1 Februari 2004 From vision to action: a brief look at regional development in the Baltic s Like the rest of the former Soviet Union, Latvia and Lithuania have undergone massive political, economic and social restructuring since independence. The history of the two countries is littered with occupation and changing rulers. With the regained independence and the accession to the EU member the states are looking to determine and strengthen their identity. The last years the states where focussed on May 2004, when they will join the EU. This date marks not only the end of one dramatic journey but also the start of another. The economies of both Latvia and Lithuania are amongst the fastest growing in Europe. Annual growth rates of between 5-6% are expected to continue in both countries in the short to medium term. If these rates are maintained then both countries could likely lift their status belonging amongst the very poorest of the enlarged EU. On the long term they strive to reach the same level of development as the Scandinavian countries. This path towards a fastened development is paved with European support both in funding and assistance towards regional development. The new member state countries are eager to use the structural funds and implement the EU instruments and elaborate strategies to achieve more balanced rates of development. As a result regional development and regional planning are becoming more important in ministries and administrations. The large disparities between different regions of the EU are mirrored within Latvia and Lithuania. The disparities in development in these countries always were huge, but due the dynamism and new investments in the core, the agricultural reforms and lack of investments in rural areas, these disparities are growing. In both countries the strong economic growth is primarily being driven by a relatively strong national core in and around the national capital. Due this difference in the country and in Europe there is a fast migration towards the capital and outside the Baltic s. This is making the development of the rural areas even more difficult and increasing the disparities between regions. Presented with Irelands success story, Latvia and Lithuania are developing a regional policy within the country and stress the regional development wherein regions have to take initiatives an responsibility. Large amounts of work have gone in to strengthening institutional capacity in Latvia and Lithuania. The experience gained by managing the pre-accession instruments (PHARE, ISPA, SAPARD.) as well as via various twinning projects and capacity building projects under various bilateral agreements will be invaluable as the two countries now try to absorb the much higher levels of investment available via the Structural Funds and the Cohesion Fund. The regional development strategies (made by regional institutions within these countries) will function as a route book for implementing the development policy and support of actions. In Latvia the 5 planning regions now all have some form of regional development plan, either in the preparation, consultation, approval or implementation phase. Each region is also required to prepare a regional spatial strategy (although the structure, content and basis for implementation is not yet clear) and project pipeline. The top

2 down approach to planning is so deeply imbedded in these countries that there is a tendency for the lower levels of government to wait until exact regulations and guidelines are provided by the ministries before any action is taken about anything. As a result some of the RDA s are not proceeding with the formulation of the spatial strategy or with project preparation for projects eligible under the Structural Funds. Luckily this situation is changing. The spatial strategy for the Latgale region has recently been completed with the help of Flemish consultants. Latgale is by far the poorest region in Latvia and also boasts by far the highest proportion of ethnic Russians in the country. Progress is also being made the in Kurzeme region in the west of Latvia. A team from (Flanders) and Cardiff University are assisting Kurzeme RDA with the preparation of their strategies and project pipeline. The economic development strategy for Kurzeme is currently undergoing a consultation round whilst the first draft of the regional spatial strategy is now almost complete. The spatial strategy has been drawn up according to latest examples of good practice from around the EU and have drawn inspiration from the Irish and Welsh spatial plans. Progress with the project pipeline in Kurzeme, as in other regions, is however rather slow. The situation in Riga region is even more uncertain. Officially Riga RDA has no permanent staff or offices. The RDA is being pushed by a small group of committed civil servants from Riga City Council and various districts and municipalities within the region. The other two regions, Vidzeme and Zemgale, are currently revising existing documents, again with the support of international consultants. The move towards bigger planning regions was also evident in Lithuania where it was proposed to reorganise the existing 10 county administrations into larger planning regions. After a change in the national government the move was abandoned and the long awaited regional development guidelines required each county to prepare a regional development plan. With a total population of 3,4 million the average population of 7 out of ten counties have less than 250,000 population. Whilst the pro s and cons of this decision are open to debate, all 10 counties have now prepared an RDP. Unlike Latvia where the process to elaborate a national spatial strategy has been stopped for the foreseeable future, Lithuania