1 Uitvoeringsregeling OER Bachelor of Maritime Operations ( voltijd) Hoofdstuk 1 Algemene bepalingen Uitvoeringsregeling OER HZ 1.1 algemeen De onderwijs- en examenregeling (OER HZ) omvat de kern van de onderwijs binnen de HZ. Dat document geeft een algemeen beeld van alle opleidingen die door de HZ worden verzorgd. De OER HZ bevat instellingsspecifieke bepalingen, die dus voor de gehele HZ gelden. Voor elke opleiding wordt jaarlijks door het college van bestuur een opleidingsspecifieke Uitvoeringsregeling OER HZ (hierna: Uitvoeringsregeling) vastgesteld. 1.2 opleidingscommissie De opleidingscommissie wordt in de gelegenheid gesteld om voorafgaand aan de vaststelling van de betreffende Uitvoeringsregeling advies uit te brengen aan het college van bestuur De opleidingscommissie beoordeelt jaarlijks de wijze van uitvoering van de onderwijs- en examenregeling en de betreffende Uitvoeringsregeling. 1.3 academiedirecteur De betrokken academiedirecteur is verantwoordelijk voor: a. de uitvoering van de OER HZ; b. invulling en uitvoering van de Uitvoeringsregeling; c. jaarlijkse evaluatie ten behoeve van het college van bestuur van de OER HZ en de Uitvoeringsregeling, waarbij hij het tijdsbeslag weegt voor de studenten, dat daaruit voortvloeit ten behoeve van de bewaking en zo nodig bijstelling van de studielast (art WHW); d. voorbereiding van aanpassingen van de Uitvoeringsregeling. Hoofdstuk 2 Uitvoeringsregeling OER HZ 2.1 Inschrijving, vooropleidingseisen en toelatingsbeleid 1

3 2.1.2 Deficiëntie-onderzoek (art. 2.4 OER HZ) (art. 2.3 lid 4 OER HZ - mbo) De bezitter van een diploma die niet voldoet aan de voorwaarden voor inschrijving (deficiëntie) kan worden ingeschreven onder de voorwaarde dat blijkens een onderzoek wordt voldaan aan inhoudelijk daarmee vergelijkbare eisen. Aan deze eisen moet zijn voldaan voor aanvang van de opleiding (artikel 7.25 lid 5 WHW). Dit onderzoek wordt namens het college van bestuur uitgevoerd door de examencommissie. Bij inschrijving voor de opleiding Bachelor Maritime Operations bestaat het onderzoek uit: schakelcursussen inclusief examens op tenminste Havo niveau voor natuurkunde en wiskunde, welke met een 5,5 of hoger moeten worden afgerond voor 1 september Aanvullende eisen (art. 2.5 OER HZ) Voor de opleiding Bachelor Maritime Operations gelden de volgende aanvullende eisen. Bezit van een geneeskundige verklaring, waaruit blijkt dat betrokkene medisch geschikt is voor de uitoefening van het beroep van Maritiem Officier. (Bijlage 1 bij artikel 2 van de regeling aanvullende eisen hoger onderwijs en kunstonderwijs 2007 van de Staatscourant 2011 nr. 4421, 15 maart 2011) Toelatingseisen werkkring bij deeltijdopleiding (art OER HZ) N.v.t. omdat het hier een voltijd opleiding betreft Toelatingseisen werkkring bij duale opleidingsvariant (art OER HZ) N.v.t. omdat het hier een voltijd opleiding betreft 2.2 Inrichting opleiding en onderwijs Opleidingsprofiel (art 3.2 OER HZ) De praktijkgerichte opleiding Maritiem Officier van de HZ bereidt je voor op een uitdagende, grenzeloze carrière op zee of aan wal. Je leert hoe je een schip moet runnen en onderhouden, navigeren, laden, lossen en meer over de veiligheid en de techniek. Je leert omgaan met hypermoderne elektronische apparatuur en geavanceerde computer- en communicatiesystemen. Ook de zorg voor de bemanning, de lading en het milieu maak je jezelf eigen. Professionals die in de 3

