2 Ship captain held over stowaways Spanish police have detained the captain and two senior officers of a cargo ship, on suspicion that they cast four Senegalese stowaways adrift. The captain and two officers - all South Korean - were arrested when their Panamanian-registered ship, the Wisteria, docked in a Spanish port. Crew members reportedly said officers had forced the stowaways into a tiny one-man raft and cast them adrift. Experts say they can only have survived if they were spotted by a passing ship. The stowaways last known position was more than 1,000km south of the Canary Islands. Under Spanish law, the Wisteria's owners would have had to pay for the repatriation of the stowaways if it had docked with them on board. Yemen's public prosecution charged on May 29, 2004 five suspected al Qaeda members in the 2002 bombing of the French supertanker Limburg off Yemen. The five, along with 10 other Yemeni suspected Muslim militants, were also charged with plotting to assassinate the U.S. ambassador in the Arab state and attack the embassies of the United States, Germany, France, Britain and Cuba. The Limburg is seen off the coast of Yemen near Mukalla following the attack, October 12, 2002 Beijing poised to launch AIS antiterror tool for Yangtze CHINA will have its first Automatic Identification System running by July to keep track of all oceangoing vessels on the country s largest river, the Yangtze. Authorities are touting the addition of AIS as a counter-terrorism tool. It can be used to prevent terrorism... we could identify precisely the target, said Liu Gongchen, executive deputy director of the Maritime Safety Administration of China, speaking from Shanghai. Mr Liu said another system would be installed on the busy waterway of the Pearl river that straddles Guangdong province down to Hong Kong. The Yangtze has been plagued by many collisions resulting from navigational errors and the river is widely regarded as a tough one to negotiate. AIS is the first step in adding technology to ease river movement. 3 J.F.J. de Nul schip van het jaar De bij IHC in Kinderdijk voor de Belgische baggeraar Jan de Nul gebouwde zelfvarende snijkopzuiger J.F.J. de Nul heeft 15 mei de zevende Schip van het Jaarprijs van de Koninklijke Nederlandse Vereniging van Technici in de Scheepsbouw (KNVTS) gewonnen. Het bunkerschip Vlissingen eindigde als tweede. De schepen werden gekozen uit bijna honderd inzendingen. Volgens juryvoorzitter Henk ten Hoopen was het voor de twaalfkoppige jury moeilijker dan anders om tot een beslissing te komen. 'Uniek is, dat er dit jaar maar twee schepen zijn genomineerd.' Minister Peijs verzorgde de prijsuitreiking. De voor de verwijdering van harde grond en rotsbodem ontwikkelde snijkopzuiger J.F.J. de Nul is aanzienlijk groter dan de eerder gebouwde zelfvarende snijkopzuigers Marco Polo en Leonardo da Vinci en zeker twintig procent efficiënter. De volledig dieselelektrische snijkopzuiger is wereldwijd inzetbaar en selfsupporting. De snijkop heeft een vermogen van 6000 kw. DelfSail 2008 op losse schroeven DelfSail 2008, maritiem mega-evenement in Delfzijl waar honderdduizenden mensen op af komen, staat op losse schroeven. De tall ships races doen in dat jaar Den Helder aan en laten Delfzijl links liggen. Het is onmogelijk een DelfSail te organiseren zonder aan de route van de jaarlijkse tall ships races van de Sail Training International (STI) te liggen; er zijn dan niet genoeg oude zeilschepen naar Delfzijl te krijgen. De DelfSail-organisatie kwam gisteren in een spoedvergadering bijeen om de ontstane situatie te bespreken. Zonder de wedstrijd van tweemaster- en driemaster-zeilschepen is de manifestatie niet rond te krijgen. De grote zeilschepen doen alleen een haven aan, als die op hun route ligt. Ze komen niet speciaal voor DelfSail naar Nederland. "Wij hebben er alle begrip voor dat voor Den Helder is gekozen. Omdat Den Helder nog nooit start- of finishplaats is geweest. Maar het brengt ons wel in een lastig pakket," stelt Gerrit Jonker van het Delfsail-bestuur. Eind juni reizen we naar Engeland om met de STI te bekijken welke mogelijkheden er zijn. Misschien gaat er in 2008 wel een race vlak langs Delfzijl en kunnen de schepen onze haven aandoen. Of misschien dat we vlak voor of na Den Helder een DelfSail kunnen houden. Maar beide evenementen moeten elkaar niet bijten. Wij willen best uitwijken naar 2009 als dat wel tot de mogelijkheden behoort. Het jaar 2007 is geen optie, want dat is te kort dag." Delfzijl was eerder in 1991 finishplaats van de tall ships races