2 Voorwoord Met zijn boek Kust en Zee heeft Hans Sijberden een interessante uitgave verzorgd, die in heldere taal, voor ieder begrijpelijk, de relatie uiteenzet tussen Kust en Zee. Een onderwerp dat voor Nederland van grote betekenis is. Nederlanders zijn immers altijd actief geweest op het grensvlak water en land. Wij bouwden terpen en wierden als vluchtoorden in tijden van gevaar en als woonoorden. Wij ontwierpen dammen en dijken, die wij nog steeds aanleggen. In de Gouden Eeuw legden wij binnenlandse meren droog met behulp van windmolens. Zo ontstonden Beemster, Purmer, Wormer, Schermer, Heer Hugowaard. Toen stapten wij over op stoomgemalen, hetgeen leidde tot de Haarlemmermeerpolder. Daarop volgde het grote werk van ir. Lely: de Zuiderzeewerken. Belangrijk was en is de ontwikkeling van de zeehavens Rotterdam en Amsterdam. De aanleg, met slechts enkele jaren verschil, van de Nieuwe Waterweg en het Noordzeekanaal leidde tot een verdere grootschalige ontwikkeling van deze havens. De Deltawerken geïnitieerd door Dr. Johan van Veen werden vervolgens na het optreden van de voorspelde watersnoodramp gerealiseerd. Innovatie stoelend op die typisch Nederlandse traditie van het werken op het grensvlak water en land leidde tot de nieuwste loot aan die stam: Bouwen met de Natuur. Sijberden richt zich in sterke mate op de geschiedenis van de kust, de klimaatverandering, het principe Bouwen met de Natuur en de zich ontwikkelende visie van de overheden op de kust. Achtergronden ten aanzien van vele aspecten van zeewaartse ontwikkeling worden uiteengezet. De toegangsgeulen leidende tot Delfzijl/Eemshaven, IJmuiden/ Amsterdam, Rotterdam en Vlissingen/Terneuzen worden toegelicht evenals de projectplannen voor de Nederlandse havens. De vele gebruiksfuncties van de Noordzee komen uitgebreid aan bod en natuurlijk de ecologische betekenis van deze zee. Kust en zee vormen ook een belangrijke inspiratiebron voor schilders, dichters en zee/landschapsarchitecten. Het boek wordt afgesloten met een blik op toekomstige innovatieve ontwikkelingen. Kust en Zee, rijk geïllustreerd, is bijzonder lezenswaard en een inspiratiebron voor innovatieve ontwikkelingen op het grensvlak water en land in Nederland. 3 Foreword With his book Coast and Sea, Hans Sijberden has produced an interesting and highly accessible publication which in clear language sets out the relationship between Coast and Sea. A subject which of course is of great significance to the Netherlands. After all, the Dutch have always been active at the crossroads of water and land. We have built artificial mounds as safe havens in times of danger and as residential locations. We have engineered dams and dikes, which by the way we are still doing to this day. In the Golden Age, we drained inland lakes using windmills, thus creating new land in the form of polders such as the Beemster, Purmer, Wormer, Schermer and Heerhugowaard. Later, we switched over to steam-driven pumping stations, which led to larger reclamation schemes such as the Haarlemmermeer Polder. Then followed the great project of engineer Lely - the Zuiderzee Works in which the Zuiderzee was transformed from a body of salt water into a freshwater lake: the IJsselmeer. This plan was coupled with a huge land reclamation scheme in four subsequent polders. The development of the seaports of Rotterdam and Amsterdam was and still is of the utmost importance. Constructed only a couple of years apart, the realisation of the New Waterway Canal (Nieuwe Waterweg) and the North Sea Canal (Noordzeekanaal) has facilitated the further large-scale development of these ports. Next, the Delta Works, initiated by Dr. Johan van Veen, were realised to prevent major flood disasters such as the one that hit the Netherlands in 1953 from ever happening again. Innovations rooted in that typical Dutch tradition of working at the crossroads of water and land have resulted in the emergence of the latest branch to that trunk: Building with Nature. Sijberden extensively focuses on the history of the coast, climate change, the principle of Building with Nature and the continuously developing vision of the authorities as regards the coastal zone. The many aspects of offshore development are explored and explained in great detail. Attention is paid to the access channels leading to Delfzijl/ Eemshaven, IJmuiden/Amsterdam, Rotterdam and Flushing/Terneuzen as well as the project plans for the Dutch ports. The many uses of the North Sea are dealt with in great detail, alongside, of course, the ecological significance of this sea. The coast and the sea also constitute important sources of inspiration for painters, poets and sea and landscape architects. In conclusion, Coast and Sea explores future innovative