Daarnaast werkt de normcommissie aan enkele nationale onderwerpen. De volgende categorie is niet vertegenwoordigd in de normcommissie, maar hebben deze verantwoordelijkheid aan één van de commissieleden gegeven: categorie 9 (wetgevende instanties): het Ministerie van Infrastructuur en Milieu wordt vertegenwoordigd door het RIVM. NVWA vertegenwoordigt de Ministeries van Economische Zaken en van Volksgezondheid, Welzijn en Sport. 3.1 Taken en verantwoordelijkheden normcommissie De normcommissie heeft onderstaande taken en verantwoordelijkheden: De normcommissie is verantwoordelijk voor de algemene coördinatie en sturing van het normalisatieprogramma. De normcommissie zorgt voor afstemming van haar werkzaamheden met de achterban en andere commissies en organisaties die aan gerelateerde onderwerpen werken. De normcommissie draagt zorg voor de inbreng van Nederland in Europese en internationale normalisatie, zo stelt ze bijvoorbeeld de Nederlandse delegatie naar CEN- en ISO-vergaderingen vast. Voor de normcommissie blijft het van belang voor nieuwe onderwerpen, waaraan Nederland belang hecht, één of meerdere experts te benoemen. Op deze manier kan Nederland efficiënter (het ontwikkelen van) Europese en internationale normen beïnvloeden. 3.2 Inbreng belanghebbende partijen Paul in 't Veld (NVWA) is de onafhankelijke voorzitter van de normcommissie. NEN verzorgt het secretariaat. De leden van de normcommissie hebben een adviserende functie en vertegenwoordigen de belangen van hun achterban. Voor het draagvlak van de normen is een goede terugkoppeling met de achterban van groot belang. De leden leveren een actieve bijdrage aan de werkzaamheden van de commissie vanuit hun eigen specifieke deskundigheid. Dick van den Berg (LabQuest) is voorzitter van de werkgroep Zuivelmicrobiologie. Deze werkgroep volgt specifiek de ontwikkeling van microbiologische methoden op het gebied van melk en zuivelproducten. Paul in t Veld is voorzitter van AHG 1 Meetonzekerheid en Arnold Dijkstra van AHG 2 Revisie ISO Deze (werk)groepen vallen onder de normcommissie Microbiologie. Bij onenigheid tussen de belanghebbende partijen bemiddelen de voorzitter en de secretaris als onafhankelijke partijen. In principe wordt naar consensus gestreefd. Indien dit niet mogelijk is, kan er uitgeweken worden naar een ander beslismodel. Bij een eventuele stemming hebben alleen de belanghebbende partijen stemrecht. NEN hanteert het principe dat alle partijen vertegenwoordigd moeten zijn in de normcommissie. Een nieuw verzoek tot deelname aan de normcommissie moet schriftelijk (per ) worden ingediend bij het NEN-secretariaat; vervolgens benoemt de beleidscommissie Landbouw & Levensmiddelen het nieuwe lid. 3.3 Secretariaat NEN NEN heeft als secretariaat de volgende taken en verantwoordelijkheden (nationaal): Begeleiden van de documentenstroom o Doorlezen, selecteren en verzenden van documenten o Opmerking als toelichting opstellen bij de documenten o Onderhouden van het archief 8

De financiering wordt bijeengebracht door een groot deel van de belanghebbende partijen. Dit hebben de leden en de secretaris onderling afgestemd. Mocht in 2017 blijken dat er onvoldoende financiering is dan wordt eerst geprobeerd om extra leden te werven, vervolgens de bijdrage per lid te verhogen en tot slot in overleg met de commissie besloten om bepaalde werkzaamheden van het NEN-secretariaat te annuleren. 9

10 4 Publicaties Voor een actueel overzicht van de gepubliceerde normen en normontwerpen zie de website van NEN: normoverzicht. Daarnaast is bij de secretaris van de normcommissie een overzicht beschikbaar van de gepubliceerde en nog in ontwikkeling zijnde normen voor microbiologie (van de voedselketen en water). 