2 SPREKERS Harry Starren, CEO De Baak, heeft posities bekleed als academisch onderzoeker, professor, manager bij research/consultancy bedrijven, en is directeur van het postdoctorale vak Business and Public Administration in Utrecht. Naast zijn huidige management positie is Harry werkzaam als trainer, leraar and adviseur, voornamelijk op het gebied van professional organization management. Harry Starren maakt tevens deel uit van verschillende gespecialiseerde commissies en van de raad van commissarissen van meerdere bedrijven. Zvi Shalgo, CEO en voorzitter van PTL Group, heeft meer dan 20 jaar senior management posities vervuld bij diverse industriële en handelsbedrijven. Noemenswaardige prestaties zijn onder andere: ontwikkeling en implementatie van een hervormingsplan in een Joint Venture met de Chinese regering, General Manager van eetbare olie raffinaderijen in China, implementatie van de overname en transformatie van een Chinees bedrijf naar een Wholly Foreign Owned Enterprise. Sinds het jaar 2000 heeft Zvi Shalgo investeringen gedaan in diverse management bedrijven in China, die zijn samengevoegd tot PTL Group. Jan Hak is voorzitter van de GMV, branchevereniging voor machines voor de voedings- en genotmiddelenindustrie en verpakkingsmachines. Tevens is hij eigenaar en CEO van de Quaternes groep. Hierin zijn diverse bedrijven in de agro/foodsector en technologie ondergebracht, waaronder Hak & Partners. In het bijzonder heeft hij grote ervaring in de aardappelsector, wereldwijd. Jan Hak is sinds 1985 actief in China en heeft daar een groot aantal projecten uitgevoerd en meerdere bedrijven opgezet. Op dit moment ontwikkelt hij een productielocatie in de provincie Hebei voor assemblage en vervaardiging van onderdelen en machines voor de landbouw en voedselverwerking voor eigen gebruik en als toeleverancier aan derden.

3 Maarten Roos heeft sinds 2002 in de Chinese juridische sector gewerkt, en heeft in 2010 R&P China Lawyers opgericht, het eerste advocatenkantoor door buitenlanders gerund in Shanghai. Uitsluitend voor het ondersteunen van Europese MKB s die in China opereren, richten Maarten en zijn team zich onder andere op investeringen, commercie, intellectueel eigendom, belastingen en geschillenbeslechting. Zijn team was finalist in de CLP award 2011 Employment Law Firm of the Year, en sinds 2008 is Maarten jaarlijks erkend in Asialaw s Leading Lawyer Survey voor zijn expertise in bedrijfsrecht en geschillenbeslechting. Tevens is Maarten schrijver van het boek Chinese Commercial Law: A Practice Guide (Kluwer Law, 2010) over de praktische uitdagingen van het zaken doen in China. Guido Roncken is als COO van de VMI Groep verantwoordelijk voor alle operationele activiteiten (planning, engineering, logistiek, productie) voor de VMI vestigingen in Nederland, Duitsland, China, Amerika en Brazilie. De operationele activiteiten in China richten zich op logistiek (sourcing, supply, warehousing), productie en commissioning van machines. VMI heeft sinds 1996 een vestiging in China die inmiddels vier fabrieken omvat. Jan van der Donk, heeft een bachelor degree in business engineering, heeft carrière gemaakt in sourcing en supply chain management bij multinationals als Philips en ERICO alsmede bij private MKB s. In 2006 heeft hij, samen met zijn business partner Hans van Dam, het bedrijf D&D Safe Sourcing BV opgericht. Het bedrijf heeft een kantoor in Nederland en een kantoor en fabriek in Shanghai.

4 Summary Machinery and Equipment Manufacturing in China report Full version will be handed out during the seminar on October 25 th The global equipment manufacturing industry is restructuring and relocating from developed countries to emerging markets like China. The rise of the Chinese manufacturing industry in the last decades has been exceptional. According to KMPG s Global Manufacturing Outlook (2010), today China is the most common primary manufacturing sourcing location of any country (35 percent of global output). And secondly, by a clear margin countries plan to invest more in China over the next two years than in any other country (39 percent). The Chinese market is increasingly important for the Dutch economy. Right now China is already the largest importer of Dutch goods and services of the emerging BRIC-countries (a total of EUR 6.8 billion about 2.5% of our total exports), and considering the BRIC-countries China is by far the largest exporter to the Netherlands. Almost 80% of Dutch exports to China consist of goods, which include a large amount of machines, which makes up more than a quarter of the total exported goods. Machines, together with other technology products, account for more the half of our total goods exports. A study of FME-CWM, the Netherlands largest association for the Technology industry, showed that, amongst its members, the Dutch Technology companies believe that China will be the most important emerging economy for their growth abroad. The current developments in the Chinese equipment manufacturing market are very dynamic. Many large state-owned manufacturing companies are under enormous reform, and are looking for ways to become less dependable on techniques and knowledge from abroad. Chinese private companies are quickly upgrading their quality of products and their efficiency in production, and are actively looking to develop both the domestic as well as the international market. Similarly, we already mentioned the trend of international producers to relocate to China, where high-tech production becomes more and more important. The low costs advantage in China is disappearing in the Eastern coastal provinces, but quality of personnel, suppliers and infrastructure is increasing. Next to this, the Chinese domestic demand for high-tech products and production techniques is growing fast, which makes these regions now interesting locations for the Western high-tech manufacturing companies. And for most foreign companies in China the desire to sell in China means a local presence is required. Being the largest industrial sector in China, the equipment manufacturing industry is consisted of basically the full range of categories of which classified into 12 major categories: transportation equipment manufacturing industry, electrical equipment

5 manufacturing, heavy duty and mining equipment manufacturing, petrochemical and general equipment manufacturing, agricultural equipment manufacturing, construction equipment manufacturing, internal combustion engine manufacturing, machine tool and tools industry, instruments and meters, general equipment manufacturing basic components, environmental protection equipment manufacturing, food processing and packaging equipment manufacturing. In China, most of the industry s main forces lie in the eastern coastal areas. Jiangsu, Guangdong, Shanghai, Shandong and Liaoning are the top five among all the provinces in China both in terms of the number of corporations and the industrial added value and profits. However, this industry is very broad, so in most parts of China you will find equipment manufacturing activity. More details on the different parts of China can be obtain by contacting the local Netherlands Business Support Offices (NBSOs). Advanced manufacturing equipment entering China is encouraged by the Chinese central government as China is looking to upgrade this sector. An advanced equipment manufacturing sector is key in developing other important sectors such as petrochemical, new energy, aerospace, automotive etc. Some of the local governments have outlined to give support to equipment manufacturing industries in the following forms: - Financial subsidies for key industries; - Launch of innovation promotion programs. - Priority in approval of company s listing in the stock market, issuing shares, short term financing, and medium term bonds; and support banks to release loans to the companies in this industry. - Encouraging mergers and acquisitions in this industry to form large group companies. - Encouraging the international cooperation and exchanges. - Supporting the brand building of enterprises. - Exemption of import tariff and import linked VAT (Value added tax) - for importing self-use equipment, or renewal of equipment and its supporting technology components, spare parts etc. - Foreign-funded enterprises are encouraged to purchase domestic equipment and will enjoy tax reimbursement when they purchase domestic equipment. - In addition, foreign investors currently operating in the coastal regions who wish to relocate their operations to western and interior regions may enjoy streamlined administrative, tax, foreign exchange and social security related filings and approvals. It is important to note that these programs, tax agreements and benefits can differ greatly throughout the different regions (differences can even occur within the same province or city) and the different Economic zones in China.
