5 Voorwoord' Ditrapportisopgesteldinhetkadervandevijfdepeilingvanhetafstudeertraject bij Real Estate & Housing aan de Faculteit Bouwkunde van de Technische Universiteit Delft. In dit rapport wordt een onderzoeksvoorstel gedaan op het gebiedvanbouwprocesinnovatie.ditonderwerpvaltbijreal Estate&Housing onderdesign&constructionmanagement. Ditrapportishetresultaatvaneenzoektochtnaareenactueelprobleemophet gebied van bottom!up initiatieven, een uitgebreid onderzoek naar de theoretischeenempirischeaspectenvanditprobleementotsloteenworsteling naar een oplossingsrichting. Uiteindelijk komen in dit onderzoek twee persoonlijke interesses samen: ontwikkelen vanuit de maatschappij in een bottom!up benadering en besluitvorming aan de hand van een bedrijfskundige benadering. 7 Samenvatting' Introductie' Indelaatstejarenzijnbouwactiviteitenafgenomeneniseenstijgendeleegstand zichtbaar.destagnatieindebouwsectorwordtvaakgezienalseengevolgvande economischecrisisdiesinds2008eenrolspeeltindebouwwereld.echterzijn anderetrendsmedeverantwoordelijkvoordezeveranderingenindebouwsector. Zospeeltdedemografischestagnatie(krimpregio s)ineuropaeengroterolen vinden verschillende politieke en culturele (duurzaamheid, het nieuwe werken/flexwerken) veranderingen plaats. Als gevolg op de stagnatie is de bouwmarkt in de laatste jaren verschoven van een aanbiedersmarkt naar een vragersmarktwaarbijdeeindgebruikercentraalstaatbijbouwontwikkelingen. Om antwoord te geven op de veranderende situatie in de bouwsector is een nieuwedenkwijzenodig.ermoetenadequateoplossingenwordenbedachtvoor deproblemendiezich nu afspelen,zoalskrimpregio s,schaarstevanenergieen materialen en leegstand van kantoorgebouwen. Een aantal jonge, kleine architectenbureausisopzoeknaarnieuwedenkwijzenindevastgoedsectorom zoeensterkepositietekrijgenineenlandwaaralmeerdangenoegarchitecten zijn. Het initiëren van bottom!up projecten is een voorbeeld van een nieuwe manier van denken in de bouwsector. In de praktijk blijkt dat een adequaat besluitvormings!eneconomischmodelendezakelijkelogicaontbreken.volgens verschillende management strategieën is een business case een geschikt documentomdebesluitvormingvaneenprojectteondersteunen. Dit afstudeeronderzoek heeft twee doelen. Het eerste doel is het helder definiërenvandebegrippenbottom!upenbusinesscase.hettweededoelisom zakelijke logica aan te brengen binnen het besluitvormingsproces van het initiërenvanbottom!upprojectendoorarchitectenbureaus.omdittweededoel tebehalenzaleerstgekekenwordeninhoeverredeinhoudvaneenbusinesscase terugtevindenisinbottom!upinitiatievenenvervolgenshoeeenbusinesscase bij kan dragen aan de kans op succes bij een bottom!up project. Bijdeverkenningvandezesbottom!upprojectenwerdenblijktdat: Slechts een van de zes projecten deels wordt gefinancierd door een institutioneleorganisatie; Vijf van de zes projecten herontwikkelingsopgaven zijn voor leegstaande gebouwen; Bijdehelftvandeprojectenhergebruikvanmaterialencentraalstaat. Bevindingen'over'de'business'case' Omdat in de probleemanalyse bleek dat een adequaat besluitvormingsmodel ontbreektbijformelebottom!upprojectenisbeslotenomdebusinesscaseals besluitvormingsdocument te koppelen aan dit onderzoek. De business case is een veel gebruikt besluitvormingsdocument in de management strategieën SixSigmaenLEAN.Deinterpretatiesoverdeinhoudvaneenbusinesscasezijnin de literatuur zeer uiteenlopend. Een kosten! en batenanalyse, risicoanalyse, tijdsplanning en financieel model mogen volgens de meeste bronnen niet ontbreken in een business case. Volgens een aantal bronnen zijn ook de doelstelling, de zakelijke behoeften van de organisatie en de verdeling van verantwoordelijkheden onderdeel van een business case. In de PMBOK management methode worden deze elementen echter gescheiden van de business case. Volgens deze management methode is de business case onderdeel van een project charter, een document dat de haalbaarheid en wenselijkheid van een project beschrijft. De structuur van een project charter bestaan uit vijf documenten. Naast de business case worden ook een project statement of work, een document met afspraken, een document met externe factoreneneendocumentmetorganisatorischeprocesmiddelenopgenomenin eenprojectcharter. 9

