3 Small Urbanism ln gevolg van de financiële crisis hebben (semi-)private partijen moeite om nieuwe projecten te initiëren. Grote stedelijke uitbreidingen en grootschalige binnenstedelijke herstructureringen zijn geannuleerd of uitgesteld. Hierdoor verschuift de aandacht naar kleinschalige opgaven in de bestaande stad. Bij de ontwikkeling van deze opgaven hebben veel partijen hun hoop gevestigd op het particuliere initiatief, maar vaak zonder enige onderbouwing. Onderzocht wordt op welke manier particulier opdrachtgeverschap een effectieve bijdrage kan leveren aan de bestaande stad en welke rol daarbij is weggelegd voor publieke partijen en voor de stedenbouwkundige discipline. In de steden Berlijn, Londen, Malmö en Porto heeft men ruime ervaring met kleinschalige gebiedsontwikkelingen. Door middel van een vergelijkende studie wordt een effectieve werkwijze en een stedenbouwkundig instrumentarium ontwikkeld. 3

6 Case PORTO Verstedelijking sterke groei in de afgelopen jaar --> 25 april 1974, Anjerrevolutie --> 1986 toetreding Europese Gemeenschap --> Porto: transformatie van landelijke stad naar een verstedelijkt landschap kwantiteit én kwaliteit --> sterke veranderingen in economie, onderwijs, bevolking, democratie, etc. -->... en in de wooncondities en mogelijkheden voor mensen (vooral de woning!) --> trek naar suburbia en de verlaten stadscentra (effect voorzieningenpakket) --> mobiliteitssysteem is sterk afhankelijk van de auto evolutie in stedelijke planning/ruimtelijke ordening --> nieuw RO-kader --> grote investeringen in infrastructurele werken (snelwegen, haven, metro) 6

12 Case PORTO Stedelijke planning in de regio Porto Plano Director Municipal (PDM/PMOT ), building regulations, environment constraints, etc. --> similar to many European spatial/urban planning systems --> planning culture is strong juridical, little space for customization/not really flexible; there is a lack of negotiation/compromising space Municipalities have in general limited budget; as a consequences municipalities are no big players in urban developments --> main investors are: the state/government (education, hospitals, sport, culture, roads, etc.) investment projects funded by EU, private and public network companies (energy, mobility, communication, etc.) and private investments (housing, working space, shopping, etc.) Introvert culture of land ownership and collaboration of entities (private/public) --> in the Porto region and Minho, this results in fragmented developments based on existing properties and known business network of companies --> this makes small urban developments the bases of the urbanization process, based on the existing cadastre system and land use --> in general there is an adhesion of urban development s to the existing network (mobility, nutsvoorzieningen, communication) urbanization is in general added No specific regulations on architectonical or urban qualities (as beeldkwaliteitsplannen or welstand ); in Maia there is a guide line for public space (30% of development area should be invested/designed as public/green space or can be bought off by extra fee to the municipality (by negotiation; theoretical this extra money should be for a municipality fund for public space and road infrastructure) 12

13 Case PORTO Cooperativas da habitação relatief kleine organisaties veelal als tijdelijke organisatie in de ontwikkelingsfase; daarna veelal vereniging van eigenaren geen sociale woningbouw; wel standaard daarvoor; gericht op de (lage) middenklasse fiscale voordelen, zoals laag BTW-tarief; lage investeringsrente 13
