6 Driedaagse DE PANNE-KOKSIJDE maart 2016 WEDSTRIJDREGLEMENT P ART. 1 ORGANISATIE. De Driedaagse De Panne-Koksijde, wordt georganiseerd door KVC PANNE SPORTIEF, Zeelaan 42, B-8660 De Panne, volgens de reglementen van de UCI. De wedstrijd wordt gereden van dinsdag 29 maart tot donderdag 31 maart 2016 en telt 4 ritten. Dinsdag Rit 1: De Panne - Zottegem 198,2 km Woensdag Rit 2: Zottegem - Oostduinkerke 211,1 km Donderdag Rit 3a: De Panne - De Panne 111,5 km Rit 3b: De Panne - Koksijde - 14,2 km De Panne (individuele tijdrit) Totaal: 535,0 km P ART. 2 TYPE WEDSTRIJD. De wedstrijd is ingeschreven onder de Europe Tour en voorbehouden voor Mannen Elite en onder de 23 jaar. Zij is ingeschreven op de UCI kalender, 2HC. De wedstrijd geeft, conform art van het UCI-reglement, volgende punten: 100 / 70/ 40 / 30 / 25 / 20 / 15 /10 / 9 / 8 / 7 / 6 / 5 / 4 en 3 punten aan de eerste vijftien renners van het Algemeen Individueel Tijdsklassement. 20 / 14 / 8 / 7 / 6 / 5 / 4 en 2 punten voor elke rit en halve rit. 10 punten aan de leider in het algemeen klassement voor het UCI Klassement mannen Continentaal. P ART. 3 DEELNEMING. Conform art van het UCI-reglement staat de wedstrijd open voor volgende ploegen: UCI ProTeams (max. 70%), Professionele Continentale UCI ploegen, Continentale UCI ploegen van het land en Nationale ploegen van het land van de organisator. Volgens artikel van UCI-reglement: art het maximum deelnemers is beperkt tot 200 renners. art van het UCI-reglement, het maximum aantal renners bedraagt 8, een ploeg zal niet mogen starten met minder dan 5 renners. P ART. 4 PERMANENTIE. De permanentie is voorzien in het Gemeentehuis, Zeelaan 21 De Panne, op maandag van 15u00 tot 16u45. De inschrijving van de deelnemers en het ophalen van de rugnummers door de ploegleiders is voorzien van 15u00 tot 16u45. De vergadering met de ploegleiders, georganiseerd volgens art van het UCI reglement, in aanwezigheid van de leden van het College van Commissarissen is voorzien op maandag om 17u00 in de permanentie, Gemeentehuis, Zeelaan 21 De Panne. P ART. 5 STARTORDE INDIVIDUELE TIJDRIT. De startorde van de renners bij de individuele tijdrit (rit 3b) wordt bepaald in de omgekeerde volgorde van het Algemeen Individueel Tijdsklassement na rit 3a De Panne De Panne. De renners starten om de minuut. Slechts de eerste 120 renners van het Algemeen Individueel Tijdsklassement worden toegelaten tot de individuele tijdrit. De leider in het Algemeen Individueel Tijdsklassement na rit 3a van donderdagvoormiddag start als laatste. De leiders van gelijk welke klassementen moeten meerijden in de tijdrit. Het college van Commissarissen kan het aantal deelnemers aan de tijdrit wijzigen, alsook de startvolgorde om te beletten dat 2 renners van dezelfde ploeg elkaar zouden volgen. Bijkomende materiaalwagens van de organisatie worden ter beschikking gesteld van de renners die geen beroep kunnen doen op hun ploegwagen. Er is geen bevoorrading toegelaten. P ART. 6 RADIO-INFORMATIE. De wedstrijdinformatie wordt uitgezonden op de frequentie van 164,63125MHz. Kanaal interne frequentie 160,10625 MHz. P ART. 7 NEUTRALE TECHNISCHE BIJSTAND. De neutrale technische bijstand wordt verzekerd door het team Libéma-Shimano dat hiervoor 3 wagens en (1 moto in rit 1) inzet. P ART. 8 WEDSTRIJDINCIDENTEN IN DE LAATSTE 3 KILOMETER. In geval van valpartij, bandbreuk of mechanisch defect vastgesteld in de laatste drie kilometer van een rit in lijn zullen de betrokken renner(s) de tijd worden toegekend van de renner(s) met wie ze zich bevonden op het ogenblik van het ongeval. Zijn of hun klassement zal zijn zoals deze bij het overschrijden van de aankomstlijn. Indien ten gevolge van een daadwerkelijk vastgestelde valpartij in de laatste drie kilometer, een renner zich in de onmogelijkheid bevindt om de aankomstlijn te overschrijden, zal hij geklasseerd worden op de laatste plaats van de etappe en de tijd toegewezen krijgen van de renner(s) in wiens gezelschap hij vertoefde op het moment van het ongeval. Indien, als gevolg van een als terecht waargenomen val in de laatste drie kilometer, een renner de aankomstlijn niet kan passeren, wordt hij in de etappe als laatste geplaatst van de groep waartoe hij behoorde en krijgt hij dezelfde tijd toegekend als de renner of renners met wie hij samen reed op het moment van het ongeval. Evenwel, conform art van het UCI-reglement, gelden deze maatregelen niet in de individuele tijdrit (rit3b) van P ART. 9 TIJDSOVERSCHRIJDING. De tijdslimieten worden bepaald in overeenstemming met karakteristieken van de etappes: Ritten met gemiddelde moeilijkheidsgraad: 15 % Rit 1, 2 en 3a. Individuele tijdrit: 25 % Rit 3b. Conform art van het UCI-reglement, Enkel in uitzonderlijke, onvoorziene gevallen en gevallen van overmacht, Het college van commissarissen mag de tijdslimieten verlengen na overleg met de organisator. Wanneer