10 De project statement of work is een verhalende beschrijving van producten, dienstenofresultatendiedoorhetprojectwordengeleverd.indezeverhalende beschrijving komen ook de zakelijke behoeften en het strategisch plan van de organisatieaanbod.indebusinesscasegaathetvoornamelijkomdekosten!en batenanalyse, een tijdsplanning, een risicoanalyse en een financieel model. VolgensdePRINCE2managementmethodeiseenvolledigebusinesscaseniet noodzakelijkvoorkleinschaligeprojecten,maarermoetminstenseenkosten!en batenanalyse gedaan worden. In het document met afspraken worden overeenkomsten vastgelegd. Deze overeenkomsten kunnen afhankelijk van de omvangvanhetprojectenhetaantalbetrokkenpartijeninverschillendevormen worden vastgelegd; onder andere mondelinge afspraken, afspraken via mailcontactenintentieverklaringen.bijdeexternefactorengaathetomfactoren dieinvloedhebbenophetproject,maarwaardeinitiatiefnemersgeeninvloedop hebben.totslotwordenallemiddelendienodigzijnomhetprojectterealiseren vastgelegdinhetdocumentmetdeorganisatorischeprocesmiddelen. Bevindingen'naar'aanleiding'van'de'case'analyses' In de case analyses is gekeken in hoeverre gebruik is gemaakt van een project charter en wat kritische succesfactoren zijn van de cases. De bevindingen naar aanleidingvandecaseanalyseszijndusopgedeeldintweecategorieën,namelijk: bevindingen over de aanwezigheid van het project charter bij de cases en bevindingenoverdesuccesfactorenvandecases. Bevindingen'over'de'aanwezigheid'van'het'project'charter' Watopvallendis,isdatingeengevaleenvolledigeprojectcharterisopgesteld. Geenvandeprojectenheeftvoorafgaandaandeuitvoeringvanhetprojecteen projectstatementofworkopgesteld.maarelkprojectheeftdaarentegenweleen duidelijke doelstelling opgesteld. Deze doelstellingen zijn weliswaar niet in alle gevallen schriftelijk vastgelegd, maar voor de betrokken actoren was het duidelijk wat het doel van het project was. Zowel uit de literatuur als uit de verkende en geanalyseerde projecten blijkt dat een heldere doelstelling kan leiden tot betrokkenheid van de partijen en het grote publiek; men weet waarvoorhetprojectgedaanwordt.bijbottom!upprojectenwordthetdoelvan een project vaak niet vanuit de zakelijke behoeften van de initiatiefnemende organisatie geformuleerd, maar vanuit een bepaalde ambitie en wens voor veranderingvandeinitiatiefnemer(s).eenaantalaspectenvandebusinesscase isterugtevindenbijtweevandedriecases,namelijk:eenfinancieelmodelen een beperkte kosten! en batenanalyse. De initiatiefnemers van het Schieblock hebben naar eigen zeggen zelfs een volledige en haalbare business case opgesteld.voorvechtclubxlisgeenvolledigebusinesscaseopgesteld,maarer isweleenanalysegemaaktvoordehoogtevandeinvesteringviacrowdfunding die nodig was om een begin te maken met de ontwikkeling van het project. Verderhebbendeinitiatiefnemersookrekeninggehoudenmetdekostenvoor verdereontwikkelingenbijhetvaststellenvandeverhuurprijzen.indeliteratuur wordt aangegeven dat het voor kleinschalige projecten niet nodig is om een volledigebusinesscaseoptestellen,maardathetwelbelangrijkisomdekosten en baten langs een tijdlijn uit te zetten. Wanneer er gekeken wordt naar de afsprakendiegemaaktwordenbijdeprojectenvalthetopdatintweevandedrie cases een besloten vennootschap is opgericht om verantwoordelijkheden 10

