2 Doelstelling DuVo-studie In beeld brengen of, en zo ja hoe, consumenten in staat gesteld kunnen worden om bij aankoop van voedingsmiddelen rekening te houden met de gevolgen van hun aankoop voor de klimaatverandering.

3 Onderzoek uitgevoerd door Milieu Centraal Wageningen Universiteit en Researchcentrum Voedingscentrum met financiële steun van SenterNovem in opdracht van het ministerie van LNV.

4 Onderzoek behelsde inventarisatie van: - lopende initiatieven - methoden om energieverbruik in beeld te brengen - manieren om informatie aan consumenten door te geven

9 Conclusies (1) Hoewel het berekenen van de milieubelasting op individueel productniveau praktisch mogelijk is, blijkt het vaak een onzekere en tijdrovende (kostbare) exercitie om dergelijke analyses uit te voeren. Voor samengestelde producten ligt deze problematiek nog complexer.

10 Conclusies (2) Bij het aggregeren van informatie blijkt het handelingsperspectief voor consumenten bepaald te worden door zaken als: soort voeding (plantaardig of dierlijk), wijze van productie (volle grond of verwarmde kas), transport (vooral transport via de lucht speelt een grote rol), seizoensinvloed en kopen op maat (koop niet te veel).

11 Conclusies (3) Informatie wordt wel gezien als voedingsbodem voor gedragsverandering. Toch blijkt uit diverse onderzoeken dat gedrag niet verandert door informatie, maar dat bij verandering van gedrag wel informatiebehoefte kan ontstaan. Het lijkt dan ook op dit moment een brug te ver om te denken dat de consument grootschalig zal reageren op informatie op productniveau over milieuimpact van voeding.

12 Aanbeveling (1) Het lijkt verstandig om de aandacht te concentreren op informatievoorziening die bewustwording in de keten kan stimuleren en daarnaast ook aandacht te hebben voor veranderingen in interesse bij consumenten. Een voorbeeld daarvan is de Viswijzer. Het verdient aanbeveling om de effectiviteit van die wijzer nader te onderzoeken om zodoende vast te stellen of het zinvol is om informatie over energiegebruik in de voedselproductie op eenzelfde manier te communiceren.

13 Aanbeveling (2) Het lijkt verstandig om aan de maatschappelijke informatiebehoefte van betrokken partijen over het onderwerp te voldoen, bijvoorbeeld door het opzetten en bijhouden van een overzicht van activiteiten op een algemeen toegankelijke website.

14 Aanbeveling (3) Bedrijven kunnen van elkaar leren als het gaat om de identificatie van de meest belovende verbetertrajecten. In dat domein bestaat geen competitie, en is het inspirerend om elkaar te helpen. De overheid kan daarbij een stimulerende rol spelen.

15 Stelling CO2 labeling is alleen van belang voor maatschappelijke discussie - niet voor de shoppende consument. Richt de energie op verbetering van uitstoot in plaats van op de communicatie erover.

19 Code of Good Practice This Code has been developed in parallel to PAS 2050, a new standard for assessing carbon footprintings of products. PAS 2050 specification for the assessment of the life cycle greenhouse gas emissions of goods and services was co-sponsored by the Carbon Trust and the UK department for Environment, Food and Rural Affairs (Defra), and published by the British Standards Institution. This Code is freely and publicly available for use by any organisation with an interest in measuring and reducing product life cycle greenhouse gas emissions, regardless of the format used (e.g. literature, adverts or product labels). 20 Aims of the Code The Code of Good Practice for Product Greenhouse Gas (GHG) Emissions and Reduction Claims (the Code) supports the communication and reduction of product life cycle GHG emissions. To achieve this, claims made under this Code must be accurate, verifiable, relevant and not be misleading.

21 Scope of the Code (1) This Code provides companies, consumers and other stakeholders with guidance on how to: Communicate the life cycle GHG emissions of products clearly, credibly, on a consistent and comparable basis, and with sufficient supporting information. Support claims relating to reductions in life cycle GHG emissions associated with a specific product over time.

22 Scope of the Code (2) The life cycle GHG emissions of products determined by using PAS 2050, and changes in these emissions over time, do not provide an indicator of the full environmental impact of providing and using these goods or services, and do not: Relate to social, economic and environmental impacts arising from the provision of products other than those relating to GHG emissions. Infer wider benefits in relation to non-ghg emissions, acidification, eutrophication, toxicity, biodiversity, labour standards or other social, economic and environmental impacts. Infer the wider environmental performance of a company.
