden ingericht als kade voor cruiseschepen van zo n 200 meter. De bovenbouw zal ruimte bieden voor kantoren, winkels, voetgangers en wegen. Uiteraard komen er ook een hooggelegen restaurant en een vuurtoren. Als golven niet vrij spel mogen krijgen in een haven komt een vaste dam als golfbreker als eerste in beeld. Voor de haven van Monaco is de waterdiepte echter met vijftig meter nogal groot. Daarbij komt nog dat de grondslag met dikke lagen slib erg slecht is. Daarom komt een golfbreker van een conventioneel ontwerp niet in aanmerking. Maar Monaco heeft een drijvende dam verzonnen die toch de beweging van golven uit de sector zuid tot oost sterk vermindert. 5 De crux hiervan zit hem in de watermassa onder de drijvende dam tot aan de zeebodem. Die massa is door de golven die vanuit volle zee op de dam aanlopen weinig in beweging te krijgen. Onderzoek zou aangetoond hebben dat de golven zelfs tegen deze watermassa terugkaatsen zoals tegen een massieve dam. Om dit verschijnsel te krijgen moeten veel parameters op elkaar zijn afgestemd: de periode van de inkomende golf en de golfhoogte, de breedte van het caisson en de waterdiepte onder de drijvende dam. De watermassa onder de dam mag namelijk niet in resonantie komen met de inkomende golf. Die zou dan vrijwel ongehinderd worden doorgegeven naar het havenbekken. Begin juni is begonnen met het vol laten lopen van het enorme bouwdok wat te zien is op de onderstaande foto. ( foto : Piet Sinke ) De drijvende dam wordt door het Spaanse Dragados samen met het Spaanse FCC en de Franse bouwer BEC gemaakt in een bouwdok bij de Zuid-Spaanse havenplaats Algeciras, de pier word uitgedokt rond 6 augustus door 5 zware havenslepers en afgemeerd aan een tijdelijke kade, waarna er geballast moet worden waardoor een diepgang van 15 mtr word bereikt, voor het verslepen van de pier word de SMITWIJS ROTTERDAM gemobiliseerd. De waterdiepte vlak onder de kust is daar voldoende om het ton wegende gevaarte zonder problemen weg te slepen. Dat zal half augustus het geval zijn. Na een zeereis van 12 tot 13 dagen, met een snelheid van 3 knopen bereikt de pier de haven van het prinsdom alwaar de parkeer garage geinstalleerd zal worden eind augustus. Het uitdokken, ballasten, verslepen en installatie in Monaco zal worden uitgevoerd door een team van SMIT welke dit contract hiervoor verkregen heeft. MPA to investigate freighter/bunker collision AN investigation is being launched by the Maritime and Port Authority of Singapore (MPA) after a collision occurred between a Thailand-registered freighter and a Singapore-registered bunker tanker in Singapore port waters. As a result of the collision, one of bunker vessel Neptank VII's port side cargo tanks ruptured, spilling about 450 tonnes of marine fuel oil into the sea. There was no report of any injury to the crew of either vessel. Both the Neptank VII and the Hermion are anchored in the vicinity of the collision and are in stable condition, according to an MPA spokesman. The MPA activated 12 anti-pollution craft to clean up the oil spill and, as a precautionary measure, oil booms were deployed off the waters of Marina Bay and Sentosa. There were no reports of oil hitting any of the islands or mainland Singapore Ecu-Line goes direct to Jakarta in 21 days BELGIUM-BASED Ecu-Line has introduced an Antwerp weekly direct service to Jakarta with a transit time of 21 days. All other destinations in Indonesia are served via Singapore on a biweekly basis. In addition, Ecu-Trans is offering a weekly departure to Klaipeda, Lithuania. 6 This service was originally scheduled for two departures per month, but in order to optimise the traffic flow Ecu-Trans has decided to offer a weekly fixed departure to attract also "truck minded" cargoes. In a week where there is not enough cargo for a direct box, the carrier will ship the cargo to Riga. From there logistics outfit Astros Riga will organise the final transport to Klaipeda. The transit time from Antwerp will vary from five days for a direct box to eight days via Riga. The receiving agent in Klaipeda is also an Astros office. Orlando hit by cable ship rejection CANTIERE Navale Fratelli Orlando, the struggling Italian shipbuilder, has suffered another serious blow with the announcement by Elettra, part of the giant telecommunications group Telecom, that it will not accept delivery of the cable ship Pertinacia, due for completion on June 23. The owner claims that delivery of the vessel planned to go on charter to UK-based Global Marine is too late and has therefore broken contract terms. The cancellation will increase the serious cash shortage at the shipyard, where there is a daily risk of production being halted. In January the company appointed Angelo Rosi as chairman to replace Massimo Serafini, who resigned. Corsica Ferries Sardinia Ferries recently placed an order for a third sister to the cruise-ferry Mega Express at the yard. The former Fincantieri-owned facility was privatised in 1995 by its workers co-operative and has since built 16 ships and made investments of about euro20m ($18.5M). Royal Olympic tumbles into the red PIRAEUS-based Royal Olympic Cruises has announced losses for the year ended November 30, 2001 amounting to $25.4M compared with a profit of $1.5M the previous year. The Louis Cruises-controlled company blamed a number of factors, including booking cancellations and a massive rise in insurance costs post-september 11, losses incurred through the first year s service of the Olympia Voyager, charges associated with acquisition of the Olympia Explorer, and a charge related to a new accounting policy. However, income for the year increased, reflecting what had been an improvement through summer 2001 and a full year of operations for the Voyager, its first newbuilding. Passenger numbers rose 20 per