14 Voorwoord VOORWOORD Sinds de oprichting van de Stichting Nederland Maritiem Land in 1997 is de marine een actief deelnemer in het maritieme netwerk en heeft zij haar relaties met de overige tien maritieme sectoren uitgebreid en versterkt. Diverse studies met betrekking tot de marine en de bredere Nederlandse maritieme cluster hebben het inzicht in de samenhang, de dynamiek en het succes van deze samenwerking kwantitatief en kwalitatief onderbouwd. Ook deze publicatie, De marine en marinebouwcluster: Welvaartscreatie en innovatief vermogen, geeft een hernieuwd inzicht hoe de marine, als veeleisende en innovatieve opdrachtgever tezamen met de toonaangevende bedrijven in de marinebouwcluster, er het afgelopen decennium in is geslaagd haar vloot te vernieuwen en aan te passen aan het veranderde geopolitieke wereldbeeld en aan de veranderde politieke realiteit; en dit tegen een steeds gunstiger prijs-kwaliteit verhouding! Vergelijkende studies tonen aan dat dit laatste bij veel andere marines, bijvoorbeeld bij de Amerikaanse marine niet mogelijk blijkt. Dat maakt de Nederlandse prestatie des te opmerkelijker. Een van de gevolgen, of wellicht oorzaken, van dit succes is de substantiële toename van de export door de marinebouwcluster. Hierdoor ontstaat er kritische massa en is het mogelijk om schaaleffecten te realiseren die niet alleen de bedrijven ten goede komen, maar zeker ook de marine. Een verder bewijs van het eigentijdse en hoogwaardige product dat de marinebouwcluster aflevert is het feit dat bestaande schepen, die om welke reden dan ook verkocht dienen te worden, een zeer aanzienlijke opbrengst realiseren die weer terugvloeit naar de schatkist. Gelet op die restwaarde is een deel van de initiële investering over de levensduur beschouwd dus feitelijk niet als kosten te beschouwen. Stichting Nederland Maritiem Land -vii-

15 De marine en marinebouwcluster De marine is goed vertegenwoordigd in de internationale fora waar toekomstige behoeften en technologische richting van marines en defensie-industrieën worden besproken. Deze toekomstvisies worden door de marine gekoppeld aan haar operationele en technologische behoeften alsmede aan de taakstelling en missies die voortvloeien uit de politieke besluitvorming. Daartoe wordt ook onderzoek en ontwikkeling gedaan met de grote technologische instituten en vervolgens met de bedrijven om tot geavanceerde conceptuele ontwerpen te komen, met een gunstige verhouding tussen prijs en kwaliteit in combinatie met lage operationele kosten. De industrie wordt op deze manier uitgedaagd, hetgeen leidt tot een stroom van product- en systeeminnovaties die vermarkt worden zowel voor buitenlandse marines als voor civiele toepassingen. Kennisvalorisatie speelt daardoor een steeds prominentere rol in de marinebouwcluster. Hierdoor is een kleinschalig netwerk van publiek-private samenwerking ontstaan dat op wereldschaal respect afdwingt, zeker gegeven de beperkte omvang en budgetten van de marine. Het zou dan ook wenselijk zijn om naar de toekomst toe dit unieke samenspel, dat veel toegevoegde waarde voor de Nederlandse economie oplevert, te verankeren binnen de maritieme cluster. Ik ben er van overtuigd dat u na het lezen van deze studie met mij van mening zult zijn dat het samenwerkingsmodel tussen marine, scheepsbouwers, maritieme toeleveranciers en kennisinstellingen dat de afgelopen jaren vorm heeft gekregen, een voorbeeld kan zijn voor de wijze waarop de overheid haar open innovatieprocessen in gaat richten om de ambities van Nederland als vooraanstaand innovatieland te concretiseren. 16 Summary SUMMARY This book presents the findings of a study on the economic impact and the innovative capacity of the Navy and the Dutch naval construction cluster. Policy Research Corporation carried out this study on behalf of the Dutch Maritime Network. The insights provide guidance for government policy, primarily with respect to the preservation of the creative and strategic capability of the Navy. The Navy The Navy is a professional organisation which plays a crucial role in both the Dutch and international armed forces. To achieve its (historically) high levels of ambition, the Navy makes continuous efforts, employing a combination of high quality equipment and personnel. The ability to anticipate changes in the (military-maritime) world is essential to achieving its ambitions. To that end, the Navy has its own design capability allowing conceptual and functional design to match its (operational) needs at costs that are acceptable to society. As a result of its ability to anticipate accurately, the Navy is able to balance the sometimes conflicting demands of a changing political security scope and the technologically sustainable development of the naval fleet. Naval operations focus on four objectives: security at sea, security from the sea, support activities (such as logistics) and command and control of sea areas in a multinational setting. The Navy is a leader firm that contributes heavily to the innovative capability of other companies in the maritime cluster. Through its equipment policy and distinct expertise, the Navy has a demand creating effect. In addition, the Navy Stichting Nederland Maritiem Land -S.1-

