Onderwerp in kort bestek In het kader van het China beleid van de provincie Zuid-Holland zal gedeputeerde Lenie Dwarshuis in oktober 2009 een bezoek brengen aan de provincie Hebei, China. Als bijlage treft u het voorlopige programma van de missie aan en een lijst met deelnemers. In het kader van de water & milieu samenwerking vindt tijdens de missie een belangrijk seminar plaats en wordt de nadere samenwerking op dit thema voor de komende twee jaar vorm gegeven. Verder vinden activiteiten plaats op het gebied van onderwijs, toerisme, recreatie, kust- en havenontwikkeling. Bijzonder is dat tal van bedrijven meegaan die ook eerder aan missies van Zuid-Holland deel hebben genomen. Zij zetten verdere stappen richting samenwerking met bestaande Chinese partners of proberen nieuwe partners te vinden. Een aantal bedrijven zal een overeenkomst tekenen. Er zijn daarnaast in toenemende mate bedrijven en kennisinstellingen die ook buiten de missies om naar Hebei reizen om samenwerking verder vorm te geven. Voorbeelden zijn het Albeda college (In Baoding) en het Rotterdamse STC (in Tangshan). Dit soort projecten zal ook bezocht worden tijdens de missie. 2. Afbakening van (wettelijk) kader en partijen a. Europeeslnationaallprovinciaal wettelijk en beleidskader De reis valt binnen de vastgestelde provinciale kaders van het China beleid. b. Relatie andere interne beleidsterreinen Economie, milieu, toerisme & recreatie en water. c. Relatie externe partijen Tijdens deze missie wordt onder meer samengewerkt met de Nederlandse ambassade in China en met de stad Rotterdam (China Desk). Diverse bedrijven en kennisinstellingen participeren.

2 provincie ZUID HOLLAND 3. Procesbeschrijving en rol Staten a. Voorgeschiedenis De kaders voor het Chinabeleid zijn in 2006 door Provinciale Staten vastgesteld. Periodiek wordt gerapporteerd over de voortgang bij de uitvoering van de China programma's, ondermeer via jaarlijkse voortgangsrapportage van het China beleid en verslagen van missies. b. Waar staan we nu? De fase van beleidsuitwerking De reis naar China geldt als onderdeel van de uitvoering van het vastgestelde beleid. c. Vervolgprocedure Provinciale Staten zal na afloop van de missie een verslag ontvangen. 4. Financiële aspecten (dekking en risico's) De kosten van de missie worden gedekt binnen de in de begroting beschikbare middelen voor het China beleid (Programma 6). 3 Itinerary Official and Econornic Delegation of Province of Zuid-Holland to Hebei Province, October 2009 Sustainable Co-Development between Hebei and Zuid-Holland: Water and Environment in Rural, Urban and Coastal Areas Doelstelling De reis heeft als doel de relatie met de Provincie Hebei te consolideren en verder uit te bouwen, door Nederlandse bedrijven en kennisinstellingen te ondersteunen bij hun nieuwe of bestaande projecten in China. Als thema is er dit jaar gekozen om water- en milieuvraagstukken omtrent stedelijke en kustontwikkeling centraal te stellen. Tijdens de reis worden deelnemers in de gelegenheid gesteld kennis te maken met grote publieke projecten in Hebei op gebied van stedelijke ontwikkeling en kust- en havenontwikkeling. Duurzaamheid en de integratie van industrie, recreatie, wonen en werken staat hierin centraal. Kennis die Nederlandse designers en consultants bij uitstek in huis hebben. Beoogde resultaten en persmomenten Tijdens deze reis zal de hele groep participeren in een water- en milieucongres, dat wordt georganiseerd door de overheid van Hebei. Dit congres staat in het teken van uitwisseling van ambtelijke, bestuurlijke, wetenschappelijk een toegepaste kennis. Tijdens het congres zal de bestaande driejarige ambtelijke samenwerking tussen Hebei en Zuid- Holland op gebied van water en milieu worden geactualiseerd en worden afspraken gemaakt over de verdere invulling voor de komende twee jaar. In deze periode zal er vooral aandacht zijn voor het aanpakken van de oorzaken en gevolgen van klimaatverandering. De afgelopen 2,5 jaar is er door de Provincie hard gewerkt in het vertegenwoordigen van het Nederlandse bedrijfsleven en de kennisinstellingen in Hebei. Inmiddels zijn de eerste resultaten binnen handbereik en zullen er overeenkomsten worden getekend in Hebei tussen TNO en de Hebei University of Science and Technology omtrent op gebied van simulatie en monitoring van verkeersemissies, tussen Wuvio Chemicals en de havens van Qinhuangdao en Cangzhou op gebied van stofbestrijding in de kolen- en ertsopslag en tussen DHV en Cangzhou op gebied van water management. Onderhandeling voor andere deelnemers, onder anderen Kuipercompagnons, Nautilus Eco-Civiel, SPAN Consultants zijn ver gevorderd en kunnen tijdens deze reis, of anders binnen afzienbare tijd worden gerealiseerd. Het derde water- en milieucongres Het water- en milieucongres is de afronding van de driejarige ambtelijke samenwerking tussen Zuid-Holland en Hebei. Tijdens het congres wordt er kennis uitgewisseld op gebied van: Urban Planning & Environment: Traffic, industry, housing Climate Change & Water Management1 Coastal Development Emission control: Environmental Quality Urban Planning &Water: revitalization of canals, water in the public areas Climate Change & Environment: Clean energy, CCS, clean coal, energy saving Water Saving and Agriculture Ground Water Monitoring Water and Tourism Alle deelnemers in de delegatie zullen een presentatie geven tijdens dit congres.