developments. Coast and Sea, richly illustrated, is most definitely worth reading and a source of inspiration for innovative developments in the border zone between water and land in the Netherlands. Ronald E. 4 Inleiding Er is de laatste jaren zeer veel te doen over de kust en je kunt bijna geen krant openslaan of er staat wel iets in over dit onderwerp. De voorspellingen dat de zeespiegel de komende eeuw meer dan één meter zal stijgen is voor menigeen onvoorstelbaar. Zoiets tart de verbeelding en veel mensen denken ook weer terug aan de Watersnoodramp in Veiligheid is in de toekomst niet meer zo vanzelfsprekend als het enige tijd was en dat is een griezelige gedachte. Zonder dijken en duinen loopt Nederland voor ongeveer 65% onder water. Onze kustverdediging moet gekoesterd worden en om droge voeten te houden is het zaak om de dijken in optimale staat te houden. Met een hogere zeespiegel ontstaan ook hogere golven, die krachtiger zijn dan voorheen. Een mogelijke oplossing is natuurlijk het verhogen van de dijken en duinen. Voor de korte termijn is dat afdoende, maar op langere termijn blijkt dat niet de juiste keuze. Gelukkig bevindt er zich heel veel bruikbaar zand voor kustverdediging in de Noordzee. Dat zand ligt voor onze deur op het zogenoemde Nederlands Continentaal Plat. Het ontstond door het afslijten van gletsjers en eeuwenlang door de rivieren naar zee meegevoerd. Zand is een prima, goedkoop en duurzaam bouwmateriaal. Toen de Noordzee ontstond door zeespiegelstijging tussen Engeland en het vaste land van Europa, ontstonden er door wind en golven grote zandbergen, stuwwallen en uiteindelijk duingebieden. Dit proces dat de huidige kust vormde, duurde meer dan tienduizend jaar. Met die enorme hoeveelheid zand in de Noordzee kunnen de huidige stranden zeewaarts uitstekend verbreed en opgehoogd worden. Het is zelfs mogelijk met deze zandvoorraad - goed voor voor vele honderden jaren - nieuwe duinen te maken en bepaalde duinen te versterken. Daarbij is de techniek van baggeren de laatste decennia enorm verbeterd. Een grote sleephopperzuiger kan tegenwoordig meer dan m³ zand in één uur naar binnen zuigen, transporteren en voor de kust of op het strand opspuiten. Met dit 65% van Nederland onder water / 65% of the Netherlands submerged Fotoarchief Alkyon/Arcadis / Photo archive Alkyon/Arcadis suppleren van zand kan het zichtbare strand worden opgehoogd en verbreed, maar ook de onzichtbare langzaam aflopende waterbodem, moet worden opgehoogd om de zeespiegelstijging te volgen. Dergelijke vooroever suppletie houdt namelijk de golfkracht op een gelijk niveau. De - veelal onzichtbare - ophoging van de zeebodem, is vanzelfsprekend van zeer groot belang voor de kustveiligheid. Naast deze menselijke activiteit bestaan er langs de kust zeestromingen die autonoom zand transporteren. De getijstroom brengt jaar in jaar uit twee keer per etmaal zand op de kust. Soms vindt er bij zware storm echter weer veel afslag van zand plaats, wat dan weer kunstmatig moet worden aangevuld. Met zeewaartse verbredingen die ook zeedieren als vissen, krabben, schelpdieren en vogels en planten een goede ontwikkelingsbasis bieden, bereik je meer doelen tegelijk. Via het principe Bouwen met de Natuur ontstaan prachtige natuurgebieden met extra duinen en valleien. De toegangsgeulen en de mondingen van grote rivieren brengen vaak welvaart op het land. In Nederland ontstaan en ontstonden langs de kust belangrijke economische gebieden. In het noorden bij de Eems-Dollard ontwikkelt zich het havengebied van Delfzijl en Eemshaven. De IJ-geul geeft via het Noordzeekanaal en de zeesluizen bij IJmuiden toegang tot het havengebied van IJmuiden tot en met Amsterdam. Bij Hoek van Holland verschaft de Maasmond met de diepe Euro- of Maasgeul toegang tot de haven van Rotterdam, de grootste haven van Europa. In het zuiden is de Westerschelde de toegang voor schepen naar Vlissingen en Terneuzen, het Belgische Antwerpen en - via het kanaal Gent naar Terneuzen Gent. De Schelde die in de Noordzee uitmondt, staat tot ver stroomopwaarts onder invloed van zeegetijden en vormt zo een estuarium. De getijdenwerking is zelfs nog tot in Gent aanwezig. De Westerschelde is in Europa het enige nog volledig functionerende estuarium, een zeer waardevol en zeldzaam gebied. De havengebieden langs dit deel van de Nederlandse kust zijn belangrijk voor heel Europa. In dit boek belicht ik vooral de gevolgen van de zeespiegelstijging voor de kustveiligheid, maar dat laat onverlet dat de rivieren een minstens zo grote rol bij dit onderwerp spelen. Goed watermanagement is belangrijk voor de kustveiligheid, maar ook voor veilige dijken langs rivieren en meren en voor waterhuishouding, waterzuivering en drinkwatervoorziening. Twee