3 ZUID-HOLLAND IS WORKING ON THE FUTURE ZUID-HOLLAND WERKT AAN DE TOEKOMST The sea level is rising. The Dutch Randstad, one of the most densely populated areas in the world, lies for the greater extent under sea level. These challenges meet in the province of Zuid-Holland. Given the amount of closely built up cities and the growing world port of Rotterdam, space here is scarce. More space for nature and recreation is necessary to improve the social and economic climate in the Randstad. In addition we have to guarantee we will keep our feet dry in the future in this low-lying part of the Netherlands. Zuid-Holland is already tackling the weak parts of our coastline now. But we can and want to do more in Zuid-Holland. I am therefore very proud that the Innovation Platform, chaired by Prime Minister Balkenende, has asked our province to come up with a plan for our pilot project the Sand Engine. An innovative way of coastal defence, also in the long term, and creating extra surface area whereby we gain new knowledge and experience in coast safety and creating space for new nature. How? You can read that in this leaflet. In this way Zuid-Holland is preparing for a safe, dry and attractive future! De Nederlandse Randstad, één van de dichtstbevolkte gebieden ter wereld, ligt grotendeels onder zeeniveau. In de provincie Zuid- Holland komen deze uitdagingen samen. Met zoveel drukbevolkte steden, de zee als grens en de groeiende wereldhaven Rotterdam is ruimte hier schaars. Om het leefklimaat in de Randstad te verbeteren is meer ruimte voor natuur en recreatie nodig. Daarnaast moeten we zorgen dat we ook in de toekomst droge voeten houden in dit laaggelegen stukje Nederland. Zuid-Holland is al druk bezig de zwakke plekken in onze kust nú aan te pakken. Maar we kunnen en willen méér in Zuid-Holland. Ik ben dan ook trots dat het Innovatieplatform, onder voorzitterschap van minister-president Balkenende, onze provincie heeft gevraagd te komen met een plan voor het pilotproject Zandmotor. Een innovatieve vorm van kustverdediging, ook op lange termijn, en landuitbreiding waarmee we nieuwe kennis en ervaring opdoen over veiligheid en ruimte creëren voor nieuwe natuur. Hoe? 4 BUILDING WITH NATURE BOUWEN MET DE NATUUR The struggle against water is as old as the Netherlands itself. The Dutch are hydraulic engineers. Our expertise is used all over the world. But deep in our hearts we know: the sea will never be tamed. The changing climate poses new challenges for us. And the Dutch wouldn t be the Dutch if we didn t go in search of new, innovative solutions for the impending rising sea level. The Sand Engine could be such a solution. An innovative way of large-scale sand suppletion whereby we use the power of the wind and waves to create new land. Building with nature: we let the sea do the hard work. In this way we combine two objectives. We create more space for nature and recreation and the coastline becomes more solid and safer. De strijd tegen het water is zo oud als Nederland zelf. Hollanders zijn waterbouwers. Overal ter wereld wordt onze expertise ingezet. Maar diep in ons hart weten we: van de zee win je nooit. Het veranderende klimaat stelt ons voor nieuwe uitdagingen. En Nederland zou Nederland niet zijn als we niet op zoek gingen naar nieuwe, innovatieve oplossingen voor de dreigende zeespiegelstijging. De Zandmotor kan zo n oplossing zijn. Een vernieuwende manier van grootschalige zandsuppletie waarbij we de kracht van wind en golven gebruiken om nieuw land te creëren. Bouwen met de natuur: we laten de zee het zware werk doen. Zo snijdt het mes aan twee kanten. We creëren meer ruimte voor natuur en recreatie én de kust wordt robuuster en veiliger.