5 Werkprogramma, doelstellingen en geplande activiteiten 5.1 Nationaal werk In 2013 heeft AHG 1 Meetonzekerheid het ontwikkelen van een Nederlandse Praktijkrichtlijn (NPR) voor het onderwerp 'vaststellen en interpreteren van de meetonzekerheid in de (kwantitatieve) water- en voedingsmicrobiologie' omgezet naar een internationaal revisietraject. Paul in 't Veld is de co-projectleider van de herziening van ISO Microbiology of the food chain - Guidelines for the estimation of measurement uncertainty for quantitative determinations. AHG 1 Meetonzekerheid blijft bestaan en participeert actief in de herziening van ISO De volgende NEN-normen zijn door de werkgroep Zuivelmicrobiologie herzien en worden in 2017 gepubliceerd: NEN 6814:2017 Pekel, stremsel, kaas en omgevingsmateriaal - Aantonen van gasvormende zouttolerante micro-organismen NEN 6816:2017 Melk en melkproducten - Het aantonen van voor zuursels storende bacteriofagen NEN 6817:2017 Melk en melkproducten - Bepaling van het gehalte aan fecale enterococcen NEN 6820:2017 Melk en melkproducten - Het aantonen van ongewenste besmetting van langhoudbare vloeibare melkproducten 5.2 Europees werk (CEN) De normcommissie Microbiologie volgt het werk van CEN/TC 275/WG 6 - Microbiology of the food chain. De Europese vergaderingen vinden elk jaar plaats, tegelijkertijd met de vergadering van ISO/TC 34/SC 9. Bijlage 1 toont een overzicht van de onderwerpen die in 2017 op het werkprogramma van de normcommissie Microbiologie staan. 5.3 Internationaal werk (ISO) De normcommissie Microbiologie volgt het werk van ISO/TC 34/SC 9 - Food products - Microbiology. De internationale vergaderingen vinden elk jaar plaats, tegelijkertijd met de vergadering van CEN/TC 275/WG 6. Bijlage 1 toont een overzicht van de onderwerpen die in 2017 op het werkprogramma van de normcommissie Microbiologie staan. Daarnaast volgt de werkgroep Zuivelmicrobiologie de onderwerpen over microbiologie binnen ISO/TC 34/SC 5 - Milk and milk products; deze staan weer gegeven in bijlage 2. 6 Lidmaatschappen van Europese en internationale (werk)groepen De lidmaatschappen van de Europese en internationale (werk)groepen staan weergegeven in hoofdstuk 2 'Internationale en Europese relaties' en hoofdstuk 3 'Commissiesamenstelling en stakeholdercategorieën', respectievelijk per (werk)groep en commissielid. 7 Evaluatie en voortgangsrapportage 7.1 Nationale werkzaamheden Gedurende 2016 heeft NEN volgens afspraak de documenten op een gestructureerde wijze - en indien nodig voorzien van een toelichting - aan de commissieleden aangeboden. Hiermee blijven de leden geïnformeerd en kunnen ze hun eventueel commentaar en standpunten bij CEN en ISO onder de aandacht brengen. De normcommissie heeft vergaderd op 21 april en 4 november De vergaderingen stonden grotendeels in het teken van het bespreken van nieuwe normontwerpen, de voortgang van de Europese en internationale werkgroepen en enkele nationale onderwerpen. 10

11 Over de normcommissie Microbiologie zijn in 2016 in de verschillende edities van de digitale nieuwsbrief van NEN AgroFood enkele artikelen verschenen, zoals de aankondiging van de publicatie van de eerste tweede delen van NEN-EN-ISO 16140:2016 Microbiologie van de voedselketen - Validatie van methoden. (Werk)groepen AHG 1 Meetonzekerheid heeft in 2013 besloten om het opstellen van een Nederlandse praktijkrichtlijn (NPR) voor meetonzekerheid om te zetten in een internationaal revisietraject van ISO Dit is in 2016 doorgezet. AHG 2 Revisie ISO 7218 is eind 2016 opgericht om zo vanuit Nederland een actievere rol te hebben in het internationale revisietraject van ISO 7218 Microbiology of food and animal feeding stuffs - General requirements and guidance for microbiological examinations. De werkgroep Zuivelmicrobiologie heeft de activiteiten van twee IDF-commissies (Standing Committee on Harmonization of Microbiological Methods (SCHMM) en Standing Committee on Analytical Methods for Dairy Microorganisms (SCAMDM)) actief gevolgd. De voorgenomen nauwere samenwerking van de werkgroep Zuivelmicrobiologie en normcommissie Microbiologie is naar tevredenheid van alle betrokkenen voortgezet. Dit houdt in dat de leden van de werkgroep automatisch lid zijn van de normcommissie Microbiologie. Horizontale onderwerpen, tevens van belang voor zuivel, worden tijdens de normcommissievergadering besproken. Leden van de normcommissie mogen de vergadering van de werkgroep Zuivelmicrobiologie bijwonen. De verkorte werkgroepvergaderingen vonden, indien nodig, plaats na de normcommissievergaderingen. Samenwerkingsverband Er is een nationaal samenwerkingsverband tussen de normcommissie Microbiologie en de normsubcommissie Microbiologische parameters ( ). De voorzitter van de normsubcommissie Microbiologische parameters, Kirsten Mooijman, is als lid bij de normcommissie Microbiologie betrokken. Daarnaast is Laura Mout zowel secretaris van de normcommissie Microbiologie als van de normsubcommissie Microbiologische parameters. De methoden gebruikt bij watermicrobiologie en microbiologie van de voedselketen worden zoveel mogelijk geharmoniseerd (zowel nationaal als internationaal). Beide commissies ontvangen de relevante stemdocumenten (bijvoorbeeld conceptnormen) van elkaar en krijgen zo de mogelijkheid om commentaar in te dienen. Ook is de voortgang van de normsubcommissie Microbiologische parameters een vast agendapunt op de normcommissievergadering Microbiologie. 