van de vier grootste baggerbedrijven ter wereld zijn Nederlandse ondernemingen, terwijl de twee andere uit België komen. Dat is natuurlijk geen toeval net als het feit dat Zijne Koninklijke Hoogheid Prins Willem-Alexander watermanagement in zijn hart heeft gesloten. Hij vertegenwoordigt ons land als voorzitter in de Adviesgroep Water en Sanitaire voorzieningen van de Verenigde Naties, een onafhankelijke adviescommissie die rechtstreeks aan de VN-secretaris-generaal rapporteert. In dit boek laat ik kunstenaars en andere mensen die zich door de zee hebben laten inspireren aan het woord. Dat is een persoonlijke keuze die voortkomt uit mijn grote interesse voor zowel techniek als kunst. Ik probeer te achterhalen hoe processen tot stand komen en ga op zoek naar het hoe en waarom van de gemaakte keuzes om de kustveiligheid te verhogen. Infrastructurele werken moeten in mijn visie zoveel mogelijk plaatsvinden in optimale harmonie met de natuur en steeds getoetst op hun milieueffecten. Dit nieuwe denken bij de aanpak van grote infrastructurele werken is wellicht de grootste innovatie bij de ontwikkelingen in de komende jaren. Introduction The coast has been the subject of a lot of attention in recent years and it is virtually impossible to open a newspaper without coming across some mention of this topic. To many, the predicted increase in sea levels by more than one metre over the next century is unfathomable; it also takes a lot of people back to the Flood Disaster of In the future, water safety will not be as self-evident as it once was and that is a scary thought. Without dikes and dunes, about 65 percent of the Netherlands would be inundated. Our coastal defences should be cherished and it is important that the dikes are kept in optimal condition if we want to keep our feet dry. A higher sea level rise also means higher waves which are stronger than before. A possible solution could of course be to raise the dikes and dunes. Although this would suffice in the short term, it however does not constitute an adequate long-term solution. Fortunately, the North Sea holds a lot of sand which can be used for coastal defence purposes. That sand is located on our doorstep, on the so-called Dutch Continental Shelf. This shelf was created as a result of dwindling glaciers being carried to the sea by rivers over the course of many centuries. Sand is an excellent, cheap and durable building material. 6 Prins Willem-Alexander en prinses Maxima Illustratie Paul Kerrebijn the North Sea came into being after sea levels between Britain and mainland Europe increased, wind and waves led to the emergence of large mountains of sand, lateral moraines and, ultimately, dune areas. This process which formed the current coast lasted more than ten thousand years. With that enormous amount of sand in the North Sea, the current beaches can perfectly be extended on the seaward side and raised. The sand stocks enough to last hundreds of years even make it possible to create new dunes and fortify certain existing ones. In addition to this, dredging technology has greatly improved over the last couple of decades. A large trailer suction hopper dredger can now suck up more than 35,000 m³ of sand, transport this to the coast and deposit it off the coast or on the beach in one hour. With this sand nourishment, the visible beach can be raised and widened, but also the invisible, gently sloping seabed needs to be raised in line with the increase in sea levels. This is because such wave screen suppletions keep the wave strength at an equal level. The - often invisible - raising of the seabed is obviously very important in terms of coastal safety. Besides this human activity, there are ocean currents along the coast which autonomously transport sand. Year after year, the tidal currents twice daily deposit sand on the coast. Sometimes, a severe storm will however cause a substantial amount of sand to be washed away again, which then needs to be artificially replenished. With seaward extensions, which also provide a good development base for marine animals such as fish, crabs and shellfish as well as birds and plants, more objectives can be reached simultaneously. Through the principle of Building with Nature, beautiful natural areas with additional dunes and valleys emerge. The access channels and estuaries of large rivers often bring prosperity to the country. In the Netherlands, major economic zones have emerged and are emerging along the coast. In the North, at the Eems-Dollard, the port area of Delfzijl and Eemshaven is being developed. Through the North Sea Channel and the sea locks at IJmuiden, the so-called IJ-geul (man-made access channel) offers access to the port area from IJmuiden to