NAM. Bovengenoemde maatregelen hebben uiteraard en onmiskenbaar ook impakt op Simwell en het programma dat Simwell biedt.

1 LS Pagina 1 van 2, April 3, 2012 Al jaren kan er op het IWCF certificaat voor Drilling en Well Intervention verkregen worden. Wij gaven daarvoor een korte kursus en zijn gerechtigd om namens IWCF het bijbehorende examen af te nemen. Jarenlang werd de mogelijkheid geboden aan personen die geen behoefte hadden aan de voorbereidende training om slechts alléén het examen te doen. Voordeel hiervan was dat de kandidaat slechts korte tijd afwezig was van zijn normale werkzaamheden. Er is in de naweën van de BP Macondo ramp met de Deepwater Horizon een hevige discussie ontstaan tussen de grote operators en regelgevers in verschillende regio s. Zo ook is er in Europa en in het bijzonder rond de Noordzee, kritisch gekeken naar de bestaande trainingen en certificering voor personeel dat op de diverse rigs en produktie-installaties werkt. Zo werd ook het IWCF programma tegen het licht gehouden. Uitkomst van dit onderzoek was dat het IWCF examen alléén niet voldoende waarborg gaf voor de kennis en vaardigheid van de betreffende persoon. Voortaan moet elke kandidaat een goedgekeurde training ondergaan voorafgaand aan het IWCF examen. De exam-only optie is dus al enige tijd niet meer toegestaan. De kwaliteit van de cursus wordt gemonitord door IWCF middels een accreditatie proces en audits daar op. Dit houdt in dat IWCF de structuur en het niveau van de well control trainingen bepaalt. Hiervoor hanteert zij strenge regels. Training centra die hier niet aan voldoen zullen hun bevoegdheden om het IWCF programma aan te bieden, verliezen. Bovengenoemde maatregelen hebben uiteraard en onmiskenbaar ook impakt op en het programma dat biedt. In het kort houdt het voor de kandidaten in dat zij enkele dagen op (of ieder ander training centrum) een cursus moeten ondergaan, gevolgd door het examen. Wij zijn ons er van bewust dat dit complicaties met zich meebrengt voor de planning van u en uw personeel. Zij zijn meerdere dagen niet inzetbaar voor hun functie. Voor de duidelijkheid: het examen op zich verandert niet. - Drilling 4 dagen cursus + ½ dag examen - Well Interventie 3 dagen cursus + ½ dag examen - Tot nader order zijn de verkorte zgn. refresher cursussen niet meer toegestaan. Er wordt evenwel verwacht dat IWCF nadere criteria zal vastleggen voor dergelijke verkorte herhalingscursussen. Dit zullen echter op zichzelf staande cursussen zijn en dus niet parallel gegeven worden met de basiscursus. Ook zullen de kandidaten aan nog nader te bepalen criteria moeten voldoen. IWCF biedt al enige tijd de mogelijkheid om vanaf 2 maanden voor het verstrijken van de geldigheid van een huidig certificaat, een cursus met examen te volgen, waarbij de geldigheid van het nieuwe certificaat aansluit op de vervaldatum van het oude certificaat. Dit ter voorkoming van overlappende en kortere geldigheid. Men dient er voortaan op toe te zien dat men tijdig actie onderneemt wanneer de verloopdatum van een certificaat dichterbijkomt. Even snel examen doen is, zoals vermeld, niet meer mogelijk. Z.O.Z.