renners die buiten tijd aankomen worden opgevist door het college van commissarissen, zullen de renners die geklasseerd staan in het puntenklassement punten worden afgetrokken gelijk aan het aantal punten dat de winnaar van dezelfde etappe wint en dit in hun algemeen individueel puntenklassement zelfs als daardoor hun puntentotaal in het klassement hierdoor negatief wordt. P ART. 10 KLASSEMENTEN-BONIFICATIES-OVERDRACHTEN. Volgende klassementen worden opgemaakt: Algemeen Individueel Tijdsklassement. Het Algemeen Individueel Tijdsklassement wordt opgesteld door de optelling der tijden behaald in elke rit afzonderlijk. Hierbij wordt rekening gehouden met de behaalde bonificaties (zie onderaan) en conform art van het UCI Reglement en eventuele straftijden. De leider van dit klassement draagt de WITTE trui. Puntenklassement. Het puntenklassement wordt opgesteld door het optelling van de behaalde punten in de 4 ritten. Volgende punten worden toegekend bij de aankomst van rit 1 & 2: 20, 18, 16, 14, 12, 10, 9, 8, 7, 6, 5, 4, 3, 2 en 1 punt aan de eerste vijftien geplaatste renners. Volgende punten worden toegekend bij de aankomst van rit 3a & 3b: 10, 9, 8, 7, 6, 5, 4, 3, 2 en 1 punt aan de eerste tien geplaatste renners. De leider van dit klassement draagt de GROENE trui. Conform art van het UCI Reglement worden bij gelijkheid van punten volgende criteria toegepast tot een verdeling volgt: 1. Aantal ritoverwinningen. 2. Plaats in het Algemeen Individueel Tijdsklassement. Om in aanmerking te komen voor dit eindklassement, moeten de renners het volledig parcours hebben afgelegd in de voorziene tijdsduur. Bergklassement. Het bergklassement wordt betwist over het geheel van de 16 beklimmingen van het parcours.volgende punten worden toegekend aan elk van deze beklimmingen, die alle tot dezelfde categorie behoren: aan de 1ste: 5 punten. aan de 2e: 3 punten. aan de 3e: 1 punt. Het algemeen bergklassement wordt opgesteld door optelling van het geheel van alle beklimmingen die meetellen voor het bergklassement. De leider van dit klassement draagt de RODE trui. Conform artikel van het UCI Reglement worden bij gelijkheid van punten volgende criteria toegepast tot een verdeling volgt: 1. Aantal eerste plaatsen op de hellingen. 2. Plaats in het algemeen individueel tijdsklassement. Om in aanmerking te komen voor dit eindklassement, moeten de renners het volledige parcours hebben afgelegd in de voorziene tijdsduur. Algemeen Rushesklassement. Het algemeen rushesklassement wordt opgesteld door de optelling der punten bekomen bij alle rushes: 3-2 en 1 punt. In geval van ex-aequo in het rushesklassement zijn het aantal eerste plaatsen bij de tussenspurten van doorslaggevende aard. Indien nog gelijk het aantal tweede plaatsen enz tot een eindwinnaar kan worden aangeduid. Bij verder ex-aequo: de behaalde plaats bij de laatste rush. Bonificaties: zie art. 10. Om in aanmerking te komen voor dit eindklassement, moeten de renners het volledig parcours hebben afgelegd in de voorziene tijdsduur. De leider van dit klassement draagt de BLAUWE trui. Jongeren U23 Trofee Bernard Van de Kerckhove. Het algemeen individueel klassement voor de beste renner U23 wordt opgesteld door de optelling der tijden behaald in elke rit afzonderlijk. Hierbij wordt rekening gehouden met de behaalde bonificaties en eventuele straftijden. De Trofee wordt overhandigd op donderdag na de tijdrit. Bonificaties. Tijdsbonificaties (enkel overgedragen in het Algemeen Individueel Tijdsklassement) worden toegekend in volgende ritten, conform artikel van het UCI reglement: Detail der ritten: De bonificaties worden toegekend aan de rushes en de ritaankomsten. 1 Bij elke rush, 3, 2 en 1 aan de eerste drie geplaatste renners. 2 Bij de ritaankomsten 1 & 2: 10, 6 en 4 aan de eerste drie geplaatste renners. 3 Bij de ritaankomst 3a 6, 4 en 2 aan de eerste drie geplaatste renners. 6

7 Prijs van de strijdlustigste renner. De prijs voor de strijdlustigste renner wordt dagelijks toegekend door een jury, aangeduid door de organisator. Na rit 3b wordt er door de jury aangeduid door de organisatoren een eindwinnaar strijdlust verkozen. Ploegenklassement. Conform artikel van het UCI-reglement wordt het dagelijks ploegen klassement opgemaakt door optelling van de drie beste individuele tijden van elke ploeg. Bij gelijkheid van punten worden volgende criteria toegepast tot een verdeling volgt: 1. Optelling van de eerste drie renners per ploeg in de rituitslag. 2. Behaalde plaats van de eerste renner per ploeg in de rituitslag. Het algemeen ploegenklassement wordt opgemaakt door optelling van de eerste drie tijden van elke ploeg in alle ritten. Bij gelijkheid van punten worden volgende criteria toegepast tot een verdeling volgt: 1. Aantal eerste plaatsen in het dagploegenklassement. 2. Aantal tweede plaatsen in het dagploegenklassement. 