4 scheepvaart en de maritiem verwante bedrijven werken, zijn schaars. Daarom geven Nederlandse reders nog steeds een baangarantie af aan studenten van de hbo-opleiding Maritiem Officier Competenties (art 3.2 OER HZ) Beschrijving van de competentie van de opleiding: 1 Performing navigation tasks on ships of unrestricted gross tonnage and propulsion power at both operational level and, upon gaining experience, at management level, in such a manner that safety and economy come foremost. 1.1 a voyage. 1.2 Watch keeping at sea. 1.3 Manoeuvring. 1.4 Respond to emergencies. 2 Performing cargo handling and stowage tasks on ships of unrestricted gross tonnage and propulsion power at both operational level and, upon gaining experience, at management level, in such a manner that safety and economy come foremost. 2.1 Plan and ensure safe loading, stowage, care during the voyage and unloading of cargoes. 2.2 Monitor the loading, stowage, securing, care during the voyage and the unloading of cargoes. 2.3 Inspect and assess defects. 3 Controlling the operation of the ship and care for persons on ships of unrestricted gross tonnage and propulsion power at both operational level and, upon gaining experience, at management level, in such a manner that safety and economy come foremost. 3.1 Monitor and control compliance with legislative requirements and measures to ensure the protection of the marine environment (including the prevention of pollution). 4

6 6.1 Maintain marine engineering systems including control systems. 6.2 Organize and maintain maintenance and repair procedures and surveys. 6.3 Detect and identify the cause of machinery malfunctions and correct faults. 6.4 Ensure safe working practices. 6.5 Maintain the operational condition of life-saving, fire-fighting and other safety systems. 6.6 Maintenance of electrical equipment. 6.7 Use of tools & materials for fabrication, maintenance, faulthfinding and repair on ships. 7 Performing radio communication tasks as required under GMDSS certification as well as under routine operation demands on ships of unrestricted gross tonnage and propulsion power, in such a manner that safety and economy come foremost. 7.1 Transmit and receive information using GMDSS subsystems and equipment and fulfilling the functional requirements of GMDSS. 7.2 General communication relevant to navigation. 8 Performing tasks regarding emergency, occupational safety, medical care and survival functions on ships of unrestricted gross tonnage and propulsion power at both operational level and, upon gaining experience, at management level, in such a manner that safety and economy come foremost. 8.1 Survive at sea in the event of ship abandonment. 8.2 Prevent, control and fight fires on board. 6

Maritime legislation, for instance IMO, STCW '95 (incl. Manila Amendments) says that a Maritime Officer must be able to: - plan the ship's voyage, - determine the ship's position, - use bridge equipment, instruments and tools in support of watch keeping. Merchant marine vessels have large engines which you cannot start by simply turning the key. A lot of checks have to be performed and auxiliary systems, necessary for the running of the main engine, such as cooling water pumps, lubricating oil pumps etc., have to be started first. In this module a lot of technical principles will be taught and trained, such as the principles of diesel engines, their alarm monitoring systems with signals such as pressure, temperature, level and flow are being measured. Zo wordt de kwaliteit van producten die je maakt, zoals stageverslagen en afstudeerscripties steeds beter aangezien een duidelijke verantwoording van die producten bijdraagt aan de betrouwbaarheid, uitwisselbaarheid en reproduceerbaarheid (LOOWI, 2010). Beknopte beschrijving van cursusinhoud: Ship engineers operate, maintain, and repair propulsion engines, boilers, generators, pumps, and other machinery on merchant marine vessels. Engineers stand periodic watches, overseeing the safe operation of engines and machinery. Fixing, servicing, aligning, setting up, adjusting, and testing machines, devices, moving parts, and equipment that operate primarily on the basis of mechanical principles. To do so technical drawings are used. For better understanding of these drawings students learn how they are made by making them themselves. Using technical drawings students learn how to produce certain machinery on hands-on training. Therefore they must know how to use tools and other equipment. To use them properly experience is mandatory which is why this course is mostly performed by on-hand training. To work safely shop safety (VCA) is taught as well. Also how do you organize your Security on board (ISPS code). Beknopte beschrijving van cursusinhoud: Navigating a ship in a safe way is a difficult task. In order to master this competence you are trained on the radar simulator. In order to sail safely it is very important to have excellent knowledge of the collision regulations at sea. In order to apply the regulation correctly you must be able to use the radar / ARPA properly. The intended voyage plan depends upon a proper analysis of the expected weather. When sailing (in the real world) the expected marine weather is an important issue. Therefore the weather forecast must be taken into account.