17 De marine en marinebouwcluster is a role model customer with an international image of reliability and progresssiveness. As a result, the Navy functions as ambassador for the innovative products of many companies in the Dutch naval construction cluster. Over the years, the Dutch naval construction industry has grown into a selfcreating defence sector, which is unique in the Dutch context. The Dutch naval construction industry is knowledge intensive and trend setting, which gives it an important role worldwide. Through operational analysis and requirement setting, the Navy stimulates research, development and the diffusion of innovation in the naval construction industry. That role offers a high degree of added value, because it allows the Navy to choose the appropriate strategic and operational direction, both independently and expertly. Naval construction in the Netherlands With its history as a maritime and sea faring nation, the Netherlands has its own naval construction cluster with a team of international players. These companies are able to jointly and efficiently develop, design and build a complex and operationally innovative naval vessel. Demanding requirements of the Navy have led to the industrial parties of this cluster becoming leading international companies in both naval construction and civil projects. For every Dutch employee, Dutch naval construction companies employ four employees abroad. In the last decade, the naval construction cluster experienced a strong individual development. Each party developed a sustainable export position based on the commercialisation of innovative technology. Over the past few years, the naval construction cluster grew faster than the Dutch maritime cluster as a whole and faster than both the shipbuilding and marine equipment supply sectors. It is worth noting here that the Dutch naval construction companies have succeeded in maintaining their 2008 turnover level in The annual turnover amounts to approximately 650 million per year, the greater part of which is for the export sector. 18 Summary The Dutch naval construction cluster encourages a unique collaboration between government (and the Navy in particular), knowledge institutes and industrial partners. This collaboration is based on requirements primarily driven by Navy orders. Innovative developments relate both to military and (derived) civilian applications. In most cases, the Navy acts as a role model customer, providing first-rate promotion for these products on foreign markets. Equipment policy The Navy is well equipped for new tasks. The Navy obtained this leading position due to the combination of two factors: a forward-looking and progressive strategy based on political ambitions and continuous innovation in equipment. The political leadership has taken a strong position in favour of expanding the expeditionary capability and shifting its operational tasking to keep pace with the changing global economic and geopolitical situation. Over the past few years, this renewed political strategy has quickly been reflected in (innovative) naval equipment and organisation. The accelerated divestment of the M-class frigate and its replacement by smaller Ocean-going Patrol Vessels illustrates this evolution. The Ocean-going Patrol Vessels provide the Navy with more flexibility and increase the Navy s effectiveness in areas such as counterpiracy operations. In the period , the Navy will have invested approximately 7 billion ( 9.2 billion in 2010 euros) or an average of 200 million per year in new naval vessels. Since 2000, the naval construction cluster has successfully increased exports to offset the periods in which the Navy placed fewer orders. In 2000, the share of foreign sales was limited to 30%; today, the share amounts to more than 70%. The Dutch naval construction cluster generates annual turnover of approximately 650 million. The total value added represents 350 million. Over the last ten years, the sale of second-hand equipment has generated revenues of approximately 1 billion. These revenues represent more than 40% of the original purchase price and illustrate the high degree of technological innovation. Stichting Nederland Maritiem Land -S.3-

19 De marine en marinebouwcluster Innovative strength in the Netherlands The Navy is a very important and also a demanding customer of the Dutch naval construction cluster. As a launching customer, the Navy not only challenges the cluster to ensure its continuity with ever-changing requirements but also collaborates intensively with the cluster. This collaboration between knowledge institutes such as TNO and MARIN, industrial companies and the Navy has often led to the practical application of inventions and technological developments in advanced vessels and subsystems. The demanding requirements of the Navy can only be met thanks to the unique development capabilities of the industry. Examples include the recently ordered Ocean-going Patrol Vessels and the Joint Support Ship, as well as the innovative I-Mast and IPMS system, both of which have been installed on new vessel types. The initiating