Amsterdam. In the South, the Western Scheldt offers access to ships bound for Flushing and Terneuzen, Antwerp in Belgium and - through the Ghent-Terneuzen Canal - Ghent. The Scheldt, which flows into the North Sea, is affected by tidal forces as far upstream as Ghent and as such forms an estuary. The Western Scheldt is the only remaining fully functioning estuary in Europe, a very valuable and rare area. The port areas situated on this segment of the Dutch coast are important to the whole of Europe. My particular focal point in this book is the impact of rising sea levels on coastal safety. That however does not diminish the fact that the role of rivers is at least as significant in that respect. Good water management is important for coastal safety, but also for ensuring that dikes along rivers and lakes are safe and for water balance levels, water purification and the supply of drinking water. The Netherlands lives on the crossroads of land and water and can boast a lot of expertise and experience in the field of water management. Two of the four largest dredging companies in the world are Dutch, while the other two are Belgian. That of course is not a coincidence, and neither is the fact that His Royal Highness Prince Willem-Alexander has embraced water management. He represents our country as chairman of the Advisory Board on Water and Sanitation of the United Nations, an independent advisory committee which reports directly to the UN Secretary-General. Artists and other people who have been inspired by the sea are also featured this book. This is a personal choice of mine which stems from my great interest in both technology and art. I try to figure out how processes come about and look for the how and why as regards the choices which are made to improve coastal safety. In my vision, infrastructural works should as much as possible be realised in perfect harmony with nature and always be assessed on their environmental impact. This new approach to major infrastructural projects is perhaps the most innovative aspect of the developments which are set to take shape in the coming years. Inleiding / Introduction 15

Hierbij speelt de technische ontwikkeling van baggeren (= grondverzet in den natte) een toonaangevende rol. Met ontgraven wordt de zeebodem verlaagd ten behoeve van vaargeulen en zandwinning. Met dit vrijkomende bodemmateriaal, veelal zand, wordt nieuw land aangewonnen (opgespoten) en de eroderende kustlijnzone regelmatig gesuppleerd.hierbij wordt steeds vaker het principe bouwen met de natuur toegepast. Dat is zoveel als mogelijk gebruik maken van het uit metingen bekende lokale morfologische en ecologische kustgedrag.. Een grote zeewaartse uitbreiding vindt op moment van schrijven plaats ten behoeve van de zeewaartse uitbreiding van de Rotterdamse haven, genaamd Maasvlakte 2. Dit is een geweldige stimulans voor de baggerwereld en Nederland. De Nederlandse baggeraars realiseerden diverse grootschalige waterbouwerken in het buitenland, zoals de palmeilanden in zee in Dubai. Nu laten ze eindelijk in Nederland, hun bakermat, weer eens zien wat er met de voortschrijdende en schaalvergrotende baggertechnieken aan waterbouwkundige metamorfoses in korte tijd mogelijk is. De 2000 ha. grote zeewaartse havenuitbreiding, gestart in 2008 en in 2013 operationeel, is bedoeld voor de uitbreiding van de haven faciliteiten van de Rotterdamse haven en is de invulling voor de schaarste in ruimte. Ook is besloten om als compensatie van dit project de Zuid-Hollandse kust zeewaarts te verbreden in combinatie met natuurbehoud geheel volgens het principe bouwen met de natuur. De uitvoering van de havenuitbreiding wordt door de Nederlandse baggeraars Boskalis en Van Oord in een samenwerkingsverband uitgevoerd onder de naam PUMA, een acroniem van Projectorganisatie Uitbreiding Maasvlakte. Opdrachtgever voor dit miljarden contract is de Haven van Rotterdam. Het Rijk en de gemeente Rotterdam dragen ook bij in de kosten. Deze waterbouwkundige stimulans was volgens mij in Nederland hard nodig want na de voltooiing van de Deltawerken met de bouw van de Maeslantkering in de Nieuwe Waterweg werd Summary This book, Coast and Sea; inspiration for innovative developments, deals with the hydraulic metamorphosis of the North Sea coast over time. In this respect, the technical developments pertaining to dredging (= moving earth under water) play a leading role. Through dredging, the level of the seabed is lowered to accommodate access channels and sand extraction. The materials which are thus released, often sand, are used to generate new land (raising) and to supplement the eroding coastline. Here, the principle of Building with Nature is increasingly being used; as much use as possible