3. Behaalde plaats van de eerste renner per ploeg in Algemeen Individueel Tijdsklassement. Elke ploeg met minder dan 3 renners komt niet meer in aanmerking voor dit eindklassement. PP ART PRIJZEN EN PREMIES. Het UCI antidopingreglement is van toepassing in deze wedstrijd (6 Chaperons). De Belgische wetgeving ter zake is ook van toepassing. De antidopingcontrole vindt plaats: 1e rit: Zottegem Mobile Office «Portix» aankomstzone. 2e rit: Oostduinkerke Mobile Office «Portix» aankomstzone. 3a & 3b: De Panne Mobile Office «Portix» Markt. PP ART. 13 PROTOCOL. Conform art van het UCI-reglement moeten volgende renners zich na elke rit op het podium aanbieden. De ritwinnaar en de leiders van het Algemeen Individueel Tijdsklassement, Puntenklassement, Rushesklassement en Bergklassement. De winnaar van de dagprijs strijdlustigste renner (ritten in lijn). Persconferentie (Permanentie - Perszaal). Na de laatste rit (rit 3b) moeten ook de 2e en 3e geklasseerde renner in het Algemeen Individueel Tijdsklassement zich aanbieden op het huldigingpodium voor de protocollaire huldiging. De eindwinnaars van de nevenklassementen, Puntenklassement, Bergklassement, Rushesklassement en eindwinnaar Strijdlust. PP ART. 14 BOETEN. Het College van Commissarissen zal het U.C.I. barema der boeten en straffen toepassen. PPART. 15 DISKWALIFICATIE Conform art ingeval van diskwalificatie van een renner vóór de homologatie van de wedstrijduitslag, worden alle klassementen gewijzigd. Ingeval van diskwalificatie van een renner vóór de homologatie van de wedstrijduitslag, worden alle klassementen gewijzigd. Bij diskwalificatie van een renner na homologatie van de wedstrijduitslag, wordt de algemene individuele rangschikking gewijzigd, zo nodig enkel voor de eerste 20 plaatsen. Wanneer een renner gediskwalificeerd wordt voor een inbreuk gepleegd tijdens een rit die hij won, neemt de tweede renner de eerste plaats in van de rit. Wanneer de winnaar van een toegevoegde klassering gediskwalificeerd wordt, neemt de tweede in dit klassement de eerste plaats in. Voor het overige zal de plaats van de gediskwalificeerde renner leeg blijven. PPART. 16 FINANCIELE VERPLICHTINGEN. De ploegleiders of verantwoordelijken van elke deelnemende sportploeg staan gedurende heel het verloop van de Driedaagse De Panne-Koksijde in voor het betalen van hun kosten en deze van de sportgroep en nemen deze ter hunnen laste. De deelnamevergoeding is hoger dan het UCI barema, dit om de verplaatsing- en hotelkosten te compenseren. De organisatoren erkennen geen enkele schuld die deze zouden kunnen aangaan. De ploegleiders staan eveneens in voor de reservatie van hun hotels, het bespreken van de maaltijden en het bekostigen ervan. Tel.: +31 (0) Fax: +31 (0) Mail: [email protected] PPART. 17 VOORSTELLING RENNERS TEKENEN CONTROLEBLAD. Voor de start van rit 1 moeten de renners 60 min. vóór de start aanwezig zijn om een korte voorstelling bij te wonen, vóór het tekenen van het controleblad. Het tekenen van het controleblad van de deelnemers zal tien minuten voor de start op de startplaats eindigen. Renners zijn verplicht het startblad te tekenen op straffe van uitsluiting uit de wedstrijd. Echter, ingeval van bijzondere omstandigheden, kan het college van commissarissen renners toestaan toch de start te laten nemen. PPART. 18 LEIDERSTRUIEN. Alle leiderstruien moeten worden gedragen. Indien een renner leider is in diverse klassementen dan moet hij de trui dragen volgens de belangrijkheid van het klassement: Algemeen Individueel Tijdsklassement (WIT). Algemeen Individueel Puntenklassement (GROEN). Algemeen Bergklassement (ROOD). Algemeen Rushesklassement (BLAUW). De organisatoren kunnen deze volgorde of kleuren van de truien wijzigen. P P ART. 19 MILIEU. De renners kunnen hun afval en lege bidons wegwerpen voor en na de bevoorradingszone. Dit wordt aangeduid met gele borden. Info: Rituitslagen Informatie Volgbewijzen Alle volgers in de wedstrijdkaravaan ontvangen twee genummerde volgbewijzen in zelfklevende vinyl, waarvan het grote exemplaar moet bevestigd worden op de bovenkant van de voorruit en het kleine exemplaar links onder op de achterruit. Volgers pers - Genodigden Alle volgwagens van de pers en van de genodigden die vóór het rennerspeleton hebben plaatsgenomen in de wedstrijdkaravaan, dienen plaats te nemen vóór de officiële wagens van de wedstrijd; zoals de wagen Federale Politie, wagen koersdirectie, wagen telecommunicatie en neutrale wagen. 8 Driedaagse DE PANNE-KOKSIJDE mars 2016 RÈGLEMENT PARTICULIER P ART. 1 ORGANISATION L épreuve «Driedaagse De Panne-Koksijde est organisée par le KVC PANNE SPORTIEF, Zeelaan 42, B-8660 De Panne, sous les règlements de l Union Cycliste Internationale. Elle se dispute du mardi 29 mars au 31 mars 2016 et compte 4 étapes. Mardi e étape: De Panne - Zottegem 198,2 km Mercredi e étape: Zottegem - Oostduinkerke 211,1 km Jeudi a étape: De Panne - De Panne 111,5 km 3b étape: De Panne - Koksijde - De Panne 14,2 km (individuelle contre la montre) Total: 535,0 km P ART. 2 TYPE D EPREUVE L épreuve est classée Europe Tour Hommes élites et moins de 23 ans et en classe 2 HC. Conformément art du règlement UCI, elle attribue les points suivants: en 3 points aux 15 premiers coureurs du Classement général final et 2 points pour chaque étape et demi-étape. 