has a national spatial plan which the counties are required to respect in their documents. The plan identifies a number of priority corridors and centres where development is to be concentrated. The Regional Development Plans have been drawn up according to national guidelines. The guidelines however tend to place the emphasis on deep situation analysis and extensive descriptions rather than focussing on key issues in a strategic way. Spatial studies and documents such as the European Spatial Development Perspective and the VASAB (Vision and Strategies around the Baltic) are emphasizing the link between spatial planning and regional development. The importance of spatial planning as a tool of regional development is however not fully recognised. Although the concepts that various trans-national spatial strategies have introduced such as balanced and polycentric development, an urban rural partnership, access to infrastructure and knowledge, protection of nature and cultural heritage are introduced in the regional development plans the impact of these are still limited due

3 number and capacity of the (spatial) planners in the Baltic s and the negative connotation with planning due the Soviet past. The new dynamism in (spatial) planning wherein planners are helping to make choices, steer processes and motivate and guide decisions is not well developed yet. The spatial administration is still dealing with the old fashioned territorial land use planning and the interaction with the regional development department is not existing or very limited. The latter is mainly focussed on the elaboration of strategies and the implementation and support of projects eligible to funding. There are different reasons for this limited dynamism in the planning world of Latvia and Lithuania: Government bodies and agencies at all levels are under staffed, there is a high staff turnover with the best people often taking advantage of training opportunities in the public sector before promptly finding better paid employment in the private sector. Vertical co-operation between the different levels is limited and each level tends to mistrust the higher level and view the lower level with some disdain. Horizontal co-operation between the regions, whilst improving, still has some way to go. Mutual mistrust is the norm, sharing experiences the exception. The main challenge of the regional development and spatial planning is to convince the policy makers to develop the planning so that it can become a more important instrument in the development policy, guiding, making, motivating and evaluating choices. How to stimulate polycentric growth, where to improve connections first, how to strengthen relations between core and periphery, urban and rural areas? Planners might find an interesting opportunity to convince policy makers to invest in planning. Having several strategies and huge opportunities to support investments under the Structural and Cohesion Funds the pressure to implement these strategies is very high. First indications are showing that the new accessions countries will probable not be able to use even half of the available funds during the first planning period ( ). Planners could fill the gap between needs an possibilities. The planners could operate as a motor to stimulate dynamism, easy decision making and preparing projects. In the coming period planners do not only have to defend and motivate their products but also themselves. They have to prove that they are not just a necessary evil (motivating decisions) but due their involvement processes are facilitated processes fastened. Some indications are showing to be optimistic. We mentioned already the elaboration of the strategies and the growing regional responsibility, in many smaller projects in urban areas the planners are combining private investments and public interests in a way that people from the Britain can learn a lot. Planners have to convince stakeholders that an investment in planning is a profitable investment. These investments will fasten the implementation of the strategies. There is a long way to go. 4 Nauwelijks interesse voor het Oostelijk front Op één mei worden niet minder dan tien landen deel van een vergrote Europese Unie. Dit, zonder twijfel historische proces, is reeds herhaaldelijk toegelicht in de media. In volgende maanden en weken zal de nieuwsstroom zeker nog toenemen. Toch blijft onze interesse voor Oost-Europa beperkt. De berichtgeving is veelal gericht op de institutionele problemen van de uitbreiding en op een korte beschrijving van de nieuwe lidstaten. Een versterkte interesse voor en samenwerking met de nieuwe lidstaten heeft heel wat te bieden. De directe economische mogelijkheden worden steevast het sterkst belicht maar er zijn ook boeiende culturele en maatschappelijke baten. In het laatste kwartaal van 2003 groeide Litouwse economie met niet minder dan 10,6%. 1 De groei in Vlaanderen bedroeg in 2003 ca. 1%. De gemiddelde groeiverwachting voor Litouwen voor de volgende jaren wordt geschat op 7,5%. De Baltische staten worden daarom nu reeds de Baltische Tijgers genoemd. Dit groeisucces wordt vooral toegeschreven aan een strenge financiële discipline en een belastingshervorming. De belasting op vennootschappen bedraagt in Litouwen slechts 15% en is daarmee de laagste in Europa. Met deze sterk groeiende economieën kunnen zaken gedaan worden! Het is opvallend hoeveel lokale ondernemers in de Baltische Staten steeds peilen naar mogelijkheden om relaties aan te knopen en zaken te starten. De sterke jaarlijkse groeicijfers, de Europese eenmaking, de verbeterde infrastructuur, het hoge opleidingsniveau, de bijkomende financiële steun door de structuurfondsen en de lage belastingsvoeten creëren een sterke basis voor rendabele