1 Informatiebijeenkomst opzet Cold Chain Cluster India verslag van bijeenkomst op 9 oktober 13 bij FME te Zoetermeer aanleiding Het gebrek aan een georganiseerde, efficiënte koudeketen is één van de grootste bottlenecks in Indiase voedselketens. Veel verlies, verslechterde productkwaliteit en onrendabele inefficiënte productie is hiervan het gevolg. Nederlandse kennis en technologie kan hier een aanzienlijk bijdrage leveren, maar vele MKB initiatieven vinden moeizaam hun vervolg. Door krachten te bundelen in een Dutch Cold Chain Cluster kan de BV Nederland haar kennis en kunde op het gebied van de koude keten beter vermarkten. Informatiebijeenkomst 9 oktober Deze bijeenkomst was georganiseerd ten behoeve van alle bedrijven die direct of indirect een bijdrage kunnen leveren aan een betere koudeketen in India. Dit betreft fabrikanten, installateurs, adviesbureaus, trainingsinstituten, en bedrijven actief in de agro logistiek. Doel van het initiatief is om in 2014 te komen tot een Cold Chain cluster. De impactmissie op december is een mogelijke eerste opstap hier naartoe. Dit bezoek bestaat uit een aantal bedrijfsbezoeken, een round-table meeting met het NCCD (National Centre for Cold Chain Development) en spreektijd op de ICE Expo. Over India Snelle groei van middenklasse en reële gezinsinkomen men wordt qua koopkracht rijker, maar qua tijd armer snelle groei van out-of-home consumptie, convenience producten, minder aankopen op markt Ambitie Indiase overheid om binnen 5 jaar de eigen voedselproductie te verdubbelen. Inefficiënties in de primaire sector worden echter nog onvoldoende aangepakt door de politiek Overheid legt (terecht) de focus op verhoging van het percentage voedsel dat daadwerkelijk de consument haalt. Veel competitie in de keten op verticaal niveau. Iedereen knijpt elkaar uit. Message door NAFTC is dat men op horizontaal niveau moet concurreren, maar vooral in elke specifieke keten (verticaal) moet samenwerken. Waarom apart Cold Chain Cluster NAFTC werkt aan de hand van clusters per voedselketen (met clusters voor bijvoorbeeld de aardappelketen, zuivelketen, groente & fruit, etc). Koudetechniek komt in elk van deze ketens weer terug. Vanwege de importantie en vraag naar oplossingen in de cold chain sfeer, is gekozen om een aparte keten op te zetten. Royal HaskoningDHV is één van de bedrijven uit de koudeketen die zich hierbij aansluit. In India is het NCCD (National Centre for

2 Cold Chain Developement) een zeer relevante partij. Zij worden door de Indiase overhead ingeschakeld op strategische vraagstukken; tevens een groot netwerk van gebruikers in de koude-keten. De doelstelling van een Cold Chain cluster is om Nederlandse bedrijven te positioneren bij de relevante Indiase bedrijven, overheden en organisaties: Een cluster van bedrijven in de koudeketen is voor veel partijen een veel relevantere gesprekpartner dan individuele bedrijven. Een cluster kan een gemeenschappelijke boodschap overbrengen over het belang van training, verticale ketenorganisatie, energiebesparing, etc Benadrukken en bewijzen dat de (in de aanschaf) duurdere technologie op langere termijn juist financieel voordeel voor de eindgebruiker oplevert. Gezamenlijk promoten op beurzen en conferenties Als cluster deelnemen aan Centres-of-Excellence (zie hieronder) Het uitdragen van keten benadering, waarbij alle aspecten binnen een voedselketen worden geoptimaliseerd om zo toegevoegde waarde te leveren of juist the behouden. Centres-of-Excellence (C-o-E s) Het NAFTC India is de implementatiepartner binnen het Indo Dutch Strategic Action Plan Dit action plan bevat meer dan 56 Agri&Food thema s waaraan de Nederlandse en Indiase (nationale) overheid zich hebben verbonden. Centres of Excellence (CoE) staan centraal in bovengenoemd action plan. Het geeft Indiase staten de mogelijkheid om van de nationale overheid financiële middelen te ontvangen voor de opbouw en modernisering van voedselketens. Een CoE zal in elke staat op een eigen manier worden ingevuld, maar moet fungeren als centraal platform waar investeringen, kennis, training en samenwerking wordt gecoördineerd. Ook voor de Cold Chain staat een aantal CoE s op stapel. Het Nederlandse aanbod Onder de aanwezigen zijn er velen met ervaring in India. De algemene consensus is dat de Indiërs momenteel vaak voorkeur geven aan inferieure en goedkopere alternatieven (van lokale of Chinese aanbieders). Ook is het kennisniveau vaak niet bijster hoog. De Indiase eindgebruiker weet doorgaans wel wat er mis is, maar uiteindelijk komen Nederlandse bedrijven moeilijk tot de kern. Voor concurrenten uit Europa geldt overigens hetzelfde. Maar uiteindelijk is het een kwestie van geduld, voor de doorzetters liggen de kansen in deze snel groeiende economie er. Sowieso geldt dat de grotere bedrijven of internationale ketens al wel veel meer kijken naar technologie en kennis uit Europa.