4 Speciale aandacht: Toerisme Deze reis wordt er op gebied van watermanagement en ruimtelijke planning aandacht besteed aan de rol van recreatie en toerisme. De kennis op dit gebied in China is nog in ontwikkeling. De specifieke kennis in Zuid-Holland op gebied van kust- en natuurmanagement met aandacht voor recreatie is uniek en toepasbaar op de situatie in Hebei. Dit thema is tevens de eerste stap bij het introduceren van het onderwerp toerisme voor de lange termijn in de samenwerking. Provinciale ambtenaren tijdens deze delegatie zullen spreken met het Hebei Bureau of Tourism en met touroperators in voorbereiding op een later bezoek van de ZHBT aan China in Samenwerking met Ontwikkelingsbedrijf Rotterdam In samenwerking met het Co-Development Programma heeft de Chinadesk van het Ontwikkelingsbedrijf Rotterdam een gelijktijdig bezoek aan Hebei gebracht, deze in het kader van het interesseren van Chinese bedrijven voor de Nederlandse markt en de vestigingsplaats Nederland voor hun bedrijf. Hiervoor wordt een investeringsseminar gehouden op 26 oktober. Een vertegenwoordiger van PZH zal deelnemen aan dit seminar en gedeputeerde Dwarshuis aan de CE0 lunch. Tevens wordt er op 28 oktober een groot economisch seminar gehouden dat gezamenlijk door PZH, het OBR, CCPIT (Chinese kamer van koophandel) en het Provincie Hebei wordt georganiseerd. Programma voor de zakelijke delegatie in de havensteden Cangzhou en Tangshan Na het programma in de provinciehoofdstad Shijiazhuang, zullen de bedrijven in de delegatie doorreizen naar Cangzhou en Tangshan om daar kennis te maken met nieuwe relaties en besprekingen te hebben met bestaande contacten. In Cangzhou is Kuipercompagnons uitgenodigd een ontwerp te maken voor een nieuwe wijk. Op gebied van water- en milieumanagement zijn een aantal bedrijven in Cangzhou actief. In Tangshan zullen we ook het project van DHVIKOW bezoeken, de bouw van een nieuwe duurzame campus van de technische hogeschool van Tangshan. Behartigen van belangen voor het Havenbedrijf Rotterdam In juli 2009 is er voor het eerst op hoog niveau een ontmoeting geweest tussen het Havenbedrijf Rotterdam en vertegenwoordigers van de havens van de provincie Hebei. Aan deze ontmoeting wordt ook deze reis follow-up gegeven. Op dit moment wordt er met het havenbedrijf nog besproken hoe deze opvolging er precies uit moet zien.

11 DRAFT MEMORANDUM OF UNDERSTANDING Renewal of cooperation program on Water Management between Hebei Province and Zuid- Holland Province October October Background Zuid-Holland and Hebei started their mutual exchange and friendly relationships in After many years of exchange, the program between both Provinces was intensified on 27 September 2006 when several agreements were signed on cooperation in the field of water and environment management and knowledge exchange. These MoUs were signed between the South Holland Environment Department and the Hebei Environmental Protection Bureau, and the South Holland Water Department and the Hebei Department for Water Resources. Furthermore, by signing the Friendship Agreement on 21 September 2007 both Provinces laid the foundation to further strengthen cooperation in the field of economy and trade, science and technology, education, and other topics, which was further intensified by a Cooperation Agreement signed in November 2007 This Memorandum of Understanding is considered to be renewal of the agreement signed in September 2006 between the South Holland Water Department and the Hebei Department of Water Resources. 2. Evaluation of First Period (September September 2009) Over the past three years mutual work visits and the water and environment conference of June 2007 contributed greatly to knowledge exchange and the cooperation program. The cooperation was organized government to government, but often jointly presented by national government agencies, knowledge institutes and companies. Also, the relationship to Chinese national law and EU-law as compared to the Provincial laws was discussed. The topics that were discussed between the water experts were: Groundwater management and licensing, surface water management and licensing, laws and regulations in EU, national, and provincial water management, public participation in water management, sustainable water management, managing non-point sources of pollution in water storage areas, climate change, integrated approaches of water management, water policy, and water-saving technology in greenhouses. As a result, both sides have learned new methods and new ideas in the field of water management, especially in the field of managing non-point sources of pollution, which wil1 contribute to better water management in each Province and wil1 create business opportunities for Dutch and Chinese technology and equipment companies. Moreover, South Holland has now a good view of the water system in Hebei en the problems they are facing with and vice versa. So the last 3 -years forms a good basis for further cooperation. 3. Program contents for the period October October 2011 This MoU renews the program from October 2009 to October The focus in those years wil1 be on: l. the water development and management project between governments, 2. the groundwater monitoring and management, 3. the countermeasure of flood control and antidraught system in the scenario of climate change. Furthermore the following topics wil1 receive attention: Drinking water availability, Efficient water use in agriculture and Spatial Planning (water management for port development, urban and rural development).