6 HOOK OR ISLAND? HAAK OF EILAND? It has emerged from previous investigations by Deltares, Dutch Institute for Delta Technology, that the Sand Engine can be built in various ways. Two of these fulfil the requirements stated beforehand. These two alternatives are now being worked out further in the plan study. The study is also investigating exactly where the Sand Engine will be positioned and in what shape. Uit eerdere onderzoeken van Deltares, Instituut voor Deltatechnologie, is gebleken dat de Zandmotor op verschillende manieren kan worden aangelegd. Twee ervan voldoen aan de vooraf gestelde eisen. Deze twee alternatieven worden nu verder uitgewerkt in de planstudie. Tijdens de studie wordt onder andere onderzocht waar de Zandmotor exact komt te liggen en in welke vorm. HOOK The Hook will protrude about 1.5 kilometres into the sea, in the shape of a hook. The base of the beach will be aproximately 2 kilometres wide. HAAK De Haak steekt vanaf het land ongeveer 1,5 kilometer de zee in. Op het strand ligt een basis van circa 2 kilometer breed. ISLAND The Island is oval-shaped, about 2 by 1 kilometre and lies at about 1.5 kilometres from the coast. EILAND Het Eiland is ovaal van vorm, ongeveer 2 bij 1 kilometer en ligt circa 1,5 kilometer uit de kust. EILAND - ISLAND HAAK - HOOK

7 WORLD WIDE FUND FOR NATURE WERELD NATUUR FONDS RESTORING NATURAL PROCESSES CAN BUILD RESILIENCE AGAINST THE EFFECTS OF CLIMATE CHANGE Heavy rain showers, longer periods of drought, increasing flood risks, increases in salt intrusion, these are all effects of climate change that will require us to adapt. The World Wide Fund for Nature is convinced that nature can help us cope with climate change. For example, natural areas between human settlements and water can function as buffer zones. Restoring natural processes can build resilience against the effects of climate change. As a result, we can make life safer, more appealing and often at lower costs. WWF is promoting such natural solutions, especially in delta regions which are particularly sensitive to the effects of climate change. Dat zijn allemaal gevolgen van klimaatverandering waar we ons aan zullen moeten aanpassen. Het Wereld Natuur Fonds is ervan overtuigd dat de natuur ons kan helpen om te gaan met de klimaatverandering. Neem bijvoorbeeld de natuurgebieden tussen bebouwing en water, die als buffergebied kunnen functioneren. De natuur heeft het vermogen gevolgen van klimaatverandering op te vangen. We weten uit ervaring dat dit kan door natuurlijke processen te herstellen. Hierdoor maken we het leven veiliger en aantrekkelijker, en vaak ook nog tegen lagere kosten. 8 COOPERATION With eight kilometres of beach the Westland municipality has a keen interest in safeguarding the spatial quality of the coast. The Sand Engine supplies an important contribution to this. Arne Weverling Wethouder gemeente Westland SAMENWERKING The province of Zuid-Holland is working in close cooperation with various parties, such as the Ministry of Waterways and Public Works, Delfland District Water Control Board, the Westland municipality, the Municipality of The Hague, the Zuid-Holland Environmental Federation and the World Wide Fund for Nature in executing the Sand Engine pilot project. FROM PLAN TO EXECUTION After thorough study of the possible alternatives, the consequences to nature and environment and the safety, the parties will start to build the Sand Engine in The first results of the pilot will be discussed five years after building. In case the Sand Engine proves to be effective, we will decide whether this method of building with nature is effective to extend and maintain the coast of our province in the future. Besides, Sand Engines could probably also be usefull at other places along the Dutch coast. Beautifully spacious and natural coastlines have been dreamed of world-wide for years. Sand Engines offer an innovative method of realising these dreams. The Sand Engine provides another wonderful chance to combine coastal protection and coastal expansion. Safety, more space and innovation go hand in hand in this pilot project. That is what makes the pilot so interesting. We are happy to participate in experiments whereby safety is reinforced in an innovative way. Dat maakt de pilot zo interessant. Wij participeren graag in experimenten waarbij ook de veiligheid op een innovatieve manier versterkt wordt. Adri Bom-Lemstra Voor de uitvoering van het pilotproject Zandmotor werkt de provincie Zuid-Holland nauw samen met verschillende partijen, zoals Rijkswaterstaat, Hoogheemraadschap van Defland, gemeente Westland, gemeente Den Haag, Milieufederatie Zuid-Holland en het Wereld Natuur Fonds. VAN PLAN NAAR UITVOERING Na grondige bestudering van de mogelijke alternatieven, de consequenties voor natuur en milieu, en de veiligheid, starten de partijen in 2010 met de aanleg van de Zandmotor. Vijf jaar na de aanleg worden de eerste resultaten van de pilot besproken. Als blijkt dat de Zandmotor effectief is, wordt besloten of we hem in deze vorm behouden. In dat geval komt er wellicht ook op andere plekken langs de Nederlandse kust een Zandmotor te liggen. Control Board Hoogheemraad Hoogheemraadschap van Delfland
