5 RES-H Policy Stakeholder consultation on RES-H/C targets 1 Introduction 1.1 The RES-H Policy project The project "Policy development for improving RES-H/C penetration in European Member States (RES-H Policy)" aims at assisting Member State governments in preparing for the implementation of the forthcoming Directive on Renewables as far as aspects related to renewable heating and cooling (RES-H/C) are concerned. Member States are supported in setting up national sector specific 2020/2030 RES-H/C targets. Moreover the project initiates participatory National Policy Processes in which selected policy options to support RES-H/C are qualitatively and quantitatively assessed. Based on this assessment the project develops tailor made policy options and recommendations as to how to best design a support framework for increased RES-H/C penetration in national heating and cooling markets. The target countries/regions of the project comprise Austria, Greece, Lithuania, the Netherlands, Poland and UK countries that represent a variety in regard of the framework conditions for RES-H/C. On the European level the projects assesses options for coordinating and harmonising national policy approaches. This results in common design criteria for a general EU framework for RES-H/C policies and an overview of costs and benefits of different harmonised strategies. 1.2 This report One of the core objectives of the RES-H Policy project is to support Member States in setting up national sector specific 2020/2030 RES-H/C targets. For this purpose an overview has been compiled of potentials for renewable heating and cooling technologies, based on a literature survey. The data ranges following from this research have been taken as an input for a stakeholder consultation, which has been carried out by means of a questionnaire. The current report introduces the questionnaire and describes how it has been used in the Dutch policy workshop, which has taken place on September 15 th,

6 Stakeholder consultation on RES-H/C targets RES-H Policy 2 Framework of the stakeholder consultation on RES-H/C potentials This part of the report describes the general framework and the setting of the stakeholder consultation and the way the questionnaire has facilitated the discussion during the workshop. 2.1 Objective The core objective of the stakeholder consultation is to receive a clear image of the stakeholder s opinions regarding the RES-H/C targets for the Netherlands until 2020 and However, it is not so much the quantitative results of the consultation that mattered. More importantly, the objective can be broken down into the following aspects: Firstly, get in touch with the stakeholders and to initiate a discussion process, Secondly, the questionnaire should be guidance for the workshop discussion, and Thirdly, to derive areas of consent and areas of dissent with respect to the target setting for various sectors and technologies. The questionnaire aided in successfully addressing all three aspects. 2.2 The questionnaire The questionnaire default format has been modified and extended for the Dutch audience. The full questionnaire (12 pages) is included in Section 5 of this report. Namely, it is difficult to pronounce on the contribution of renewable heating and cooling options without knowing the context of other renewable energy carriers. As it appeared, the Netherlands consider an important contribution of RES-E in the overall target realistic. Another aspect that facilitated the discussion during the workshop has been the part on the share of RES within the final demand of each energy carrier type: electricity, heat and transport.

7 RES-H Policy Stakeholder consultation on RES-H/C targets In order to put the growth rates in perspective, the data ranges for the potentials have been converted into an amount of doublings of the current capacity. This parameter is an aid in imagining the installation effort for each technology. As an example, the 2020 data range for solar thermal would require approximately three doublings over the coming ten years, which is a challenge. Also, the data ranges were broken down into data ranges per end-use sector (households, industry and services) and as an aid to the target audience it was calculated what would be the share of renewable heat for each individual sector. This appeared to be useful as well. 2.3 Target group and responses The questionnaire was sent to approximately 25 stakeholders, the same group that was invited to the workshop (in total 16 stakeholders attended the meeting). This group is considered to be very representative for the Dutch renewable energy sector: policy makers from ministry levels, industry associations, installation sector and non-governmental organizations were present. The questionnaire was made available digitally, in a common file format that allowed for (limited) editing possibilities. This was done for the comfort of the target audience. People have been asked to send the filled-in questionnaire to ECN before the meeting or to bring the filled-in questionnaire to the workshop. Most attendants opted for the latter option, and no stakeholder has sent it through mail, even though the submission deadline was put two weeks after the workshop. The questionnaires have not been collected at the end of the workshop, as all participants expressed clearly their opinions and concerns in the discussion. The questionnaire was considered very useful in the discussion during the workshop. The results of the discussion have been listed in the next section. 7