12 4. Methods The both governments hereby set out agreements on collaborations in the next two years. The government to government exchange program wil1 pay more attention to involving universities and companies in the program, as wel1 as other Provincial and National departments. When the cooperation of such other departments - regarding knowledge and competences - is necessary for success, parties wil1 seek to include these departments in the cooperation (for instance by exchange programs or courses) 4.1 Information exchange Through the website information can be exchanged. Furthermore, both sides wil1 provide regular news updates on decision making and policy making with regard to Water Resources in English. 4.2 Mutual visits and training The mutual exchange visits wil1 continue by the organization of a cross-board conference once a year, in order to develop and review the mutual work. Involve the massive enterprises, colleges and universities, and knowledge institutions int0 this program, and continuously extend partnership between two provinces int0 a new stage. Besides the visits emphasis wil1 be laid on a training program on water management and the management process in each Province. 4.3 Public Private Partnership and Matchmaking The information exchange and mutual visits should be organized in close cooperation with universities and companies, so that technology and equipment questions can be dealt with adequately. However, equipment and technology wil1 not be provided by the companies without payment and proper licensing. 5. Finance Both sides wil1 finance their own costs and international travel. In case of mutual visits the host wil1 arrange for transport and meals during the visits. 6. Signed Done in Dutch, Chinese and English. This intent is signed on Shijiazhuang, both texts being equally authentic. As a result, both sides have learned new methods and new ideas in the field of environmental management which will contribute to better environmental management in each Province and will create business opportunities for Dutch and Chinese technology and equipment companies. 3. Program contents for the period October October 2011 This MoU renews the program for the period October October in which the following topics will receive attention:

14 Climate change (with focus on clean coal and reduction of greenhouse gasses) How to connect world-wide policy making with best practices developed in Hebei and Zuid-Holland. The Europe-sponsored development of Carbon Capture and Storage in Rotterdam area needs further development in which we can learn from each other. The use of European and Chinese trade systems also has to be considered in this respect. With regard to renewable energy the focus might be on using wind-energy. With regard to energy-efficiency the focus might be on using heat fiom industry and agribusiness.. Total Emission Control (working with national and regional ceilings) One of the instruments of emission control is the use and enforcement of national and regional ceilings for pollutants. How are those ceilings used in permitting and reduction of emissions of al1 actors, as well industrial as traffic related. Comparison of both systems and learning fiom each other. Technology used to reach the targets. Management of the licensing process and enforcement of licenses How to organize licensing and enforcement in an effective and efficient way. Also to be considered is the cooperation with municipalities (and counties) in both provinces on this topic. Spatial planning ( with focus on traffic and environment) Emission of Industries are reduced, but in both Hebei and Zuid-Holland we see situations in which urban development comes closer to that industries. How to deal with these issues of spatial planning in relation with environment factors. How to use models to help making the good choices. Air quality as well as noise reduction should be environment aspects to be included Pharmaceutical Wastewater treatment More specific than COD reduction in general, is the reduction of COD and other pollutants from the pharmaceutical industries. Hebei Academy of Environmental Sciences has the China expertise centre for this type of wastewater. So learning more of each other in this field and a more in-depth approach is important. Cornmunicating sustainabilitv to the people Both Hebei and Zuid-Holland province have programs focussed on awareness-rising of the importance of sustainability and sustainable behaviour of the people. Comparison of the programs and leaming from each other is important. Concrete project is the realizing of a documentary in cooperation with Hebei and Dutch Television on communicating sustainability. 4. Methods The government to government exchange program will pay more attention to involving universities and companies in the program, as well as other Provincial and National departments. When the cooperation of such other departments - regarding knowledge and competences - is necessary for success, parties will seek to include these departments in the cooperation..