is made of the morphological and ecological behaviour of the coast as obtained through measurements. As I am writing this, a major seaward expansion is underway for the port of Rotterdam: Maasvlakte 2. This constitutes a great boost to the dredging sector and the Netherlands. Dutch dredgers have realised various large-scale feats of hydraulic engineering abroad, such as the construction of the Palm Islands off the coast of Dubai. Now, they are finally once again demonstrating just which hydraulic metamorphoses can be achieved over a short period of time in the Netherlands, their cradle, through the use of advanced and scaled-up dredging technology. The 2000-hectare offshore expansion started in 2008 and will be completed by The aim of Maasvlakte 2 is to accommodate the expansion of the port facilities of the port of Rotterdam and it constitutes an answer to the limited availability of space. In compensation for this project, the decision has also been made to widen the coast of South Holland in a seaward direction in combination with nature preservation, completely in conformity with the Building with nature principle. The Dutch dredging companies Van Oord and Boskalis are responsible for the implementation of the port expansion in a joint venture called PUMA, which stands for Projectorganisatie Uitbreiding Maavlakte 2 (Project organisation expansion Maasvlakte 2).The principal for this contract, which 16 Kust en Zee / Coast and Sea

9 het akelig stil en leek het erop dat Nederland klaar en veilig was voor toekomstige stormvloeden. Wel werd er af en toe gekibbeld of de laatstgenoemde prestigieuze kering wel voldeed aan de gestelde randvoorwaarden. Maasvlakte 2 is de kapstok voor het schrijven van dit boek dat ik de titel: Kust en Zee; inspiratie voor innovatieve ontwikkelingen heb gegeven. Uit ervaring weet ik dat er bij zo n groot werk veel innovaties te verwachten zijn, die toepasbaar zijn op de gehele Nederlandse kust. Van de ervaringen kan goed gebruik gemaakt worden bij de ontwikkeling van de Nederlandse kustverdediging in de komende eeuwen. Het is daarbij noodzakelijk om de ontwerp uitgangspunten van de Deltawerken uit 1956 te toetsen aan de huidige omstandigheden en rekening te houden met de klimaatverandering die wereldwijd de aandacht opeist. De gevolgen hiervan zullen voor Nederland en de andere landen aan de Noordzee grote consequenties hebben. Het beleid om met deze uitdagingen om te gaan, dient te worden bijgesteld. Er moet op basis van ervaring, kennis en wetenschap een integrale visie worden ontwikkeld op de veiligheid van de kust en de bescherming tegen overstromingen van rivieren. Het is te hopen dat er geen ramp zoals in 1953 nodig is, om voldoende draagvlak bij de bevolking te krijgen voor de benodigde grootschalige investeringen. Naar verwachting zal de aarde door toename van de uitstoot van CO 2 broeikasgassen in de toekomst met 1 à 2 o C opwarmen. Het ijs op de poolkap en van de gletsjers smelt daardoor sneller en de zeespiegel stijgt sterker dan met de gebruikelijke 12 à 15 centimeter per eeuw. De scenario s gaan nu uit van een stijging die varieert van 17 tot meer dan 85 centimeter per eeuw. Om aan de zeespiegelstijging het hoofd te bieden benoemde het kabinet medio 2007 de Commissie Veerman. Deze nieuwe Deltacommissie kreeg de opdracht zich te buigen over de bescherming van de Nederlandse kust en het achterland op de lange termijn. In het advies dat de commissie op 3 september 2008 presenteerde, staat de fundamentele vraag centraal: hoe kunnen we ervoor zorgen dat ons land nog voor vele toekomstige generaties een aantrekkelijke plaats blijft om te wonen en te werken, te investeren en te recreëren? Dit advies schept voorwaarden om die gewenste toekomst werkelijkheid te laten worden en bevat een doorkijk naar de jaren 2100 en involves billions of euros, is the Port of Rotterdam Authority. The government and municipality of Rotterdam are also financially contributing to the project. I feel that a hydraulic boost of this kind was highly necessary in the Netherlands: following the completion of the Delta Works flood defence system (known as Deltawerken in Dutch) with the construction of the Maeslantkering storm surge barrier in the Nieuwe Waterweg canal, things had become awfully quiet on this front. It seemed as if the Netherlands was completely finished and fully protected against future storm surges. Occasionally, there was some debate as to whether the prestigious flood barrier still met the applicable basic requirements though. Maasvlakte 2 is the red thread running through this book, which I have entitled: Coast and Sea; inspiration for innovative developments. I know from personal experience that a project of this scale will yield a