capability of the Navy, combined with the capabilities of knowledge institutes and industry, is essential to be able to look ahead into the renewal of naval equipment and to ensure that the Navy can achieve its expeditionary ambitions. Foreign navies have also recognised the benefits of such a cooperation. Several recent Dutch innovations have been installed on foreign naval vessels (via spin-offs and other developments), as well as on civilian vessels (through spill-overs). Through these innovations, the Navy contributes to the implementation of the themes of the Dutch Maritime Innovation Agenda, especially with respect to safety and security, competition and sustainability. By means of innovations such as improved SEWACO-systems, which guarantee the vessel s safety (and security), other vessels and maritime infrastructure can also be better protected. That way, the Navy contributes to such things as the security of international maritime transport and offshore energy infrastructure. By continuously improving the safety on board, for example by innovative construction design and damage control, several civilian spin-offs have been achieved. These innovations contribute to the intrinsic safety of both ships and crews. In addition to these safety improvements, the naval construction cluster also takes the improvement of quality, (cost) efficiency, competitive advantage and -S.4- Stichting Nederland Maritiem Land

20 Summary sustainability into account. The I-Mast for example combines improved quality with a competitive advantage by allowing radar systems to cooperate efficiently and considerably reducing construction time and maintenance. The R&D expenditures of the Dutch maritime cluster have increased by approximately 35% in the period, which is substantially more than the Dutch average of 16%. For the naval construction cluster, this increase is even higher. Conclusion Both the Navy and the Dutch naval construction cluster have a strong international position. The Navy has a firm international reputation. The strength of the Navy s contribution to international security lies in the high quality and flexible availability of both equipment and personnel. The equipment policy of the last decades has provided the Navy with a multi-functional fleet with a substantial and flexible expeditionary capability. The naval construction cluster fulfils an important role in achieving this high level of quality. Over the past 10 years, the Dutch naval construction cluster has grown into an internationally competitive cluster. Dutch companies supply vessels and subsystems to navies all over the world. The cluster is self-creating and achieves less than 30% of its turnover from domestic orders. With an export rate of more than 70%, the naval construction cluster stands at the top of the Dutch maritime cluster. Through those exports, the naval construction cluster has attained sufficient critical mass to achieve economies of scale, which is beneficial not only to the Dutch companies but also to the Navy. The firm international presence and reputation of the Dutch naval construction cluster are inseparably linked to the innovative capacity of the industrial players in the cluster. Companies such as Damen, Thales, Imtech, Bosch Rexroth and Hertel, as well as knowledge institutes such as MARIN and TNO are all leader firms that provide a continuous flow of innovative products aimed at meeting the Stichting Nederland Maritiem Land -S.5-

Within the Dutch maritime cluster, especially these companies substantially contribute to the significantly increased R&D expenditures. Many innovations, of which a capita selecta is described in more detail in Chapter IV, have increased the efficiency of constructing, maintaining and operating platforms, while simultaneously increasing operational availability (and mission flexibility). The economic impact and innovative capacity of the Navy and the Dutch naval construction cluster is unique and one of the keystones of the vitality and the innovative capability of the Dutch maritime cluster. A crucial factor is the Navy s ability to anticipate changes and translate this foresight into advanced conceptual designs. The underlying cooperation between public and private parties may serve as example for other sectors or key areas, because it allows for timely and expert strategic and operational decision-making. 22 Samenvatting SAMENVATTING Dit boek geeft de resultaten van een onderzoek naar de welvaartscreatie en het innovatief vermogen van de marine en de Nederlandse marinebouwcluster. Het onderzoek is in opdracht van Stichting Nederland Maritiem Land uitgevoerd door Policy Research Corporation. De inzichten bieden aangrijpingspunten voor beleid in relatie tot behoud van het zelfscheppend en strategisch vermogen van de marine. De marine De marine is een professionele organisatie die een cruciale rol vervult zowel binnen de Nederlandse strijdkracht als op internationaal niveau. Een continue inspanning en een combinatie van hoge kwaliteit materieel en personeel is vereist om het (traditioneel) hoge ambitieniveau te blijven realiseren. Cruciaal hierbij is het vermogen om te anticiperen