11 officieelvastteleggen.ookbijdeanderedrieprojectendiealleenverkendzijn, vielopdaterinveelgevalleneenofficiëleovereenkomstisaangegaanvoordat hetprojectwerduitgevoerd.dezeofficiëleovereenkomstisindevormvaneen beslotenvennootschapofindevormvaneenstichtinggeregeld.inalledriede cases is voorafgaand aan de uitvoering van het project niets vastgelegd wat betreftexternefactoren.dezefactorenzijnmoeilijkvoorafvastteleggen,omdat ze vaak niet te voorspellen zijn en de initiatiefnemers geen invloed hebben op deze factoren. Met flexibiliteit in de het proces, in de vorm van organische ontwikkeling,probeertvechtclubxlwelintespelenopeenveranderendevraag vanuitdemarkt.totslotwerdenorganisatorischeprocesmiddeleningeenvande casesvoorafvastgelegd. Bevindingen'over'de'succesfactoren' Demixvanfunctiesendisciplineswordtalssuccesfactorgenoemdbijzowelhet SchieblockalsbijVechtclubXL.Dezesuccesfactorheeftvooraltemakenmethet duidelijk formuleren va de doelgroep en goed op de hoogte zijn van wat de doelgroepmistinhetbestaandeaanbod.dezesuccesfactorzouverwerktkunnen wordeninhetprojectstatementofworkindevormvaneenhelderdoelvanhet project.zowelbijhetschieblockalsbijvechtclubxlwordtindedoelstellingvan het project geschreven dat het gaat om het huisvesten van verschillende disciplines binnen de creatieve sector, zodat ze elkaar kunnen inspireren en enthousiasmeren. Tweeanderesuccesfactorendietemakenhebbenmethethelderformulerenvan eendoelstellingzijn:passieenambitievandeinitiatiefnemersenbetrokkenheid van de initiatiefnemers. Wanneer de initiatiefnemers hun ambities kunnen vertalennaareenhelderdoelzorgtditervoordatiedereensamennaareendoel toe werkt. Bij de Noorderpark bar was het bijvoorbeeld een ambitie om met gebruiktematerialentewerken.dezeambitiewerdvertaaldinhetdoelomde bar100%marktplaatstemaken. De overige succesfactoren kunnen worden verwerkt in de business case. De financieringsvorm(donaties),genoemdalssuccesfactorvoordenoorderparkbar, endeorganischeontwikkelingsstrategie(erwordtsteedseenruimteontwikkeld enopgeleverd,verhuurdenmetdeopbrengstenvandehuurwordtgeïnvesteerd inderealisatievaneennieuweruimte),genoemdalssuccesfactorbijvechtclub XL, hebben te maken met het financieel model. De initiatiefnemers van de Noorderparkbarhebbenbewustgekozenvoordonatiesencrowdfundingomzo veel ontwerpvrijheid te hebben. Vechtclub XL heeft de organische ontwikkelingsstrategie onder andere toegepast zodat kleinere budgets nodig zijn.derelatieflagehuurprijsvooreenlocatiezodichtbijhetcentraalstationin RotterdamisvooralhetgevolgvanhetfeitdatderuimtesinhetSchieblockonaf zijn.deinitiatiefnemersverhurenmeereencascodaneenkantoorruimte.voor ditprojectisdusbewustgekozenomnietteinvesterenindeinrichtingvande ruimtes,maaralleenteinvesterenindenoodzakelijkeingrepen.opdezemanier hoefdendeinitiatiefnemersminderkostentemakenvoordeherontwikkelingen kondendusdehuurprijzenomlaag. Hoewel in de case analyses verschillende succesfactoren naar voren komen, kunnenzekortwordensamengevatintweekritischesuccesfactoren: 11

12 1 Heldergeformuleerdedoelen; 2 Eenweloverwogenfinancieelmodel. Discussie' In de discussie wordt gereflecteerd op de beschikbaarheid en betrouwbaarheid van de gebruikte gegevens en daarnaast worden beperkingen besproken als gevolgvangenomenkeuzes. Deachtergrondliteratuuroverbottom!upprojectenisbeperkt.Deconclusiesdie inditonderzoekwordengetrokkenophetgebiedvanbottom!upprojectenzijn daardoor voornamelijk gebaseerd op empirische gegevens. Voor het project charterontbrakdaarentegenjuistveelempirischegegevens.indezefasezijnde interviewszeerbelangrijkgeweestvoorhetverzamelenvangegevens. Het onderzoek kent twee belangrijke beperkingen als gevolg van gemaakt keuzes in het proces. De eerste beperking heeft te maken met de generaliseerbaarheid van het resultaat. De voorgestelde checklist is gestructureerd aan de hand van de inhoud van een project charter wat een onderdeelisvandepmbokmanagementmethode.indeprince2management methodewordtgeengebruikgemaaktvaneenprojectcharter.devoorgestelde checklist gebruikt daarom de PMBOK management methode. De andere beperkingheefttemakenmethetaantalgeanalyseerdecases.doordatslechts driecaseszijngeanalyseerdisdewetenschappelijkheidengeneraliseerbaarheid vandeconclusiesbeperkt. Conclusies'' Deslotconclusiemoetantwoordgegevenopdehoofdvraagvanhetonderzoek. Deonderzoeksvraagzoalsdiegeformuleerdis,is: In' hoeverre' wordt' gebruik' gemaakt' van' een' business' case' bij' bottom:up' initiatieven'van'architectenbureaus'en'hoe'kan'een'business'case'de'kans'op' succes'ondersteunen? Devraagbestaatinfeituittweevragen:inhoeverrewordtgebruikgemaaktvan