investeringen. Een sterkere interesse en meer contacten kunnen leiden tot meer contracten tussen de nieuwe landen en Vlaanderen. Toch blijven deze economieën ook kwetsbaar. De democratieën zijn nog niet sterk verankerend. Dit leidt belangenvermenging en instabiliteit en maakt het bestrijden van de schaduweconomie en omkooppraktijken niet eenvoudiger. Politici worden regelmatig genoemd in duistere praktijken. De impeachment procedure die tegen de Litouwse president Rolandas Paksas loopt en de aanhoudende coalitieproblemen in de Letse regering duiden dit ten volle aan. De regering Repse die net gevallen is, heeft het amper 15 maanden volgehouden en is daarmee de tiende regering in Letland in een periode van 12 jaar!. In Letland wordt de instabiliteit nog verscherpt door een conflict dat ook in België lang verantwoordelijk was voor politieke instabiliteit en beperkt daadkrachtig bestuur. Letland heeft een erg kleine bevolking (nauwelijks 2,6 miljoen inwoners) waarvan een erg grote minderheid (bijna 40%) van Russische origine is. Het betreft nakomelingen van de door Stalin honderdduizenden geïmporteerde gastarbeiders. Stalin beoogde om de homogeen samengestelde bevolking te verbreken om zo de drang naar onafhankelijkheid in de kiem te smoren. Vele van de nakomelingen van deze ingevoerde gastarbeiders spreken nauwelijks Lets en zijn niet of weinig geïntegreerd. Dit gegeven en het feit dat de repressie tijdens de sovjetperiode langdurig en krachtig gevoerd is, brengt beide bevolkingsgroepen niet korter bij 1 Ministerie van Economische Zaken van Litouwen, Departement van de statistiek, cijfers van Februari 2004

5 elkaar. Beide bevolkinggroepen hebben een eigen taal, eigen scholen, kenmerkende beroepen, een eigen verenigingsleven, De Russisch sprekenden zijn relatief veel minder vertegenwoordigd in de administratie en hebben veelal geen stemrecht. Dit laatste kan enkel verworven worden wanneer blijkt dat men de Letse taal en cultuur machtig is. De onderwijspolitiek van de laatste jaren heeft spanningen tussen de bevolkingsgroepen nog versterkt. Aanvankelijk werd er gepleit voor een geleidelijke opheffing van onderwijs dat niet in de officiële taal gegeven werd. Het Russischtalige onderwijs zou dan jaar na jaar, stapsgewijze afgebouwd worden. Deze politiek leidde tot grote weerstand en wekte ook de wrevel van de Europese Commissie. Een nieuwe regeling stelt dat de lessen in het hoger onderwijs voor minimum 60% in het Lets gegeven moeten worden. Onderwijs in een andere dan de nationale taal mogelijk is tot maximum 40% van de lespakketten. Een duurzame economisch een maatschappelijk ontwikkeling heeft nood aan een het erkennen van diversiteit en stabiliteit. In de jonge Oost-Europese democratieën moet het streven naar de regionale identiteit en politieke stabiliteit sterker ondersteund worden. Enkel inzetten op een toenemende economische samenwerking zal niet volstaan. Er is nood aan een sterkere politiek maatschappelijke samenwerking. Deze kan leiden tot een versneld versterken van de democratieën. Zwakke politieke stabiliteit van de nieuwe lidstaten kan leiden tot beslissingen die de stabiliteit van Europa bedreigen. De toenemende spanningen tussen de Baltische staten en de hardere eisen van Rusland tegenover de samenwerking met Europa bewijzen dit ten volle. Het is bijzonder bevreemdend om vast te stellen dat de discussie over een Vlaamse strategie om de banden tussen regio s aan te halen, nauwelijks woedt. Zelf in de aanloop naar de Vlaamse en Europese verkiezingen wordt het debat gedomineerd door de Belgische politiek. Europa heeft nood aan een nieuwe bezieling. Er is meer dan ooit nood aan herkenbaarheid en duidelijkheid. Het rechtstreeks verkiezen van de leden van de Europese Commissie zou dit alvast bevorderen maar de uitdagingen van het Europa van de 25+ kunnen niet enkel aangegaan worden met institutionele wijzigingen. De verschillende initiatieven om contacten tussen de Europese burgers te bevorderen kunnen verder versterkt worden. Dit is niet enkel de verantwoordelijkheid van de Europese instellingen. In een vergrote Europese Unie moeten de inwoners van de oude en nieuwe Unie elkaar makkelijker ontmoeten, respecteren en samenwerken. Deze uitwisseling kan de ontwikkeling naar een sterk en samenhangend Europa vanonder uit versterken. De onmacht van de Europese politici om op korte termijn een consensus te bereiken over een versterkte integratie moet gekeerd worden door een sterkere betrokkenheid en een verhoogde vraag tot meer integratie vanuit de bevolking. De Europese eenmaking is te belangrijk om enkel over te laten aan politici. Vlaanderen kan hierin alvast een meer actieve rol spelen. Het debat moet gevoerd worden over welke initiatieven en instrumenten Vlaanderen wil ontwikkelen om de sociaal maatschappelijke contacten en de economische ontwikkeling tussen de regio s te versterken. De Vlaamse ambitie moet gekenmerkt worden door het versterken van de Vlaamse aanwezigheid en het bevorderen van samenwerking en uitwisseling tussen de regio s van het nieuwe Europa.

6 Kleine landen en regio s hebben hierin een belangrijke taak. Een sterkere Vlaamse aanwezigheid kan de nieuwe lidstaten duidelijk maken dat een sterkere Europese integratie verzoend kan worden met het behoud van eigenheid en identiteit. Het ergste wat Europese eenmaking kan overkomen is dat de nieuwe, veelal kleine, landen het euroscepticisme versterken en het streven naar verdere integratie bemoeilijken. President Chirac duidde reeds aan dat de nieuwe leerlingen niet de trouwste van de Europese klas zijn. Het samenvallen van Vlaamse en Europese verkiezingen, het Vlaams engagement voor een steker Europa en de ambities van enkele van onze toppolitici moet de discussie naar de visie en strategie van een Vlaamse Europese politiek kunnen voeden.