van toen nog de Sail Training Association (STA). De latere DelfSails lagen altijd aan de route van de wedstrijd, ook vorig jaar. CASUALTY REPORTING CAPE AFRICA (TAIWAN) The repair of bulk Cape Africa commenced with the fitting of a giant cofferdam fabricated and assembled by Durban ship repair company Dormac Ship Repair. Close inspection revealed a gaping hope below the waterline on the port side of the ship, which was later measured at more than 20m in length and about 5m wide. Subsequent inspections have revealed additional stress to the frames in adjacent holds and there are concerns that the plating and frames on the starboard side of hold No. 3 may also be damaged. The cofferdam necessary to undertake this repair is 26m x 11m x 1.5m, there are no dry docks in South Africa capable of handling capesize vessels. This is being fitted alongside the vessel's hull and lowered into position to create a dry habitat in which the repair crew can operate PSi-Daily Shipping News Page 3 05/30/04

4 GSF DEVELOPMENT DRILLER I (VANUATU) GlobalSantaFe announced that an incident involving the company's newbuild semi-submersible drill platform GSF Development Driller I (30271 gt, built 2003), occurred May 24 at the JSL Shipyard, Singapore. According to initial reports, a structural failure occurred in the derrick beams during a routine load test, causing damage to equipment within the derrick. An investigation team has been established and is in the process of determining the cause of the incident. A recovery team has also been established to assess and expedite repairs. The rig was expected to be delivered during July of this year. Based on the initial assessment of the damage, it is anticipated that the delivery of the rig will not be delayed by more than 60 days. The costs of repairing the damage are expected to be paid by the equipment manufacturer or its insurer, and the delay is not expected to have an adverse impact on the company's financial results for 2004 HYUNDAI NO.105 (PANAMA) Svitzer Wijsmuller, the appointed salvors for vehicle Hyundai No.105, which sank in 46 metres of water last Sunday (May 23), have again confirmed that there is still no sign of any pollution from the ships fuel oil since they started to monitor the site, last Sunday. A group of media personnel, who were at the site Tuesday, also failed to find any trace of bunker fuel leakage. Weather conditions in the area remain stable and the company's divers have today commenced their underwater inspection of the vessel. Preparations are in progress for the removal of the 830 tons of bunker oil contained in the vessel's fuel tanks and the removal operation is expected to commence sometime tomorrow. The owners and authorities are awaiting further reports from the salvors before deciding what action to take regarding salvage of the vessel and any such decision will not take place until all bunker fuel has been removed SHIPYARD NEWS A Chinese worker communicates using a radio transmitter at Dalian New Shipbuilding Heavy Industry Co. Ltd shipyard in the port city of Dalian, in China's northeastern Liaoning province, May 28, China is the world's third-biggest shipbuilder, but its technology generally lags leaders Japan and South Korea. Official reports said China's export of ships topped $3 billion in 2003, with export value of $3.02 billion and a year-on-year increase of 57.1 percent. Subsidiary International Transport Service, which is responsible for operating the Japanese terminal concessions on the west coast, also including Oakland and Long Beach, established a presence in Tacoma back in 1983 through its Husky Terminal. 6 This facility will now move from Terminal 7D to Terminal 3 and 4 giving 74 acres of land by spring next year, up from the present 33 acres. The agreement also includes a second expansion which will give K Line 93 acres of space by March The Port of Tacoma has committed to making a number of improvements to the area including repaving work and installing some new gantry cranes. Our terminal enhancement plans in Tacoma are aimed at making our terminals well-prepared for handling the steadily growing number of containers moving through this major west coast gateway port, said Sho Ishitobi, president of ITS. We are also committed to accommodating the larger container vessels that major shipping lines are deploying in the US west coast trade. The port of Tacoma kicked off a five-year facelift plan last year, spending $341m through to 2007 on increasing container yard space, improving rail connections and adding