op veranderingen in de (militairmaritieme) wereld. Daartoe maakt de marine onder andere gebruik van een eigen ontwerpcapaciteit. Die capaciteit maakt het mogelijk om een conceptueel en functioneel ontwerp op maat van de marine tot stand te brengen tegen maatschappelijk aanvaardbare kosten. Dankzij het vermogen om te anticiperen weet de marine een balans te vinden tussen de soms conflicterende eisen van politieke flexibiliteit van veiligheidsbeleid en de technologische duurzame ontwikkeling van een vloot. Concreet kijkt de marine vanuit haar missie naar de vier pijlers maritieme veiligheid op zee (security), maritieme veiligheid vanuit zee, ondersteunende activiteiten (zoals logistiek) en het vermogen om commando en controle te voeren in zeegebieden in multinationaal verband. 23 De marine en marinebouwcluster De marine is een leader firm die in grote mate bijdraagt tot het innovatievermogen van bedrijven elders in de Nederlandse maritieme cluster. Via haar uitgesproken know how en materieelbeleid heeft de marine een vraagcreërend effect. Daarnaast is de marine een role model customer met een internationaal imago van degelijkheid en vooruitstrevendheid. Zo vervult de marine de rol van ambassadeur voor innovatieve producten van een groot aantal bedrijven in de marinebouwcluster. De Nederlandse marinebouwcluster is over de jaren uitgegroeid tot een in Nederland unieke zelfscheppende defensiebedrijfstak. De Nederlandse marinebouw is kennisintensief en vooruitstrevend en vervult zo een belangrijke rol wereldwijd. Binnen de cluster heeft de marine via operationele analyse en behoeftestelling een aanjaagfunctie voor onderzoek, ontwikkeling en verspreiding van innovaties. Die rol biedt een belangrijke meerwaarde omdat zo met kennis van zaken strategisch en operationeel zelfstandig richting gekozen kan worden. Marinebouwcluster in Nederland Door haar historie als maritieme natie en land van zeevaarders heeft Nederland een eigen marinebouwcluster ontwikkeld met een team van internationale spelers. Deze spelers zijn in staat om in gezamenlijkheid een gecompliceerd en operationeel grensverleggend marineschip te ontwikkelen, te ontwerpen en te bouwen. Gelet op de veeleisende behoeftestelling van de marine, zijn de spelers in de cluster elk uitgegroeid tot internationaal leidende bedrijven. Dit geldt zowel voor defensie als voor civiele projecten. Voor de spelers van Nederlandse oorsprong geldt dat zij per Nederlandse werkzame persoon ongeveer vier personen tewerkstellen in het buitenland. De laatste tien jaar heeft de marinebouwcluster een zelfstandige ontwikkeling doorgemaakt. Elk van de spelers heeft een sterke eigen exportpositie weten uit te bouwen op basis van het op de markt brengen van innovatieve technologie. De marinebouwcluster groeide de laatste jaren sterker dan de Nederlandse maritieme cluster als geheel en sterker dan de sectoren scheepsbouw en maritieme toeleveranciers. Daarbij valt op dat de marinebouwcluster het omzetniveau van 2008 ook in 2009 heeft weten te bestendigen. Anno 2010 is de cluster goed -S.8- Stichting Nederland Maritiem Land

24 Samenvatting voor een omzet van ongeveer 650 miljoen op jaarbasis, waarvan het overgrote deel export. De cluster stelt direct mensen personen te werk en indirect nog eens ongeveer Binnen de Nederlandse marinebouwcluster bestaat een uniek samenspel tussen overheid (in bijzonder de marine), kennisinstellingen en industriële spelers. Dat samenspel is gebaseerd op een behoeftestelling die voor een belangrijk deel geïnitieerd wordt vanuit opdrachten voor de marine. De ontwikkelingen betreffen zowel militaire als civiele (afgeleide) applicaties. In de meeste gevallen is de marine als role model customer het visitekaartje voor het product in het buitenland. Materieelbeleid De marine is wereldwijd goed uitgerust en toegericht op nieuwe taken. Die voorsprong is te danken aan een combinatie van twee factoren, namelijk de vooruitziende en vooruitstrevende strategische uitwerking van politieke ambities en de continue vernieuwing in materieel. Politiek is sterk ingezet op een vergroting van het expeditionair vermogen en de aanpassing van de operationele taakstelling in lijn met het wijzigende economische en geopolitieke wereldbeeld. Deze vernieuwde politieke strategie is in de afgelopen jaren snel doorvertaald naar materieel en organisatie. De vervroegde afstoting van M-fregatten en vervanging door kleinere Ocean-going Patrol Vessels is in dit verband illustratief. De beschikking over Ocean-going Patrol Vessels levert de marine meer flexibiliteit en vergroot aldus de effectiviteit van de marine. Een voorbeeld is de inzet tegen piraterij. In de periode werd door de marine ongeveer 7 miljard (of in prijsniveau 2010 omgerekend 9.2 miljard) of gemiddeld 200 miljoen per jaar geïnvesteerd in nieuwe marineschepen. De marinebouwcluster heeft vanaf het jaar 2000 de periodes waarin minder schepen besteld werden door de marine, succesvol opgevangen door te exporteren, en heeft dit succes in recente jaren verder bestendigd. In het jaar 2000 was het buitenlandse omzetaandeel nog maar beperkt tot 30%, terwijl dit nu meer dan 70% bedraagt. Stichting Nederland Maritiem Land -S.9-