een business case bij bottom!up projecten? En, hoe kan een business case de kansopsuccesondersteunen?ookvoordezevraaggeldtdatdebusinesscaseals besluitvormingsdocument naar aanleiding van de literatuurstudie is uitgebreid naarhetprojectcharter. In' hoeverre' wordt' gebruik' gemaakt' van' een' project' charter' bij' bottom:up' projecten?' Dezevraagwordtbeantwoordindeparagraaf bevindingennaaraanleidingvan decaseanalyses. Hoe'kan'een'project'charter'de'kans'op'succes'ondersteunen? Allereerstdoordatsuccesfactorenvanbottom!upprojectenopgenomenkunnen worden in de structuur van het project charter, maar belangrijker is dat een helderprojectcharterindeinitiatiefaseduidelijkmaaktofhetprojectwenselijk en haalbaar is. Wanneer na het opstellen van het project charter blijkt dat het project niet haalbaar en/of wenselijk is, kunnen aspecten aangepast worden. Is 12

13 het project in eerste instantie bijvoorbeeld financieel niet haalbaar kan in de initiatiefasenoggezochtwordennaareenanderfinancieelmodel. Aanbevelingen' Aanbevelingen'voor'vervolgonderzoek' Allereerstzouhetinteressantzijnomteonderzoekenofhetopstellenvaneen project charter in de praktijk ook echt de kans op succes ondersteunt. In dit onderzoekisgekekeninhoeverreeenprojectcharteraanwezigwaseningeen vandecaseswaseenvolledigprojectcharteraanwezig.hetzouinteressantzijn om een case te analyseren dat zich nog in de initiatiefase bevindt. Dan kan onderzochtwordenofdeaanwezigheidvaneenprojectcharterdaadwerkelijkde kansopsuccesondersteunt. Inditonderzoekisdeaannamegedaandathetprojectchartereengeschikten bekend besluitvormingsdocument is. In verder onderzoek zou onderzocht kunnenwordenwathetbestebesluitvormingsmodelisvoordebesluitvormingin de initiatiefase van een bottom!up project. Bij de verkenning over het begrip business case kwamen verschillende andere besluitvormingsmodellen langs. In de PRINCE2 management methode is de business case bijvoorbeeld onderdeel vanhetprojectinitiatiedocument.daarinwordenweerandereaspectenvande businesscasebelicht.ookhetbusinessmodelcanvasiseeninteressantmodel voorarchitecten,omdathetbusinessmodelgevisualiseerdwordtindevormvan eenpostermeticoontjes. ' Aanbevelingen'voor'de'praktijk' De aanbevelingen voor de praktijk zijn geformuleerd aan de hand van een checklist voor het opstellen van een project charter voor bottom!up projecten. Dechecklistbestaatuitzespunten: 1. Ambitieszijnvertaaldnaarconcretedoelen; 2. Definancieringsvormpastbijhetproject; 3. Eenverdienmodelisgeformuleerd; 4. Verantwoordelijkhedenzijnvastgelegd; 5. Externefactorenzijnbenoemd; 6. Organisatorischeprocesmiddelenzijnbenoemd. 13

Appropriate solutions should be found for the current problemslikeshrinkingregions,scarcityofenergyandmaterialsandvacancyof officebuildings.anumberofyoung,smallarchitecturalfirmsarelookingfornew ways of thinking in the real estate sector to strengthen their market position. Bottom!upinitiativesareanexampleofanewwayofthinkingintheconstruction industry. In practice it appears that an adequate decision!making tool and an economic model are missing. Theexplorationofthesixbottom!upprojectshaveshownthat: Onlyoneofthesixprojectsispartlyfundedbyaninstitutional organization; Fiveofthesixprojectsareredevelopmentchallengesforvacant buildings; Halfoftheprojectsreusesmaterials. Findings'on'the'business'case' Because an adequate decision!making model is lacking in formal bottom!up projects the business case as a decision document will be linked to bottom!up initiativesinthisresearch.thebusinesscaseisadecision!makingdocumentused in management strategies like SixSigma and LEAN. The interpretations of the content of a business case vary widely in the literature. According to most sourcesacost!benefitanalysis,riskanalysis,schedulingandfinancialmodelmay notbemissinginabusinesscase.accordingtosomesources,theobjective,the businessneedsoftheorganizationandthedivisionofresponsibilitiesisalsopart of a