great number of innovations which are applicable to the entire Dutch coastline. The experiences gained can be put to good use for the development of the coastal defence of the Netherlands in the coming centuries. In that respect, it is essential to reassess the design principles of the Delta Works from 1956 against the current situation and take into account the effects of climate change; warranting attention the world over, climate change will substantially affect the Netherlands and other countries on the North Sea. The policy aimed at dealing with these challenges needs to be adjusted. Based on experience, knowledge and scientific data, a comprehensive vision on coastal safety and preventing rivers from overflowing needs to be developed. Hopefully, it will not take a disaster like the one in 1953 to raise sufficient support among the population for the necessary large-scale investments. Expectations are that the earth will warm by 1 to 2 C in the future due to increased emissions of CO2 greenhouse gases. Consequently, polar caps as well as glaciers will melt more rapidly and sea levels will rise by more than the usual 12 to 15 centimetres per century. Current scenarios are now assuming an increase which ranges from 17 to more than 85 centimetres per century. To cope with the rise in sea levels, the government in mid appointed the Veerman Commission. This new Delta Commission was given the assignment to study the longterm protection of the Dutch coastline and the hinterland. In the advice presented by the commission on the 3 rd of September 2008, the following fundamental question plays a key role: how can we ensure that our country will remain an attractive place for living and working, investing and recreating for many future generations to come? 10 Kustgebieden zijn al eeuwenlang economisch aantrekkelijke vestigingsgebieden, met dichtbevolkte gemeenschappen. Zo ontstonden er in de delta s over de hele wereld grote concentraties van wonen en werken in risicovolle en kwetsbare gebieden. Maar onze eeuwenlange strijd met het water biedt onze baggeraars en kennisinstituten ook een geweldige kans om onze kennis en ervaring mondiaal te gebruiken. Juist in deze tijd van zorgen over klimaatverandering en milieu moeten we optimaal samenwerken en Nederland als kennisland op het gebied van de waterbouw verkopen. Het is niet toevallig dat per 1 januari 2008 het kennisinstituut Deltares ontstond. De kennis over water, bodem en ondergrond van WL Delft Hydraulics, Geodelft, TNO Bouw en Ondergrond en delen van de specialistische diensten van Rijkswaterstaat werd hierdoor gebundeld. Er ontstond met Deltares een toonaangevend kennisinstituut voor nationale en mondiale vraagstukken, zoals de ramp die New Orleans trof met de orkaan Katrina. Samen met overheden, adviesbureaus, kennisinstellingen, universiteiten en het bedrijfsleven richt Deltares zich op het op een duurzame wijze voorkomen van overstromingen. Het in Delft en Utrecht gevestigde Deltares is in dezen een onmisbaar kenniscentrum en de wetenschappelijke basis van Rijkswaterstaat voor kustlijnzorg, zandsuppletie en het rivierengebied. Deltares zal in Nederland veel gaan bijdragen aan innovatie en advies en haar kennis zoals de Delta technologie - verkopen aan het buitenland. Innovaties komen zowel voort uit kennis en onderzoek als uit praktijkervaring. Daarom is het ook zo belangrijk dat er met de aanleg van Maasvlakte 2 nu weer een groot project loopt. In het hoofdstuk Toekomst zal dan ook aandacht worden geschonken aan innovaties die hier uit voortvloeien en bruikbaar en beschikbaar zijn voor het onderwerp van dit boek. Er wordt naast veiligheid ook aandacht geschonken aan recreatie, wonen en werken en het zogenaamde bouwen met de natuur. Het vergt veel inspanning van overlated communities. In deltas all over the world, high concentrations of people living and working in risky and vulnerable areas thus emerged. But our age-long struggle against the water also provides our dredgers and knowledge institutes with an outstanding opportunity to use our knowledge and experience on a global scale. Especially in these times when concern about climate change and the environment is mounting, we need to optimally collaborate and sell the Netherlands as an authority in the field of hydraulic engineering. It comes as no coincidence that the Deltares knowledge institute was established on the 1 st of January 2008; it pools the knowledge of WLI Delft Hydraulics, Geodelft, TNO Built Environment and Geosciences and branches of the specialistic services of the Directorate-General for Public Works and Water Management (known as Rijkswaterstaat in Dutch) as regards water, soil and subsoil. With Deltares, a leading knowledge institute