8 Stakeholder consultation on RES-H/C targets RES-H Policy 3 Qualitative results The results from the discussion during the workshop, based on the questionnaire that was communicated to the audience before the meeting, have been laid down in the minutes of the meeting (deliverable D8 of the RES-H Policy project). The most important remarks and suggestions regarding the potentials from this document will be repeated in this section, as it is very useful input to the project. The sections below are a selection of comments that have been expressed during the workshop on September 15 th, See deliverable D8 for a complete overview. During the presentations, there were already discussions and critical comments. One of the objectives, aimed at getting feedback on the proposed ranges for achievable goals per renewable heating option, was not realised. The participants found it difficult to comment on the ranges for renewable options, because they did not know the underlying assumptions. The maximum for solar water heaters and heat pumps can be estimated by looking at boiler replacements. It was also impossible to make statements about each single option, but it was concluded that a maximum of 200 PJ in 2020 is feasible. ( ) About the current scheme for Renewable Heating of SenterNovem: the subsidy budget is not exactly on schedule when you look at the number of years still to go, but this can be explained: private individuals are partly targeted, and their registering is meeting expectations. However, the registry of housing cooperatives falls short of expectations, because the More with Less programme is running behind schedule. Moreover, the amount that is mentioned is not correct: the correct amount is 66 million. The advice of the WKO Taskforce (underground heat and cold storage) on simplification of the permit granting procedure does not apply to deep geothermal, because this is covered by the Mining Act. The proposed fund for the insurance of deep geothermal drilling is currently in Brussels for approval. The fund is not yet available. For biomass plants, the choice of whether or not to supply residual heat may lead to additional investment, if heat supply is opted for. It remains to be seen if there are any plants at all that have not yet properly arranged contracts for heat supply in the planning stage. If heat supply is desired, this must be arranged in the planning stage. Existing coal-fired plants have MEP ordinances for co-firing of biomass up to About the share of renewable heating in the updated reference projection of early 2009: EPCtightening before the year 2020 is not included and the renewable heating scheme will not be continued after Heat pumps in Dutch statistics: the increase between 2006 and 2008 is primarily attributable to statistical adjustment, because air heat pumps were recently included. 8

9 RES-H Policy Stakeholder consultation on RES-H/C targets It is expected that the hybrid boiler will become successful rapidly, because large foreign companies are involved. Heat supply is not a good option for new coal-fired plants, because of the large distances and because of the low temperature of residual heat: 25 to 40 C. Biomass co-incineration: 0.7 PJ of heat in the statistics comes from the coal-fired plant Geertruidenberg. Since this is only one installation, it seems more appropriate to make bilateral agreements rather than generic policy for all coal-fired plants in relation to renewable heating. The success of solar thermal systems in Austria can partly be explained by the energy mix in that country: domestic fuel oil and wood. Prospects in countries with (cheap) natural gas as main energy carrier, as for example in the Netherlands, are less favourable. ( ) The allocation of the EU target of 14% should be a breakdown of the contribution of renewable electricity, biofuels and renewable heat. The assessment of these contributions can be done on the basis of their cost effectiveness, for example. In that case the cost of incentives by the government (e.g. grants) and expected cost reductions should be included. The source that was used for renewable heat potentials (Harmsen 2007) assumed immediate implementation. Two years have already passed at this point. In non-residential constructions, a sustainability level of 40% has already been reached according to a report possessed by the Dutch Ministry of Economic Affairs. Installing electric heat pumps in new non-residential constructions is now standard procedure, and underground heat storage is included if possible. A fast implementation option is to deploy bio-chp or deep geothermal for existing district heating networks at the time of replacement investment. Underground heat/cold storage without heat pumps can t be included to meet the European target. For the Netherlands it would provide a great opportunity as an export product or at least for the export of knowledge, and therefore it is interesting to see whether it could become an accepted option for reaching the European targets after all. Check the EU method of calculation for the contribution of heat pumps. This could involve more than 4 PJ. The Taskforce WKO states that there is a potential of 100 PJ (but this would only count for 50% in the definition). Breakthroughs are needed in existing buildings, because new constructions alone will not lead to sufficient growth. Biomass is less available due to their deployment for green feedstock (which is not covered by the European target). ( ) 9