10 points au leader du Classement Général du jour.pour le classement UCI Continental Hommes. P ART. 3 PARTICIPATION Conformément à l article du règlement UCI, l épreuve est ouverte aux équipes suivantes: UCI ProTeams (max 70%), équipes continentales professionnelles UCI, équipes continentales UCI du pays, équipe nationale du pays de l organisateur. Conformément à l article: Art du règlement UCI, le nombre de coureurs partant est limité à 200 Art Le nombre maximum de coureurs par équipe est fixé à 8, aucune équipe ne pourra prendre le départ avec moins de 5 coureurs. P ART. 4 PERMANENCE La permanence de départ se tient le lundi de à 16.45h au Maison Communale Zeelaan 21 De Panne. La confirmation des partants et le retrait des dossards par les responsables d équipes se fait à la permanence de à 16.45h le La réunion des directeurs sportifs, organisée suivant l article du règlement UCI, en présence des Membres du Collège des Commissaires, est fixée le lundi à 17.00h. et aura lieu à la permanence au Maison Communale Zeelaan De Panne. P ART. 5 ORDRE DE DEPART POUR LE CONTRE LA MONTRE. Pour l étape 3b à De Panne, disputée contre la montre individuellement, les départs sont donnés de minute en minute dans l ordre inverse du Classement général établi à l issue de l étape 3a De Panne De Panne. Le leader du Classement général au temps après l étape 3a partira le dernier. Seulement les 120 premiers coureurs du Classement individuel au temps seront admis à l étape contre la montre individuelle. Le leader de tous les classements doivent participer à l étape contre la montre. Toutefois le collège des commissaires peut modifier le nombre des partants et l ordre de départ afin d éviter que 2 coureurs d une même équipe se suivent. Des voitures d assistance supplémentaires de dépannage sont mises à la disposition des concurrents qui ne peuvent pas faire appel à une assistance (supplémentaires) technique de leur propre équipe. Tout ravitaillement est interdit. P ART. 6 RADIO-TOUR Les informations de course sont émises sur la fréquence de 164,63125 MHz. Fréquence interne 160,10625 MHz P ART. 7 ASSISTANCE TECHNIQUE NEUTRE Le service d assistance technique neutre est assuré par Libéma-Shimano. Le service est assuré au moyen de 3 voitures et (1 moto étape 1). P ART. 8 INCIDENTS DE COURSE DANS LES 3 DERNIERS KILOMETRES En cas de chute, de crevaison ou d incident mécanique dûment constaté, dans les trois derniers kilomètres d une étape en ligne, le ou les coureur(s) accidenté(s) est (sont) crédité(s) du temps du ou des coureur(s) en compagnie du ou desquels il(s) se trouvai(en) t au moment de l accident. Son ou leur classement sera celui du franchissement de la ligne d arrivée. Si à la suite d une chute dûment constatée dans les trois derniers kilomètres un coureur est dans l impossibilité de franchir la ligne d arrivée, il sera classé à la dernière place de l étape et crédité du temps du ou des coureur(s) en compagnie du ou desquels il se trouvait au moment de l accident. Toutefois, conformément à l article du règlement UCI, les dispositions ci-dessus, ne sont pas applicables lors de l étape individuelle contre la montre du P ART. 9 DELAIS D ARRIVEE En fonction des caractéristiques des étapes, les délais d arrivée ont été fixés comme suit: étapes de moyenne difficulté: 15 % Etapes 1, 2 et 3a. étapes contre la montre: 25 % Etape 3b. Conformément à l article du règlement UCI: En cas exceptionnels uniquement, imprévisibles et de force majeure, le collège des commissaires peut prolonger les délais d arrivée après consultation de l organisateur. Dans le cas où des coureurs hors délai sont repêchés par le collège des commissaires, ils se verront retirer l équivalent des points attribués au vainqueur de cette même étape à leur classement général individuel par points même si leur capital en points à ce classement devenait négatif. P ART. 10 CLASSEMENTS - BONIFICATIONS - REPORTS Les classements suivants sont établis: Classement Général individuel au temps Le classement général individuel au temps est établi par l addition des temps de chaque étape et des bonifications à l arrivée de l étape et des rushes, et conformément à l article du règlement UCI et compte tenu des sanctions éventuelles. Pour les bonifications, voir ci-dessous. Le leader du classement porte un maillot BLANC. Classement par Points Un classement par points est établi par l addition des points obtenus dans chacune des 4 étapes. Il est attribué à l arrivée de la 1ère et 2ème étape: 20, 18, 16, 14, 12, 10, 9, 8, 7, 6, 5, 4, 3, 2 et 1 point aux 15 premiers classés. Il est attribué à l arrivée de la demi-étape 3a et à l étape individuelle contre la montre 3b: 10, 9, 8, 7, 6, 5, 4, 3, 2 et 1 point aux 10 premiers classés. Le leader du classement porte un maillot VERT. Conformément à l article du règlement UCI, en cas d ex æquo au classement général individuel aux points, il est fait application des critères suivants, jusqu à ce qu il y ait départage: 1. Nombre de victoires d étapes. 