business case. In the PMBOK management method, however, these elementsareseparatedfromthebusinesscase.accordingtothismanagement methodthebusinesscaseispartofaprojectcharter,adocumentthatdescribes the feasibility and desirability of a project. The structure of a project charter consistsoffivedocuments.inadditiontothebusinesscaseaprojectstatement ofwork,adocumentwithengagements,adocumentwithexternalfactorsanda documentwithorganizationalprocessmeansareincludedinaprojectcharter. Theprojectstatementofworkisanarrativedescriptionofproducts,services,or results provided by the project. In this narrative description also the business needsandthestrategicplanoftheorganizationarediscussed.thebusinesscase is mainly the cost! benefit analysis, a schedule, a risk analysis and a financial model. According to the management method PRINCE2 a full business case is not necessary for small projects, but it must include at least a cost!benefit analysis. In the document with engagements, agreements are recorded. These agreementscanbesetinvariousformsdependingonthesizeoftheprojectand 17

18 the number of parties involved; include oral agreements, understandings and declarationsofintentbymailcontact.theexternalfactorsarethefactorsthat affecttheproject,butwheretheinitiatorshavenoinfluenceon.finally,allthe means necessary in order to realize the project will be mentioned in the documentwiththeorganizationalprocessmeans. Findings'from'the'case'analysis' Thefindingsofthecaseanalysisaredividedintotwocategories,namely:findings aboutthepresenceoftheprojectcharterinthecasestudiesandfindingsonthe successfactorsofthecases. Findings'on'the'presence'of'the'project'charter' Itappearsthatinnoneofthecasesacompleteprojectcharterhasbeendrawn up.noneoftheprojectshasdrawnupaprojectstatementofworkpriortothe implementationoftheproject.butontheotherhandeveryprojecthasdrawna clearobjective.theseobjectiveswerenotrecordedinwritinginallthecases,but forthestakeholdersitwasclearwhatthepurposeoftheprojectwas.boththe literatureandtheexploredandanalysedprojectsshowthataclearobjectivecan leadtoinvolvementofinterestedpartiesandthegeneralpublic;oneknowswhy the project is done. In bottom!up projects, the goal of a project is often not formulatedbasedonthebusinessneedsoftheorganization,butfromacertain ambitionanddesireforchangeoftheinitiator(s).someaspectsofthebusiness case can be found in two of the three cases, namely: a financial model and restricted cost! benefit analysis. According to the initiators of the Schieblock theycreatedacompleteandviablebusinesscaseinadvance.forvechtclubxl thereisnotacompletebusinesscase.howevertheyanalysedtherequiredlevel of investment through crowdfunding that was necessary to start the development of the project. Furthermore, the initiators will also take into account the costs of further developments in the determination of the rental prices.theliteratureindicatesthatitisnotnecessaryforsmall!scaleprojectsto prepareacompletebusinesscasebutthatitisimportanttosetupthecostsand benefitsalongatimeline.whenwelookattheagreementsmadeintheprojects itisremarkablethatintwoofthethreecasesaprivatecompanyisestablishedto formallycaptureresponsibilities.alsoinotherthreeoftheexploredprojectsin chapter2,itwasnoticedthatinmanycasesaformalagreementisestablished beforetheprojectwasimplemented.theofficialagreementwasarrangedinthe formofaprivatecompanyorintheformofafoundation.inallthreecasesthere werenoexternalfactorsmentionedpriortotheimplementationoftheproject. Thesefactorsarehardtocapture,becausetheyoftencannotbepredictedand the initiators have no influence on them. Finally, organizational process assets werenotrecordedinadvanceinanyofthecases. Findings'on'the'success'factors'' BothSchieblockandVechtclubXLmentionthemixoffunctionsanddisciplines asasuccessfactor.thissuccessfactorhastodowiththeclearformulationofthe objectives. This success factor could be processed in the project statement of work in the form of a clear objective of the project. Both the Schieblock and VechtclubXLincludedthegoaltohousedifferentdisciplineswithinthecreative sector,sothattheycaninspireandenthuseeachother. 18