cent to 147,000. Hull vibration problems on the Explorer, ROC s second newbuilding, resulted in a year s delay from the April 2001 delivery date by German builder Blohm+Voss. ROC says the 24,500-GT ship, christened in Piraeus last week, is sailing at near full capacity. Larger boxships 'inflexible' THE downturn in liner trades has highlighted the inflexibility of the largest container ships and might encourage some lines to rethink their tonnaging strategies, according to consultant Drewry Shipping. Speaking at the TOC conference in Antwerp yesterday, Drewry research director Mark Page said that in anything other than a growth market, more strings of smaller vessels seem much less risky and therefore potentially less expensive than fewer strings of bigger ships. The supply-demand balance is still worsening, Page warned. Even though he predicted that the decline would bottom out this year, recovery is projected to be slow even with a continuation of the current ordering constraint. The residual orderbook is so large that capacity could still grow by 15 per cent in 2002, compared with projected growth in global container activity of 5.6 per cent, he estimated. This continuing surplus of tonnage will keep freight rates weak for a prolonged period with carrier profit margins remaining under pressure, Page concluded. QM2 sailing schedule released CUNARD, the Carnival Corp subsidiary, has released the sailing schedule for its newbuilding Queen Mary 2. 7 crossing to Fort Lauderdale, followed by an inaugural Caribbean cruise before heading south for Rio de Janeiro. The vessel will begin a series of six-day trans-atlantic crossings on April 16, with the final crossing arriving in New York on November 6. On April 25, Queen Mary 2 and Queen Elizabeth 2 will leave New York together for the crossing to Southampton; the day in New York will be the first time two Cunard Queens will have berthed in the port together since March The $780M QM2 is scheduled for delivery from Chantiers de l Atlantique early in December Reders kopen zich in bij containerterminals door Alexander Bakker 'Geen andere keuze' Kwart van kosten kwijt aan stuwadoors De hoge overslagkosten van containers maken dat rederijen geen andere keuze hebben dan invloed te 'kopen' bij containerterminals. Volgens de commerciële topman J. F. Mahe van de Franse rederij CMA CGM zijn reders een kwart van hun kosten kwijt aan stuwadoors. Het is CMA CGM dan ook een doorn in het oog dat wereldwijd opererende stuwadoors steeds meer macht krijgen. Antwerpen - Volgens Mahe blijft bij veel stuwadoors de productiviteit te laag, zo sprak hij gisteren tijdens een internationaal havencongres in Antwerpen. Een verdubbeling van de productiviteit van zestig naar honderdtwintig container- 'moves' maakt dat op jaarbasis een reder voor de verbinding tussen het Verre Oosten en West- Europa met één schip minder toe kan. Mahe's pleidooi voor een grotere invloed van reders op de containerterminals was niet besteed aan topman P. Søndergaard van APM-terminals, het mondiale stuwadoorsbedrijf naast de Deense rederij Maersk-Sealand. Hij vindt dat alleen een mondiaal opererende stuwadoor eenvoudig kan inspelen op de wensen van klanten. Zijn collega A. Baillie van de Britse terminaloperator P&O Ports heeft gisteren uitgelegd dat op de terminals nog veel kan worden gewonnen door effectiever te werken. Als alle containers al een dag minder lang op de terminals blijven staan scheelt dat al tien procent van de capaciteit, heeft hij voorgerekend. Als reders zich ook beter aan hun vaarschema's houden scheelt dat ook al een heleboel. Baillie suggereerde een premieregeling voor op tijd varende reders en boetes voor schepen die uit hun vaarschema raken.,,maar helaas is onze industrie nog niet zover,'' was hij realist. Meer valt er te winnen bij het brengen en ophalen van de containers door vrachtwagens. Volgens Baillie heeft elke terminal op de dag een twee uur durende piek met bijna honderd trucks per uur. Zo'n piek trekt een enorme wissel op de terminaloperatie. Daar tegenover staat dat gedurende sommige periodes in de nacht vaak niet meer dan tien trucks per uur komen en gaan. Baillie denkt dat door prijsdifferentiatie of door het instellen van 'slots' de terminalefficiency sterk kan worden verbeterd.,,ook de wegvervoerders zullen zo'n systeem met open armen ontvangen,'' verwacht Baillie. De topman van P&O Ports maakte daarnaast duidelijk dat in bestaande havens niet veel nieuwe containerterminals meer zullen komen.,,de beste plekken zijn vergeven,'' lichtte Bailie toe.,,nieuwe terminals kunnen slechts op tweede keus-plaatsen en in veel gevallen zullen de investeringen daar enorm zijn vanwege allerlei milieubeperkingen.'' Baillie heeft ook berekend dat het aantal klanten van de stuwadoors fors is afgenomen. Tot een paar jaar geleden telde elke terminal wel negen klanten, maar door de toename van het aantal terminals is dat aantal tot gemiddeld vier of vijf geslonken. 11 . NOTICE.. AMSTERDAM - Anti-virusbedrijf Network Associates heeft voor het eerst een virus ontdekt dat digitale afbeeldingen infecteert. Het W32/Perrun virus vormt volgens de onderzoekers geen bedreiging voor computergebruikers. Het W32/Perrun virus bestaat uit twee onderdelen: geïnfecteerde JPEG bestanden met het virus aan boord en een programma dat het virus overbrengt naar andere JPEG afbeeldingen. Het virus kan niet overbracht worden via besmette JPEG bestanden, maar alleen via het virusprogramma. Vandaar dat het risico van verspreiding vooralsnog heel klein wordt geacht. Bovendien is het virus nog niet verspreid via internet. De maker heeft het virus alleen naar grote anti-virusbedrijven gestuurd. Virusexperts hebben de code goed bestudeerd en waarschuwen er voor dat het virus met enkele kleine verbeteringen wel een dreiging kan gaan vormen.