2. Classement général individuel au temps. Pour bénéficier des prix du classement général final, tout concurrent doit avoir accompli la totalité du parcours de l épreuve dans les délais réglementaires. Classement de la Montagne Un Classement de la Montagne est disputé sur l ensemble des 16 côtes retenues pour ce classement. Les points suivants sont attribués dans chacune des côtes de même catégorie: au 1er: 5 points au 2ème: 3 points au 3ème: 1 point Un classement général est établi par l addition des points obtenus sur l ensemble des côtes comptant pour le Classement de la Montagne. Le leader du classement porte un maillot ROUGE. Conformément à l article du règlement UCI, en cas d ex æquo au classement général individuel de la Montagne, des critères suivants sont appliqués, jusqu à ce qu il y ait départage: 1. Nombre de premières places dans les côtes. 2. Classement général individuel au temps. Pour bénéficier des prix du classement général final, tout concurrent doit avoir accompli la totalité du parcours de l épreuve dans les délais réglementaires. Classement Général des Rushes Le Classement Général des Rushes est établi par l addition des points recueillis au passage des différents rushes: 3-2 et 1 p. En cas d ex aequo au Classement Général final des rushes, le nombre de 1ières pl., 2 ièmes, etc. dans les rushes sera pris en compte. En cas de nouveaux ex - aequo, la place au dernier rush désignera le vainqueur au classement. Bonification voir article 10. Le leader du classement porte un maillot BLEU. Trophée Bernard Van de Kerckhove. Le classement individuel pour le meilleur coureur U23 est calculée par la somme de temps réalisés dans chaque étape. Les bonifications et les pénalités sont pris en compte. Le trophée sera remis le jeudi après le contre la montre. Bonifications. Des bonifications en temps (reportées uniquement au classement général individuel) sont attribuées dans les étapes suivantes (art ): - Détail des étapes: Elles concernent les sprint intermédiaires et l arrivée. L attribution de ces bonifications est la suivante: 1 A chaque sprint intermédiaire sont attribuées respectivement : 3, 2 et 1 aux 3 premiers coureurs classés. 2 A l arrivée des étapes 1 et 2, sont attribuées respectivement : 10, 6 et 4 aux 3 premiers coureurs classés. 3 A l arrivée de l étape 3a, sont attribuées respectivement : 6, 4 et 2 aux 3 premiers coureurs classés. Prix de la combativité. Le prix de la combativité est décerné chaque jour par un jury, désigné par l organisateur. Il y a un vainqueur du prix de la combativité, décerné par les organisateurs après l étape 3b. Classement par Equipes Conformément à l article du règlement UCI, le classement par équipes du jour s établit par l addition des 3 meilleurs temps individuels de chaque équipe. En cas d égalité, les équipes sont départagées par l addition des places obtenues par leurs 3 8

9 premiers coureurs de l étape. En cas de nouvelle égalité,les équipes sont départagées par la place de leur meilleur coureur au classement de l étape. Le classement général par équipes s établit par addition des 3 meilleurs temps individuels de chaque équipe dans toutes les étapes courues. En cas d ex æquo,il est fait application des critères suivants, jusqu à ce qu il y ait départage: 1. Nombre de premières places dans le classement par équipes du jour 2. Nombre de deuxièmes places dans le classement par équipes du jour, etc. S il y a toujours égalité, les équipes sont départagées par la place de leur meilleur coureur au classement général individuel. Le contrôle antidopage a lieu: 1 ère étape: Zottegem Mobile Office «Portix» zone d arrivée. 2 ème étape Oostduinkerke - Mobile Office «Portix» zone d arrivée. 