7.2 Europese en internationale werkzaamheden De Europese en internationale commissies, respectievelijk CEN/TC 275/WG 6 - Microbiology of the food chain en ISO/TC 34/SC 9 - Food products - Microbiology, vergaderden tegelijkertijd in mei 2016 bij AFNOR in Parijs. Nederland werd vertegenwoordigd door Paul in 't Veld (NVWA), Stephen Antonie (FrieslandCampina), Kirsten Mooijman (RIVM (officieel: EURL Salmonella)), Gillian Herpers (NEN) en Laura Mout (NEN). De normen die vallen onder het EC-mandaat voor microbiologie (M/381) zijn uitgebreid besproken, zie ook bijlage 1. Onder dit mandaat wordt gewerkt aan vijftien verschillende onderwerpen. Nederland is bij vijf onderwerpen projectleider. Het Franse normalisatie-instituut (AFNOR) is, als secretariaat van CEN/TC 275/WG 6, verantwoordelijk voor de administratieve ondersteuning van het mandaat. Daarnaast participeren Nederlandse experts actief in zowel Europese als internationale (werk)groepen. Zij bekleden daar verschillende sleutelposities, zoals groepsleider en convenor, en brengen de nodige inhoudelijke kennis in. Enkele actuele onderwerpen: Ontwikkelen van deel 3 tot en met deel 6 voor (NEN-EN-)ISO Microbiologie van de voedselketen - Validatie van methoden, over onder andere: verificatie en bevestigingsmethoden. Herzien van (NEN-)ISO 17410:2001 'Microbiologie van voedingsmiddelen en diervoeders - Horizontale methode voor de bepaling van psychrotrofe micro-organismen. Herziening van (NEN-)ISO 15213:2003 Microbiologie van voedingsmiddelen en diervoeders - Horizontale methode voor de bepaling van sulfiet-reducerende bacteriën onder anaerobe omstandigheden. 11

12 Aanpassen en valideren van meerdere normen in het kader van het mandaat (M/381) van de Europese Commissie voor onder andere de volgende onderwerpen: Bacillus cereus, Campylobacter, Enterobacteriaceae, Salmonella. Een beknopte update van de werkgroepen en onderwerpen waar Nederland respectievelijk convenor of groepsleider van is, kunt u opvragen bij de normcommissiesecretaris. 7.3 Financiering De normcommissie wordt gefinancierd door bijdragen van een groot deel van de belanghebbende organisaties. Dit hebben de leden en de secretaris onderling afgestemd. 7.4 Planning 2017 Nederland verzorgt wederom de inbreng in het Europese (CEN/TC 275/WG 6) en het internationale normalisatieproces (ISO/TC 34/SC 9) en de bijbehorende werkgroepen en Task Advisory Groups. De bijdrage bestaat uit: Het verzekeren van de continuïteit van de werkzaamheden van de nationale normcommissie. Het actief volgen van het Europese en internationale normalisatieproces, hieronder valt: o Het becommentariëren van en stemmen op New Work Item Proposals (NP); o Het becommentariëren van working drafts/committee drafts (WD/CD); o Het becommentariëren van en stemmen op normontwerpen (pren/fpren en DIS/FDIS); o Inventarisatie van bestaande methoden, deelname aan systematic reviews en de eventuele herziening van bestaande normen; o Aandragen van New Work Item Proposals (NWIP) en het opnemen van het projectleiderschap. Het bezoeken van Europese en internationale vergaderingen. Het benoemen van Nederlandse experts bij internationale en Europese (werk)groepen. Het op peil houden van het aantal belanghebbenden in de normcommissie. Het ontwikkelen van een handleiding (guidance model) voor het schrijven van internationale normen voor microbiologie van de voedselketen. Net als voorgaande jaren wordt door de inzet van de leden van de normcommissie Microbiologie en de ondersteuning vanuit NEN de netwerkpositie versterkt, de kennisuitwisseling gestimuleerd, het draagvlak onder de diverse stakeholdergroepen vergroot en neemt de invloed op normen voor microbiologie van de voedselketen toe. In bijlage 3 wordt het volledige serviceprofiel van de normcommissie Microbiologie getoond inclusief een overzicht waar de nadruk de komende jaren ligt. 12