larger cranes. Tacoma acts as a gateway to the northwest region of the US. NAVY NEWS US Navy Commissions Guided Missile Destroyer Navy officials Saturday commissioned a guided missile destroyer named for a World War II hero who rescued a wounded sailor in the South Pacific. The USS Pinckney is named for Navy Cook 3rd Class William Pinckney, who was awarded the Navy Cross for courageous service on the aircraft carrier USS Enterprise in 1942 during the Battle of Santa Cruz. The destroyer is one of only two ships in active service named for blacks. The other, the USS Rodney M. Davis, is a guided missile frigate based in Japan. them. 8 Ghostbusters 'Find Proof of Paranormal Activity' at Navy Base A team of ghostbusters has detected what they believe is paranormal activity in a former hangman s cell at the Royal Navy s largest base. The team of ten spent two nights at Devonport Naval Base in Plymouth, Devon, following reports of hauntings. The investigation focused on the hangman s cell, where where 141 French prisoners-of-war were said to have been executed, as well at the 18th-century Master Ropemaker s House. The cell contains what is believed to be the only remaining working gallows in Britain, and was reportedly the scene of numerous executions during the Napoleonic Wars. One of the team, Barbara Jones, from Abercynon, South Wales, said today they finished their vigil at 5am. She said the team of ten all believed beyond any degree of doubt that they had detected paranormal activity at the base. The hangman s cell was paranormally very active, particularly below the hatch through which those hanged dropped. There were changes in temperature in the cell, she said. Underneath the hatch they had picked up activity relating to one particular person. She said she could quite understand reports of police and security staff being spooked patrolling in the area and legging it. Although they did not see any ghosts, they had very good photographic evidence, yet to be analysed, which had them jumping up and down. It has been very interesting, and there are many areas on the base which my team would like to come back and help with, she added. Earlier, team leader Carole Bromley, known as Goldy, from West Drayton, Middlesex, said she had already seen a ghostly young girl and quite a few figures on the base. The paranormal researchers brought toys and blackboards for child ghosts to play with. They also set up objects, including a madeup bed, balls, marbles and furniture in an attempt to detect poltergeists. Their report is expected to be submitted to RN Commander Charles Crichton in the next few weeks. Before the exercise, he said: The people who walk here report spiritual activity to me all over the place it s rampant. Since the Second World War, The Master Ropemaker s House has built a reputation as one of Plymouth s most haunted houses. And the ghostbusters found that too was active paranormally. The British Airways Boeing 747 en route from Miami to London Heathrow landed at Shannon Airport, after a warning light indicated there was a fire in the hold. An airport spokeswoman said a closer examination found that rotting fruit was giving off unusual fumes. British Airways says it was still investigating the cause of the alert. A spokeswoman for the airline said flight BA206 landed safely at 0854BST, approximately two-and-a-half hours after its scheduled arrival time. 'No fire' She said the plane had made a standard diversion into Shannon Airport after a fire alert indication light illuminated, setting off fire extinguishers in the hold. "There was no fire on board the aircraft. The aircraft landed safely and the passengers and crew disembarked normally. "A full technical assessment was undertaken by engineers and the aircraft was declared safe and serviceable to fly onto Heathrow," she said. The airline has apologised to the passengers concerned but said: "Safety, as ever, is of paramount importance." Shannon Airport said the cargo of fruit had been unloaded and was awaiting collection. 12 Britse leger wil tientallen Eurofighters verkopen Het Britse ministerie van Defensie is bezig met de verkoop van tientallen Eurofighters nog voordat de luchtmacht de gevechtsvliegtuigen heeft ontvangen. De verkoop is nodig omdat de kosten voor het project totaal uit de hand zijn gelopen. Dat meldde The Sunday Telegraph. Londen wil in totaal 232 Eurofighters kopen voor de Royal Air Force. De bouw van het vliegtuig loopt al tien jaar achter op schema en is al 8,1 miljard euro duurder uitgevallen dan gepland.