for national and global issues such as the disastrous Hurricane Katrina which hit New Orleans was created. Together with government bodies, consultancy firms, research institutes, universities and the business sector, Deltares aims to in a sustainable manner prevent the occurrence of floods. Established in the towns of Delft and Utrecht, Deltares is an essential knowledge centre in this respect as well as the scientific basis of the Directorate-General for Public Works and Water Management for matters pertaining to coastline management, sand replenishment and river areas. In the Netherlands, Deltares will offer a significant contribution in terms of innovation and advice and market its knowledge - such as the Delta technology - to other countries. Innovations are born from both knowledge and research and from hands-on experience. That is why it is so important that a large project such as the construction of Maasvlakte 2 is once again underway. In the chapter Future, attention will therefore also be paid to the innovations which ensue from this and are available and useful in relation to the topic of this book. Climate change also leads to flooding in the river areas. The estuaries of the large rivers Rhine, Maas, IJssel and Scheldt constitute the access points to the sea ports along the coast and the hinterland. Due to global warming, the glacier rivers will need to process greater quantities of meltwater in the future and it is expected that precipitation levels will also increase. This extra amount of water must be collected and the dikes will have to be raised and fortified in order to prevent flooding. The main emphasis of this book however is not on rivers, but on the risks rising sea levels pose to the Dutch coastline. In addition to safety, attention is paid to recreation, living and working and so-called building with nature. It requires a great deal of effort on the part of government bodies, water boards and the private sector to come to a common approach. Only then is there a chance of success, and a comprehensive coastal vision from all the above-mentioned parties is vital. Banks and institutions active in the field of real estate can play an important role in that respect by generating the funds necessary to realise plans. Bij eb en vloed stroomt er tweemaal per etmaal een aanzienlijke hoeveelheid sediment - slib en zand - de grote rivieren Rijn, Maas, IJssel en Schelde binnen en er - gedeeltelijk - weer uit. Om de toegangsgeulen op diepte te houden voor de grote zeeschepen is veel baggerwerk nodig. De zee stroomt evenwijdig langs de kust van Zuid naar Noord. Hierdoor wordt eveneens veel zand en slib getransporteerd en dit bezinkt langs de kust en in de Waddenzee. De voortdurende verplaatsingen van sediment evenwijdig aan de kust heten in het vakjargon de zandrivier en de voortdurende behoefte aan zand zandhonger. Dit laatste is met name ook een bekend fenomeen in de Oosterschelde. De door Rijkswaterstaat betitelde zandrivier transporteert dag en nacht een netto zandstroom van Zuid naar Noord langs de kust, beïnvloed door eb en vloed, stormvloeden, springtij, windstoten en zeestromingen. De natuur verplaatst onophoudelijk grote hoeveelheden zand, de bouwsteen voor kustfundament en duinen. In dit zand en slib zit veel leven en de ecologische aspecten, visstand, vogels en andere dieren spelen bij dit alles dan ook een cruciale rol. Het is de vraag of er voldoende zand aanwezig is in de Noordzee en op het Nederlands Continentaal Plat voor natuurlijke aangroei door de zandrivier om de zeespiegelstijging bij te houden of dat er zand moet worden gesuppleerd. Dit zal terdege bestudeerd moeten worden om het voortbestaan van de Waddenzee en de veiligheid van de Nederlandse kust te kunnen waarborgen. Uit de geschiedenis van ons land, kust en rivieren vallen wijze lessen te trekken. Veel principiële zaken blijven onveranderd of herhalen zich. Economische factoren blijven een belangrijke rol spelen, maar iedere tijd kent ook zijn eigen problemen en omstandigheden. De techniek ontwikkelde zich voortvarend en de klimaatverandering die zich nu voordoet is, voor het eerst in de geschiedenis, mede toe te schrijven aan de mens. Onze CO 2 - uitstoot is veel te hoog en door ontbossing worden de broeikasgassen steeds minder goed geabsorbeerd. In ons eigen land verslechterde de situatie ook nog door de enorme veenafgravingen die de bodem deden dalen. Hierdoor kon bij stormvloed het water tot ver in het noorden en zuiden van Nederland doordringen. Ook veroorzaakte de olie- en gaswinning in het noorden van ons land een aanzienlijke bodemdaling. Klimaatverandering krijgt in dit boek veel aandacht, omdat de zeespiegelstijging een cruciale rol speelt bij de