2 Pagina 2 van 2 Voor drilling contractors is het belanrijk om te weten dat er naar gekeken gaat worden dat Drillers ook een Drillers-certificaat bezitten. Veel drilling contractors verlangen van hun drillers dat zij het Supervisor niveau beheersen. Men dient zich echter te realiseren dat het 2 verschillende certificaten zijn en dat het Supervisor-certificaat géén combinatie is van Driller en Supervisor. Een Supervisor wordt niet getest op het uitvoeren van specifieke Drillers verantwoordelijkheden en taken. Het is dus nu zo dat veel Drillers niet correct gecertificeerd zijn. Het ondergaan van training en het hebben van de correcte certificaten is de verantwoordelijkheid van het bedrijf waarvoor de Driller werkt. Dit is een punt van aandacht waar nog veel over gediscussieerd wordt. In geval een drilling contractor toch verlangt dat een Driller de verantwoordelijkheden en taken van een Drilling Supervisor moet kunnen overnemen, dient hij dus apart het Supervisor certificaat te behalen. Niet voldoen hieraan kan in geval van escallaties, juridische implicaties vormen. Voor de volledigheid vermeld ik erbij dat deze beslissing is genomen door het IWCF, dat daarin gemotiveerd is door de diverse overheden en andere regelgevers. Dit is niet een beslissing van. Ook voor brengt dit veranderingen met zich mee. Onze instructeurs zullen meerdere dagen bezig zijn met instructie en dus andere werkzaamheden niet kunnen verrichten. We zullen ook genoodzaakt om onze kursus-planning hier op aan te passen. U dient te beseffen dat u niet de enige bent die door deze maatregelen wordt getroffen. IWCF neemt jaarlijks Drilling examens af en Well Interventie examens, op meer dan 200 centra verspreid over de hele wereld. De nieuwe regels gaan per direkt in. (heden) Ik voeg bij deze brief een kopie van het schrijven van IWCF aan al haar leden dat wij onlangs ontvangen hebben. We have provided a short course for this and are accredited by IWCF to have their exams taken. For many years it has been optional to attend the course pre-ceding the exam and one could decide to do the exam-only option. The big advantage of this was that the delegate was unavailable for his normal duties for a very short period. Only one or two days. In the Macondo Deepwater Horizon aftermath, strong discussions were held between operators, regulators and contractors in the regions. In Europe, and especially around the North Sea, everyone took a very critical look at the existing training and certifications provisions for personnel working on various rigs and production installations. As part of this investigation the IWCF program was scrutinized. The result of the evaluation was that the IWCF exam (without the associated training) was considered insufficient as a benchmark for a person s knowledge and skills. In the future every candidate must undergo an approved training program in advance of the IWCF exam. The exam-only option is no longer permitted. The quality control of the training course will be executed by IWCF s course accreditation scheme and audits. This entails that IWCF controls the content and level of the appropriate well-control courses. To do this a strict protocol is maintained. Training centres that are not in compliance with the rules will face suspension or may even lose their accreditation altogether. The above mentioned measures will inevitably have a big impact on and the training program that we offer. In short it means that the delegates will spend more days at (or any other training centre) to undergo the appropriate training, followed by the exam. We are very much aware of the complications that this will cause for the planning and scheduling of your personnel. They will not be available at work for several days. For clarity, course timings are required to be as below, however the exam itself does not change. - Drilling 4 days course + ½ day exam - Well Intervention 3 days course + ½ day exam - Until further notice the short refresher courses are no longer permitted, although it is anticipated that IWCF will formulate criteria to allow for shorter length repeat (refresher) courses in the near future. These will be stand alone courses. IWCF already offers, and has done for quite some time, the possibility to attend the course and sit the exam within 2 months ahead of the expiry date of a person s current certificate. The new certificate will be dated on the day following the expiry date of the current certificate. Like this there is no time lost due to the overlapping periods. It is very important that one keeps track of time and validity of certificates. Especially when coming near to the expiry date. The quick course and exam solution is no longer possible, as mentioned before. P.T.O.

4 Page 2 of 2 It is also important to realize for drilling contractors that it will be looked at if Drillers are actually certified as Drillers, when this is their function. Many drilling contractors send their Drillers to a Supervisor program believing that this covers all. This is not the case. These are two different certificates. The Supervisor certification does not cover both Drillers and Supervisors requirements. A Supervisor will not be tested at specific tasks and responsibilities that Drillers have. At present it is the case that a lot of Drillers are therefore not correctly certified. Having the correct certificate is the responsibility of the employer who puts this person at work. There is a lot of discussion going on at the moment about this topic. But this is the situation as it is. If it is a requirement from an employer that a Driller holds a Supervisor certificate as well, the delegate will have to hold both certificates. Not being in compliance with the regulations may escalate into legal issues in case of a well control incident and subsequent investigations. I want to stress that these measures have been taken by IWCF, driven by a strong motivation from various authorities and regulators. This is not a decision. Also for this has a substantial impact on our operations and course program. Our instructor will spent more time teaching which has an impact on other tasks they used to perform. We will have to adapt our planning and course schedule to adapt to the new situation. Please realize that you are not the only one to be affected by this. IWCF is responsible for Drilling certifications and >3.000 WI certifications around the globe annually. The above comes into effect immediately (today).