3a & 3b De Panne Mobile Office «Portix» zone d arrivée PP ART. 13 PROTOCOLE Conformément à l article du règlement UCI, les coureurs suivants doivent se présenter sur le podium après chaque étape: Le premier de l étape Les leaders des classements annexes suivants: le leader du classement général, classement par points, classement des rushes, classement de la montagne. Le vainqueur du prix journalier (étapes en ligne) de la combativité. Conférence de presse (Permanence - Salle de Presse) Ils se présenteront dans un délai de maximum de 5 minutes après leur arrivée. En outre, à l arrivée de l épreuve, les coureurs suivants doivent également se présenter au protocole final. Après la dernière étape (3b), les numéros 1, 2 et 3 du classement individuel au temps Les vainqueurs des classements annexes suivants: Le leader du classement général, du classement par points, du classement des rushes, du classement de la montagne, vainqueur de la combativité. PP ART. 14 PENALITES Le barème de pénalités de l UCI est le seul applicable. PP ART. 15 DISQUALIFICATION Conformément à l article du règlement UCI, en cas de disqualification d un coureur avant l homologation du résultat de l épreuve, tous les classements sont modifiés. En cas de disqualification d un coureur après l homologation du résultat de l épreuve, le classement général individuel est modifié, au besoin, pour les 20 premières places uniquement. Si un coureur est disqualifié pour une infraction commise lors d une étape qu il a gagnée, le deuxième coureur prend la première place de l étape. Si le vainqueur d un classement annexe est disqualifié, le deuxième de ce classement prend la première place. Pour le reste la place du coureur disqualifié restera vide. PP ART. 16 FRAIS DE LOGEMENT ET DE SUBSISTANCE Les directeurs sportifs et responsables des différentes équipes participantes ont la charge entière des frais de logement et de subsistance des coureurs et de tout le personnel de leur équipe, au cours des «Driedaagse De Panne-Koksijde». L indemnité de participation est plus que l UCI barème, pour compenser les frais de déplacement et d hébergement. Les organisateurs ne reconnaîtront aucune dette d aucune nature qu ils auraient pu contracter à l étape ou en cours d étape. Les directeurs sportifs sont également seuls responsables en matière de réservation d hôtels, de repas et de la fixation du prix des repas. En cas de circonstances particulières, le collège des ommissaires peut néanmoins permettre de prendre le départ aux coureurs concernés. PP ART. 18 MAILLOTS DE LEADER. Les maillots de leaders doivent être portés. Si un coureur est leader dans plusieurs classements, il devra porter le maillot selon l importance des classements: Classement Général Individuel au temps (BLANC). Classement Général Individuel aux points (VERT). Classement Général de la Montagne (ROUGE). Classement Général des Rushes (BLEU). Les organisateurs peuvent changer cet ordre ou la couleur des maillots. PP ART.19 L ENVIRONNEMENT. Les coureurs peuvent jeter les bouteilles vides et ordures avant et après la zone d alimentation. Suiveurs de la presse-invités Toutes les voitures suiveuses de la presse et des invités qui ont pris place devant les voitures officielles de la course: les voitures de la Police Fédérale, la voitures de la direction de la course, la voiture de telecommunication et la voitures neutre. Les voitures de suiveurs qui roulent derriere le peleton doivent toujours accorder la priorité aux voitures officielles, aux voitures des directeurs sportifs, à la voiture du jury et à la premiére voiture du médecin (directement après KBWB1). Suiveurs Tous les suiveurs à l échelon course, sauf les journalistes accrédités et les invités d honneur qui ne conduisent pas de véhicule, doivent être porteurs d une licence. La voiture des équipes doit avoir à son bord un directeur sportif licencié en tant que tel, comme responsable du véhicule. Pour les véhicules des équipes enregistrées auprès de l UCI, ce directeur sportif devra de plus être enregistré en tant que tel auprès de l UCI. This threeday cycle race will be held from Tuesday 29 March 2016 until Thursday 31 March 2016 and will comprise four stages. Tuesday Stage 1: De Panne - Zottegem 198,2 km Wednesday Stage 2: Zottegem - Oostduinkerke 211,1 km Thursday Stage 3: De Panne - De Panne 111,5 km Stage 4: De Panne - Koksijde - 14,2 km De Panne (individual time trial) Total: 535,0 km P ART. 2 TYPE OF COMPETITION The competition is classified by Europe Tour and is reserved for elite and under- 23 men. It is included on the UCI calendar under 2HC. The following points are awarded, in accordance with art of the UCI regulations: 100 / 70/ 40 / 30 / 25 / 20 / 15 /10 / 9 / 8 / 7 / 6 / 5 / 4 and 3 points for the first 15 riders in the individual general classification by time 20 / 14 / 8 / 7 / 6 / 5 / 4 and 2 points for each stage or half-stage 10 points for the leader of the general classification for the UCI Continental Elite Men classification P ART. 3 PARTICIPATION In accordance with art of the UCI regulations, the competition is open to the following teams: UCI ProTeams (max 70%), UCI professional continental teams, UCI continental teams of the country and the National teams of the country of the organizer. P ART. 5 STARTING ORDER INDIVIDUAL TIME TRIAL The individual time trial (stage 3b) is reserved for the first 120 riders in the individual general classification by time, and the starting order is based on this general