3 De markt moet dus verder ontwikkeld worden, maar dit kan het bedrijfsleven niet alleen trekken. Het in contact komen met de overheid blijft een lastig proces. Ook gaat het erom lokale verschillen te begrijpen. Dit is niet alleen financieel van aard, heeft ook met gedrag te maken. Sommige ontwikkelingen in India lijken op die in NL 40 jaar geleden. Maar het kan snel gaan, kijk bijvoorbeeld naar de ontwikkeling van het telefoonverkeer waarbij men de vaste lijn heeft overgeslagen. De snelheid waarin bepaalde ontwikkelingen zich voltrekken is een positief voorteken. Kentucky Fried Chicken bijvoorbeeld heeft nu 460 restaurants in India en wil doorgroeien naar 2000 vestigingen in 4 jaar. Om op tijd aan te haken bij deze trends moet je als samenwerkingsverband iets bijzonders/extra te bieden hebben. Naast technologie, kennis en een integrale oplossing zijn ook lokale referentieprojecten essentieel. Way to follow In de eerste helft van 2014 moet een cold chain cluster zijn beslag krijgen. De voorstelde impact missie van december 2014 wordt op verzoek van de aanwezigen verder uitgewerkt zodat deze bestaat uit: - bedrijfsbezoeken rondom New Delhi (fresh market en eindgebruikers /multinationals) - Holland seminar op de ICE Expo - Trade Diner - Ronde Tafel met NCCD Bedrijven die niet kunnen / willen deelnemen aan bovengenoemde missie, maar wel betrokken willen zijn bij de totstandkoming van het Cold Chain Cluster wordt gevraagd hun interesse kenbaar te maken bij: marijn@naftc-india.com of het NAFTC backoffice bij FME-CWM via arthur@naftc.nl Betrokkenen NAFTC s (Netherlands Agro, Food & Technology Centre) zijn steunpunten voor het Nederlands bedrijfsleven in de belangrijkste groeimarkten buiten Europa. Het steunpunt bestaat uit een lokaal kantoor waar de chief representative full time de Nederlandse Agro & Food sector promoot en de aangesloten bedrijven (individueel en in ketenverband) ondersteunt bij marktbewerking. De formule NAFTC is sinds 2008 succesvol actief in China en sinds 2011 ook in India. In 2013 wordt een nieuw kantoor voor Zuidelijk Afrika (15 landen) geopend. Royal HaskoningDHV heeft al veel ervaring in India en is met zo n 400 lokale medewerkers actief. Vanuit de Business unit Light Industry & Logistics is Wil Duivenvoorden actief bij het leveren van oplossingen op het gebied van cold chain en stedelijke voedselvoorziening in het algemeen. Wil Duivenvoorden is tevens vanuit de NVKL (Nederlandse vereniging van ondernemingen op het gebied van de Koudetechniek en Luchtbehandeling) als bestuurslid nauw betrokken in het FME Agro & Food Cluster.