This report, which dates from 2007, assumes immediate implementation of the renewable technologies. At the time of the workshop, two years have already passed, which means that generally all potentials are overestimates. In the RES-H Policy D6 report (to be published), this suggestion will be taken up and adjusted potentials will be formulated. 10

12 Vragenlijst Ter voorbereiding op de RES-H Policy workshop Den Haag, dinsdagmiddag 15 september 2009 Realiseerbare potentiëlen voor duurzame warmte- en koudeopties Het project Policy development for improving RES-H/C penetration in European Member States (RES-H Policy) heeft als doel om regeringen van de Europese lidstaten bij te staan bij de voorbereiding van de uitvoering van de nieuwe richtlijn inzake hernieuwbare energiebronnen (2009/28/EC) voor het deel hernieuwbare warmte en koude (RES-H/C). De bedoeling is om lidstaten te ondersteunen bij het opzetten van nationale RES-H/Cdoelstellingen voor de zichtjaren 2020 en Deze vragenlijst is bedoeld om de grenswaarden vast te stellen voor de mogelijke bijdrage van duurzame warmte en koude op de genoemde termijn. Deze grenswaarden zullen dan in een volgend stadium gebruikt worden bij het evalueren van beleidsopties om tot de betreffende realisaties te komen. Op grond van deze evaluatie zal het project beleidskeuzes en aanbevelingen formuleren voor het beste beleidsinstrumentarium om de penetratie van RES-H/C in de nationale energiehuishouding te bevorderen. De cijfers die genoemd worden op de volgende pagina s zijn bedoeld om een idee te geven van de mogelijkheden en zijn vooral bedoeld om de discussie te faciliteren. Het gaat niet zozeer om de precieze cijfers, wel om de ordegroottes. Het is niet nodig om te reageren voor alle typen van duurzame energie. U kunt zich beperken tot de opties waarvan u de meeste kennis hebt. Merk op dat de gegevens zijn weergegeven op een vrij hoog aggregatieniveau. Het is dus vaak niet eenvoudig om na te gaan wat de bijdrage kan zijn van een individuele techniek. Dit is met opzet gedaan, omdat het hier gaat om een inschatting van de ordegrootte van het realiseerbare potentieel. Indien u meer detail wenst aan te geven voor een specifieke techniek dan kan dat. Gebruik hiervoor de open commentaarvelden. De gepresenteerde cijfers zijn weergegeven als productie van de hoeveelheid nuttig opgewekte warmte, kortweg aangeduid als warmteproductie. Dat betekent voor bijvoorbeeld biomassa dat er een grotere hoeveelheid energiedragers nodig geweest is voor de opwekking ervan (de verliezen zijn buiten de cijfers gehouden). 13 Algemeen Deze vragenlijst neemt de Europese definitie en doelstelling als uitgangspunt. Dat betekent: 1. Het aandeel duurzaam wordt uitgedrukt als een percentage van het bruto finale energieverbruik (omzettingsverliezen en verbruik als grondstof blijven buiten beschouwing, netverliezen evenwel niet); 2. Het aandeel duurzame energie dat in het jaar 2020 bereikt moet zijn bedraagt 14%. Dit betreft dus de som van elektriciteit, warmte en biobrandstoffen. Uit scenario-analyses die Energieonderzoek Centrum Nederland (ECN) heeft uitgevoerd (Daniëls 2009) blijkt dat het bruto finaal energieverbruik in het jaar 2020 rond 2500 PJ zou kunnen liggen. Dit wordt voor het gemak hier als uitgangspunt genomen. Ter vergelijking: in het jaar 2005 bedroeg dit ongeveer 2200 PJ (1 PJ = 1 Pètajoule = Joule = ktoe). De bovengenoemde 14% zou dan betekenen dat in het jaar 2020 in totaal 350 PJ uit hernieuwbare bronnen afkomstig zou moeten zijn. De eerste vraag is welk aandeel respectievelijk elektriciteit, warmte en biobrandstoffen voor hun rekening nemen om de 350 PJ in te vullen. Een eerste inschatting is afgebeeld in onderstaande figuur (refererend aan het jaar 2020): Onderverdeling van de Europese doelstelling van 14% per type hernieuwbare energiedrager (samen 100%) 24% 23% Warmte Elektriciteit Transport 53% Geef in hieronder uw reactie en eventueel uw alternatieve suggesties (kruis aan wat van toepassing is). 15 Het is ook mogelijk om per type energiedrager (elektriciteit, warmte en biobrandstoffen) te kijken welk aandeel van de vraag door hernieuwbare bronnen zou worden ingevuld, op basis van bovenstaande onderverdeling. 16 De technieken De vragen hierna hebben betrekking op de technieken die ingezet kunnen worden voor de opwekking van duurzame warmte en koude. Eerst volgen twee open vragen, daarna leggen we u enkele schattingen voor. Van welke technieken voor de opwekking van hernieuwbare warmte en koude verwacht u een belangrijke bijdrage voor het jaar 2020? Van welke technieken voor de opwekking van hernieuwbare warmte en koude verwacht u een belangrijke bijdrage voor het jaar 2030? 5