classification. The last rider in this classification, the one in 120th place after stage 3a (De Panne - De Panne), will start first. The leader of the individual general classification by time will start last. The riders will set off at one-minute intervals. The leaders of each classification must take part in the time trial. The commissaires panel may change the number of participants in the time trial, and also the starting order to prevent two riders from the same team starting immediately after one another. There will be additional neutral technical support vehicles for riders who cannot use their own team car. Feeding is not allowed. P ART. 6 RADIO INFORMATION Information during the stages will be broadcast on a frequency of MHz; internal frequency: MHz. P ART. 7 NEUTRAL TECHNICAL SUPPORT Neutral technical support will be provided by the Libéma-SHIMANO team, which will have three cars (and one motorcycle during stage 1). P ART. 8 INCIDENTS IN THE LAST 3 KILOMETRES OF THE STAGE In the case of a duly noted fall, puncture or mechanical incident in the last three kilometers of a road race stage, the rider or riders involved shall be credited with the time of the rider or riders in whose company they were riding at the moment of the accident. His or their placing shall be determined by the order in which he or they actually cross the finishing line. If, as the result of a duly noted fall in the last three kilometers, a rider cannot cross the finishing line, he shall be placed last in the stage and credited with the time of the rider or riders in whose company he was riding at the time of the accident. In case riders out of the time limit are given a second chance by the president of the commissaires panel, they shall have confiscated the equivalent points awarded to the winner of this same stage to their individual general classification by points even if their points total in this classification becomes negative. P ART. 10 CLASSIFICATIONS TIME BONUSES TRANSFERS The following classifications are made: Individual general classification by time The individual general classification by time is calculated on the basis of the sum of all the times obtained in each individual stage, taking into account any time bonuses earned (see below), in accordance with article of the UCI regulations, and any penalties imposed. The leader of this classification wears the WHITE JERSEY. General classification by points The general classification by points is calculated on the basis of the sum of the points gained during the four stages. The following points are awarded at the finish of stages 1 and 2: 20, 18, 16, 14, 12, 10, 9, 8, 7, 6, 5, 4, 3, 2 and 1 to the first fifteen riders. The following points are awarded at the finish of stages 3a and 3b: 10, 9, 8, 7, 6, 5, 4, 3, 2 and 1 to the first ten riders. The leader of this classification wears the GREEN JERSEY. In accordance with article of the UCI regulations, in the event of a tie, the following criteria are applied in order until the riders are separated: Number of stage wins Individual general classification by time To qualify for this classification, the riders must finish the four stages within the time limit. General mountain classification The general mountain classification is contested over a total of 16 climbs spread over the course. The following points are given to each of these climbs (all the climbs are in the same category). First: 5 points Second: 3 points Third: 1 point. The general mountain classification is calculated on the basis of the sum of all climbs in the mountain classification. The leader of this classification wears the RED JERSEY. Trophee Bernard Van de Kerckhove The individual classification for the best rider U23 is calculated by summing the times from each stage. Time bonus and penalties are brought in calculation. The Trophy is handed on Thursday after the time trial. Time bonuses Time bonuses (only applicable in the individual general classification by time) will be awarded in the following stages for sprints and finishes, in accordance with article of the UCI regulations: 1 For every sprint: 3, 2 and 1 to the first three placed riders 2 For the finish of stages 1 and 2: 10, 6 and 4 to the first three placed riders 3 For the finish of stage 3a: 6, 4 and 2 to the first three placed riders Prize for the most combative rider The prize for the most combative rider will be awarded daily by a panel of judges, appointed by the organizer. 