kustveiligheid. Kustlijnzorg behoort tot het takenpakket van Rijkswaterstaat en deze instantie voert vanaf 1990 het beleid de toenmalige kustlijn te handhaven. Nature constantly moves large amounts of sand, the building block of coastal foundations and dunes. As this sand and silt is teeming with life, ecological aspects, fish stocks and birds and other animals also play a crucial role in this respect. The question is whether enough sand is present in the North Sea and on the Dutch Continental Shelf for natural growth by means of the sand river to keep up with rising sea levels or that sand should be supplemented. This will need to be thoroughly studied in order to secure the survival of the Wadden Sea and the safety of the Dutch coast. Many a wise lesson can be learnt from the history of our country, coast and rivers. A lot of fundamental issues remain unchanged or repeat themselves. Economic factors continue to play a significant role, but each time period also has its own problems and circumstances. Technological developments have flourished and the climate change that is now unfolding can, for the first time in history, be partially attributed to humans. Our CO 2 emission levels are far too high and less and less greenhouse gases are being absorbed as a result of deforestation. In our own country, the situation has also been worsened by the digging up of vast quantities of peat, which has caused soil levels to subside. As a result, flood water has been able to penetrate deep into the north and south of the Netherlands during storm surges. Deze kustvisie met een zandige en flexibele verdediging van strand en duinen was tot nu toe succesvol. Daar waar zeereep en duinenrij afwezig zijn, ligt een harde zeewering, zoals de Hondsbossche en Pettemer zeewering en de Afsluitdijk. Het is echter de vraag in hoeverre deze kustvisie kan worden volgehouden als de veiligheid moet worden gegarandeerd volgens de eisen van de huidige Deltawet. Er is weliswaar vastgesteld dat er voldoende zand is om de veiligheid de komende eeuwen te garanderen, maar er moet dan wel voor gezorgd worden dat de winning van zand op het Nederlands Continentaal Plat mogelijk blijft. Dan moet de ruimte in de Noordzee ook duidelijk ingericht worden naar soort en gebruik. Zo liggen er inmiddels veel obstakels op de bodem van de Noordzee zoals kabels en leidingen, en bevinden zich er booreilanden, militaire oefengebieden, windmolenparken, scheepvaartroutes, toegangsgeulen en natuurgebieden. Daarnaast moet er ruimte voor visserij worden gereserveerd en moet de kwaliteit van het zeewater bewaakt worden. Coastline management is one of the tasks of the Directorate- General for Public Works and Water Management, which since 1990 has been pursuing a policy aimed at maintaining the thencoastline; if the coastline is eroded by a storm surge, then it is restored to the level of 1990 by means of sand replenishments, the co-called dynamic maintenance of the Basic Coastline (BKL). In that respect, the coastal foundation, which runs from the continuous 20-metres-below- NAP (Normal Amsterdam Level) mark at sea to the first dune ridge or sea wall, is maintained as much as possible. The sand for the replenishments comes from the Dutch Continental Shelf beyond the continuous 20-metres-below-NAP mark. Up till now, this coastal vision with its sandy and flexible defence of beaches and dunes has been successful. In locations where coastal strips of dunes are absent, there are hard seawalls such as the Hondsbossche and Pettemer seawalls and the Afsluitdijk. However, the extent to which this coastal vision can be maintained when safety levels need to be guaranteed in conformity with the requirements laid down in the current Delta Act remains to be seen. It has been established that there is enough sand to ensure safety levels in the coming centuries, but only if the extraction of sand from the Dutch Continental Shelf remains possible. To ensure this, space in the North Sea also clearly needs to be designated according to type and function. For example, the bottom of the North Sea is already dotted with many obstacles such as cables and pipes, and there are oil rigs, military training areas, wind farms, shipping lanes, access channels and nature reserves. In addition, space needs to be reserved for fishing and the quality of the seawater needs to be safeguarded. At various locations along the Dutch coast, projects have been initiated which already no longer meet current requirements or will no longer do so in ten years time. These socalled weak links should be restored no later than The new Delta Commission will provide answers and advices which will serve as the basis for a new vision on coastal policy and the safety of the rivers.