19 Two other success factors which are related to the formulation of a clear objective:passionandambitionoftheinitiatorsandinvolvementoftheinitiators. When the initiators translatetheir ambitions to clear objectives it ensures that everyone is working towards the same goal. For the initiators of the Noorderparkbaritwas,forexampleanambitionbesustainableandthisambition wastranslatedintothegoaltomakethebar100%marktplaats(thedutchebay). Theothersuccessfactorscanbeincorporatedintothebusinesscase.Theformof funding (donations), cited as success factor for the Noorderparkbar, and the organicdevelopment(onespaceisdevelopedanddelivered,letandtheproceeds of the rental will be invested in the construction of a new space), named as a success factor for Vechtclub XL, have to do with the financial model. The initiatorsofthenoorderparkbardeliberatelychosedonationsandcrowdfunding tohaveadesignfreedom.vechtclubxlimplementedtheorganicdevelopment strategy to allow among others smaller budgets. The relatively low rent for a locationsoclosetothemaintrainstationinrotterdamismainlyduetothefact thatthespacesintheschieblockareunfinished.theinitiatorsrentanairframe morethanoneoffice.forthisproject,sodeliberatelychosennottoinvestinthe establishmentofthespaces,butonlytoinvestinthenecessaryinterventions. While several success factors emerge in the case analysis, they can be briefly summarizedintwocriticalsuccessfactors: 1 Clearformulatedgoal; 2 Anadequatefinancialmodel. Discussion'' Thediscussionwillreflectontheavailabilityandreliabilityofthedatausedand alsodiscusseslimitationsduetodecisionsmadeduringtheprocess. The background literature on bottom!up projects is limited. The conclusions drawnintermsofbottom!upprojectsinthisstudyarethereforebasedprimarily onempiricaldata.theprojectchartercontrastpreciselylackingmuchempirical data.inthisphase,theinterviewshavebeenveryimportantforthecollectionof data. The study has two important limitations as a result of choices made in the process. The first limitation relates to the generalizability of the results. The proposedchecklistisstructuredonthebasisofthecontentsofaprojectcharter, whichispartofthepmbokmanagementmethod.theprince2management methoddoesnotuseaprojectcharter.theproposedchecklistthereforeusedthe PMBOKmanagementmethod.Theotherlimitationisrelatedtothenumberof analysedcases.becauseonlythreecaseshavebeenanalysed,thescientificrigor andgeneralizabilityofthefindingsislimited. Conclusions'' Thefinalconclusionshouldanswerthemainquestionofthestudy.Theresearch questionasformulated,is: 19

To'what'extent'a'business'case'is'used'in'the'process'of'bottom:up'projects' initiated'by'architectural'firms?' Thisquestionisansweredinthefindingsofthecaseanalysis'section. How' could' the' implementation' of' a' business' case' support' the' likelihood' of' success?' Firstofallbecausesuccessfactorsofbottom!upprojectsmaybeprocessedinthe structureoftheprojectcharter.butmoreimportantlyaprojectcharterdescribes inanearlyphaseiftheprojectisdesirableandfeasible.ifitappearsthataproject isnotfeasibleand/ordesirableaccordingtotheprojectcharterchangescanbe madeinanearlyphase. Recommendations'' Recommendations'for'future'research'' First,itwouldbeinterestingtoinvestigatewhetherthepreparationofaproject charter actually supports the likelihood of success in practice. This study examinedtheextenttowhichaprojectcharterwaspresentandinnoneofthe casesacompleteprojectcharterwaspresent.itwouldbeinterestingtoanalysea projectthatisstillintheinitiationphase.thenitcanbedeterminedwhetherthe existenceofaprojectcharteractuallysupportsthelikelihoodofsuccess. Inthisstudy,theassumptionwasmadethattheprojectcharterisasuitableand well!known decision document. For further research it might be interesting to researchthebestdecision!makingmodelfortheinitiationphaseofabottom!up project.intheexplorationoftheconceptofbusinesscaseseveralotherdecision! making models came along.