11 General team classification In accordance with article of the UCI regulations, the team classification for the day will be calculated on the basis of the sum of the three best individual times from each team. In the event of a tie, the following criteria are applied in order until the teams are separated: Sum of the places acquired by the three best-placed riders in each team in that stage Placing of the best rider in each team in that stage The general team classification will be calculated on the basis of the sum of the three best individual times from each team in each stage ridden. Anti-doping testing takes place at: Stage 1: Zottegem Mobile Office Portix Finish area Stage 2: Oostduinkerke Mobile Office Portix Finish area Stages 3a and 3b: De Panne Mobile Office Portix Portix Finish area PP ART. 13 OFFICIAL CEREMONY In accordance with article of the UCI regulations, the following riders shall participate in official ceremonies after each stage: The winner of the stage and the leaders of the individual general classification by time, the general classification by points, the general mountain classification and the general sprint classification The winner of the prize for most combative rider of that day Press conference (race headquarters press room) After the last stage (stage 3b): The first three riders in the individual general classification by time The winners of the general classification by points, the general mountain classification, the general sprint classification and the overall combative rider. PP ART. 14 FINES The commissaires panel will apply the UCI scale for fines and penalties. PPART DISQUALIFICATION In accordance with article of the UCI regulations? If a rider is disqualified before the result of the race is sanctioned, all classifications shall be adjusted. If a rider is disqualified after the result of the race has been sanctioned, the general individual classification shall be adjusted, if applicable, for the first 20 places only. If a rider is disqualified because of a violation committed during a stage that he won, the second rider on the stage takes the first place. If the winner of another classification than the general individual classification is disqualified, the second rider on that classification takes the first place. For the rest the place of the disqualified rider shall be left open. PP ART. 16 FINANCIAL OBLIGATIONS Throughout the Driedaagse De Panne-Koksijde, the team managers or the person responsible for each participating team are responsible for paying their own expenses and those of the team. The participation allowance is higher than UCI barema, to compensate the costs of travel and hotel.the organizer repudiates any debts. The team managers are also responsible for booking hotel accommodation and discussing and paying for any special meal requirements. During this time there will be a short presentation and the riders will sign the starting sheet. Riders shall be required to sign on the starting sheet, otherwise be eliminated or disqualified from the race. However, in case of the occasion of particular circumstances, the commissaires panel might allow the riders in question to start. PP ART. 18 LEADERS JERSEYS The leader of each classification is required to wear the corresponding jersey. If a rider is leading more than one classification, the order of priority of the jerseys is as follows: The individual general classification by time (WHITE). The general classification by points (GREEN). The general mountain classification (RED). The general sprint classification (BLUE). The organizer may change the order or color of the jerseys. PPART.19 ENVIRONMENT. The riders can throw away their rubbish and empty bottles before and after the supply zone. This is indicated by yellow signs. Info: stage classification Information Following certificates All vehicules that are part of the race caravan are given two numbered certificates in self-adhesive vinyl. The larger of the two must be attached to the top of the front windscreen and the smaller one to the bottom left of the rear windscreen. They also receive a certificate issued by the Royal Belgian Cycling Federation (only those with a competition license can drive close to the riders) that must be displayed on the inside of the windscreen. All the vehicles following the race have a yellow sticker (Jury, Organisation, Team, Doctor, Guest). Only press vehicles will have a green sticker. No other colour is allowed in the race. Press-invited followers All press vehicles and other following vehicles that are in the race caravan in front of the riders pack must take place in front of the official race vehicles, such as the Federal Police vehicle, the race director s vehicle, the telecommunications vehicle and the neutral vehicle. The pursuit vehicle that rides after the pack must always give way to the official vehicles, the team directors vehicles, the jury vehicle, and the first doctor s vehicle (immediately after KBWB1) Followers All persons in a race convoy, except for accredited journalists and guests of honour who are not vehicle drivers, have to be licence holders. Team cars shall carry a sports director who holds the appropriate licence, who shall be responsible for the vehicle.