17 De mogelijke rol van duurzame warmtetechnieken in de jaren 2020 en 2030 (maximaal realiseerbare potentiëlen) Hieronder wordt voor drie technieken (biomassa, warmtepompen (lucht/bodem) en diepe geothermie en zonnewarmte) een range gegeven voor de hoeveelheden energie die in de jaren 2020 en 2030 opgewekt zou kunnen worden. Ter referentie staat in onder de kolomnaam wat bij benadering de huidige realisatie is. In het onderste gedeelte van de tabel kunt u aangeven of deze cijfers - volgens u - te hoog of te laag zijn. Mogelijke realisatie (PJ) in een zeer gunstig geval: het maximaal realiseerbaar potentieel. Omdat de cijferrange soms lastig te interpreteren is, wordt in deze rij weergegeven hoeveel verdubbelingen ten opzicht van vandaag dit zou betekenen. Een andere maat om te kunnen beoordelen of de datarange in de bovenste rij reëel is, is door aan te geven welke constante jaarlijkse groei hiervoor nodig zou zijn. Dat wordt hier aangegegeven. Voor de ranges in bovengenoemde tabellen zijn in de figuren gemiddelde waarden genomen. In het commentaarveld onder de figuren kunt u aangeven wat u vindt van de onderverdeling. 21 Het belang van hernieuwbare warmte in de gebruikssectoren in de jaren 2020 en 2030 (maximaal realiseerbare potentiëlen) Het huidige aandeel van hernieuwbare warmte en koude in de finale vraag bedraagt ongeveer 2% (ruim 22 PJ). De totale nuttige warmteproductie in 2008 bedroeg 1093 PJ. 22 Kent u rapporten over potentieelschattingen voor Nederland van individuele technieken, die zeker meegenomen zouden moeten worden in het RES-H Policy project? Geef dat dan hieronder aan. Hebt u suggesties over efficiënt en effectief beleid voor duurzame warmte en koude in Nederland? Vaak wordt gezegd en geschreven dat informatiebeschikbaarheid een belangrijke bottleneck is voor het succes van duurzame warmte- en koudeopties. Dit betreft informatie naar consumenten, maar ook naar installateurs, woningbouwcoöperaties en architecten. In Nederland is veel informatie slechts decentraal te vinden, en alleen wanneer je weet wat je zoekt. Hoe kijkt u aan tegen het idee om met vertegenwoordigers van alle opties voor duurzame warmte en koude een internetplatform op te richten, met het doel om de informatieoverdracht naar stakeholders te vereenvoudigen?
