3 European Consortium for Accreditation in higher education (ECA) Established in November 2003 (renewed June 2008) Consortium of national agencies 17 member organisations from 11 European countries: AT, BE, CH, DE, DK, ES, FR, NL, NO, PL, SL Aims: mutual recognition of accreditation decisions mutual learning and disseminating best practices providing transparent information on quality and supporting internationalisation of institutions and students. 3

7 Joint programme - definition A programme offered jointly by different higher education institutions irrespective of the degree (joint, multiple and double) awarded. (European Consortium for Accreditation in higher education, Principles for accreditation procedures regarding joint programmes, 2007, p. 1) 7

8 Joint degree- definition A degree awarded by the higher education institutions that offer a joint programme, attesting the successful completion of this joint programme. It is a single document awarded by the higher education institutions responsible for the programme in question. The document is signed by the competent authorities (rectors, vice-chancellors,...) and replaces the individual (institutional/national) degrees. 23 Protocollen: uitgangspunten (2) Inschrijving in CROHO als joint degree alleen met besluit NVAO Samenwerkende instellingen zijn gezamenlijk verantwoordelijk, waarbij elke samenwerkende Nederlandse instelling een substantieel onderdeel verzorgt NL instelling(en) verantwoordelijk voor naleven NL wet Daarnaast samenwerkingsovereenkomst instellingen NL instellingen: rechten/plichten helder, ook voor studenten 23

24 Protocollen: uitgangspunten (3) Samenwerkingsovereenkomst NL instelling(en) en buitenlandse instelling(en), bijv.: Opleidingsnaam en duur Wijze van organisatie van buitenlandse diploma s: joint degree enige diploma; mag deze in alle betrokken landen worden verleend? Eenduidige doelstellingen, uitwerking programma, toetsing op behalen van leeruitkomsten en eindkwalificaties Wijze waarop interne kwaliteitszorg plaatsvindt Positie examencommissie Financiële afspraken Gebruik van andere talen Onderwijs- en examenreglementen 24

25 Uitsluitingsgronden Wanneer kan een joint degree niet? 2 uitsluitingsgronden: 1. Binair onderscheid: Indien wordt beoogd een gezamenlijke graad te verbinden aan een Nederlandse hbo-opleiding/programma en een Nederlandse woopleiding/programma Dus wel bijv. NL hbo-opleiding en Britse universiteit! 2. Erkenning: Indien de gezamenlijke opleiding/programma wordt verzorgd met een of meer buitenlandse instellingen die in eigen land niet erkend is (zijn) of niet gerechtigd is (zijn) om aan deze joint degree-opleiding deel te nemen 25

26 Voorwaarden Gezamenlijke opleiding/programma wordt verzorgd in overeenstemming met de wet- en regelgeving in Nederland en overige betrokken landen Bij instroom van niet-eu studenten is (zijn) NL instelling(en) ingeschreven in Gedragscoderegister Gezamenlijke graad wordt slechts toegekend aan studenten die gezamenlijk verzorgde opleiding of programma aan de betrokken instellingen succesvol hebben doorlopen 26

27 Wanneer is een joint degree aanvraag mogelijk? Wanneer kan een joint degree wel? 2 of meer NL instellingen 1 of meer NL instellingen i.s.m. 1 of meer buitenlandse instellingen beogen aan een nieuwe, gezamenlijke opleiding/programma een gezamenlijke graad te verbinden (eerst macrodoelmatigheidstoets) aan bestaande, gezamenlijke opleiding/programma een gezamenlijke graad te verbinden 1. accreditatie joint degree-opleiding bij eerstvolgende reguliere accreditatie van bestaande opleiding(en) 2. aanvraag tot omzetting 27

28 Wanneer is een joint degree aanvraag mogelijk: omzetting omzetting accreditatie van 1 of meer bestaande opleidingen naar accreditatie van joint degree-opleiding alleen mogelijk indien: NL gezamenlijke opleiding/programma behoort tot 2 of meer NVAO geaccrediteerde opleidingen aanvraag van een in Nederland geaccrediteerde opleiding die deelneemt in een Erasmus Mundus consortium 1 of meer Nederlandse instellingen plus 1 of meer buitenlandse instellingen met gezamenlijke opleiding/programma die reeds expliciet beoordeeld is als onderdeel van 1 of meer NVAO geaccrediteerde opleidingen 28

29 Informatie bij aanvraag Aanvraag door NL instelling(en) met lijst van buitenlandse partners (indien van toepassing) Noodzakelijke gegevens bij aanvraag: Naam opleiding/programma en toe te kennen graad Namen en locaties NL en buitenlandse instellingen Informatie over erkenning buitenlandse partnerinstelling(en) in eigen land (Informatie over erkenning als Erasmus Mundusopleiding) Informatie over buitenlandse accreditatiebesluiten, - termijnen en rapporten De samenwerkingsovereenkomst 29

30 Beoordeling Joint degree: TNO Beoordelingsprocedure TNO = TNO kader en: 1. Toetsing legitimiteit Uitsluitingsgronden Advisering indeling CROHO 2. Principles for accreditation procedures regarding joint programmes 3. Toetsing van gezamenlijkheid Totaliteit opleiding beoordeeld op facetten kader Samenwerkingsovereenkomst Voldoende afstemming tussen partners mbt beoogde eindkwalificaties, inhoudelijke samenhang van doelstellingen en curriculum, toetsing, voorzieningen, interne kwaliteitszorg, personeel, waarborgen voor bereiken eindkwalificaties op verschillende locaties. 30

31 Beoordeling joint degree: TNO (2) 4. Panelbezoek 1 locatie kan genoeg zijn indien voldoende schriftelijke informatie over alle locaties en vertegenwoordigers management, docenten, studenten van andere locaties tijdens visitatie bereikbaar (fysiek of elektronisch) Keuze locatie motiveren in paneladvies 5. Gebruik van recente, buitenlandse accreditatierapporten Panel mag gebruik maken van buitenlandse rapporten van recente datum (check NVAO) Samenwerking met buitenlandse accreditatieorganisaties mogelijk Overname beoordeling bij wederzijdse erkenning 31

Toetsing van gezamenlijkheid Samenwerkingsovereenkomst Kortst lopende accreditatietermijn wordt overgenomen Accreditatie bestaande opleidingen vervalt bij gezamenlijk verzorgde opleiding (niet bij programma) 33
